In the last 30 years, major changes have taken place in the public sector worldwide under the rubric of New Public Management [NPM]. The education sector is perhaps one of the key areas drawing an intense interest and discussion in the wake of NPM. The Russian State seems to be no longer an exception to this global trend. In line with this, the Russian education sector was declared as a large-scale top priority national project in the late summer of 2005, which was aimed to help raise the living standards of each Russian citizen. This empirical paper seeks to reveal the major institutional and legal changes taking place in Russian higher education over time. This insight is vital as it points to the contexts in which Russian public universities operate. To make the acquaintance of a system of Russian higher education, this research sketches its evolution. There is no doubt that what is generally referred to as ‘Ph.D education’ has undergone dramatic changes in Europe in recent years. Whereas the Bologna Process, launched in 1999, originally had in mind to make it easier for undergraduate students to gain international experience and enhance their employability by facilitating mobility and transparency of higher education in Europe, the idea of a ‘third cycle’ of doctoral studies came relatively late in the discussion (2003). For some academic cultures, the idea of educating doctoral students was and still is perceived as a threat against academic freedom, originality and credibility. Other academic cultures have already long adopted Ph.D training schemes as an integrated part of training future scientists and knowledge workers. This article presents the result of a recent survey on Ph.D training in the Nordic-Baltic Area (Andreas Önnerfors: ‘Ph.D-training/PGT in the Nordic-Baltic Area’, Exploring the North: papers in Scandinavian Culture and Society 2006:1, Lund 2006) initiated by the Nordic research organisation NordForsk, which discusses new concepts of doctoral education and training in the five Nordic and the three Baltic countries as well as in Russia, Poland and three northern states of the Federal Republic of Germany. Whereas there is great correspondence in the performance of doctoral training and education in the Nordic countries and changes have been introduced permanently for about 30 years, Poland, Germany and Russia are battling with their academic traditions and the challenge of adapting their academic cultures to joint European standards. This concerns especially the phenomenon of two postgraduate degrees (the Ph.D and a further degree) and the view upon training elements in doctoral studies. Globalisation, together with readier access to capability-enhancing technologies and to technological insights once restricted to a few leading economies, are resulting in greater competition within Europe, and more widely within the developed world, for influence of all kinds (not just influence over the choices that foreign students make about the Higher Education courses on offer to them from Europe, but also influence of a more overtly imperialist kind, extending to the policies, incomes and futures of others). This article looks at trends in one important market for European Higher Education, the Middle East (particularly the GCC countries), which has many providers from North America and Australia. As observed by the late Edward Said, the USA is particularly forceful in the Middle East. Its technological superiority is accompanied by fervour to introduce American methods and curricula, and strong belief in their merit, reminiscent of the belief of the old French empire that ‘France had a “mission civilisatrice”, to civilize the natives”. The danger, highlighted in a recent UNESCO report ‘New Ignorances, New Literacies’, is that the natives will not be listened to. Is Europe listening more or less than the USA, and is it being listened to? Despite attention-gaining initiatives such as the proposed European Institute of Technology, EIT, and the commitment of EU governments to the Lisbon goals on competitiveness, there are indications of a drop in the influence of European Higher Education institutions in the Middle East. In 1994, South Africa moved away from its cruel and divided past to a future where its citizens would learn together, work together and grow together. In short we had to learn what it meant to live together by unlearning the ideas introduced by apartheid that permeated every aspect of our society. This required a new Constitution, brave and exemplary leadership by Nelson Mandela and others and a Truth and Reconciliation Commission led by Desmond Tutu. None of these efforts, as important as they may have been, could ever be sufficient to sustain change. Ordinary people who have no positional authority are those who will sustain change. Roughly one quarter of the South African population is at school and these are people who will take the message of reconciliation into the future. In this article we describe attempts to redefine what is good. In particular what kind of teacher, learner and curriculum we will need to form the basis of a transformed and admirable society, one in which we will know how to live together. The first part of the article provides an overview of the changing policy contexts in Europe and North America in which doctoral education and training are embedded and points out the similarities and differences of the ongoing debates and concerns about doctoral education in the two world regions. The second part provides some insight into the differentiation of motives and purposes of doctoral education which has led to a differentiation of the models for doctoral education based on a clearer distinction between a research and a professional doctorate. In the third part, a number of networks, projects and initiatives concerned with reforming doctoral education are introduced to serve as an illustration of the direction current changes are taking. The last part draws some conclusions, emphasising in particular the fact that knowledge production has become a strategic resource in the emerging knowledge economies