The British Government's economic strategy for post‐Brexit Britain of achieving balanced regional growth by "driving growth across the whole country" echoes the objectives set by the Barlow Report of 1940. The regional policies that followed the Barlow Report were heavily influenced by papers written for the Commission by G D A (later Sir Donald) MacDougall. The first of these papers was included as an appendix to the report itself and introduced the shift‐share methodology to the analysis of regional employment growth, and subsequently shown to be flawed. The second paper considered the urban hierarchy and growth but was never fully developed. Consequently post‐war regional policy focussed on the contribution of industrial structure to employment growth without fully taking into account the urban hierarchy or regional locations of that employment. This article replaces the flawed shift‐share methodology with multifactor partitioning (MFP) and applies it to regional employment growth for the period 1971‐2012, a span of special interest because it largely coincides with British membership of the European Union (EU). The deficiencies in the second paper are addressed by introducing allometry to measure the employment growth of each region relative to that of Great Britain and then regression analysis to relate the allometries to distance from London. The results of the two sets of analyses highlight the need for a multiple‐factor, comprehensive, and integrated approach to regional policy and provide a benchmark against which to gauge the success of Britain's post‐Brexit policy of driving future growth across the whole country. The presence of cycles characterizes all economic systems, but economic cycles have differentiated spatial impacts. Some regions have broader cycles with respect to the country, while others tend to be less responsive to shocks and hence have narrower cycles. Being exposed to broader cycles, that is, greater volatility, may increase the strain on a regional economic system. This paper investigates the different responsiveness to cyclical forces and volatility of regions in the long run. It does so by using quarterly employment data for the Nuts2 Italian regions over almost 40 years before and during the period 1978–2016. Explored in particular are the cross‐regional variations in employment volatility and the reasons for the patterns observed, as well as whether they have changed the following different macroeconomic policy regimes. The paper identifies the break dates of different regimes, and these regime changes will be related to policy modifications, such as the implementation of the European Monetary Union. The determinants of this regional volatility appear to be quite stable, so that the changes in volatility are explained by how these determinants have changed overtime and how they are unevenly distributed in space. In particular, the lagging regions of the country suffer, in addition to lower production and income, from higher volatility due to a structure which is weaker and more unstable. A clan is a group of families that are linked by patriarchal blood relationships with one common ancestor. Clans may help members to find jobs and set up businesses through blood‐based networks, but traditional male‐biased norms may lead to different effects on employment between genders. This paper examines the causal effects of clans on the employment statuses of men and women and the gap in the effects between genders. To mitigate the endogeneity issue, we employ the potential rain‐fed rice yield as an instrumental variable to obtain consistent estimates. We find that clans have positive effects on women's probabilities of participating in the labor market and having nonfarming jobs, while the effects on men are not significant. Clans have positive effects on male entrepreneurship but no effects on female entrepreneurship. The results are robust to a host of sensitivity tests. Moreover, we find that the findings are driven mainly by small cities, and clans have larger effects on regions where private enterprises dominate. Between 1957 and 1990, nearly 100 nuclear reactors were constructed throughout the U.S., and nuclear power currently accounts for 20 percent of electricity production nationwide. Nuclear plants are often constructed in small communities for which they constitute a large source of employment and income. To date, 24 nuclear reactors have undergone decommissioning, and more are expected in the future, particularly as nuclear reactors age and face increasingly strict regulations. This paper examines the effects of nuclear decommissioning over time at the county-level on measures of employment, income, and population using difference-in-differences regression and propensity score matching. Panel data are obtained from the U.S. Census Bureau, and cover the years 1975-2014. The analysis finds that nuclear decommissioning is associated with positive and statistically significant increases in employment and per capita income over time. Results suggest that nuclear decommissioning may actually be a positive force in regional economic development, and concludes with limitations of the approach and implications for future research. Recent studies have found evidence of a local employment multiplier's effect. For the most part, these studies provide an average estimate for all labor markets. In this paper, we examine how the average local employment multiplier, the effect of an exogenous increase in employment in the tradable sector on total employment, depends on the characteristics of the local labor market. Specifically, we estimate the average multipliers for coastal, noncoastal, large, and small metropolitan statistical areas (MSAs) across different time periods using the data of 333 US MSAs. Overall, we