Green innovation (GI) can enable win‒win style economic and ecological benefits. Using China's pilot scheme for the construction of the intellectual property protection (IPP) system as an example, this paper empirically tests the impact of IPP system reform on the GI level and its spatial spillover effect. The results show that IPP system reform has significantly promoted urban GI, indicating that a progressive reform model characterized by experimentalist governance is applicable to innovation policy practices in developing countries. The dynamic effect analysis shows that IPP system reform can be applied to continuously promote urban GI. The mechanism analysis shows that such use of IPP system reform can improve the level of urban GI by promoting investment and talent agglomeration, confirming the viewpoint of the institutionalist school. The heterogeneity analysis shows that IPP system reform plays a stronger role in promoting GI in peripheral cities than in central cities, in cities with lower rather than higher scientific and educational levels and in cities with weaker rather than stronger GI capacity. Consistent with the theory of institutional diffusion, IPP system reform has a significant spatial spillover effect, promoting GI activities in surrounding cities while working to improve the local GI level. As rural decline sweeps the world and draws public attention, it becomes necessary to consider the relationship between urbanization and rural development. The paper investigates this topic in China for the period 1989–2018. The research results find positive contribution of urbanization to rural economy in the research period but with a decreasing tendency. Compared to less developed areas, rural economy of developed regions has become less dependent on cities and can flourish in a larger context with the support of modern transportation and telecommunication technologies. However, those peripheral rural areas tend to face continuous and large‐scale rural–urban migration which has aggravated rural decline. Rural economic growth helps to decrease rural outmigration and people will stay in their hometown with available job opportunities to raise their families and maintain livelihood. Malthusian population theory states that, when population growth exceeds the growth of the means of production, socioeconomic development will be hindered. This paper analyzes this issue from the perspective of uncoordinated urbanization. We used the data available for 262 cities at the prefecture level and above in China, for the years 2000, 2005, 2010, and 2015. We empirically investigated the relationship between uncoordinated urbanization and urban economic growth. We also examined how this relationship is affected by natural resource constraints. The research results show that there are temporal and spatial differences in the distribution of uncoordinated urbanization in China. From a temporal perspective, from 2000 to 2015, 45.61% of China's 262 cities show under‐urbanization, while 36.45% of cities show over‐urbanization. However, the number of cities with over‐urbanization is growing. From a spatial perspective, the number of cities in the northeastern region with over‐urbanization is declining. Conversely, the number of cities with over‐urbanization in Beijing in the central and southeastern coastal areas is increasing. Empirical research shows that uncoordinated urbanization and urban economic growth have an inverted U‐shaped relationship. Abundant natural resources can make the inverted U‐shaped curve of uncoordinated urbanization and economic growth flatter. The "resource curse" seems to occur only under high levels of uncoordinated urbanization (over‐urbanization). As economic growth centres, the Southeast Asian cities feature high population pressure, unsustainable land use, environmental degradation, and large ecological footprints. It is difficult to manage environmental health and basic services for urban dwellers, and ensure optimum flow of ecosystem services in the context of rapid, unplanned, and haphazard urbanization. These challenges are particularly multifaceted in the developing countries of Southeast Asian region. This study, based on secondary sources, adopted multidisciplinary lenses, such as geographical information systems, socio‐economic perspective, and sustainability science to examine the population situation, land use change pattern, and drivers of environmental degradation in the Southeast Asian cities as well as the Dhaka megacity, and brought forth a fresh perspective to look into contemporary urban ecosystems, population dynamics, environmental health, and sustainability. It also focused on identifying the commonalities among the cities under study to create a common understanding towards promoting collaborative urban development. This study shows that the urbanization process in the Southeast Asia region is taking place mostly in an unplanned and haphazard manner. With little concern for nature, life‐supporting ecological systems, and the environment, urban spatial growth continues unabated. The data surveyed and discussed in this paper shows that the current style of urbanization in Southeast Asia can best be called unsustainable. The findings also suggest that the general wellbeing and welfare of the current and future generations in Southeast Asian cities as well as in Dhaka is at risk. The paper recommends concerted efforts towards making the urbanization process sustainable, including better urban planning, policymaking, and international and regional cooperation. This paper documents the changes in China's Hukou reform before and after 2014 based on a unique data set of Hukou policy documents from Chinese cities between 2000 and 2016. We construct a Hukou registration index to measure the stringency of local Hukou qualification in Chinese cities. There are four main channels for migrants to get local urban Hukou: investment, home purchase, talent program, and employment. The requirements of the four channels have large variations across different tiers of cities between the two periods of 2000–2013 and 2014–2016. First‐tier and some second‐tier cities set high criteria for local Hukou registration that have become more stringent over time, while other cities have much lower requirements. The point account system for Hukou registration shows that cities have different preferences over workers eligible for local urban Hukou. The quantitative measures developed in this paper can be used to study a variety of topics on the social and economic consequences of labor mobility barriers. [ABSTRACT FROM AUTHOR]