and thus an object of policy-making and institutional management. Governments tend to have strong opinions about education, largely because education eats up a large proportion of their budget. They do not always, however, have the opportunity to express those opinions in reasoned terms in learned journals. Here is the exception. Nicholas Fox has been seconded from the UK Training Agency to the COMETT Technical Unit. He thus has experience both of national and international governmental operations and an almost unique insight into the ways in which government decisionmaking takes place and the reasons why certain programmes are accepted while others fail. The development of key competences for lifelong learning has been an important policy imperative for EU Member States. The European Reference Framework of key competences (2006) built on previous developments by the OECD, UNESCO and Member States themselves. It defined key competences as knowledge, skills and attitudes applied appropriately to contexts. Now most Member States have incorporated key competences, or similarly broad learning outcomes, into their school curriculum frameworks. This is a necessary but insufficient step towards implementation; for the effective development of learners' key competences, assessment must also change. This article focuses on the challenge of assessing cross-curricular key competences in primary and secondary education. It is based on a major study for the European Commission (Gordon, et al., 2009), which drew on information gathered and validated with the help of experts in each of the 27 EU Member States. The study's typology of assessment provides a basis for reviewing some recent developments in Member States. Present challenges and innovative responses are addressed, including 'unpacking' key competences, 'mapping' them to contexts and 'accessment' of their full scope and range. Policy developments are considered in the context of the author's work with the European Commission's Thematic Working Group on the assessment of key competences. Higher education is a mainstay in the development and support of the economic, social and cultural development of the global society. Throughout history, academic institutions have sought to respond to the demands of endlessly changing and evolving environmental conditions. However, in the 21st century, a number of significant factors are changing the higher education landscape and challenging higher education institutions (HEIs) to interpret the vital needs of contemporary society to stimulate and enhance student development. Student development is an all-embracing concept that involves research focusing on students from recruitment to placement. Assuming that meeting student needs and stimulating and enhancing their development are crucial challenges for higher education institutions worldwide, the article focuses on a national study in Portugal designed to measure students' expectations and satisfaction with their experience. The evolution in Europe towards more competence-based curricula in the last ten years or so is the result of several exogenous factors and a determined European policy. The Reference Framework of Key Competences for Lifelong Learning, a Recommendation approved by the European Parliament and the Council in 2006, and the work carried out within the Open Method of Coordination as well as by European research bodies have had a significant impact on Member States' curriculum reforms. This article shows that some terminology issues, both conceptual and practical, may explain, together with other causes, the diverse formulations of key competences and the way in which they are being integrated into the compulsory education curricula by the Member States or at intra-national levels. The focus of the article is on cross-curricular competences because these are the key competences which require the most significant innovations in teaching and learning practices, on assessment tools and procedures, and school organisation. The analysis illustrates the main differences and convergences in policy formulation and implementation strategies among the EU Member States. Although originally created for economic purposes, the Organisation for Economic Co-Operation and Development (OECD) has increasingly gained weight in education policy in recent years and is now regarded as an international authority in the field, particularly through its 'Programme for International Student Assessment' (PISA), which was highly esteemed in many countries and enabled diverse domestic education reforms. OECD derived a variety of policy recommendations from the PISA results. However, which of these were implemented at the national level and how OECD was able to achieve an impact on its member states have not yet been analysed in sufficient depth. To answer these questions, we analyse which OECD recommendations were reflected in Switzerland and the US. As their reception differs across countries, we assess under which conditions policy convergence towards the OECD 'model' took place. Then we elaborate on the governance mechanisms that caused policy convergence. We show that in Switzerland PISA's platform for transnational communication enabled policy learning at the expert level, thus leading to a rather high degree of policy convergence. This was not the case in the US, where PISA was regarded only as one of many studies assessing the performance of education systems. [ABSTRACT FROM AUTHOR]

