Shift‐share is a popular technique used by policymakers and researchers alike to decompose the change in a variable into within and between effects, intensive and extensive margins, or other comparable effects. One reason for the popularity of shift‐share is its relative simplicity compared to econometric techniques. However, often overlooked is that a shift‐share is actually an index number problem that uses differences instead of ratios. Techniques developed in index number theory accentuate the fact that the traditional shift‐share is biased. This paper proposes using the Bennet index to achieve unbiased measurements in shift‐share decompositions. In addition to solving the bias problem, the Bennet index removes the need for a residual and may be even simpler to calculate. While this paper is primarily theoretical, it also explores the differences between the traditional shift‐share and the Bennet index—both chained and fixed base—to measure the competitive and composition effects of Canada's export performance in the United States since 1990. In this paper we examine how internal migration redistributes earned income across U. S. states between 1995 and 2010. We examine interregional income flows by first describing the movement of earned income between U. S. states. Second, we examine the effect of income migration on spatial patterns of income inequality. The question we ask is, 'does migration increase or decrease convergence income across U. S. States?' A primary contribution of this paper is that instead of using only 1 year of income migration data to explore these issues, we use yearly data from the first year the Internal Revenue Service (IRS) data started including income (1995/1996) up to the most current data available (2009/2010). Results indicate that income convergence/divergence across states varies by whether or not there is general economic expansion or contraction. Abstract: Previous research shows that when changes in national commodity and income tax rates affect labor supply decisions differently, relative rates can be altered to increase welfare. In the U.S., 40 states impose both a sales and income tax; however, the reliance varies widely. This paper uses a computable general equilibrium model to examine tax policy changes in Colorado. The findings suggest that the revenue neutral changes to income and sales tax rates can affect both the level of economic activity and the distribution of income. When labor force participation is highly sensitive to income tax rate changes—which this paper suggests is the case—progressive changes to Colorado's tax policy changes can both reduce inequality and increase output and employment. Despite economic growth since the recession, the gap between the richest and the poorest segments of the population remains one of the most pressing concerns of contemporary America. This paper uses IR-95/20, IR-80/20, and IR-65/35 ratios to measure the income divides between the richest and the poorest segments in the mid-to-large-sized metropolises of the U.S. Southeast, their variation across ethnicities, and their association with metropolitan level attributes such as diversity, segregation, socio-economic, and other built-environment, and labor characteristics. The income divide ratios serve as the dependent variables whereas principal components along with state-dummy variables serve as the explanatory variables in regressions analyses. The metropolises that are large, diverse, and better educated are the most income-divided whereas those with lower educated people are less divided. Metropolises with larger shares of their labor engaged in primary sectors of economy have higher income divides; this observation also holds true for African Americans and Hispanics. Between 1957 and 1990, nearly 100 nuclear reactors were constructed throughout the U.S., and nuclear power currently accounts for 20 percent of electricity production nationwide. Nuclear plants are often constructed in small communities for which they constitute a large source of employment and income. To date, 24 nuclear reactors have undergone decommissioning, and more are expected in the future, particularly as nuclear reactors age and face increasingly strict regulations. This paper examines the effects of nuclear decommissioning over time at the county-level on measures of employment, income, and population using difference-in-differences regression and propensity score matching. Panel data are obtained from the U.S. Census Bureau, and cover the years 1975-2014. The analysis finds that nuclear decommissioning is associated with positive and statistically significant increases in employment and per capita income over time. Results suggest that nuclear decommissioning may actually be a positive force in regional economic development, and concludes with limitations of the approach and implications for future research. As an emerging area of research, this paper is meant to build on previous work, as well as to provide a basis for further discussion and debate on the economic future of nuclear host communities and regional economies. Scholars have written descriptively about the relationship between suburbanization and central city decline. However, research has not produced systematic, quantitative estimates of the relationships between the components of suburbanization and vacancy—generally or amid urban decline. Such estimates are required to design effective policies that could protect against the social inequalities associated with such development patterns. This paper applies an economic framework of suburbanization and vacancy to 99 urbanized areas in the United States to estimate the impact on central city residential vacancy from 2013 to 2019. The results support the central hypothesis, that regional over‐building contributes to central city vacancy, and that this impact is significantly magnified by the context of decline. Results show regional over‐building causes central city vacancy in Shrinking Cities at 9.6 times the effect observed in other Principal