With the exception of Austin, metropolitan regions in Texas are not commonly included in research and analysis concerning creative economies-attention is largely focused on either the traditional capitals of creative production, New York and Los Angeles, or emerging, secondary regions such as Austin and Seattle, Washington. This article utilizes an industrial approach to examine the creative economies of the four most populous metropolitan regions of Texas-Austin, Dallas-Ft. Worth, Houston, and San Antonio-and detail their scale, scope, and change between 2005 and 2015. Results help establish the creative economies of the Dallas-Ft. Worth, Houston, and San Antonio metropolitan regions in the existing stream of creative research and discussion, offer further perspective on the dynamics and strength of the Austin region's creative economy, and provide insight into how regional creative economies emerge in rapidly urbanizing regions during the digital era. Additionally, special attention is paid to how these four creative economies transformed during the recessionary period from 2007 to 2009. Results of that attention build on prior research which points to the recession having a varied influence on creative economies depending on trends in the broader regional economies that house them. Sharp regional differences in income and consumption patterns have characterized the Chinese development process. Focusing on the years 2007 and 2012, this work employs the Oaxaca-Blinder decomposition to assess the extent and the determinants of the urban/non-urban and coastal/inland disparity in consumption patterns. The analysis shows that the average gaps across the Chinese prefectures tend to be mainly explained, along both divides, by the mean differences in local endowments of the covariates that explain consumption over GDP ratio. In particular, at the basis of the observed regional disparity, there is an uneven allocation of FDI and foreign enterprises, as well as of domestic investments in fixed assets and welfare state provisions. This study examines the relationship between casinos and economic growth in the U.S. Using county-level data on the 48 contiguous states from 2003 to 2012, we estimate the effect of casinos on per capita income growth and job creation. Our research procedures include examining the relationship using level-to-level panel data, and 3-year and 10-year differenced data. An instrumental variable approach is also considered to account for potential endogeneity of the casino variable. Although, the instruments are both relevant and exogenous, test results found insufficient evidence of endogeneity in our panel data models. In addition, we estimate a spatial error model (SEM) to account for the unobserved spatial characteristics that may affect economic growth in the counties but are not captured by our conventional econometric models. Our results show that casinos had a positive effect on per capita income; casino expansions exerted a small, positive effect on both per capita income growth and job growth. However, the effect of casino expansions on 10-year per capita income growth dissipated when we controlled for the spatial autocorrelation in our model. Nevertheless, the SEMs results also suggest that casino expansions continued to have a positive effect on the 2003-2012 job growth. [ABSTRACT FROM AUTHOR]

Progress in analysing the instrumental view of governance as an engine for growth, poverty reduction, and inclusive development has been held back by the difficulty in framing governance. This essay seeks to address this problem by 1) reframing urban governance 2) evaluating its aims, processes, and outcomes, and 3) explaining those outcomes on the basis of which some lessons are teased out. Using examples from Africa and an institutional political economy approach (based on institutional economics, Marxist political economics, Georgist political economics, and Polanyian political economy), I show that, overall, while urban economies are growing; both urban poverty and inequality levels have risen substantially. Urban governance has paved the way for new forms of urban development that only benefit the few. Not only are there differences in how urban services and resources are experienced, accessed, and controlled but the varieties are also socially differentiated. I argue that the underlying reasons for this disjuncture between 'urban governance' in theory and 'actually existing urban governance' are 1) difficulties in implementing urban governance theory consistently in practice, 2) problems arising because urban governance theory has been implemented in practice, 3) tensions that would entangle most policies which do not address historical and structural economic issues, 4) restrictive assumptions, and 5) incoherence among the different dimensions of urban governance. To resolve these contradictions, I put the case for major structural and institutional change involving: 1) the re-ordering of the roles of the state, market, and society as institutions of change; 2) re-working the relationships that bind together land, labour, capital, and the state, and 3) re-organising the channels for keeping the attainment of the ends of urban governance in check. It has often been argued that 'there is something in the air' which makes firms in high-density environments-such as cities or clusters-more innovative. The co-location of firms facilitates the emergence of serendipity and casual encounters which promote innovation in firms. We assess this hypothesis using