Livelihood diversification is increasingly central to policy advice and investments in rural development and fisheries management. For small‐scale fishing communities in low‐ to middle‐income countries, more diverse livelihoods are generally hypothesized to reduce fishing pressure and vulnerabilities to external shocks and adverse trends while enabling people to construct routes out of poverty. Yet, evidence of impacts from livelihood diversification in small‐scale fisheries remains sparse. Our examination of the peer‐reviewed literature found substantial differences in how livelihood diversification is pursued, and in the realized outcomes from the process of diversification. Studies describing diversified livelihoods were almost as likely to report that livelihoods were not improved or that outcomes were mixed (54% combined) as they were to report improved livelihood outcomes (45%). Furthermore, one of the main theoretical drivers behind the support for diversified livelihoods—ecological conservation benefits—was unexplored in over 70% of studies. Of the minority of studies that did explore ecological outcomes, most reported that ecological conditions had not improved. These findings indicate conceptual ambiguity around livelihood diversification and a lack of empirical evidence supporting its theoretical underpinnings. There remain important questions about the impacts of diversification on multidimensional poverty and ecological conservation. Wild‐caught fish are a bioavailable source of nutritious food that, if managed strategically, could enhance diet quality for billions of people. However, optimising nutrient production from the sea has not been a priority, hindering development of nutrition‐sensitive policies. With fisheries management increasingly effective at rebuilding stocks and regulating sustainable fishing, we can now begin to integrate nutritional outcomes within existing management frameworks. Here, we develop a conceptual foundation for managing fisheries for multispecies Maximum Nutrient Yield (mMNY). We empirically test our approach using size‐based models of North Sea and Baltic Sea fisheries and show that mMNY is predicted by the relative contribution of nutritious species to total catch and their vulnerability to fishing, leading to trade‐offs between catch and specific nutrients. Simulated nutrient yield curves suggest that vitamin D, which is deficient in Northern European diets, was underfished at fishing levels that returned maximum catch weights. Analysis of global catch data shows there is scope for nutrient yields from most of the world's marine fisheries to be enhanced through nutrient‐sensitive fisheries management. With nutrient composition data now widely available, we expect our mMNY framework to motivate development of nutrient‐based reference points in specific contexts, such as data‐limited fisheries. Managing for mMNY alongside policies that promote access to fish could help close nutrient gaps for coastal populations, maximising the contribution of wild‐caught fish to global food and nutrition security. In a changing climate, there is an imperative to build coupled social‐ecological systems—including fisheries—that can withstand or adapt to climate stressors. Although resilience theory identifies system attributes that supposedly confer resilience, these attributes have rarely been clearly defined, mechanistically explained, nor tested and applied to inform fisheries governance. Here, we develop and apply a comprehensive resilience framework to examine fishery systems across (a) ecological, (b) socio‐economic and (c) governance dimensions using five resilience domains: assets, flexibility, organization, learning and agency. We distil and define 38 attributes that confer climate resilience from a coupled literature‐ and expert‐driven approach, describe how they apply to fisheries and provide illustrative examples of resilience attributes in action. Our synthesis highlights that the directionality and mechanism of these attributes depend on the specific context, capacities, and scale of the focal fishery system and associated stressors, and we find evidence of interdependencies among attributes. Overall, however, we find few studies that test resilience attributes in fisheries across all parts of the system, with most examples focussing on the ecological dimension. As such, meaningful quantification of the attributes' contributions to resilience remains a challenge. Aquatic foods are rich in micronutrients essential to human health, and fisheries and aquaculture are increasingly recognized for their capacity to contribute to reducing global micronutrient deficiencies and diet‐based health risks. Whether fisheries and aquaculture sector and public health nutrition policies align to meet this goal, however, is unclear. Do fisheries and aquaculture policies have explicit nutrition and public health objectives? Do public health nutrition policies recognize the contribution of aquatic foods? Using content analysis, we assessed the alignment of objectives in national fisheries and public health nutrition policies. We further determined conditions associated with varying levels of cohesion among policies in these sectors or domains. We found that 77 of 158 national fisheries policies identified nutrition as a key objective in the sector, and 68 of 165 public health nutrition policies identified the importance of fish and shellfish consumption as key objectives. More recent policies were associated with improved coherence among sectors. International organization presence in policy development was also associated with greater coherence. Countries with higher overweight prevalence had fisheries and public health nutrition policies that were not aligned. There has been a promising recent trend for improved alignment of objectives between fisheries and public health nutrition policies, but more targeted and systematic policy approaches are needed to realize the potential contribution of nutrient‐rich fish and shellfish to healthier food systems. We evaluate the current status of the global marine fisheries using the frameworks of conflict, food security and vulnerability. Existing trends suggest that there is likely to be greater food insecurity and fisheries conflicts due to issues such as: declining fishery resources; a North- South divide in investment; changing consumption patterns; increasing reliance on fishery resources for coastal communities; and inescapable poverty traps creating by low net resource productivity and few alternatives. Consequently, managing fisheries from a food security perspective will become increasingly necessary, and we therefore briefly review fisheries from the perspective of food security and evaluate it using a vulnerability framework. Specifically, we describe three key components of vulnerability (exposure, sensitivity and adaptive capacity) for selected fisheries. This is followed by proposals to build the adaptive capacity of fisheries and recommendations to avoid future conflicts. Adaptive capacity attributes include assets, social flexibility and organization attributes, and learning. We present some key ways to build these aspects of the fishery to reduce the many potential environmental and social threats that increase the vulnerability of fisheries. Recommendations include fewer subsidies, reduced capital investment, precautionary management to minimize risks of ecosystem collapse, conservation of remaining resources, diversified portfolios of production and markets, and greater equity in contracts and distribution. Despite longstanding recognition that small-scale fisheries make multiple