Cities. In the last year, a central issue in regional economic growth debate has been represented by the empirical analysis of Verdoorn's law related to the long-term dynamic relationship between the rate of growth in output and the productivity growth due to increasing returns. Several papers have tested Verdoorn's law on European countries as well as many other world economies. Recently, attempts have been made to provide foundations for a spatial version of the original law specification. The main contributions were dedicated to the inclusion of spatial dependence in the economic model. Surprisingly, in the literature on Verdoom's law the analysis of the spatial heterogeneity is not often considered. The aim of this paper is the regional analysis of the spatial dependence and heterogeneity in Verdoorn's law, identifying spatial regimes that can be interpreted as clusters of productivity growth in European regions at NUTS 2 level. Recent studies have found evidence of a local employment multiplier's effect. For the most part, these studies provide an average estimate for all labor markets. In this paper, we examine how the average local employment multiplier, the effect of an exogenous increase in employment in the tradable sector on total employment, depends on the characteristics of the local labor market. Specifically, we estimate the average multipliers for coastal, noncoastal, large, and small metropolitan statistical areas (MSAs) across different time periods using the data of 333 US MSAs. Overall, we find a reduced form of local employment multiplier ranging from 1.38 to 2.24, which is within the range of typically estimated local employment multipliers. In addition, the characteristics of the local labor market matter. The local multipliers appear larger in noncoastal and large MSAs. For small and coastal metros, the multiplier is closer to 1.5 than to 2.0 while in the case of large and noncoastal metros, it is closer to 2.0 than to 1.5. Online shopping revenues in the United States were $520 billion 2018, a more than threefold increase over a decade prior. Recent research on county‐level shares of consumer expenditures conducted online shows aggregate consumer gains but also considerable spatial variation, creating a new source of social inequality. Through the lens of classical retail location theory, this paper uses a novel approach to test the effects of marginalization, by both income and remoteness, on online shopping behavior. We find that increased shipping costs weaken demand for online goods across consumer groups. When the costs of shipping are controlled for, distance from a city most strongly motivates low‐income counties to engage in online shopping, reflecting sensitivity to cost reductions. However, variations in cost and cost/distance ratios have little effect for this group, because if shipping surcharges exist, which they almost always do at high levels, consumers in these counties will forego online shopping. Medium‐income counties are sensitive to variations in cost and cost/distance ratios. The highest‐income counties display no response to the marginal costs of remoteness. Policymakers across the Southern U.S. have directed considerable attention to regional economic development plans, with mixed results. Questions remain over what types of industries, firms, and/or policies can drive long-range growth. Over the past two decades, researchers have started to focus on high-growth firms (HGFs) due to their potential innovation spillovers and job creation prospects, both of which drive further economic development. Employing databases from the Inc. 500, this study explores the dynamics of HGFs within Southern and comparative contexts. The first goal of this paper is to explore Southern HGF activity in comparison with the U.S. at-large. The second is to examine the geographical characteristics of HGFs within the South, which will include an exploration of locations, industrial mix, and the factors that could encourage HGF development and agglomeration. This paper will also analyze the longer-term ownership and acquisition patterns of HGFs across the South. Are such firms remaining embedded in the South or moving elsewhere through mergers or acquisitions? This essay defines walkable neighborhood systems, summarizes the negative impacts of suburbia on the economy as a whole, and presents indirect pricing as a major cause of suburbia. The paper proposes several pricing reforms and green mobility as solutions based on prices that reflect full costs. Several hypotheses are presented concerning the performance of walkable neighborhood systems and the concept of an inflection point for the takeoff of non-auto modes when density within a walkable area reaches economies of scale. It proposes research on old neighborhoods as a way to quantify relationships in the absence of pricing reforms. The paper discusses building types and high rise, and how at highest densities there may be diminishing returns. While it is natural for most scholars to study dominant land uses, there is a need to understand better dense walking neighborhoods as solutions to the costs of suburbia and to enhance their functioning to show a path to a sustainable future. Recent estimates that central cities are growing faster than their suburbs in the U.S. have captured the attention of both academics and the popular media. Many commentators have used these numbers to claim that internal migration trends in the U.S. have reached a turning point, in which migrants increasingly prefer urban residences to suburban locales. However, these assertions often rely on problematic definitions of city and suburb, and pay too little attention to demographic variations among migrants. This paper examines whether recent internal migrants in the U.S. are choosing closer-in destinations, drawing from microdata samples from the American Community Survey since 2005. During this period, there is an overall trend of migrants to the largest metropolitan areas in the U.S. choosing to migrate closer to the metropolitan