data from a survey of Norwegian firms engaged in innovation partnerships. The results indicate that there may be 'much less in the air' than is generally assumed in the literature. The relationships conducive to innovation by Norwegian firms emerged as a consequence of purpose-built searches and had little to do with chance, serendipity, or 'being there.' This article investigates the role of universities in the economic development of American metropolitan regions during the Great Recession (2007-2009) and the growth period prior to it (2001-2007). It develops a supply-side conceptual framework on the role of universities in technology-led regional economic development. Specifically, this framework highlights three 'university products' that can be explicitly defined and measured: educational services, business services, and new knowledge or technology. The empirical test of this conceptual framework finds that the presence of universities is positively associated with regional economic performance during the Great Recession, mainly via the educational services product. Findings indicate that regions with a higher level of university science, technology, engineering, and mathematics graduates are more resilient to the economic recession. [ABSTRACT FROM AUTHOR]

Municipal annexation is the most common form of local government boundary change and can have profound impacts on the annexing municipality as well as the area being annexed. While urban scholars have often touted the economic benefits of annexation for municipalities, little research has been conducted on the effect of annexation type on the economic well-being of a municipality. Do voluntary annexations result in a larger economic windfall for annexing municipalities? Do involuntary annexations cost more? This study examined more than 6,000 annexations conducted by North Carolina municipalities between 1990 and 2000 in order to explore the impact annexation methodology had on municipal fiscal health. The results reveal that during the study period annexation resulted in a decrease in municipal fiscal health for North Carolina municipalities and that involuntary annexation had a particularly detrimental effect. Harrington and Campbell (1997) previously illuminated the pattern of producer services' suburbanization in the Washington, D.C., metropolitan area between 1970 and 1992. Their results showed producer services growing at a faster rate at locations farther from the central city. We revisit the topic utilizing data from 2004 to 2010, assessing not only changes in the distribution of producer services since their work, but also the impact of massive increases in defense spending on producer services' growth throughout the first decade of the twenty-first century. Multivariate linear regression is used to estimate per capita growth of producer services employment using six independent variables. Our results reveal producer services employment during the time period has grown significantly more quickly in the urban D.C. core than the outer suburbs, contrary to Harrington and Campbell's research. Additionally, we find per capita producer services employment is self-limiting over the study period: locations with more producer services employment in 2004 experienced significantly less producer services growth over the period. We find federal procurement has no correlation on producer services overall, with limited effects on some subsectors. Analyzing a select group of producer services subsectors revealed that no sectors followed the overall model exactly, suggesting that targeting producer services for growth must be done carefully. None of our models show employment diversity to be a factor in differentiating economic growth at the intra-metropolitan level. [ABSTRACT FROM AUTHOR]

In this study, we explore the impact of recreational housing on community development within a triple bottom line (economic, social, environmental) framework. We empirically assess the relationships between recreational housing and social, environmental, and economic conditions in nonmetropolitan counties and explicitly model spatial relationships, considering the potential for indirect spillover effects of recreational housing presence in one county to be associated with social, environmental, and economic conditions in neighboring counties. We employ a spatial Bayesian model averaging method to determine the set of control variables and find that higher concentrations of recreational homes are associated with lower levels of economic well-being, but somewhat higher levels of environmental quality. Using data from 1977 to 2009, we explore whether the agency issuing federal aid to states influences the rate of state economic growth. We find that agencies' housing poverty alleviation programs, such as the Department of Health and Human Services and the Department of Labor, have negative effects. The Department of Commerce and the Department of Interior have consistent positive effects, although this last effect is due to inordinately disproportionate spending in the state of Wyoming. Utilizing Chinese data for the years of 1998, 2000, 2005, and 2008, this research traces the growth of the creative economy and the enlarging income inequality in China's urban economy. While the creative sector now makes up close to 30 percent of China's urban private employment, industry-based earnings disparity has also increased substantively. Provinces with larger creative economy also tend to have higher level of wage inequality among workers of the