Canada, the U.S., and Australia have recently experienced an increased regional dispersion of entering immigrants. American research suggests that a mixture of economic push factors (away from states like California) and pull factors (toward states with growth of low-wage jobs) and changing government policies and regulations contributed to the development of the New Gateways. Very few studies have been conducted to determine why the regional dispersion of entering immigrants occurred in Canada. This paper assesses the extent to which changes in immigration selection programs, notably, the Provincial Nominee Programs, contributed to the regional dispersion of entering immigrants. Using data from immigrant landing records, this study shows that different factors accounted for changes in the share of immigrants settling in different destinations. Changes in immigration selection programs played the primary role in the increasing numbers going to Saskatchewan and Manitoba, although improving economic conditions may have played an indirect role. Shifts in immigrant source regions were an important factor in the decrease in immigration to Toronto and in the increase to Montréal. Economic conditions likely played a significant role in the changes in the shares of new immigrants going to Toronto, Montréal, Calgary, and Edmonton. [ABSTRACT FROM AUTHOR]

Facilitating entrepreneurship to address regional income disparity continues to be a major concern of policy makers across the globe. This study explores the temporal pattern of income disparity for Canadian provinces in two estimation steps. First, an econometric growth regression model is applied to identify the impact of entrepreneurship on regional economic growth. The estimation results suggest that entrepreneurship, measured in terms of the self-employment rate, plays a pivotal role in determining regional development in Canada. Second, a dynamic vector autoregression model is employed to simulate long-run regional growth effects that result from policy shocks affecting entrepreneurship. Compared to other growth drivers, entrepreneurship is found to have more pronounced and long-term stimulative effects on regional development for the period of 1987-2007. [ABSTRACT FROM AUTHOR]

Comparative corporate governance has long focused on national models of corporate governance with particular attention paid to the balance of influence between divergent path dependence and convergent global market forces. Within this debate, the Canadian model of corporate governance has received little attention and has long been assumed to be an extension of the U.S. model. An analysis of the corporate geography of Canada demonstrates that the path-dependent forces of Canada's resource-dependent economic development remain a principal determinant in contemporary corporate Canada. Continued resource dependence in combination with a system of asymmetric federalism has led to a distinctively multi-jurisdictional model of corporate governance. As corporate interests are provincially distinct because of the heterogeneous distribution of natural resources and markets across Canada, this model may lead to provincial lock-in and an associated degree of managerial entrenchment. Canadian poverty rates have persisted at disappointingly high levels despite almost 15 years of continuous economic growth. The problem is exacerbated by some communities and neighborhoods having exceedingly high poverty, including very high rates for vulnerable demographic groups, such as aboriginals and recent immigrants. We investigate low-income rates (poverty rates) for 2,400 Canadian “communities” over the 1981–2001 period. By focusing on communities, we fill a void in the related Canadian literature, which tends to focus on individuals, case studies, or more aggregate measures, such as provinces. Our approach allows us to assess the role of place-based policies. Particular attention is given to communities with differing shares of aboriginal Canadians and recent immigrants. One novel feature is our analysis of both “short-term” and “long-term” causes of differential community poverty rates. The results suggest that community low-income rates are more affected by initial economic conditions in the short term, with certain demographic factors becoming relatively more important in the long run. The determinants of rural and urban community population change over the period 1991–2001 are investigated at a very fine level of disaggregation for Canada. The study examines the influence of local amenities, economic factors, and agglomeration economies on population growth for age cohorts starting from the very young to the elderly. Motivated by the objective of assessing the overall jobs versus people question in economic development, the emphasis is on estimating the relative contribution of groupings of variables in explaining the variations in population change rather than the contribution of individual variables. Results indicate that rural and urban populations are influenced to differing degrees by amenity, economic, and urban scale groupings of variables and that there are variations among age cohorts in both urban and rural areas. While economic variables are the most influential in population change for all rural cohorts, their contribution somewhat diminishes with age. In urban areas, amenity, and economic variable groupings have approximately equal importance across all cohorts. A growing literature has accumulated that points to the stability of industrial location patterns. Can this be reconciled with spatial dynamics? This article starts with the premise that demonstrable regularities exist in the manner in which individual industries locate (and relocate) over space. For Canada, spatial distributions of employment are examined for seventy-one industries over a thirty-year period (1971–2001). Industry data is organized by “synthetic regions” based on urban size and distance criteria. “Typical” location patterns are identified for industry groupings. Industrial spatial concentrations are then compared over time using correlation analysis, showing a high degree of stability. Stable industrial location patterns are not, the article finds, incompatible with differential regional growth. Five spatial processes are identified, driving change. The chief driving force is the propensity of dynamic industries to start up in large metro areas, setting off a process of diffusion (for services) and crowding out (for manufacturing), offset by the centralizing impact of greater consumer mobility and falling transport costs.