core. However, this trend varies significantly among major demographic groups; whereas younger, single, educated, and white-collar migrants show evidence of a return to the core, migrants who are blue-collar, less-educated, older, and with families remain more suburban. In turn, this analysis suggests that overall trends of 'back to the city' migration are producing considerable divergence in the metropolitan destinations of different demographic groups. In recent years, tier-two fashion countries have been making gains in the global fashion industry, with hip young brands, buzz-worthy fashion weeks and export-oriented designers. The Canadian fashion industry, on the other hand, continues to fall behind and instead has experienced recent high-profile closures of leading domestic fashion names. This paper explores why this is the case by considering a wide range of factors from a historical and institutional perspective. We argue that Canadian fashion is facing a number of systemic problems relating to wider institutional and policy weaknesses, rather than a lack of talent and know-how within the entrepreneurs and businesses in the sector. While the fashion industry is indeed global, we argue that it is in fact national and local level factors-political, economic, and cultural-that structure and constrain the Canadian fashion industry for independent designers. Through exploring the experiences of this group of actors-entrepreneurial fashion designers-in this particular context, we not only learn about Canada as an economy but also what is needed in order to develop the fashion industry more broadly. We provide a framework for analysing the range of socio-economic, historical, and political factors at the national level which affect the performance of the fashion sector and the operation of fashion designers as the entrepreneurial actors at the heart of the industry. Access to the Internet is an essential determinant of innovation, which has received little attention in the literature. This paper emphasizes the role of Internet accessibility in lowering information costs and therefore boosting regional innovation activity. We construct a simple theoretical model to illustrate the positive impact of decreased discovery costs, proxied by the accessibility of the Internet, on innovation. To test this hypothesis, we exploit a county‐level data set in the U.S. and run three types of regression with and without instruments: OLS, negative binomial, and Poisson. Within each method, we employ four levels of download speeds. We find a positive relationship between the access to the Internet and the number of patents filed in that specific county. This effect is particularly strong in the case of access to download speeds of 10 Mbps. Our analysis suggests that access to the Internet lowers information disseminating costs and therefore encourages more patents filed in the county. The results also indicate that access to the Internet matters more than faster Internet speed for innovation. Policy implications for these results suggest that if there were a minimum Internet access initiative, there could potentially be a significant increase in innovation by the U.S. [ABSTRACT FROM AUTHOR]

This paper investigates whether imbalanced local sex ratios are associated with housing prices in the U.S. at the county level during the period 2000–2017, based on the hypothesis that the importance for men of advertising financial resources by spending more on housing increases in the marriage market where there is a scarcity of women. The results indicate that an increase of 0.1 in sex ratio is associated with approximately a 2% increase in housing prices, suggesting that men may allocate more resources toward mating effort by increasing their spending on housing when there is an abundance of men. Over 1,100 two-year public institutions have been established in the U.S. which enroll almost two-fifths of all students in postsecondary education. However, some parts of the country may not be adequately served by these educational institutions despite demand and supply indicators that indicate future growth potential in the sub-baccalaureate educational market. This paper examines the geographical, demographic, and economic characteristics of counties that host community colleges. It finds that community college access is uneven. A multiple regression analysis reveals several correlates with community college location and identifies counties where opportunities may exist to “seed” additional community colleges. This paper examines return migrants and new migrants to Montana: Who are they? Why do they move? Do return migrants move for different reasons than new migrants? Data from the 1994–1997 Montana Poll, a representative survey of Montana households, are used. A comparison of socio-economic differences of return and new migrants shows that the two migrant types are very similar in terms of education, income, and age. This stands in contrast to the findings of others who maintain that return migrants are negatively selected with respect to education. Logistic regressions were employed to identify the effect of age and place ties on reasons for moving. Return migrants and new migrants move to Montana for very similar reasons, with family being the most important primary reason for moving. Moving for lifestyle reasons, such as environmental quality and urban amenities, were found to systematically change with age. This could explain why people return to a place they left earlier in life. While other research on return migration compared return migrants and other migrants who left the same place of origin, this paper offers a comparison of return migrants and other migrants who seek out the same destination. Results from the Montana Poll suggest that the same destination attracts return migrants and new migrants with similar socio-economic characteristics who move there for very similar reasons. This paper examines the relationship between external knowledge sourcing and a diverse set of innovation outcomes in