creative sector, the working sector, and the service sector. Several other factors, especially internal migration flow, size of manufacturing, and ownership structure in local economy, are found to be significantly linked to inequality as well. Research will be more relevant to state and local economic development policy if this research focuses on research gaps. One gap is better estimates of how local labor demand policies affect local jobs. A second gap is better understanding of how labor supply policies affect overall local labor market outcomes, adjusting for spillovers and displacement. U. S. states and localities often engage in economic development policies using incentives and abatements for specific firms or industries. Yet, there is very little empirical evidence suggesting that such policies are successful. Why, then, do governments engage in these policies? In order to answer this question, we employ a model that considers not only geographic and economic factors, but also, in a novel application, local political conditions. A unique survey of U. S. county governments forms the basis for our empirical assessment of both traditional economic development policies and new-wave policies. Using probit, Poisson, negative binomial, and spatial econometric models, we find evidence that the use of incentives is inversely related to local economic conditions. Furthermore, we find Republican counties are more apt to use incentives, though counties dominated by one political party are less likely to use them. [ABSTRACT FROM AUTHOR]

ABSTRACT Employing a unique index of Tax and Expenditure Limitation (TEL) restrictiveness, we estimate a family of economic growth models using a panel of the 50 U.S. states for the period 1969 to 2005. Our central goal is to assess the relationship between TEL restrictiveness and economic growth. Results suggest that stronger TELs imposed on state governments have a dampening effect on state economic growth and TELs imposed on local governments have a weak negative impact on growth. ABSTRACT Because support for entrepreneurship is often a core part of economic development strategies, we investigate whether it is important for growth in lagging, rural U.S. regions by focusing on Appalachia. While entrepreneurship has the advantage of being endogenous and 'home grown,' previous research suggests that remote rural regions may lack the agglomeration economies to benefit greatly from entrepreneurship. Using county-level data, we explore the relationship between entrepreneurship and economic growth, employing self-employment and small business data as proxies for entrepreneurship. We look at the results for the Appalachian Regional Commission (ARC) region, using its immediate Appalachian neighbors outside the ARC region as a control group. Moreover, we also account for self-sorting by proprietors to locate in expanding regions. Despite strong barriers to growth in Appalachia, our empirical results suggest that self-employment is positively associated with employment and income growth, and that efforts to promote entrepreneurial capacity may be among the few economic development strategies with positive payoffs in remote regions. Comparative corporate governance has long focused on national models of corporate governance with particular attention paid to the balance of influence between divergent path dependence and convergent global market forces. Within this debate, the Canadian model of corporate governance has received little attention and has long been assumed to be an extension of the U.S. model. An analysis of the corporate geography of Canada demonstrates that the path-dependent forces of Canada's resource-dependent economic development remain a principal determinant in contemporary corporate Canada. Continued resource dependence in combination with a system of asymmetric federalism has led to a distinctively multi-jurisdictional model of corporate governance. As corporate interests are provincially distinct because of the heterogeneous distribution of natural resources and markets across Canada, this model may lead to provincial lock-in and an associated degree of managerial entrenchment. This study explores rural U.S. crime patterns with a focus on social capital. We use a triangulation of three core theories of crime including social disorganization, anomie/strain, and rational choice theories to develop a formal theory and an empirical framework. The role of four unique measures of social capital is explored in understanding patterns of rural crime using nonmetropolitan U.S. county data. The empirical results generally support the theoretical predictions and conclude that rural communities that pursue economic growth and development must be prepared to address the resulting upward pressures on crime. The objective of this article is to present a new way to incorporate the sectoral dimension within the components of regional growth provided by the traditional shift–share analysis. The new methodology elaborates the way that the dynamics of a specific sector in a region are influenced by the performance of other sectors, the latter decomposed between national, structural, and differential effects. To illustrate this extension of the shift–share method, an application is provided using data for the Spanish region of Extremadura for the period 1990–2004. Evaluating network infrastructures for potential vulnerabilities is an important component of strategic planning, particularly in the context of managing and mitigating service disruptions. Many