contributions to economies, societies and cultures, assessing these contributions and incorporating them into policy and decision-making has suffered from a lack of a comprehensive integrating 'lens'. This paper focuses on the concept of 'wellbeing' as a means to accomplish this integration, thereby unravelling and better assessing complex social and economic issues within the context of fisheries governance. We emphasize the relevance of the three key components of wellbeing - the material, relational and subjective dimensions, each of which is relevant to wellbeing at scales ranging from individual, household, community, fishery to human-ecological systems as a whole. We review nine major approaches influential in shaping current thinking and practice on wellbeing: the economics of happiness, poverty, capabilities, gender, human rights, sustainable livelihoods, vulnerability, social capital, and social wellbeing. The concept of identity is a thread that runs through the relational and subjective components of social wellbeing, as well as several other approaches and thus emerges as a critical element of small-scale fisheries that requires explicit recognition in governance analysis. A social wellbeing lens is applied to critically review a global body of literature discussing the social, economic and political dimensions of small-scale fishing communities, seeking to understand the relevance and value addition of applying wellbeing concepts in small-scale fisheries. In the last twenty years, policy prescriptions for addressing the global crisis in fisheries have centred on strengthening fisheries governance through clarifying exclusive individual or community rights of access to fishery resources. With a focus on small-scale developing-country fisheries in particular, we argue that basing the case for fishery governance reform on assumed economic incentives for resource stewardship is insufficient when there are other sources of insecurity in people's lives that are unrelated to the state of fishery resources. We argue that more secure, less vulnerable fishers make more effective and motivated fishery managers in the context of participatory or rights-based fisheries governance, and we further suggest that insecurity among fishers living in poverty can be most effectively addressed by social and political development that invokes the existing legal framework supporting the Universal Declaration of Human Rights. This perspective goes well beyond the widely advocated notion of 'rights-based fishing' and aligns what fishery sector analysts call the 'rights-based approach' with the same terminology used in the context of international development. Embedding the fisheries governance challenge within a broader perspective of human rights enhances the chances of achieving both human development and resource sustainability outcomes in small-scale fisheries of developing countries. Anthropogenic global warming has significantly influenced physical and biological processes at global and regional scales. The observed and anticipated changes in global climate present significant opportunities and challenges for societies and economies. We compare the vulnerability of 132 national economies to potential climate change impacts on their capture fisheries using an indicator-based approach. Countries in Central and Western Africa (e.g. Malawi, Guinea, Senegal, and Uganda), Peru and Colombia in north-western South America, and four tropical Asian countries (Bangladesh, Cambodia, Pakistan, and Yemen) were identified as most vulnerable. This vulnerability was due to the combined effect of predicted warming, the relative importance of fisheries to national economies and diets, and limited societal capacity to adapt to potential impacts and opportunities. Many vulnerable countries were also among the world’s least developed countries whose inhabitants are among the world’s poorest and twice as reliant on fish, which provides 27% of dietary protein compared to 13% in less vulnerable countries. These countries also produce 20% of the world’s fish exports and are in greatest need of adaptation planning to maintain or enhance the contribution that fisheries can make to poverty reduction. Although the precise impacts and direction of climate-driven change for particular fish stocks and fisheries are uncertain, our analysis suggests they are likely to lead to either increased economic hardship or missed opportunities for development in countries that depend upon fisheries but lack the capacity to adapt. Small-scale fisheries (SSF) make important but undervalued contributions to the economies of some of the world’s poorest countries. They also provide much of the animal protein needed by societies in which food security remains a pressing issue. Assessment and management of these fisheries is usually inadequate or absent and they continue to fall short of their potential as engines for development and social change. In this study, we bring together existing theory and methods to suggest a general scheme for diagnosing and managing SSF. This approach can be adapted to accommodate the diversity of these fisheries in the developing world. Many threats and solutions to the problems that beset SSF come from outside the domain of the fishery. Significant improvements in prospects for fisheries will require major changes in societal priorities and values, with consequent improvements in policy and governance. Changes in development policy and science reflect these imperatives but there remains a need for intra-sectoral management that builds resilience and reduces vulnerability to those forces beyond the influence of small-scale fishers. Fishing communities are often among the highest-risk groups in countries with high overall rates of HIV/AIDS prevalence. Vulnerability to HIV/AIDS stems from complex, interacting causes that may include the mobility of many fisherfolk, the time fishermen spend away from home, their access to daily cash income in an overall context of poverty and vulnerability, their demographic profile, the ready availability of commercial sex in fishing ports and the subcultures of risk taking and hypermasculinity among some fishermen. The subordinate economic and social position of women in many fishing communities in low-income countries makes them even more vulnerable. HIV/AIDS in fishing communities was first dealt with as a public health issue, and most projects were conducted by health sector agencies and NGOs, focusing on education and health care provision. More recently, as the social and economic impacts of the epidemic have become evident, wider social service provision and economic support have been added. In the last 3 years, many major fishery development programmes in Africa, South/South-East Asia and the Asia-Pacific region have incorporated HIV/AIDS awareness in their planning. The HIV/AIDS pandemic threatens the sustainability of fisheries by eclipsing the futures of many fisherfolk. The burden of illness puts additional stresses on households, preventing them from accumulating assets derived from fishing income. Premature death robs fishing communities of the knowledge gained by experience and reduces incentives for longer-term and inter-generational stewardship of resources. Recent projects championing local knowledge and resource-user participation in management need to take these realities into account. If the fishing communities of developing countries that account for 95% of the world's fisherfolk and supply more than half the world's fish are adversely impacted by HIV/AIDS, then the global supply of fish, particularly to lower-income consumers, may be jeopardized.
