Details a plan suggested by the National Association of Bond Lawyers (NABL) to the U.S. Treasury recommending legislative changes to help states and cities devastated by Hurricane Katrina pay current debts and borrow to rebuild. Passage of the Hurricane Katrina Indebtedness Guarantee and Financing Act; Creation of a new category of tax-exempt bond similar to the $8 billion New York Liberty Bond program; Proposal to ease federal tax requirements that NABL believes the Treasury can waive for the four disaster-area states plus neighboring impacted states.