rural and urban establishments in the U.S. Existing studies in the broader knowledge management literature principally examine firms in a single industry, overwhelmingly rely on patent data to proxy for innovation, and cannot account for the innovations of businesses in rural American markets. By addressing these limitations using data from the 2014 Rural Establishment Innovation Survey of the USDA's Economic Research Service, this research provides novel insights into how externally acquired knowledge by American establishments may support innovation. Results of the analysis suggest that external knowledge sourcing may specifically promote product, process, and green innovation in U.S. firms. While collective results when external sources of information are divided by industry orientation fail to show that sources outside of a firm's industry play a dominant role in the innovation processes of American establishments in general, findings provide evidence for an outsized impact of these relationships within rural establishments specifically and suggest that external knowledge sourcing from extra‐industry organizations is most critical for promoting successful innovation in rural firms. Since the 1990s, the issue of regional income convergence and its long-term tendencies has been thoroughly and heatedly discussed. Much less attention, however, has been devoted to the short-run dynamics of regional convergence. In particular, three important aspects have not yet been adequately addressed. First, it is indeed essential to understand whether regional disparities manifest a tendency to move systematically along the national cycle. Then, if this happens to be the case, it becomes crucial to know whether 1) these movements are pro- or counter-cyclical,2) the cyclical evolution of the disparities is a consequence of differences in the timing with which the business cycle is felt in regions or it is motivated by the amplitude differences across local cyclical swings. In this paper, we shed light on these issues using data on personal income for the 48 coterminous U. S. states between 1969 and 2008. Our results indicate that income disparities do not move randomly in the short run but follow a distinct cyclical pattern, moving either pro- or counter-cyclically depending on the period of analysis. These patterns are probably explained by the changes in the direction of capital and labor flows that favor developed or poorer states in different periods. As for the underlying mechanism, it appears that the short-run evolution of the disparities in recent years is largely a consequence of differences in the timing with which the business cycle is felt across states rather than the outcome of amplitude differences across local cyclical swings. Abstract: Using data on 48 contiguous U.S. states and a spatial econometric approach, this paper examines short‐ and long‐run effects of productive higher education and highway infrastructure spending financed by different revenue sources on state economic growth. Following the Lagrange Multiplier, Wald, and Likelihood Ratio tests, the data are found to be characterized by both spatial lag and spatial error processes, leading to the estimation of a dynamic spatial Durbin model. By decomposing results of the dynamic spatial Durbin model into short‐ and long‐run direct as well as indirect (spillover) effects, we show that accounting for spillover effects provides a more comprehensive approach to uncovering the effects of productive government spending on growth. We find that, regardless of the financing source, productive higher education and highway spending have statistically significant short‐ and long‐run direct as well as spillover effects on state income growth. The aim of this paper is to examine the relationship between social capital and entrepreneurship in deprived urban neighbourhoods (DUNs). While there is a great deal of research on social capital, its usage and value in deprived areas is an under-researched topic. Drawing on survey data, it is found that social capital in the form of network ties within a DUN is linked to how entrepreneurship develops in these places. The breadth and variety of network ties that individuals are able to identify as sources of advice is related to the probability of considering an entrepreneurial career, and is even more strongly related to the conversion of entrepreneurial intentions into full engagement. If entrepreneurship is to be harnessed in DUNs a starting point is the enhancement of initiatives for developing social capital incorporating local businesses, residents, and local government agencies. Prior to the precipitous drop in oil prices in 2014, the U.S. had experienced a substantial increase in oil and natural gas extraction due to technological advancements including horizontal drilling and hydraulic fracturing. This increased energy development likely created both benefits and costs, but the net effects for local residents are not well understood. This paper examines the effects of conventional and horizontal oil and natural gas drilling in Texas on subjective assessments of life-satisfaction and bad mental health days for nearby residents. Horizontal drilling has statistically significant deleterious effects on well-being, but the effects are driven by the Dallas-Fort Worth (DFW) metropolitan area, an area with both very high levels of horizontal drilling and a large urban population. This paper looks at the genesis of innovation in the U. S. from a territorial perspective. The analysis aims to disentangle the impact of local research and development (R&D) expenditure from other contextual conditions supportive of the process of innovation. Particular emphasis is devoted to the role of socio-economic factors and systems of innovation ('social filter' conditions) and to their impact on the returns of R& D expenditure in different territorial contexts. The empirical analysis is based on a regional knowledge production function approach, leading to an empirical model estimated by means of panel data