Since its formal inception in 1976, EU cooperation in the field of education has known a number of major landmarks: the launch of the Erasmus programme in 1987, the inclusion of education for the first time in the Treaty (Maastricht, 1992) and, last but not least, the role given to education and training in the new EU 10-year economic and social strategy launched in Lisbon in 2000. The article explains why the inclusion of education in the Lisbon strategy was a major step forward and one that occurred in the logic of previous developments. 10 years later, and in an historical perspective, the author presents an assessment that is mitigated - although globally positive - , underlining not only the role played by the Lisbon strategy in relaunching and consolidating EU education cooperation, but also the weak implementation and ownership at national level that hindered its success. At the dawn of the recently launched new strategy for the next 10 years (EU 2020), she highlights the challenges to be met to close the gap between policy ambitions and implementation. The EU has become one of the most prominent promoters of lifelong learning policies. Inside the European single market, EU member states have strong incentives to adopt similar approaches to lifelong learning and recognition of educational attainments in order to foster labour mobility. More surprisingly, countries neighbouring the EU also develop costly and radical reforms of their lifelong learning policies similar to those of EU member states. They do this despite the uncertain outcome of these policies on their specific labour markets and even though they are not likely to benefit from the potential gains of labour mobility. For making sense of this puzzle, this article conceptualises the underpinning mechanisms that led to these similar approaches to lifelong learning. The European Commission has created a specific script for lifelong learning that became an accepted norm inside the EU and was then diffused to neighbouring countries. Policy change according to this norm may be driven by competitive pressure, coercion, the pursuit of legitimacy or learning. While the EU seeks to diffuse its norm to neighbouring countries, these efforts initiated quite different processes in recipient countries. An illustration from neighbouring countries highlights two of these mechanisms. Remarkably, those countries that are potential candidate countries of the EU rather unreflectively emulated the norm because they strive for more legitimacy on their way to EU membership. In contrast, most neighbouring countries without any prospect of becoming EU members engaged in a process of bounded learning in which they adopt single aspects of the EU norm that fit their context and capacities. In many European countries and in North America, home education is a viable alternative for education at school. Parents who want to home school their child are legally allowed to do so, although some countries impose rather strict conditions. This article concentrates on the way authorities supervise or inspect the quality of home education. A comparison is made of inspection regulations in 14 European countries. Substantial differences were found, regarding among other things the function of inspection, inspection methods and the outcomes. Most countries do not have data on the effectiveness of inspection. It is recommended that governments screen their procedures for the inspection of home education using criteria such as transparency, consistency, and efficiency. [ABSTRACT FROM AUTHOR]

This article takes up the issue of the internationalisation of Vocational Education and Training (VET) reforms, expressed in the way policy instruments such as National Qualifications Frameworks (NQF) are introduced in the European Training Foundation's (ETF) partner countries. There is an international debate and different perspectives regarding NQFs. These perspectives have largely talked past each other. The article brings together these perspectives and highlights the issues at stake in this field. Through the analysis of ETF interventions in different regions, the article makes a case for new approaches of intervention, namely policy learning, that aim at enabling national stakeholders and that are conducive for home-grown VET policies. The discussion is broad in scope, not only because the article reviews developments in qualifications frameworks across-regions, but also because it highlights the complex interaction of the global and local development when introducing NQFs and the impact of such reforms on VET systems. Accelerating threats to a sustainable relationship between economic growth and the capacity of the global social-ecological system to support it require that the implications of competitiveness be reassessed. Today, the capacities that underlie economic competitiveness must also be brought to bear on policy and pedagogy to prepare the coming generation to face an unprecedented and dangerous global future. This article argues that the bureaucratic ‘industrial’, standards-driven model of schooling currently fails to release the talents of students either for the competitiveness or collaboration that will be crucial in facing the demands of the decades ahead. It argues for policies, schools and pedagogies that promote creativity and a human capacity for innovation, not the relentless pursuit of externally imposed measurable standards. The types of necessary learning experiences are explored and examples are provided of principles and practices that teachers and schools need to develop further. Education for economic competitiveness on one hand and education for sustainable development on the other both require similar open minds, creative skills and teaching methods to prepare students for the transformations and innovations ahead. In answering the question ‘what do competitiveness and sustainable development require from schools and teachers?’ we conclude that most elements of appropriate pedagogies are available but they need to be extended. This article draws on a study of Australian curriculum shifts between 1975 and 2005 to take up two themes of this special issue: the question about what conceptions of knowledge are now at work; and the consideration of global influences and national specificities in the reformulations of curriculum. It discusses two important approaches to curriculum in Australia in recent times, the ‘Statements and Profiles’ activity of the early 1990s, and the ‘Essential Learnings’ formulations of the past decade. The global tendencies we see at work in these two major approaches are, first, an increasing emphasis on externally managing and auditing student progress as a key driver of how curriculum policies are being constructed; and, secondly, a growing emphasis on approaching curriculum aims in terms of what students should be able to do rather than what they should know. We argue that in the contexts we discuss here, these approaches offered a way of marrying 1970s progressive views on child development and knowledge-as-process (views widely held by influential curriculum professionals in Australia) with late 20th century technologies of micro-management and instrumental agendas favoured by politicians — but that many questions about knowledge were left off the agenda. This article draws on social realist approaches in the sociology of knowledge and in light of them constructs three scenarios for the future of education in the next decades. The primary focus of the article is on one of the most crucial questions facing educational policy makers — the relationship between school and everyday or common sense knowledge. The different possibilities for how the school/non-school knowledge boundaries might be approached are expressed in three scenarios —‘boundaries treated as given’, ‘a boundary-less world’ and the idea of ‘boundary maintenance as a condition for boundary crossing’. The curriculum implications of each are explored and the article makes the case for the third scenario. The article discusses a study on the values of early career teachers being positioned in Norway, Germany and England. The research questions were related to the values held by becoming teachers in relation to their proposed occupation, similarities and differences in values of the teachers among the three national settings and the role played by national pedagogic traditions, national policy contexts and institutional settings in the changing values of newly-qualified teachers. It was based on the theory and methods related to globalization and followed a layered approach of study focusing on both macro and micro phenomena. The study concluded that all the three nations had different cultural traditions and were subject to the forces of economic globalization.

This article analyses the challenges posed by traditional ethnic and linguistic minorities in multicultural states and more specifically the problems faced by indigenous peoples and communities. Their educational and cultural needs and demands are increasingly being framed in the language of human rights, based on the expanding international legal and institutional human rights system. The United Nations World Conference on Human Rights, held in Vienna in 1993, endorsed a rights-based approach to development, human rights education is a growing field in educational practice, respect for cultural diversity is now enshrined in international and domestic laws, and the right of every person to education and to culture has become a mainstay of international human rights principles to which a majority of the world's states has subscribed. On the basis of proposals contained in the 1996 report Learning: the Treasure Within by the International Commission on Education for the Twenty-first Century (established by UNESCO), the authors examine the influence and pertinence of its construct of education on the four pillars learning to know, learning to do, learning to be, and learning to live together 12 years later. Focusing on learning to live together, the article reviews the background against which the Delors report was published, synthesises the concepts and practices of learning to live together, and proposes some ways forward. The Scottish Credit and Qualifications Framework is often claimed to be a success and an example to other countries. However, if other countries wish to learn from this example they should not only study the current framework; they should also examine the sequence of policy reforms, over a quarter of a century, through which it developed. The article traces the history of these reforms and shows how they incrementally created the conditions for a successful comprehensive qualifications framework. It argues that the main drivers for change have been internal to the education system, rather than external economic, social or ideological pressures, and the main barriers have been institutional and political rather than epistemological. There were specific reasons why it took such a long time to develop the Scottish framework, but in any country it takes many years to establish the conditions for a successful comprehensive framework. The study examines the changing nature of doctoral study in higher education in the context of significant global changes in higher education. From its origins with Humboldt, the trajectory of doctoral study is traced through the traditional Ph.D, the extended 'American model', to the professional doctorate. This article presents elements of a future vision of learning in the knowledge-based society which is enabled by ICT. It is not only based on extrapolations from trends and drivers that are shaping learning in Europe but also consists of a holistic attempt to envisage and anticipate future learning needs and requirements in the KBS. The ‘learning spaces’ vision puts learners at the centre of learning, but, at the same time, conceives learning as a social process. The potential of ICT-enabled learning spaces can only be realised, however, if it is embedded in a social and institutional context that is open to innovation and supported by a favourable policy environment. The article presents ten theoretically substantiated ‘theses’ on future education and learning, highlighting emerging trends that will shape educational systems. The focus is on the impact of innovation economy and knowledge society on learning. Specifically, the article elaborates the changing dynamics of production models since the first industrial revolution, arguing that in the last few years we have been in the midst of a globalisation process that is qualitatively different from the earlier ones. This new model has consequences, for example, for skill demands and their regional distribution. More fundamentally, this ‘third globalisation’ makes innovation the key source of economic value, pushing educational