find a reduced form of local employment multiplier ranging from 1.38 to 2.24, which is within the range of typically estimated local employment multipliers. In addition, the characteristics of the local labor market matter. The local multipliers appear larger in noncoastal and large MSAs. For small and coastal metros, the multiplier is closer to 1.5 than to 2.0 while in the case of large and noncoastal metros, it is closer to 2.0 than to 1.5. This paper documents the changes in China's Hukou reform before and after 2014 based on a unique data set of Hukou policy documents from Chinese cities between 2000 and 2016. We construct a Hukou registration index to measure the stringency of local Hukou qualification in Chinese cities. There are four main channels for migrants to get local urban Hukou: investment, home purchase, talent program, and employment. The requirements of the four channels have large variations across different tiers of cities between the two periods of 2000–2013 and 2014–2016. First‐tier and some second‐tier cities set high criteria for local Hukou registration that have become more stringent over time, while other cities have much lower requirements. The point account system for Hukou registration shows that cities have different preferences over workers eligible for local urban Hukou. The quantitative measures developed in this paper can be used to study a variety of topics on the social and economic consequences of labor mobility barriers. [ABSTRACT FROM AUTHOR]

Looking at 135 Canadian urban areas over a 35-year period (1971-2006), the paper examines the relationship between initial specialisation (using employment) in resource industries and various growth indicators via a mix of descriptive statistics and econometric modelling. The paper differentiates between two resources sectors: resource extraction (mining, logging, etc.); primary resource transformation (paper mills, foundries, smelters, etc.). The evidence for a 'resource curse' is mixed. Resource transformation industries are found to be associated with slower population growth, also depressing growth in college-educated cohorts. However, no such relationship is found for resource extraction. We find no evidence for a durable Dutch Disease wage effect. Wages fluctuate in response to resource demand as do working-age populations. Many relationships hold only for the short run. In the end, we argue, the impact of resource specialisation depends on the particular resource and type of industry it spawns, as well as location. Abstract: There is a need to better understand the dynamics relating to the evolving economic structure of regions, in particular factors concerning deindustrialisation and the growth of services. In order to unpick the dynamics relating to contemporary regional evolution, this paper examines regional employment in the UK's services sectors from 1971 to 2005. The analysis utilises the statistical technique of multi‐factor partitioning to examine the evolutionary dynamics of employment change in the UK service sector. Overall, differing growth trajectories in services employment across regions appear to be the result of the different underlying industrial structures observed within the regions themselves. The findings indicate that the industrial structure of a region has a significant influence on employment change in services, with related variety being of greater consequence than specialisation. This suggests that diversity, or urbanisation, effects have a greater influence than specialisation effects on “lighter” industries than “heavier” industries. Spatio‐temporal variations within the development of services are evident in the analysis, and there is evidence of convergence across the regions for all sub‐sectors examined. ABSTRACT Ghana is one of a few African countries where more people now reside in cities than in the countryside. What is not as well-known are the changes that have taken place in the economic base of Ghanaian cities. This paper tells that story. It focuses particularly on jobs, incomes, inequality, and poverty, and their characteristics in an era when neoliberal policies have been implemented. It draws on census reports, national surveys, and published reports in order to overcome the dearth of information about the urban and national economies. The paper shows that, on the one hand, the increasing prominence of the private sector in the urban economy has impacted positively on capital formation and job creation. On the other hand, urban and national inequality levels have dramatically increased. Whether these changes are favourable to the majority of urban citizens is contestable. [ABSTRACT FROM AUTHOR]

ABSTRACT The effects of state public capital investment on economic growth is an important question that has been the focus of a recent substantial research effort. But the majority of this research has ignored these investments' influence on the intra-state pattern of economic activity. Yet if external agglomeration economies are important determinants of growth, then investments may indirectly affect growth by fostering or discouraging agglomeration. This paper discusses the effect of state infrastructure investments on the distribution of employment within states and the implications of these spatial effects for aggregate state employment growth. Preliminary empirical results suggest that state infrastructure investments tend to redistribute growth from areas of dense employment to other parts of the state. This redistribution may diminish agglomeration benefits offered by cities, which has the potential to reduce state growth. Regional economic resilience can be defined as an economy's ability to withstand and recover quickly from shocks. The ability to measure resilience is necessary to developing