analysis for the period between 1994 and 2007 at the U.S. Bureau of Economic Analysis- Economic Area level. The results unveil the complexity of the territorial dynamics of innovation of the U.S. Local R& D investments are important predictors for regional innovative performance and their impact is highly localised. Student racial and ethnic diversity in higher education is an important and timely topic, as institutions, policy makers, and economists increasingly recognize the value that accrues at many levels of having a skilled and diverse student body and workforce. Students benefit from learning in a diverse environment; firms may benefit from a diverse workforce; and more demographically diverse regions may experience higher rates of economic growth. However, the forces governing institution-level student diversity are poorly understood, as little prior research on the topic exists. This paper uses school enrollment data to parse out the contribution of institutional characteristics, geographical setting, and local demographic characteristics to student body diversity at each level of study. Results indicate that geographical location and local demographic composition play a role in student body diversity, as do the type and orientation of the institution. Institutional characteristics explain a lot of the variation in student body diversity and actual location of schools matters less than the demographic composition of young people around that location. Two broad conclusions emerge with regard to schools seeking to increase their student diversity. First, some may find their efforts hampered by circumstances outside their control (e.g., location). Second, the influence of public/private status and even school size suggests further research on the ways in which these factors influence student diversity so that eventual policy action can be more effective. Targeting industry clusters for economic development has become popular despite the lack of empirical evidence about the spatial scales over which various clusters agglomerate. This paper identifies twenty manufacturing industry clusters from a principal components analysis of interindustry patterns of trade and measures the spatial employment concentration of each cluster's plants within a polycentric framework. Two to eight centers of employment concentration are detected within the Southern California region for each set of trade linkages. Our spatial half-life measure reveals that half of a cluster's employment in associated establishments is located within a typical range of eight to twelve kilometers (about 5–7.5 miles) to the nearest employment center or subcenter for the particular cluster. Furthermore, employment in seventeen of the twenty clusters is found to be more spatially concentrated than manufacturing employment as a whole, suggesting that geographic proximity is important to interindustry linkages in the Southern California economy. More important, the spatial concentration across industry clusters varies considerably within the metropolitan area, implying that economic development practitioners should consider local context and adapt industry cluster theories to the specific advantages and disadvantages of their immediate locality. Both economic and demographic contexts influence aggregate migration streams at the regional scale. The influence of demographic and economic context on aggregate migration at the nonmetropolitan scale, however, remains unstudied. This paper presents analysis based on 1980 and 1990 Public Use Microdata Sample (PUMS) data related to age cohort effects on nonmetropolitan population change. The analysis provides enhanced understanding of how demographic factors like the baby boom might influence population movements into and out of nonmetropolitan regions. Using modified age-cohort decomposition techniques, the analysis demonstrates how the fluctuations in nonmetropolitan population growth between 1975 and 1990 are tied to the differential migration flows of the peak baby boom years (those born between 1955 and 1964). The analysis further demonstrates how fluctuations in nonmetropolitan population growth across regions are tied to migration flows of these baby boomers. Significant variation remains within regions. Producer services have been among the most rapidly growing industries, as measured by employment, in the United States and in Europe in recent decades. The production and delivery of these specialized forms of service industry work require the use of transportation and communications systems in a variety of ways, including the physical movement of people working in these industries, as well as the movement of the information related to the production and distribution of their work. Some of this work is performed in localized markets, requiring travel between clients and suppliers in local transportation modes, such as auto, bus, or other types of transportation. Other work is done by specialists who travel interregionally and globally to do their work, primarily traveling to their clients. There is little knowledge of how these production relationships have changed with the advent of the Internet and the widespread use of e-mail in the business production process. Within the framework of this STELLA initiative, this paper outlines research needs in this area, and frames an approach that would produce badly needed knowledge about impacts on the producer services of the Internet and related e-commerce initiatives on physical transportation systems at a local to interregional scale. New businesses are highly involved in innovative activity, which enhances worker productivity and leads to increased economic output. This paper investigates the effects of industry concentration on the incidence of new business openings in the 5,504 Maine county-industries. Empirical findings indicate that new business activity increases with the number of incumbent establishments in a county-industry and its concentration level relative to the U.S. economy. Model simulations show that raising