methods have been proposed to facilitate such analysis, providing different interpretations of infrastructure vulnerability. The primary approaches that have been employed for network vulnerability analysis can be broadly classified as scenario-specific, strategy-specific, simulation, and mathematical modeling methodologies. Research on network vulnerability assessment has traditionally focused on one of these methodologies without consideration of the others. This article highlights the important implications of methodology for both infrastructure planning and policy development. To better understand the theoretical and practical trade-offs associated with methodology selection, this article provides a review of these categories of analysis, examining benefits and shortcomings with regard to practical planning issues and policy interpretation. This article examines the current economic status of the areas surrounding major U.S. container ports. We define a “port district” as the geographic area within a 7.5-mile radius of a port. Our sample includes the 10 largest container ports in the U.S. We find that when we compare port districts to their surrounding metropolitan areas, household unemployment and poverty rates are significantly higher in port districts. Thus, the same ports that serve as “economic engines” for the region and nation may be the cause of economic decline and deterioration in the immediate areas that surround them. This presents a challenge for policy makers who want to preserve the benefits of international trade while facing increasing opposition to port expansion by local communities. [ABSTRACT FROM AUTHOR]

Canadian poverty rates have persisted at disappointingly high levels despite almost 15 years of continuous economic growth. The problem is exacerbated by some communities and neighborhoods having exceedingly high poverty, including very high rates for vulnerable demographic groups, such as aboriginals and recent immigrants. We investigate low-income rates (poverty rates) for 2,400 Canadian “communities” over the 1981–2001 period. By focusing on communities, we fill a void in the related Canadian literature, which tends to focus on individuals, case studies, or more aggregate measures, such as provinces. Our approach allows us to assess the role of place-based policies. Particular attention is given to communities with differing shares of aboriginal Canadians and recent immigrants. One novel feature is our analysis of both “short-term” and “long-term” causes of differential community poverty rates. The results suggest that community low-income rates are more affected by initial economic conditions in the short term, with certain demographic factors becoming relatively more important in the long run. Although the final demand-oriented export base paradigm dominates economic development theory and practice, its usefulness is increasingly questioned because of the changing structure of modern economies, empirical critiques of export-led growth strategies, and studies that decompose the actual sources of growth. The importance of service industries, especially local services and their role in inducing economic growth, requires a measure that includes both forward and backward linkages to empirically account for the complete role of an industry. Using data for New York State, we demonstrate how the input-output-based method of hypothetical extraction can more appropriately measure the economic linkage of a broader range of contemporary economic sectors (including services) than traditional, final demand-induced, backward-linkage multipliers. The determinants of rural and urban community population change over the period 1991–2001 are investigated at a very fine level of disaggregation for Canada. The study examines the influence of local amenities, economic factors, and agglomeration economies on population growth for age cohorts starting from the very young to the elderly. Motivated by the objective of assessing the overall jobs versus people question in economic development, the emphasis is on estimating the relative contribution of groupings of variables in explaining the variations in population change rather than the contribution of individual variables. Results indicate that rural and urban populations are influenced to differing degrees by amenity, economic, and urban scale groupings of variables and that there are variations among age cohorts in both urban and rural areas. While economic variables are the most influential in population change for all rural cohorts, their contribution somewhat diminishes with age. In urban areas, amenity, and economic variable groupings have approximately equal importance across all cohorts. Concerns with the equity of societal income distribution typically underpin the provision of government subsidies to low-income households, in which such subsidies are commonly believed to reduce economic growth. Using a regional computable general equilibrium (CGE) model, this study examines the equity and growth aspects of subsidizing formal child care services for low-income households at the state level. The results suggest that state government subsidization of formal child care services does not necessarily reduce the level of economic activity, even when accounting for negative growth effects of tax increases required to finance the subsidies. The CGE model also reveals economic impacts on households and industry sectors not directly affected by the subsidies, impacts that would be omitted from a partial