our understanding of what influences resilience. In this paper, we develop a new, two‐dimensional quantitative measure of resilience using observed differences between expected and actual employment in a region following a shock and distinguish the response to the shock from random variation. We demonstrate one application of this metric to US county‐level employment data to compare county responses to the 2007–2009 national recession and discuss how different regions of the United States responded to the shock of the Great Recession in terms of resilience. Abstract: In the context of greater economic integration with global markets and structural economic reforms, this paper analyses regional and sectoral employment growth dynamics in Mexican states between 2004 and 2014. The methodology is based on spatial shift‐share analysis that explicitly considers interregional interactions in employment while assessing potential spillover effects arising from spatial interactions among states and industrial sectors. The results suggest a competitive effect from some industries—such as those related to science and specialized suppliers, intensive scale industries and dominated providers—which led to the formation of industrial corridors of neighboring states that connect the central region with the northeast region of the country. It was also found that proximity to states such as Nuevo Leon, Queretaro, Guanajuato, San Luis Potosi, and Puebla has positively influenced neighboring states in terms of employment growth rates. Abstract: Internal migration has been recognized as the major influence in terms of population redistribution across urban systems, but it is not a homogeneous phenomenon. Within the context of internal rural‐urban migration decline and the negative changes in migratory balances in the metropolitan area of Mexico City, the core of enquiry in this paper is the approach to growth and consolidation of an internal urban–urban migration system in the early twenty‐first century (2000–2015). This process has taken place through two main networks, among metropolitan areas not corresponding to the principal city and among intermediate cities. Internal migration is a complex process that involves both individual and spatial characteristics and which leads to spatially uneven development in the long term. Data from three censuses of the population of Mexico (2000, 2010, and 2015) show a transition to a more urban–urban migration pattern, with skilled migrants tending to have metropolitan and urban destinations, whereas less‐skilled migrants prefer rural and small urban destinations. This paper examines the degree to which creative industries stimulate regional productivity growth in a developing country, Indonesia. The Indonesian government promotes long-established 'traditional' craft businesses as creative industries, but they pay less attention to new knowledge creation and focus on highlighting heritage values as selling points. Our findings show that the 'real' creative industries are still scarce and found mostly in fairly advanced urban regions. These industries are more likely to be an indicator than a driver of regional economic development. Meanwhile, those traditional businesses are much larger than creative industries and potentially contribute to regional productivity through consumption activities, thereby requiring different policy strategies. The probability of being employed varies depending on several factors. Many of these are related to personal characteristics such as educational level, age, gender, or number and age of children. Nevertheless, other factors may be relevant, in particular the geographical environment. The purpose of this paper is to analyse the relevance of urban size and the position of each territory (in terms of its distance from large metropolises) for the probability of being employed in the Spanish economy. Following the set of economic regions suggested by ), we try to explain the spatial patterns of employment distribution. Our results show some relevant differences between these alternative economic areas. We find that municipalities with similar sizes and located at a similar distance from a metropolis but belonging to different Autonomous Communities or provinces share similar employability patterns. Local and regional employment growth is generally studied either by searching for local qualitative explanatory factors such as governance, synergy between firms, and milieu effects, or by searching for general growth factors using statistical techniques. The body of work that relies on this approach has tended, in keeping with economics’ nomothetic tradition, to assume that local and regional growth factors are constant over space. The focus of this paper is on exploring the spatial stationarity of employment growth factors in Canada, but it also seeks to clarify some of the broad principles behind spatial regression techniques in order to provide a point of entry and a conceptual framework for empirical researchers. To do so, we apply a recently developed technique, Geographically Weighted Regression (GWR), and we explore the method's advantages and limits for answering our research question. We find evidence that growth factors differ across Canada, but we also conclude that the GWR technique, given the number and shape of regions available for our analysis and given certain limitations that are currently inherent to the method, can only provide tentative and exploratory results. Recent research has highlighted that in the last few years, the evolution of regional disparities in many European states has become pro-cyclical. This represents a change with respect to the predominantly anti-cyclical pattern of the 1960s and 1970s. This paper addresses the question of whether and when this