On the basis of proposals contained in the 1996 report "Learning: the Treasure Within" by the International Commission on Education for the Twenty-first Century (established by UNESCO), the authors examine the influence and pertinence of its construct of education on the four pillars learning to know, learning to do, learning to be, and learning to live together 12 years later. Focusing on learning to live together, the article reviews the background against which the Delors report was published, synthesises the concepts and practices of learning to live together, and proposes some ways forward.

The Delors report remains a timely and challenging agenda for shaping education from the earliest years. This article reviews the status of basic education, defined as a passport to life in the report. Despite progress toward universal primary education and gender parity, countries are still far from education targets adopted in 2000. Lack of care and education programmes for young children, of literacy and life skills programmes for youth and adults, and poor education quality are undermining progress towards education for all. The article stresses the importance of building inclusive systems that reach all learners regardless of their background and circumstances and provide appropriate conditions for learning. It reviews UNESCO's actions in education, emphasising the necessity of a rights-based, holistic vision as an imperative for reducing poverty and promoting sustainable development.

This article explores the background to the Chinese government's decision to embark on a programme of promoting the study of Chinese language and culture overseas. This includes the impact of Joseph Nye's concept of ‘soft power’ in China, ownership of the national language, the Confucius connection, and how these factors interact with political legitimacy. It also considers the development of the Confucius Institute programme in Europe. Europe has the greatest number of Confucius Institutes of any region: what should be read into this? What impact are these institutes having on the development of Chinese language education in Europe at different levels of the educational system? Globalisation, together with readier access to capability-enhancing technologies and to technological insights once restricted to a few leading economies, are resulting in greater competition within Europe, and more widely within the developed world, for influence of all kinds (not just influence over the choices that foreign students make about the Higher Education courses on offer to them from Europe, but also influence of a more overtly imperialist kind, extending to the policies, incomes and futures of others). This article looks at trends in one important market for European Higher Education, the Middle East (particularly the GCC countries), which has many providers from North America and Australia. As observed by the late Edward Said, the USA is particularly forceful in the Middle East. Its technological superiority is accompanied by fervour to introduce American methods and curricula, and strong belief in their merit, reminiscent of the belief of the old French empire that ‘France had a “mission civilisatrice”, to civilize the natives”. The danger, highlighted in a recent UNESCO report ‘New Ignorances, New Literacies’, is that the natives will not be listened to. Is Europe listening more or less than the USA, and is it being listened to? Despite attention-gaining initiatives such as the proposed European Institute of Technology, EIT, and the commitment of EU governments to the Lisbon goals on competitiveness, there are indications of a drop in the influence of European Higher Education institutions in the Middle East. In this article, we: (1) offer a conceptualisation of what it means for Greek Cypriot teachers to be 'reconciled' with the 'other side' (i.e. Turkish Cypriots) in Cyprus; (2) examine Greek Cypriot teachers' emotional responses to the new educational objective of cultivating peaceful coexistence in schools; and (3) investigate how Greek Cypriot teachers' perceptions of reconciliation and emotional responses to the new educational objective of cultivating peaceful coexistence are entangled, and what implications these entanglements may have for educational reform efforts. This investigation is based on data collected in a national survey of Greek Cypriot primary and secondary teachers. The study is important not only for the Greek Cypriot educational system, but also for educational reform efforts in other conflict-ridden areas in Europe because it addresses a fundamental issue in relation to reconciliation: Can teachers, who may still carry traumatic experiences from a conflict and thus be (potentially) emotionally unready to engage in reconciliation, be convinced to put the past behind and promote peaceful coexistence in schools? The findings highlight the teachers' multiple ambivalences, yet they also identify openings for promoting reconciliation and peaceful coexistence in schools. Since 1986 when the National People's Congress ratified the Compulsory Education Law, China's achievement of nine-year compulsory basic education for its huge school-age population has been rapid and successful. However, the rate of achievement has grown unevenly across the country, reflecting the different economic development patterns of the more prosperous Eastern coastal China and poor Western and rural areas. As quantitative targets were gained for most of the country, attention turned to the quality of basic education and the increasing gap between the more advanced and less developed areas. Shortage of resources for improving the situation in the poorest areas led the Chinese government to seek assistance from international donors, including the European Union. This article describes a joint European Union-China project undertaken to improve the quality of compulsory nine-year education with the ultimate goal of reducing poverty in one of the poorest Western provinces, Gansu. It outlines the policy context and summarises the project's organisation, strategies and outcomes. It identifies the main issues that arose during its implementation and examines the inter-cultural dimension of collaborative work on this project. [ABSTRACT FROM AUTHOR]

