The Amazon has a diverse array of social and environmental initiatives that adopt forest-based land-use practices to promote rural development and support local livelihoods. However, they are often insufficiently recognized as transformative pathways to sustainability and the factors that explain their success remain understudied. To address this gap, this paper proposes that local initiatives that pursue three particular pathways are more likely to generate improvements in social-ecological outcomes: (1) maintaining close connections with local grassroots, (2) pursuing diversity in productive activities performed and partnership choices, and (3) developing cross-scale collaborations. To test these ideas we collected and analyzed observations of 157 initiatives in Brazil and Peru, applying a combination of quantitative and qualitative analyses. Our results show that initiatives maintaining groundedness in representing the interests and concerns of local actors while partnering with other organizations at multiple scales are more likely to develop joint solutions to social-ecological problems. Partnerships and support from external organizations may strengthen and enhance local capabilities, providing a platform for negotiating interests and finding common ground. Such diversified pathways demonstrate the power of local actors to transcend their own territories and have broader impacts in sustainability objectives. Our findings highlight the need to make governmental and non-governmental support (e.g., financial, technical, political) available according to local needs to enable local initiatives' own ways of addressing global environmental change. Abstract In the last twenty years, participatory forums have been increasingly used to manage water basins around the world. The implementation of participatory forums has sought to prevent and overcome conflicts by bringing together a multiplicity of stakeholders in joint efforts to deliberate, achieve mutually agreed upon decisions, and distribute limited water resources. Different literature streams have evaluated the benefits and challenges of participatory forums in practice, such as the difficulties some forums have had when confronting existing power structures. Separately, research on water governance has paid particular attention to the ways in which expert discourses are used by traditionally powerful actors to exclude less powerful others. This paper draws from the literatures on participation and discourses in environmental governance to empirically investigate how expert discourses may empower or disempower certain actors in four basin councils – two in Peru and two in Brazil. Through qualitative thematic analysis of 116 interviews and observation notes, we specifically investigate the extent to which expert discourses in these basin councils help empower previously excluded actors. Our findings indicate stakeholder interests that are not, or cannot, be expressed within the frame of expert discourses are often marginalized. This suggests participation has made it possible for some previously excluded actors to have a voice, yet their potential influence is seemingly confined to a restricted space beyond which their voices will have little effect. Abstract This article proposes an innovative theoretical framework that combines institutional and policy network approaches to study multi-level governance. The framework is used to derive a number of propositions on how cross-level power imbalances shape communication and collaboration across multiple levels of governance. The framework is then applied to examine the nature of cross-level interactions in climate change mitigation and adaptation policy processes in the land use sectors of Brazil and Indonesia. The paper identifies major barriers to cross-level communication and collaboration between national and sub-national levels. These are due to power imbalances across governance levels that reflect broader institutional differences between federal and decentralized systems of government. In addition, powerful communities operating predominantly at the national level hamper cross-level interactions. The analysis also reveals that engagement of national level actors is more extensive in the mitigation and that of local actors in the adaptation policy domain, and specialisation in one of the climate change responses at the national level hampers effective climate policy integration in the land use sector. Abstract The water footprint (WF) has introduced a much-needed perspective for decision-makers on the use of water resources in supply chains. It has been used as a tool to assess and improve water use efficiency and water resources management, as well as inform on potential environmental impacts of water consumption in products. This paper is a contribution towards harmonizing WF assessments within decision-making contexts as they relate to their specific focus on either products or water management. First, we describe the relationship between product- and water management-focused WF approaches and their distinct perspectives, priorities and reliance on specific academic fields in relation to water resources decision-making. We then propose a harmonized WF assessment that observes both hydrogeographic and product system boundaries. We apply this harmonized WF assessment to the case of soybean production in Mato Grosso, Brazil, to illustrate how micro- and macro-level decision-making can be combined for a more complete set of policy responses affecting water resources. Our contribution aims to better highlight the strengths and limitations of individual WF approaches and assessments which can be overcome by a harmonized approach. By focusing the conversation on a more integrated assessment of water use in relation to decision-making, we show the range of different purposes and useful WF results that, together, can promote responses for greater local and global water security. What drives the development of climate policy? Brazil, China, and India have all changed their climate policies since 2000, and single-case analyses of climate policymaking have found that all three countries have had climate coalitions working to promote climate policies. To what extent have such advocacy coalitions been able to influence national policies for climate-change mitigation, and what can explain this? Employing a new approach that combines the advocacy coalition framework (ACF) with insights from comparative environmental politics and the literature