change has taken place in the southern periphery of Europe, before analysing the factors that may have played a role in such a change. The analysis relies on a regional database that includes the evolution of the GDP per capita of NUTS II regions in five European countries (France, Greece, Italy, Portugal, and Spain) between 1980 and 2000. The results of the analysis support the hypothesis of a change towards a pro-cyclical evolution of regional disparities in the cases of Italy, Portugal, and Spain, but not in those of Greece and France. A relationship between these pro-cyclical patterns and the emergence of less dynamic sheltered economies is also detected in peripheral regions. This lack of dynamism is related to the fact that numerous peripheral areas in southern Europe have become increasingly dependent on factors such as transfers or public investment and employment, and therefore are less exposed to changes in market conditions. Unemployment rates appear to vary widely at a subregional (e.g., local or provincial) level. Using spatial econometric models for spatial autocorrelation, this paper focuses attention on the spatial structure of regional unemployment disparities of Italian provinces. On the basis of findings from the economic literature and of the available socio-economic data, various model specifications, including different explanatory variables, are tested to investigate the geographical distribution of unemployment in the 103 provinces of Italy for the years 1998 and 2003. The results suggest that there is a clear explanation of unemployment differentials in terms of spatial equilibrium and disequilibrium factors and a significant degree of spatial dependence among labour markets at the provincial level in Italy. Provinces marked by high unemployment, as well as those characterised by low unemployment, tend to be spatially clustered, demonstrating the presence of unemployment “persistency” in space and time regimes. Economic competitiveness now has less to do with new materials than with new ways of producing, utilizing, and combining diverse knowledges. It is branded as symptomatic of a ‘new’ economy and is often juxtaposed against the ‘old’ economy. As accelerating technological change has greatly increased the volume and quality of the information available to organizations, to firms, and to individual employees, it is asserted that the economy has become more ‘new’ than ‘old’ But this is predicated on the assumption that there is a ‘new’ economy and that it is somehow distinguishable from the ‘old.’ This paper explores the basis for this dichotomy and whether it really adds anything to understanding contemporary economies and their ongoing development. It will be argued that it is more useful and constructive to examine the economy through a lens dominated by service industries that are now the key drivers of change (innovation, competition, employment) and development. The paper is concluded with a discussion of some items that could usefully be part of an agenda for further research by economic geographers on the evolving spatial and structural attributes of service work and organizations and their impact on cities or regions at different scales of analysis. ABSTRACT This paper develops a two-sector endogenous growth model with a dual labor market caused by the operation of trade unions. Trade unions strive for the extraction of rents from the growth generating imperfectly competitive primary sector. This union behavior results in a non-competitive wage differential between the primary and secondary (perfectly competitive) sector. How the relationship between growth and unemployment depends on the institutional details of the labor market is analyzed. In general, growth and unemployment are intimately related for two reasons. Unemployment affects the scale of operation of the economy and thereby the growth rate. Growth affects inter-temporal decisions of workers about where to allocate on the labor market once they are laid off, and thereby it affects equilibrium unemployment. [ABSTRACT FROM AUTHOR]

ABSTRACT Interest in the use of adjustment models has recently increased as analysts have come to see the value of these models in the study of regional growth processes. Adjustment models are especially useful in clarifying the nature and direction of population-employment interactions. However, other models of regional growth suggest that employment should not be treated as a single homogeneous variable, as is the usual assumption in regional adjustment models. This paper looks at the issue of employment disaggregation, and suggests that adjustment models can be alternatively specified by making use of economic base theory to separate employment into at least two broad sectors. Alternative economic base specifications are tested using data for the nonmetropolitan counties (n=254) of the U.S. Rocky Mountain West during a recent time period. ABSTRACT Over the past few years, a large number of studies have focused on whether population or employment is critical to the source of metropolitan growth. However, only few attempts have so far been made to additionally consider the suburbanization stage and pattern of commuting, which may both enable us to explore this 'chicken-egg' issue a little further. The purpose of this paper is to compare dwelling-based (housing) with job-based (job) employment to evaluate the net commuting. The Taipei metropolitan area, for example, now lies at the initial suburbanization stage with only population decentralization and massive in-commuting to the central city. The estimation results based on a co-integration system reveal that the central-city employment can be regarded as an engine of this metropolitan economy. Besides, we also find that dwelling-based employment distorts the causality between population and employment, especially from the variance-decomposition accounts. Therefore, the importance of commuting to investigating the evolution of metropolitan economy should not be overlooked. [ABSTRACT FROM AUTHOR]