county-industries, with no initial industry presence, to concentration levels similar to that of the industry in the U.S. economy results in a 1.7 to 8.9 percent increase in the expected number of business openings over a three-year period. Empirical results also suggest that industry clusters comprised of young and small establishments are more conducive to new business formation than clusters made up of mature and large companies. The U.S. machine tool (MT) sector has undergone substantial restructuring over the past three decades. Despite signs of a commercial rebound in recent years, however, a number of critical issues remain for this industry. Not all firms share these concerns, in that differences exist between producers located in the core manufacturing belt and those located elsewhere. This paper examines the characteristics, competitive problems, and markets of firms located in these two regions. Survey data from a sample of 104 machine tool companies reveal that significant core–periphery differences exist with regard to firm–specific difficulties and markets served. The data also show that firms in the periphery have been growing significantly faster than firms in the core. The paper concludes with a discussion of the likely reasons for regional variability in the characteristics of firms in this industry. Non-metropolitan areas of the U.S have experienced significant structural economic changes in recent decades. These changes have raised concerns that some non-metropolitan workers may face significant costs to employment displacements associated with economic adjustments. This paper explores the roles that linkages to metropolitan labor markets, area labor market conditions, and individual attributes play in determining the rates of exit from unemployment to employment among non-metropolitan area residents. Adjacency to a metropolitan area is found to significantly increase transition rates from unemployment to employment among displaced non-metropolitan workers, but local economic conditions are found to have relatively weak or insignificant effects on transition rates. Also, lack of post-high school education and minority status both significantly reduce rates of exit from unemployment in non-metropolitan areas following employmentdisplacement. ABSTRACT This paper looks at the role of firm size, location, and in-house research and development (R&D) in the innovation performance of U.S. firms in the commercial geographic information systems (GIS) industry. Data from a survey of 300 GIS firms are presented. The results suggest that innovation-intensity varies directly with in-house R&D spending (scaled as a proportion of company sales), but inversely with company size (total employment). Significant regional variations in the innovation performance of GIS firms are identified. It is argued that the geography of innovation is influenced by the spatial distribution of young and/or small firms, in that R&D-productivity is found to vary inversely with company size. An important finding is that creative inputs to support innovation are almost evenly divided between internal and external sources. A surprising result is that the academic community is not viewed as a particularly important source of new ideas for innovative firms. Abtract For much of the last century, the South was a net loser of blacks and whites to other regions. The end of this 'Great Migration' occurred around 1970. Since then, the South is the only U.S. region to gain both blacks and whites through migration in every decade. As recessions often perturb migration systems by restraining rates of movement and altering patterns, this paper explores how the Great Recession of 2007-2009 and its aftermath affected the established migration gains of native-born blacks and whites within the South. We use data from the 1990 and 2000 censuses and pooled data from American Community Survey to evaluate these changes. While the South continued to add both blacks and whites from migration during the recessionary years, key states bucked this trend. Georgia, for example, experienced a net migration gain of blacks but a net loss of whites. Florida added population in all time periods studied but lost large numbers of educated blacks and whites between 2008-2010. Texas, in contrast, added both blacks and whites from migration no matter their age or education throughout the recent recession. This economic downturn, then, has disturbed long-term migration patterns in the South. The public sector traditionally subsidizes construction of major league sports facilities with bonds. In 2012, the city of Sacramento, California, approved a parking monetization agreement to raise cash for a new arena, thereby potentially avoiding the risks of bond financing altogether. Though the subsidy proposal ultimately fell through, the increasing popularity of parking monetization suggests that it is only a matter of time before other local governments consider the approach. This paper evaluates the use of parking monetization as a financing strategy to construct major league sports facilities. While professional stadia are the primary focus, many of the criticisms apply to large public capital projects more generally. Over the past half century, there has been an increasing prevalence of legalized gambling in the U. S. At the same time, there is a general recognition, empirically supported in the economics literature, that spending on lottery and gaming products tends to be regressive in nature. In addition, gambling addiction is a widely acknowledged social problem. This raises the question of whether the increased presence of casinos and state lotteries results in relatively more bankruptcy filings in the states that offer them. This paper adds to the existing literature by comparing the relative impact of the presence of lotteries to that of casinos on both personal and business bankruptcies. States that adopted lotteries and casinos prior to 1995 experienced significantly higher personal bankruptcy rates while the effect of lottery and