Voyager 1 has entered regions of different propagation conditions for energetic cosmic rays in the outer heliosheathat a distance of about 111 AU from the Sun. The low energy 614 MeV galactic electron intensity increased by 20over a time period 10 days and the electron radial intensity gradient abruptly decreased from 19AU to 8AU at2009.7 at a radial distance of 111.2 AU. At about 2011.2 at a distance of 116.6 AU a second abrupt intensity increase of25 was observed for electrons. After the second sudden electron increase the radial intensity gradient increased to18AU. This large positive gradient and the 13 day periodic variations of 200 MeV particles observed near theend of 2011 indicate that V1 is still within the overall heliospheric modulating region. The implications of these resultsregarding the proximity of the heliopause are discussed.

We have used data from the Solar, Anomalous, and Magnetospheric Particle Explorer (SAMPEX), Ulysses, Voyager 1, Voyager 2, and Pioneer 10 spacecraft to determine the radial and latitudinal gradients of anomalous cosmic ray oxygen at 10 MeV/nuc during the last half of 1993. These five spacecraft cover radial distances from 1 AU (SAMPEX) to 58 AU (P10) and latitudes to 41 deg S (Ulysses) and 32 deg N (V1). We find that the radial gradient is a decreasing function of radial distance, approximately r(exp -n), with n = 1.7 +/- 0.7. The large-scale radial gradient between the inner and outer heliosphere is much smaller than it was during the last solar minimum period in approximately 1987. The latitudinal gradient is small and positive, 1.3 +/- 0.4 %/deg, as opposed to the large and negative latitudinal gradients found during 1987, but similar to the small positive latitudinal gradient measured during 1976 for anomalous cosmic ray helium. These observations confirm that effects of curvature and gradient drift in the large scale magnetic field of the Sun are important for establishing the three-dimensional intensity distributions of these particles in the heliosphere during periods of solar minimum conditions.

Measurements of greater than or = 1 MeV electrons in Neptune's magnetosphere from L approximately = 4 to 14 are well represented by solutions of a model radial diffusion equation that includes losses due to absorption by the satellite Proteus. The model provides estimates of the radial diffusion coefficient, which is 5 x 10(exp -8) (L/5)(exp 8)/s, and the outer boundary energy spectrum, which is an exponential with an e-folding energy of 0.1 MeV. The diffusion coefficient is consistent with theoretical estimates based on the assumption that diffusion is driven by atmospheric neutral winds.

New observations of low energy (approximately 1 to 200 MeV/nuc) cosmic rays measured by three newly launched experiments on Solar, Anomalous, and Magnetospheric Particle Explorer (SAMPEX) during 1992 and 1993 show the strong presence of anomalous cosmic ray (ACR) nitrogen and oxygen, well before the approaching solar minimum. When compared with ACR temporal variations over the past two solar cycles we find that the 1992-1993 fluxes are approximately 5 to 10 times their level at corresponding neutron monitor counting rates in 1969-1970 and 1985.

We report new observations of 15 MeV/nuc or greater trapped heavy ions with Z equal to or greater than 2, made on the polar-orbiting SAMPEX spacecraft in late 1992 and early 1993. A trapped population that includes He, N, O, and Ne is found to be located at L = 2. We conclude that the observed N, O, and Ne ions are 'anomalous' cosmic rays, trapped by the mechanism proposed by Blake and Friesen (1977). While it is not expected that this mechanism would also trap anomalous He, the characteristics of the trapped He population are generally consistent with those of N, O, and Ne.

Measurements from instruments on Voyagers 1 and 2 and Pioneer 10 are used to derive simultaneous radial and latitudinal gradients of anomalous cosmic-ray oxygen during the latter part of 1985. It is found that in the energy interval from 7.1-30.6 MeV/nucleon the latitudinal gradient is -3 to -4 percent/deg. The sign of the latitudinal gradient is opposite to that reported for the last solar cycle when the solar magnetic field polarity was reversed, as predicted by propagation models in which curvature and gradient drifts are significant. The ratios of the radial and latitudinal gradients of anomalous oxygen, anomalous helium, and galactic cosmic rays are similar, also in agreement with drift theory predictions. Based on drift theory, these observed ratios, which are near unity, lead to estimates of the perpendicular diffusion coefficient/particle velocity ratio in the range 3-8 x 10 to the 22nd sq cm/sec at 24.9 AU for particles with rigidities of about 2-3 GV.

Voyager 1 and 2 observations have been used to derive the energy spectrum of 'anomalous' cosmic-ray (ACR) He using a technique based on the separation of the isotopes of He. Previously reported observations show that the ACR oxygen spectrum underwent a change in shape following the solar magnetic field reversal in 1980; in this paper evidence for a corresponding change in the ACR He spectrum is presented. It is found that the energy spectra of ACR He and oxygen and Galactic-cosmic-ray He-4 and He3 can be reproduced both before and after the field reversal using a simple solar modulation model in which the effects of curvature and gradient drifts are arbitrarily neglected.

Since mid-1985, the average flux of greater than 70 MeV/nucleon cosmic rays at Voyager 2 (r2 = 17 AU, theta 2 approximately equals 0 deg) has been about 3-5 percent greater than that at Voyager 1 (r1 = 24 AU, theta 1 = 26 deg N). This is the first direct observation over such a large radial range in which the galactic cosmic ray flux closer to the sun is higher than the flux farther from the sun for an extended period of time. This observation is consistent with the presence of a negative latitudinal gradient of -0.36 + or 0.05 (or -0.60 + or - 0.08) percent/deg, assuming a coexistent radial gradient of 1 (or 2) percent/AU. It is suggested that the appearance of this persistent negative latitudinal gradient may be due to the abrupt, large decrease of the heliospheric current sheet tilt to about 20 deg in early 1985.