This paper uses local labour market area (LLMA) data to investigate the dynamics of employment in the information technology (IT) sector in Italy between 2001 and 2005. The aim is to test if agglomeration forces might significantly affect local IT employment growth. The OLS results are broadly consistent with those of earlier studies. In particular, IT employment growth is enhanced by industrial diversity (Jacobs externalities) and by plant size (economies of scale). At the same time, LLMAs with higher IT concentrations are associated with lower employment growth rates. As a robustness check, quantile regression analysis is performed. Abstract: The effects on employment growth in firms, grouped by size class, of the economic crisis that began in 2008 are analysed using multifactor partitioning (MFP). Italy's employment growth is decomposed into four explanatory factors: the stage in the business cycle; the effect of firm size; industry composition; and regional distribution; together with the interactions among these four effects. The interpretation of these effects is facilitated by the introduction within the MFP framework of a new decomposition of several key elements. The results show that the adopted approach and the suggested decompositions are useful to study the effect of size on employment change. This effect is found to be negative only for micro units (with less than 10 employees). For the other classes, it is positive. This paper examines the relationship between U.S. metropolitan county employment growth and poverty. Differential job growth–poverty linkages are found across metropolitan size and type of county. Own-county employment growth significantly reduces central-county poverty in large metropolitan areas relative to suburban county poverty. Compared with larger metropolitan areas, broader metropolitan-wide job growth has more poverty reducing benefits in medium and smaller metropolitan areas, suggesting fewer metropolitan-wide job-accessibility constraints. This paper shows that in the Baltic countries, commuting reduces urban-rural wage and employment disparities and increases national output. To quantify the effect of commuting on wage differentials, two sets of earnings functions are estimated (based on Estonian, Latvian, and Lithuanian Labor Force Surveys) with location variables (capital city, rural, etc.) measured at the workplace and at the place of residence. We find that the ceteris paribus wage gap between capital city and rural areas, as well as between capital and other cities is significantly narrowed by commuting in some cases but remains almost unchanged in others. Different outcomes are explained by country-specific spatial patterns of commuting, educational and occupational composition of commuting flows, and presence or absence of wage discrimination against rural residents in urban markets. A treatment effects model is used to estimate individual wage gains to rural—urban or inter-city commuting; these gains are substantial in most but not all cases. Wage effects of commuting distance, as well as impact of education, gender, ethnicity, and local labor market conditions on the commuting decision are also explored. [ABSTRACT FROM AUTHOR]

The effectiveness of intra-regional job search is influenced by how far people are willing to travel to new employment. While much has been written on the commuting patterns of those in work, relatively little research has been carried out on how far unemployed job seekers are prepared to commute. This paper presents and tests a model of factors influencing the maximum time unemployed job seekers would be willing to travel to a potential new job. Significant effects are found for a range of personal and demographic characteristics, including gender, years of education, type of job, and location. The evidence suggests support for the spatial mismatch hypothesis and shows differing accessibility to employment opportunities for certain types of unemployed people. ABSTRACT Measuring nonuse values is one of the most controversial topics facing environmental economists today. One important issue that has received little attention is determining who has economic standing with respect to nonuse losses from natural resource injuries. In this paper, a conceptual model for determining compensable nonuse losses is developed that is consistent with the Kaldor-Hicks principle of potential Pareto improvement, and then that model is applied to the results of a telephone survey on industrial water pollution in the lower Passaic River in northern New Jersey. One proposition from this model indicates that only people who have knowledge of the injured resource (i.e., 10 to 44 percent of respondents) can incur a compensable nonuse loss. A second proposition from the model indicates that demand for information about an injury to a familiar resource is a necessary condition for compensable nonuse losses. It was found that 81 percent of the respondents who were familiar with the lower Passaic River were likely to read, listen to, or watch a news story about the river. However, far fewer respondents familiar with the lower Passaic River were willing to engage in more active, and costly, information-acquisition activities (such as conducting research at the library and attending public meetings). Finally, the model suggests that geographic proximity to nondescript resources may affect nonuse values, information costs, or both, helping define the potentially affected population. The empirical results for the lower Passaic River support this