casino adoption on personal bankruptcies has disappeared since that time. This paper examines the effects of the housing boom of the early 2000s on unemployment in U. S. metropolitan areas. A region's share of housing units built between 2000 and 2006 has no effect on unemployment prior to the start of the Great Recession, but the extent of a region's housing boom increases unemployment in over one-half of the months analyzed during and immediately following it. Regression results based on a cluster analysis of metropolitan areas indicate that regions characterized by high growth rates of construction, retail, and hospitality employment during the early 2000s were hit particularly hard by the recession. The largest corporations in the world are increasingly adopting international corporate responsibility ( CR) reporting standards from organizations such as the Global Reporting Initiative to meet stakeholder expectations for reliable and comparable social and environmental performance data. At the same time, significant geographic variations in reporting rates remain. The goal of this paper is to explain the diffusion of international CR reporting standards within the Americas. Reporting rates cannot be explained fully by a country's population size or level of economic development. Based on a unique statistical analysis of the relative impact of institutional environments, corporate resources and strategic orientation, stakeholder pressures, and transnational trade and learning networks, this research concludes that the diffusion of CR reporting throughout the Americas to date has been fueled by a rather narrow set of corporations with the capacities necessary to implement CR reporting and the strategic orientation to benefit from it. Moreover, corporations' internal capacities and the external demands for CR reporting have been enhanced in select countries by national and transnational CR advocacy and training organizations. The U. S. West has gone through many periods of economic boom and bust, most of which were associated with rapid rises and declines in commodity markets. The recent structural shift toward a primarily service-based economy begs the question of whether the driving forces behind the cycles of boom and bust also may be shifting away from commodities toward people and their resources. This paper explores several factors that contributed to growth in the 1990s and 2000s: asking whether these factors created any advantages or disadvantages during the most recent recession and whether the shift away from commodity production to a knowledge- and human capital-intensive economy has implications for how local areas experience the boom-bust cycle. In this paper, we present a critical assessment of recent economic development policy directions centered on the concept of regional innovation clusters. We begin by investigating the rationale underlying the Obama administration's promotion of regional innovation clusters (RICs) and their introduction to the policy arena in its Strategy for American Innovation. The connections among RICs and existing research and policies in industry and occupational clusters, regional innovation systems and regional economic development are identified and analyzed to highlight those most critical challenges to conceptualizing and theorizing RICs. While we applaud the long overdue focus of economic development policies on sub-national regions, we identify several major conceptual shortcomings and programmatic difficulties associated with RICs as a centerpiece for economic development strategies. The globalization of production and the geographic dispersion of economic activity have elevated the importance of the transportation and logistics sectors of the economy. One sector in particular that has experienced significant expansion is maritime transport and container shipping. As the cargo has become increasingly 'discretionary' such that it can conceivably be transported through any port that allows intermodal access to the hinterland, the industry has become much more foot-loose vis-à-vis a particular port of entry. The enhanced mobility of the cargo results in more intense port competition. One particular place to observe and study this dynamic is in the port and terminal selection of shippers and shipping lines and the role of port authorities in attempting to attract these carriers to their facilities. In this paper, the focus is on the role of labor and labor relations in such decisions. These issues will be studied in the context of the potential container traffic rerouting from the West to the East Coast of the U.S. and, as an illustrative case study, how these developments have played out for the East Coast port of Jacksonville, Florida. Migration flows around the U.S. have shown a great deal of temporal and geographical differentiation over the past few decades. However, the recent downturn in the U.S. economy provides a renewed motivation to explore the relationship between the macro-economy and interstate migration. To address this issue, in this paper patterns of interstate migration are analyzed using IRS data and several migration efficiency measures for 18 2-year time periods, 1988–2006. Included in the analysis is an examination of the relationship between system migration and economic change, structural changes in the migration system over time (national and state level), and changes in the geography of state-level migration efficiency rates. As might be expected, the two full business cycles that occurred over this time period saw significant short-term changes in migration flows, although the economic downturn of 2001-02 may indicate more fundamental changes in the migration system. Railroads represent one of the most efficient methods of long-haul transport for bulk commodities, from coal to agricultural products. Over the past 50 years, the rail network has contracted while tonnage has increased. Service, geographically, has been abandoned along short-haul routes and increased along major long-haul routes, resulting in a