This paper analyses the role played by different urban nodes in the Chilean copper mining Global Production Network (GPN), and how filtering mechanisms act in favour of the capital city, limiting the territorial embeddedness of extractive industry in resource peripheries. In doing so, we make three contributions to the literature. First, in addition to observing gateway cities (those connecting the mining hinterlands to the global economy), we propose an intermediate category in urban hierarchies which we label the "backdoor city" (those that can perform one or more functions of a gateway city but lack chances for value capture and sustainable development outcomes). Second, we analyse the filtering mechanisms that work to the detriment of resources peripheries. Third, we analyse how these mechanisms reduce the territorial embeddedness of mining activity across the Chilean urban hierarchy. Our main results show that the capital city of Santiago stands out as the only gateway city in the country, and Antofagasta acts as a backdoor city for the Chilean resource peripheries where the extractive activity is weakly embedded, limiting their development opportunities. While research on rural depopulation and urbanization to large cities has dominated the literature for decades, small city growth has been largely ignored. Yet, small cities are important to the regional systems in which they are located, including serving as centres to their rural surround. This paper is concerned about growth and change in small cities. Using Brandon, Manitoba as an example, citizen perceptions of a range of specific aspects of city growth are analyzed. The study is based on a household postal survey conducted in May and June 2010 in which 2,500 randomly selected households in Brandon, Manitoba received questionnaires. The results are based on the 518 useable, completed questionnaires that were returned. Differences in perceptions of the pace of change in a range of aspects of development were found based on income, age, educational attainment, employment status, and home ownership. No differences were found based on gender. The paper concludes with comments about how city governments need to be aware of citizen perceptions when pursuing and managing development. This paper took Ulaanbaatar as a case study and selected data from 2002 to 2016 to understand the complex relationship between urbanization and the livelihood levels of urban residents. The results showed that the urbanization of Ulaanbaatar was fast unfolding, while the livelihood levels of urban residents were not simultaneously improved but were in a state of constant fluctuation. A distributed lag model was conducted to investigate the impact of urbanization on the livelihood levels of urban residents. The results confirmed that urbanization has an obvious lag effect on livelihood levels, and with the urbanization development, it could improve public services and labor wages at a lag of 3 years, better healthcare at a lag of 2, 3, and 4 years, increase healthcare and cultural services at a lag of 2 years, and gradually improve the residents' livelihood levels in the long run. While suburban areas have been typically related with urban sprawl, low density, cheap land price and low‐end manufacturing industries, relatively little attention has been paid to the spatial organization of innovation in suburban areas. In some Chinese cities, development zones (kai fa qu) in their suburban areas which are generally regarded as major spaces for traditional manufacturing industries have been transforming into spaces for innovation. This paper provides a case study of Nanjing, the capital of Jiangsu province in Eastern China by investigating and explaining the learning and innovation processes in suburban development zones. Drawing upon a unique database on 733 state‐certified high‐tech firms in Nanjing from 2008 to 2012 which contains detailed information on their addresses and number of patents, we observe strong spatial disparity in the distribution of innovation. Suburban districts of Nanjing where its three national‐level development zones and many provincial‐level development zones are located have become major spaces for innovation of the city. The planning of industrial clusters in development zones, the place‐based investment in the suburbs, and the suburbanization of universities are three major mechanisms behind the learning and innovation processes in Nanjing's suburban development zones. This paper investigates the causal effects of agglomeration on hours worked by the self‐employed. Urbanization and localization are instrumented using the minimum distance from the work Public Use Microdata Area centroid to the United States' coastlines and estimated industry shares in 1930. The 2SLS results demonstrate that urbanization decreases, and localization increases, hours worked of the self‐employed, respectively. These results are mainly from outsourcing and competition, whereas sorting, simultaneity, and agglomeration wage effect are less likely to be influential. Additionally, only small business owners perceive the pressures of competition in localization economies. The young unincorporated self‐employed are more likely to be affected by peer competitors, whereas the elder unincorporated perceive more pressures from large firms. [ABSTRACT FROM AUTHOR]