third proposition. The overall conclusion is that only a small fraction of the population in New Jersey and New York might reasonably experience a nonuse loss as a result of industrial water pollution in the lower Passaic River. Local governments are faced with 'financial' and 'political' double‐pressure to attract business investment with the low‐price industrial land in China. This study tests the effect of industrial land allocation strategy on local tax and employment using the Driscoll‐Kraay (D‐K) standard error fixed‐effect model in different stages. The empirical results indicate that the taxation and employment‐pulling effects are still effective in the full‐sample model. However, in the stage of rapid economic development (2007–2012), the interaction term coefficient between industrial land scale and price is –0.026 and is significant at 5% level. This result suggests that the low‐price and large‐scale industrial land allocation strategies of local governments have a significant impact on the tax. For every 1% decrease in industrial land price, the regional employment growth is 0.071%. In the structure transformation stage (2013–2019), the industrial land scale can influence increasing local taxation. Based on a panel of Chinese cities over the period 2004-2009, we analyze the relationship between the level of economic development and the share of urban employment in small businesses. We find that this relationship can be described by an inverted U-shape. In cities with lower levels of economic development, the restructure of the state sector along with a booming service industry is associated with a higher share of employment in small businesses. In contrast to abundant research on population (re)distribution in China, the dynamics of intra‐urban employment concentration remain poorly understood. Drawing upon firm‐level employment data for 2008 and 2013 at a fine analytic scale, we utilize a two‐stage approach involving nonparametric estimating and proximity‐based threshold setting, persistence score, location quotients, and shift‐share analysis, to investigate spatial and compositional changes of employment centers in Nanjing, an emerging global city in the Yangtze River Delta, China. We observe only a very slight trend in the dispersion of whole employment there, and over 70% of employment was concentrated in the identified centers in 2008 and 2013. Employment in different sectors indicated high spatial heterogeneity and polycentricity, which is associated to a distinctly greater extent with decentralization of manufacturing than with services. Specifically, the boundaries of employment centers ranged from stable in the urban core to highly fluctuating in newly developed urban areas; the sectoral composition of centers exhibited consistency within each center but heterogeneity among centers. We further discussed the relationship between dynamics of employment centers and urban configuration, economic re‐structuring, and local policies that have long determined development direction and employment distribution in Nanjing. States and localities in the U.S. put considerable effort into attracting and maintaining high-tech manufacturing industries to preserve manufacturing employment. However, little work has examined whether high-tech industries respond differently than traditional manufacturing to changing trade pressures. This study investigates the impact of international trade on skilled and unskilled labor demand across manufacturing sectors. Results of this study indicate that changes in exchange rates and trade orientation have similar effects across high-tech and traditional manufacturing sectors. In addition, findings suggest that there is a high degree of variation in the trade-related effects on labor demand across individual high-tech sectors, and that the direction of these effects often runs counter to the predictions of traditional trade theory. Population, employment, and income changes in a region comprised of eighteen nonmetropolitan counties of Maine, New Hampshire, Vermont, and New York are described using Bureau of Economic Analysis data covering 1970 to 2000. Changes at the county level are examined as net differences using pooled cross-section time series analysis. The specific focus of the empirical analysis is the effect that environmental amenities have in population and economic change. Empirical results indicate that a county's relative endowment of environmental amenities has positive economic change effects, but only when the county is relatively accessible as well. Further, the environmental amenity effects vary in their temporal consistency, even when accessibility is taken into account. This paper examines whether employment in agriculture is more sensitive to fluctuations in the level of economic activity than is employment in the economy as a whole. The analytical framework of the investigation rests on two functional relationships between unemployment and economic activity introduced by Thurow. The results indicate that agricultural unemployment is impacted by variations in economic activity to the same extent as is total unemployment. Very heterogeneous patterns of firm employment growth characterize the Chinese provinces, suggesting the existence of a relationship between these and regional factors. This empirical work explores this topic by providing novel evidence of the role played by regional institutional and regional factors in firm employment growth in China during the decade 1998–2007, an important period in the Chinese transition towards a market economy. The results show that controlling for the internal determinants of firm performance, the firms located in provinces converging faster towards a market economy, exhibiting relatively better patterns (in terms of