network that is more streamlined. The current rail network may be very vulnerable to disruptions, like the failure of a trestle. This paper proposes a framework to model rail network vulnerability and gives an application of this modeling framework in analyzing rail network vulnerability for the State of Washington. It concludes with a number of policy-related issues that need to be addressed in order to identify, plan, and mitigate the risks associated with the sudden loss of a bridge or trestle. This paper examines the relationship between U.S. metropolitan county employment growth and poverty. Differential job growth–poverty linkages are found across metropolitan size and type of county. Own-county employment growth significantly reduces central-county poverty in large metropolitan areas relative to suburban county poverty. Compared with larger metropolitan areas, broader metropolitan-wide job growth has more poverty reducing benefits in medium and smaller metropolitan areas, suggesting fewer metropolitan-wide job-accessibility constraints. This paper examines how the college-educated population—segmented into selective demographic groups, from young adults to the elderly—differentially values quality-of-life (QOL) indicators of metropolitan areas in the United States. Using data from the 2000 Census and the 1997 Places Rated Almanac, out-migration patterns are shown to depend jointly upon stage in the life course, the spatial-demographic setting, and QOL characteristics. An abundance of cultural and recreational amenities lowers out-migration rates of young college-educated. For the older college-educated population, the revealed preferences shift toward concerns for safety and a strong preference for milder climates. The study also finds significantly lower out-migration rates for metropolitan areas with growing human capital. In light of shifting age distributions and rising educational attainment levels, the results have important implications for the emergence of new migration patterns and the concentration of human capital. This paper uses a cross-sectional hedonic pricing model to investigate the relationship between the U.S. Environmental Protection Agency's (EPA) Toxics Release Inventory (TRI) data releases and the prices of single-family residences within postal zip code areas situated in Omaha, Nebraska's Douglas County. The model employs demographic data from the 2000 Census, toxic chemical release data for the year 2000 from the EPA's TRI database, as well as other pollution variables for each of the zip code areas comprising Douglas County. The model also employs house-specific data supplied by the Douglas County Assessor's Office on dwelling characteristics for homes sold in Douglas County in the year 2000. The findings indicate that, when controlling for relevant socioeconomic variables, TRI pollutant releases are significant determinants of residential housing values. With the passage of tile Telecommunications Act of 1996, Congress directed the Federal Communications Commission and all fifty U.S. states to encourage the deployment of advanced telecommunication capability in a reasonable and timely manner. Today, with the rollout of advanced data services such as digital subscriber lines (xDSL), cable modems, and fixed wireless technologies, broadband has become an important component of telecommunication service and competition. Unfortunately, the deployment of last-mile infrastructure enabling high-speed access has proceeded more slowly than anticipated and competition in many areas is relatively sparse. More importantly, there are significant differences in the availability of broadband services between urban and rural areas. This paper explores aspects of broadband access as a function of market demand and provider competition. Data collected from the Federal Communications Commission is analyzed using a geographic information system and spatial statistical techniques. The 1990s witnessed an enormous wave of mergers and acquisitions dramatically reconfigure the market structure of global telecommunications. In Europe and the U.S., telecommunications firms have steadily consolidated into a shrinking pool of providers, rapidly oligopolizing the industry. This paper reviews the number and size of mergers and acquisitions globally in the 1990s and charts the national patterns of purchasers and target firms, noting the overwhelming hegemony of American corporations. The reasons behind this process include globalization, deregulation, the convergence of digital technologies, the search for economies of scale and scope, and U.S. corporate tax laws. It also points to the impacts of this oligopolization on consumer prices, labor, equity of access to telecommunications services, and the political and cultural repercussions of increasingly concentrated ownership. Abstract Mobility is a necessary condition for the social and emotional well-being of older people. To meet their mobility needs, the elderly assign pivotal importance to the automobile despite the potential challenge of driving cessation and searching for alternatives to automobile transportation. Older persons’ generally strong reliance on the automobile varies, however, by land use patterns (density) as well as by demographic and socioeconomic characteristics. This paper analyzes the effects of spatial context and personal attributes on automobile reliance among the elderly. Using the 1995 Nationwide Personal Transportation Survey (NPTS) trip data, two models of automobile reliance among elderly (65+) trip makers are estimated. The results show that spatial context effects of automobile reliance vary by demographic characteristics; in particular, they are more pronounced for black than for white elderly. Moreover, race variation in automobile reliance is strongest in urban locations rather than less dense spatial contexts. Finally, the differentiation between being a passenger rather than a driver is salient in order to understand locational and racial variations in automobile reliance among the elderly.