Abstract: Urbanization represents a challenge for plans aimed at controlling urban expansion and protecting farmland, such as the land use master plan (LUMP) instituted by the Chinese national government. This paper studies the effectiveness of such top–down plans under the authoritarian regime through the case study of Nanjing. In contrast to previous studies that compare actual and planned land‐use maps, we compare actual and planned land‐use patterns. We use land‐use change data to examine spatio‐temporal land‐use change between the years 1997 and 2014. The results indicate that the actual amount of urban‐rural built‐up land exceeded planned regulatory amount by 50,185 ha and the total farmland was 70,541 ha less than the target outlined in the LUMP (1997–2010). Based on these results, and the fact that the allowed total urban‐rural built‐up land had already been surpassed in 2014, it is to be expected that the target of farmland protection outlined in the LUMP (2006–2020) will be broken, signaling the ineffectiveness of the plan to control urban expansion and protect farmland. Plan‐led developments (e.g., new towns, development zones) and market forces (e.g., housing market, foreign direct investment) explain these developments. This study indicates that when cities embrace “growth‐led” development and entrepreneurial governance, the ability of plans to control urban expansion and protect farmland is severely limited. Innovative activities have been long considered as a predominant urban phenomenon suggesting that the innovative capacity of a region highly depends on its urbanization level. This paper tests empirically this statement by studying the impact of knowledge on innovation in 262 regions of the European Union, ranked according to their degree of urbanization. Based on an original database encompassing several knowledge and innovation indicators, and a regional typology and ranking of city regions, the paper shows that when the source of innovation is formal knowledge (i.e., R& D), the benefits accruing from innovation are spatially rather selective and concentrated in first-rank city regions. On the contrary, when the source of innovation is qualified human capital, the innovation advantages are more diffused and penetrate also in second- and third-rank city regions. Moreover, innovative activities aimed at introducing new products require a more balanced mix of R& D and human capital inputs whereas innovative activities aimed at introducing new processes tend to be relatively more human capital intensive. Abstract: Oregon is known for its strict Urban Growth Boundary (UGB) policies. While UGBs are designed to accommodate land supply for 20 years of growth, land within UGBs must be annexed into city limits before it can be developed at urban densities and serviced. In Oregon, cities use a variety of municipal annexation and voter‐approved annexation policies (VAAPs), providing an opportunity to study how different annexation policies affect land and housing markets, and affect urban density. Previous research on annexation has not considered how annexation policy influences housing values. This paper examines how VAAPs impact land growth, housing development, and density at the city level. It also examines how VAAPs impact housing values. Based on city‐level and tax‐lot‐level statistical analyses from 107 cities outside Portland Metro area, the results suggest that VAAPs negatively impact the availability of developable land within city limits. VAAPs also positively impact residential density and housing value. Lastly, VAAPs inequitably affect housing value between relatively high‐value housing and relatively low‐value housing, posing economic equity impacts for lower value housing. These findings provide important lessons for Oregon and other states. While VAAPs may increase residential density in cities, the policies may exacerbate affordability problems. Abstract: Policy makers and academics frequently emphasize a positive link between city size and economic growth. The empirical literature on the relationship, however, is scarce and uses rough indicators for the size of a country's cities, while ignoring factors that are increasingly considered to shape this relationship. In this paper, we employ a panel of 113 countries between 1980 and 2010 to explore whether 1) there are certain city sizes that are growth enhancing and 2) how additional factors highlighted in the literature impact the city size/growth relationship. The results suggest a nonlinear relationship which is dependent on the country's size. In contrast to the prevailing view that large cities are growth‐inducing, for a majority of countries relatively small cities of up to 3 million inhabitants are more conducive to economic growth. A large share of the urban population in cities of more than 10 million inhabitants is only growth promoting in countries with an urban population of 28.5 million and more. In addition, the relationship is highly context‐dependent: a high share of industries that benefit from agglomeration economies, a well‐developed urban infrastructure, and an adequate level of governance effectiveness allow countries to take advantage of agglomeration benefits from larger cities. Abstract: Internal migration has been recognized as the major influence in terms of population redistribution across urban systems, but it is not a homogeneous phenomenon. Within the context of internal rural‐urban migration decline and the negative changes in migratory balances in the metropolitan area of Mexico City, the core of enquiry in this paper is the approach to growth and consolidation of an internal urban–urban migration system in the early twenty‐first century (2000–2015). This process has taken place through two main networks, among metropolitan areas not corresponding to the principal city and among intermediate cities. Internal migration is a complex process that involves both individual and spatial characteristics and which leads to spatially uneven development in the long term. Data from three censuses of the population of Mexico (2000, 2010, and 2015) show a transition to a more urban–urban migration pattern, with skilled migrants tending to have metropolitan and urban destinations, whereas less‐skilled migrants prefer rural and small urban destinations. Abstract: Public sector activities are often neglected in the economic approaches used to analyze the driving forces behind urban growth. The institutional status of a regional capital is a crucial aspect of public sector activities. This paper reports on a quasi‐natural experiment on county towns in East Germany. Since 1990, East German cities have demonstrated remarkable differences in population development. During this same period, many towns have lost their status as a county seat due to several administrative reforms. Using a difference‐in‐differences approach, we compare the annual population development of former county capitals to population change in towns that have successfully held on to their capital status throughout the observed period. The estimations show that losing county capital status has a statistically significant negative effect on annual changes in population.