agglomeration, endowment of human capital, innovation and environmental protection) tend to expand their employment relatively more. These findings confirm the existence of a macro–micro‐connection as to what firm heterogeneity is concerned, as they reveal a differential growth channel along the regional dimension. In particular, local progress in government–market relationships appears as the most relevant dimension of marketization process. Given the regionally decentralized institutional system in China and considering its process of transformation, these findings inform local authorities concerned with the promotion of regional employment. This study evaluates employment patterns of domestic migrants and immigrants and also explores the role of ethnic niching for Asian and African American recent arrivals in the context of local structural transformation (e.g., the shift from manufacturing to services). Employment patterns are examined for industry‐occupation groups using the 5% Public Use Micro Sample of the 2000 U.S. Decennial Census and the 2006–2010 of the American Community Survey. The study area is a Rustbelt city that has suffered from population loss: the Buffalo‐Niagara Falls MSA. Location quotients and shift‐share analysis are used to classify employment shifts into four industry‐occupation groups: growing, transforming, declining, and emerging. Logistic regressions are estimated to identify the role of various demographic factors and ethnic niches on the employment of recent arrivals in the above four industry‐occupation groups. The results show that the employment of recent arrivals vary by migration status and ethnicity. The role of ethnic niches is especially important in declining industry‐occupation groups. The analytical framework can be used to understand where and how migrants, both domestic and immigrants, find work. Future studies can focus on the pros and cons of ethnic niching (e.g., barriers to suitable jobs, ethnic entrepreneurship through niche experience) as structural transformation continues across U.S. regions, especially with new technologies. This research examines tax increment financing (TIF), a widely used economic development tool, and property values to determine whether TIFs capture activity that would have occurred anyway. Using 2003–2012 data from Indiana counties, we test a two‐stage model focusing on TIF adoption (stage 1) and impact on assessed value within the TIF district and outside the TIF district (stage 2). Model results show that TIF adoption is positively related to TIF use in surrounding counties, median household income and employment growth, which suggests that TIF is used to capture existing growth. The results of the impact model show that as the share of county assessed value in TIF increases, assessed value in non‐TIF areas decreases and assessed value within TIF districts does not increase, which raises concerns about the efficacy of TIF. Using the PUMS files of the 2000 U.S. Census and 2005-2007 merged ACS data, we study the metropolitan destination choices made by newly arrived immigrants from seven top source countries between 2000 and 2007. Using a multinomial logit model, we find that the dispersion of new immigrant groups varies by origin, although all groups were subject to 1) the attraction of co-ethnic communities, and 2) the positive effects of labor market conditions in the destination (especially the employment growth rate). However, co-ethnic concentration is much more important than labor market conditions in the destination choice decision, particularly for the poorly educated. Conversely, there is a strong negative effect of co-ethnic concentration on highly educated new immigrants, revealing a dispersed geographical pattern of these highly educated immigrants. We also find the importance of employment share growth rate for highly educated immigrants which suggests that they are more sensitive to the upward employment structure at the destination than a specific job growth rate, and they may not be attracted by a metropolitan area with a low-quality employment structure, despite whether there was an increase in high-level jobs. In the entrepreneurship literature, it is generally assumed that an individual establishes a new firm in a location in which they have strong ties, normally in the municipality of residence or employment. We scrutinise this general assumption and show that firm location depends on individual characteristics, such as the commuting experience. Our results show that commuting influences the firm location choice. The probability of establishing a firm in the work municipality increases if the entrepreneur is a commuter, holding constant the type of region and unobservable and observable individual features. Despite the worldwide trend of urbanisation, data reveal that some cities are growing whereas others are losing inhabitants. To assess such dynamics in Portuguese cities, demographic, employment, housing, and climate variables were analysed as possible drivers of population change for the period 1991-2011. Panel data models show that higher shares of employment in the secondary and tertiary sectors, higher maximum temperatures, and a higher proportion of middle-aged vacant houses act as pull factors attracting inhabitants, whereas a higher unemployment rate is a push factor for cities. Utilizing Chinese data for the years of 1998, 2000, 2005, and 2008, this research traces the growth of the creative economy and the enlarging income inequality in China's urban economy. While the creative sector now makes up close to 30 percent of China's urban private employment, industry-based earnings disparity has also increased substantively. Provinces with larger creative economy also tend to have higher level of wage inequality among workers of the creative sector, the working sector, and the service sector. Several other factors, especially internal migration flow, size of manufacturing, and ownership structure in local economy, are found to be significantly linked to inequality as well. For decades, the maquiladora industry has been a major economic engine along the U. S.