Increasing global competition for students has witnessed an ever more rapid internationalisation of higher education. In the case of the UK, there has been a major influx of Chinese students to British universities since the launch of the British Government's long-term worldwide educational campaign in 1999. Drawing upon evidence from an extensive review of the literature on the internationalisation of higher education, this article will explore variations in Chinese students' intercultural adaptation to the British higher education environment. Discussion of their experiences will be based upon a synthesis of findings of three studies, led by the author, investigating the pedagogical, sociocultural and psychological challenges that they have encountered when studying in British universities. Evidence from these studies suggests that despite various challenges and struggles, most students have managed to survive the demands of the learning and the living environment and to adapt and develop. Analysis of their learning experiences suggests that this learning process spans a developmental continuum involving the students in overcoming emotional tensions arising from changes in their cognition, their sense of identity and sociocultural values. A holistic and developmental perspective is thus required to understand changes in students' perceptions and values as part of their wider adaptation to the academic conventions of their host countries. The findings will make an original contribution to understandings of the impact of the internationalisation of higher education on individuals' learning, change and development. Romania is reforming its Technical and Vocational Education and Training (TVET) system and introducing a National Qualifications Framework (NQF) and a National Quality Assurance Framework (NQAF) to create a new and comprehensive national quality assurance system for qualifications. These reforms have their origins in the social and economic restructuring which followed the fall of Communism, preparation for membership in the European Union, and developments in the field of education and training related to the Lisbon agenda. This article explains the background to the reforms and explores the purposes and scope of the NQF and the NQAF and the relationship between them. It argues that the way that the reforms are being undertaken should ensure that the NQF is developed in harmony with the NQAF and that, as a result, the NQF will be strongly supported by policies and processes which will secure the quality of the provision which it contains. The article looks at the way that the Romanian institutional structure is being used to implement the key functions and processes of the two frameworks and draws out some of the key issues which face the reformed Romanian system. This article presents elements of a future vision of learning in the knowledge-based society which is enabled by ICT. It is not only based on extrapolations from trends and drivers that are shaping learning in Europe but also consists of a holistic attempt to envisage and anticipate future learning needs and requirements in the KBS. The ‘learning spaces’ vision puts learners at the centre of learning, but, at the same time, conceives learning as a social process. The potential of ICT-enabled learning spaces can only be realised, however, if it is embedded in a social and institutional context that is open to innovation and supported by a favourable policy environment. We live in powerful times and are experiencing a conceptual emergency. The imperative to learn is evident. Yet in spite of advances in knowledge about how we learn, our application of that knowledge in practice remains patchy at best. A key part of the challenge is to encourage government itself to participate in the learning process, and to overcome the psychological and structural constraints it faces that militate against learning. The article suggests a number of measures to facilitate learning within the policy process: including first tackling denial, making space for reflection, empowering the boundary spanners and — most important — practising innovation as learning. The Delors Commission for UNESCO on education for the 21st century called learning ‘the treasure within’. It is no longer possible for government to ignore the turbulence and complexity of its operating environment: it needs to find its own treasure within. This is the case for policy learning. What is changing in academic research? What has changed over the past decades and what might change in the coming ones? Could the research mission of universities be carried out in slightly or radically different ways in the medium term? This article aims to cast light on the trends and driving forces that can be observed in academic research over the past two decades in the OECD area. It gives an outlook of the main current characteristics of academic research at a macro level in terms of funding and activities in comparison with research performed by other sectors. Public debate on higher education reform today is dominated by competing views about what higher education institutions, particularly universities, are or should become. To a surprising extent, these views are based upon highly simplified characterisations of university history. The claims in question have been repeated so often that they have become clichés. Historical research has challenged all these conventional claims. The article aims to acquaint readers with the most important of these challenging results. Central here is an analysis of The Humboldt Myth about the rise of the modern research university in Germany and its alleged export to the US, and of the reasons why that myth remains so powerful, even though it has very little relation to realities on the ground. A second goal is to try to bring out some of the implications that a revision of standard views of higher education history might have for current policy debates, focusing in particular on the Bologna process. A self-assessment model was developed for the Portuguese higher education institutions (HEIs) which was based on an empirical study aiming at better understanding their strategic and quality management and innovation practices and tools and on the study of several quality assessment models developed both for HEIs and business organisations. From the results obtained it was possible to conclude that the model can be successfully applied to HEIs as a self-assessment tool to support their continuous quality improvement efforts. The article discusses the establishment of a vocational sector in Swiss higher education as a complement to the existing two-tier system of cantonal Universities and federal Institutes of technology. The origins of this new player, its missions and organisational features are discussed. This overall discussion is placed into the context of changing landscape of Swiss higher education policy characterised by increasing pressures for geographical reorganisation of the higher education sector under the auspices of a more direct role of the federal government. The article makes two points. First, it argues that the creation of a vocational sector in Swiss higher education combines two contradictory trends. On the one hand, this new sector tends to provide differentiation at the system level, through the creation of a new, more marked-oriented sector of higher education. On the other hand, system differentiation at the system level is threatened by increased demands for greater inter-institutional cooperation and system integration, emanating principally from the federal level. Second, the article also argues that the distinction between ‘academic/scientific’ vs. ‘vocational/professional’ education generally referred to when studying the emergence of non-university sectors in higher education, is not pertinent for the analysis of the Swiss case. Two reasons are brought forward to sustain this argument. First, this distinction reinforces an artificial binary divide, no longer relevant to assess the evolution of higher education institutions placed in a context of academic and vocational drifts. Second, the ‘academic’ vs. ‘professional’ opposition does not take into consideration the political organisation of the country and how this impacts on policy making in higher education; a crucial element in the Swiss context.