equilibrium microeconometric appraisal. A growing literature has accumulated that points to the stability of industrial location patterns. Can this be reconciled with spatial dynamics? This article starts with the premise that demonstrable regularities exist in the manner in which individual industries locate (and relocate) over space. For Canada, spatial distributions of employment are examined for seventy-one industries over a thirty-year period (1971–2001). Industry data is organized by “synthetic regions” based on urban size and distance criteria. “Typical” location patterns are identified for industry groupings. Industrial spatial concentrations are then compared over time using correlation analysis, showing a high degree of stability. Stable industrial location patterns are not, the article finds, incompatible with differential regional growth. Five spatial processes are identified, driving change. The chief driving force is the propensity of dynamic industries to start up in large metro areas, setting off a process of diffusion (for services) and crowding out (for manufacturing), offset by the centralizing impact of greater consumer mobility and falling transport costs. Economic and demographic restructuring, along with the increasing desirability of environmental amenities, have driven growth in the eight-state region of the Rocky Mountain West to extraordinary levels in recent decades. While social scientists have developed a solid conceptual understanding of the processes driving growth and change in the region, the broad nature of the land use outcomes associated with in-migration has not received nearly as much scholarly attention. This article initiates an in-depth empirical investigation on the magnitude, nature, and spatial variation of land use change in the Rocky Mountain West over the 1982-1997 time period. Data from the USDA's National Resources Inventory reveals that the conversion of landscapes from rural to urban types of land uses varies significantly from place to place, not only in terms of total land developed, but also with respect to how population pressures and a number of other local characteristics of counties manifest themselves in the spatial pattern of growth. As Shanghai strives to build itself into an international center of finance, trade, and commerce, a new retail economy has evolved accordingly. In the past two decades, its retail sector has been transformed from a simple and inefficient distribution system to a much more complex and highly competitive market-oriented economy. The new retail economy in many ways resembles the contemporary capitalist retail economy in the Western cities, but it also exhibits significant differences with Chinese characteristics. While the affluent consumer market is the necessary condition for sustained retail growth, it is the retail deregulation that has been the fundamental driving force for the structural changes in Shanghai's retail sector. Its liberal policies attracted major international retailers to either choose Shanghai as the gateway city to enter the China market, or locate their China headquarters offices in Shanghai to command their operations throughout the country. Indeed, the retail transformation in post-reform Shanghai is a clear testimony of the Economic Transition Model. The main data sources for this empirical study are the 1999 Census of Commercial Activity in Shanghai and the Shanghai Statistical Yearbook. This article reports on an attempt to duplicate the results of ‘Regime, Polity, and Economic Growth: The Latin American Experience,’ published in the Winter 1995 issue of Growth and Change. The original article used the Parks method to analyze cross section time series data, and concluded that after controlling for other relevant variables military governments have lower rates of economic growth than their civilian counterparts. Using data provided by the original researcher, and using various regression techniques including the Parks method, we were not able to reproduce the original results. Linkages among changes in employment, earnings per worker, and pollution per square mile are estimated for 3,036 U.S. counties for the period 1987 to 1995 using a three-equation disequilibrium adjustment model. Counties with higher shares of African-Americans experienced higher earnings growth rates over the period 1987-1995, as did counties with proportionally more females. Counties in states with higher shares of unionized workers had higher earnings growth rates but generated fewer new jobs. Firm size had a significant and negative effect on earnings growth while higher costs of living were associated with higher earnings growth. Also, metro counties and counties in the Northeastern U.S. experienced higher earnings growth than their non-metro counterparts and counties in other geographic regions. Statistically, faster job growth was found to accelerate the rate of earnings growth per worker. The authors conclude that counties concerned with job growth should recruit or attempt to spawn the creation of larger firms, recognizing that for some firms such a strategy may come at the cost of more rapid increases in pollution. ABSTRACT Profitable private investments may be bypassed in struggling regions due precisely to such regions' isolation, leading to a self-reinforcing cycle of marginalization. In many cases, development in such regions may be most effectively promoted by providing key information to the private and public sectors, thus addressing potentially significant market failures.