- Mexico border. Since the 1970s, researchers have analyzed how the maquiladora industry affects cities along both sides of the border. Hanson produced the first comprehensive study on the impact of the maquiladoras on U. S. border cities, considering the effects of in-bond plants on both employment and wages. His estimates became useful rules of thumb for the entire U. S.- Mexico border; however, they have become dated. Using Hanson's framework, we estimate the maquiladora industry impact on U. S. border cities from 1990 to 2006. We find that a 10 percent increase in maquiladora production leads to a 0.5 to 0.9 percent increase in employment. We also find large differences among individual border cities. Furthermore, we estimate the cross-border maquiladora impacts before and after 2001 when border security begins to rise, and the global low-wage competition intensified after China joined the World Trade Organization. Empirical results indicate that U. S. border cities are less responsive to growth in maquiladora production from 2001 to 2006 than in the earlier period; however, when looking into specific sectors, we find that U. A U. S. county workplace-to-workplace or latent migration data set is generated from overlapping migration and commuting networks. The latent migration network is the estimated number of movers between places of work, which is then compared with the actual number of migrants between places of residence. This allows both employment-related and amenity-related migration and pull/push factors as causes of migration flows to be identified and contrasted. Certain counties and cities that are not important migration destinations (e.g., with <200,000 net in-migrants between 1995 and 2000) according to official data are in fact important targets when additional in-migrants who commute into surrounding counties also are considered. An econometric analysis is then used to examine whether different regressors have different effects on the residence- versus employment-based migration patterns. This is a first assessment of whether or not the proposed approach has merit. Results are consistent with prior expectations regarding the factors that would motivate latent versus actual migration. A dynamic labor demand model is developed and estimated on 1,719 French firms in the food industries, observed over the period 1990–1997. Both descriptive statistics and estimation results (including GMM estimations) show that labor demand and its determinants vary according to firm location. Rural areas are characterized by a low adjustment speed and great sensitivity of labor demand to the labor cost. Peri-urban areas benefit from important economies of scale effects and from technological spillovers. Urban firms are faced with a decline in employment levels, which is mostly due to a faster adjustment of employment to the level of activity. The trade-off between agglomeration and congestion forces may explain the respective situations of both urban and periurban areas. However, the relative inertia that appears in rural areas may be analyzed in a different way, by considering the smaller number of potential opportunities that exist in these areas. Regional analysts often identify industry clusters according to a single dimension of industrial interdependence, typically by trading patterns as revealed in national or regionalized input–output data. This is despite the fact that the theory underpinning regional industry cluster applications draws heavily on Marshall's theory of external economies, including the important role of labor pooling economies and knowledge spillovers in addition to spatially co-located suppliers. This article investigates whether industry clusters identified based on trading relationships (value chain clusters) are meaningfully different in industrial composition and geography than those derived from an analysis of occupational employment requirements (labor-based clusters). The determinants of rural and urban community population change over the period 1991–2001 are investigated at a very fine level of disaggregation for Canada. The study examines the influence of local amenities, economic factors, and agglomeration economies on population growth for age cohorts starting from the very young to the elderly. Motivated by the objective of assessing the overall jobs versus people question in economic development, the emphasis is on estimating the relative contribution of groupings of variables in explaining the variations in population change rather than the contribution of individual variables. Results indicate that rural and urban populations are influenced to differing degrees by amenity, economic, and urban scale groupings of variables and that there are variations among age cohorts in both urban and rural areas. While economic variables are the most influential in population change for all rural cohorts, their contribution somewhat diminishes with age. In urban areas, amenity, and economic variable groupings have approximately equal importance across all cohorts. This article integrates firm birth and death data into a shift-share analysis framework. The proposed methodology can be used when data availability does not allow for the direct association of employment changes to business demographics at the regional level. It may be also used as an exploratory step before any explanatory econometric work is undertaken as a means of identifying classes of potential control variables.