on policy windows, this paper identifies why external parameters like political economy and institutional structures are crucial for explaining the climate advocacy coalitions’ ability to seize policy windows and influence policy development. We find that the coalitions adjust their policy strategies to the influence-opportunity structures in each political context—resulting in confrontation in Brazil, cooperation in China, and a complementary role in India. Water management practices and access to safe water supplies have major implications for human health. While a range of assessments has been developed to assess water vulnerability, limited work has extended these concepts to health and wellbeing. Water-associated disease cycles are characterized by complex linkages between social and ecological determinants, thus conceptualizing vulnerability in the context of health offers a useful framework for analysis. This paper applies a water associated disease index (WADI) as a tool to deepen understanding of changing vulnerability to dengue, comparing conditions in 2000 and 2010 in Pernambuco, Northeast Brazil. Multi-dimensional data were integrated into indicators of exposure and susceptibility using the WADI approach, including water access, land cover, climate, and solid waste collection, and outputs were validated and visualized in map form. The findings illustrate heterogeneous patterns of vulnerability to dengue in the region, and highlight trends of seasonal and long-term changes. Highest vulnerability was observed in densely populated Recife and the surrounding coastal region in both time periods, with climate conditions creating seasonal trends in exposure to dengue. While more remote areas in the semi-arid Sertão showed low vulnerability overall, increases were observed in some areas between 2000 and 2010 due to land use intensification and growing population densities. These findings suggest that interventions should consider the dynamic nature of social and ecological factors that contribute to health outcomes and address current as well as future populations vulnerable to dengue transmission. This vulnerability mapping approach can be applied to other water-associated diseases impacted by global environmental change to highlight priority areas for further investigation and contribute towards improving interventions. Abstract: This paper explores the relationship between disaster risk reduction and long-term adaptive capacity building in two climate vulnerable areas—the Cayman Islands in the Caribbean and Ceará, in NE Brazil. Drawing on past applications of the disaster risk reduction framework, we identify four critical factors that have led to reductions in risk: flexible, learning-based, responsive governance; committed, reform-minded and politically active actors; disaster risk reduction integrated into other social and economic policy processes; and a long-term commitment to managing risk. We find that while the presence of these factors has reduced overall risk in both regions, in Ceará, disaster response as it is currently practiced, has fallen short of addressing the fundamental causes of vulnerability that leave those prone to hazards able to cope in the short term, yet enmeshed in poverty and at risk from the longer-term changes associated with climate change. Although calls for integration of disaster risk management with poverty eradication are not new, there has been insufficient attention paid in the literature on how to foster such integration. Based on the two case studies, we argue that the adoption of good governance mechanisms (such as stakeholder participation, access to knowledge, accountability and transparency) in disaster risk reduction policy may create the policy environment that is conducive to the kind of structural reform needed to build long-term adaptive capacity to climate-driven impacts. We conclude that without a synergistic two-tiered approach that includes both disaster risk reduction and structural reform, disaster risk reduction, in the face of climate changes, will prove to be an expensive and ineffective palliative treatment of changing risks. Abstract: How big a threat is global warming to climate-sensitive and economically important sectors such as agriculture in developing countries? How well will farmers be able to adapt to the threats of global warming? This paper attempts to shed light on these two important questions. A cross-sectional analysis is employed to estimate the climate sensitivity of agriculture in Brazil and India. Using panel data from both countries, the study measures how net farm income or property values vary with climate, and consequently, how farmers in India and Brazil react and adapt to climate. The estimated relationships are then used to predict the consequence of alternative climate scenarios. Global warming by the end of the next century could cause annual damages in Brazil between 1% and 39% and between 4% and 26% in India, although some of this effect may be potentially offset by carbon fertilization. • We explore stakeholders perceptions on REDD+ finance in Brazil, Indonesia and Vietnam. • Actors agree that the lack of finance is not the most significant challenge. • Addressing funding gaps alone will not help to advance REDD+ policies. • Effective REDD+ implementation requires improved forest governance. • Recognizing and addressing drivers of deforestation are essential for REDD+ success. Financing REDD+ is complex, due to the need to seek answers not only to the question of who should finance REDD+, but also who should benefit from it. This paper examines the perceptions of REDD+ stakeholders in Brazil, Indonesia and Vietnam on different aspects of financing: who should finance REDD+ and who should receive REDD+ benefits for what. Our findings show these issues are political, driven by economic considerations at national level and – despite the narrative of inclusive, participatory decision making – are largely determined by governments. Lack of finance was thereby not always considered by national policy actors to be the most significant challenge during 2010–2019; rather other issues – like lack of knowledge on REDD+ by relevant actors; ineffective coordination between state agencies, the private sector and civil society; unclear tenure rights; ineffectively addressing the main deforestation drivers; low law enforcement capacity; and unclear benefit-sharing mechanisms – have also been perceived to impede REDD+ implementation and payment distributions.