Recurrent low energy (not less than 0.5 MeV) proton flux enhancements, reliable indicators of corotating plasma interaction regions in interplanetary space, have been observed on the Voyager 1 and 2 and Pioneer 11 spacecraft in the heliographic latitude range 2 deg S to 23 deg N and the heliocentric radial range 11 to 20 AU. After a period of rather high correlation between fluxes at different latitudes in early 1983, distinct differences develop. The evolution of the fluxes appears to be related to the temporal and latitudinal dynamics of solar coronal holes, suggesting that information about the latitudinal structure of solar wind stream sources propagates to these distances.

A recent study showed that streaming energetic (more than 200 keV) electrons in earth's magnetotail are statistically associated with southward magnetic fields and with enhancements of the AE index. It is shown here that the streaming electrons characteristically are preceded by an approximately 15-minute period of tailward plasma flow and followed by a dropout of the plasma sheet, thus demonstrating a clear statistical association between substorms and the classical signatures of magnetic reconnection and plasmoid formation. Additionally, a brief upward surge of mean electron energy preceded plasma dropout in several of the events studied, providing direct evidence of localized, reconnection-associated heating processes.

This letter reports the results of a systematic study of streaming greater than 200 keV electrons observed in the magnetotail with the Caltech Electron/Isotope Spectrometers aboard IMP-7 and IMP-8. A clear statistical association of streaming events with southward magnetic fields, often of steep inclination, and with substorms as evidenced by the AE index is demonstrated. These results support the interpretation that streaming energetic electrons are indicative of substorm-associated magnetic reconnection in the near-earth plasma sheet.

A study of 31 individual recurrent events from three long-lived corotating particle streams is presented. The spectra of protons and alpha particles during these streams are fit well by an exponential in particle rigidity. Although the spectra show considerable temporal variation, the proton and alpha particle spectra are correlated so that the e-folding rigidities Po(alpha) and Po(p) of the two spectra are in the ratio Po(alpha)/Po(p) = 1.5 plus or minus 0.1. The consistency of this ratio may be a characteristic of the interplanetary acceleration process.

The paper presents anisotropy measurements of 1.3-2.3 MeV protons in the interplanetary space during recurrent events for which the radial intensity variation is measured within the radial range from about 0.3 to about 4 AU for the period from June, 1973 through April, 1976. The simultaneous measurements of the diffusive anisotropy and the radial gradient are used to make a direct estimate of the interplanetary radial diffusion coefficient, which is independent of any particular solution of the propagation equation. IMP 7 and 8 is required to be sunward of the earth and hence outside of the magnetosphere; if both spacecraft are sunward, measurements from the one farthest from the magnetosphere are used. The resulting values for the radial diffusivity coefficient near 1 AU lie in the range (3 to 9) x 10 to the 20th sq cm/sec, corresponding to scattering mean free paths between 0.03 and 0.1 AU with a mean of 0.06 AU.

Properties of the energetic electron (E greater than or approximately equal to 200 keV) magnetopause layer along the distant magnetotail have been studied with Caltech instrumentation aboard IMP-8 for approximately 60 spacecraft orbits. The cross-sectional area of the layer appears to increase by a factor of approximately 5 with increasing geomagnetic activity, and the average unidirectional electron flux within the layer increases by a factor of approximately 4. The energy carried by electrons greater than or approximately equal to 200 keV ranges from approximately 10 to the 14th ergs per second to approximately 10 to the 15th ergs per second. Extrapolation to include all electrons greater than 1 keV suggests total energy flow ranging from approximately 3 x 10 to the 15th ergs per second at quiet times to approximately 5 x 10 to the 18th ergs per second at magnetically disturbed times.

An energetic electron layer is found immediately adjacent to, and outside of, the magnetopause surface along the distant magnetotail. The layer has been detected by instrumentation aboard the earth-orbiting spacecraft IMP-8 and is observed for electrons with energies above about 200 keV. The present study shows that such electrons form a layer about 3 earth radii thick and are strongly streaming in a well-ordered pattern, especially along the dusk magnetopause. The energy dissipation implied by the persistent flow may be a direct indication of nearly continuous magnetic merging at or near the magnetopause.

The paper is concerned with the anisotropy of 1.3 to 2.3 MeV protons measured with an electron/isotope spectrometer aboard the IMP 7 satellite during 317 six-hour periods, excluding periods when prompt solar particle events are observed. It is found that the diffusive streaming is predominantly toward the sun, indicating an essentially positive radial gradient in the particle density. The long-term average radial component of this anisotropy and its dependence on the solar wind speed are consistent with the anisotropy calculated with a steady-state propagation model including adiabatic energy loss.

Unidirectional anisotropies in the energetic electron fluxes (E greater than or equal to about 200 keV) have been observed in the earth's magnetotail with the Caltech Electron/Isotope Spectrometer on IMP-8. The anisotropies occur during periods of enhanced fluxes and provide essential information on the topology (open or closed) of the magnetotail field lines which are associated with recently identified acceleration regions.