systems from adaptive towards creative learning models. In implementing such creative pedagogies, traditional models of innovation become inadequate. The article therefore describes recent developments in innovation research and outlines a new theoretical view on innovation which connects innovation with social change and learning. This ‘downstream’ innovation model highlights the active and creative role of user communities in making innovations real. As the economic and social importance of ‘downstream’ innovation is becoming increasingly visible, educational institutions and learning activity will change. We live in powerful times and are experiencing a conceptual emergency. The imperative to learn is evident. Yet in spite of advances in knowledge about how we learn, our application of that knowledge in practice remains patchy at best. A key part of the challenge is to encourage government itself to participate in the learning process, and to overcome the psychological and structural constraints it faces that militate against learning. The article suggests a number of measures to facilitate learning within the policy process: including first tackling denial, making space for reflection, empowering the boundary spanners and — most important — practising innovation as learning. The Delors Commission for UNESCO on education for the 21st century called learning ‘the treasure within’. It is no longer possible for government to ignore the turbulence and complexity of its operating environment: it needs to find its own treasure within. This is the case for policy learning. The future learning agenda is fraught with uncertainty. This opening article attempts to pose broad societal questions that determine the learning agenda-setting as well as the emergence of new knowledge paradigms. It begins with a quick overview of the futures of learning agenda. Then, it moves on to depict the value chain that departs from industrial societies to reach post-knowledge learning societies, including a tentative explanation of the constitutive role of technology in such a transition. As a consequence, three scenarios leading to a learning society are offered. In the following section, the article discusses the related evolution taking place in delivery strategies that are moving up the ladder from ODL methods to flexible and new learning solutions. The article advances a proposal of a new social contract combining the right to education with the duty of learning. This 21st century social contract serves both the goal of a more equitable distribution of knowledge and also that of a more inclusive learning society. In 2007, the EU is celebrating both the 50th Anniversary of the Treaty of Rome and the 20 years of existence of its flagship programme, Erasmus, thus recalling that the EU is more than its economic, agricultural or monetary policies and that it develops also as a community of peoples. Education has a key role to play in this respect. This article provides an insight into how community cooperation in the field of education developed since its inception at the beginning of the 70s. It analyses more specifically how this cooperation and the one in the field of training evolved over the years, first in parallel and then in a more integrated manner, in particular from the 90s onwards, to form what is now a common platform to support lifelong leaning and the 2010 goals set by the Lisbon Strategy. Working towards e-learning success in higher education, i.e. the institution-wide acceptance and use of ICT applications for teaching and learning purposes, means choosing an approach of least resistance. Internal and external consistency or at least complementarity in policy seem crucial. This article presents the results of a desk research concerning the current European and Flemish e-learning public policy approaches with reference to higher education. By means of a document analysis the author traces policy options and strategies in order to find out if, and to what extent they are attuned. The results show that Flanders has quite successfully converted the European general education and innovation policies to its own policy level. Both are on the same wavelength with regard to political views, strategies and action points. What differs is the pretext in time: Europe advises, Flanders agrees afterwards. Nevertheless, the Flemish policy-makers need a ‘wake-up call’ in order to develop an e-learning action plan with specific measures to enhance e-learning implementation in the region. During the transition period in Hungary the role of the market has become more significant, and several market elements have appeared in education, as well. The growing social demand for schooling resulted in the huge expansion of secondary and higher education. Schools try to match the demand with the supply in a colourful variety of programmes. ‘Demand’ in the education system has traditionally been articulated almost entirely in terms of access to more, better, and higher-status opportunities within the traditional public school system, rather than for alternatives to the standardised, highly-regulated opportunities provided by the state. This is changing, in the U.S. and elsewhere, as households and groups increasingly articulate demands that cannot easily be accommodated by the existing system. These new demands include calls for schooling that more fully reflects the linguistic, religious, or cultural preferences of specific communities. They represent a fundamental challenge to the assumption of collective interests pursued through public institutions that underlie contemporary public school systems. This article attempts to look at Russian students in the broader social, economic and political context as it has developed over the past 13 years. While society needs higher education to consolidate its identity that was deeply wounded by the shock of the political and economic collapse of the early 1990s, it still lacks the means to maintain it. As a result of a complex interplay of various actors and their short-term interests, Russian youth is being literally stored as students in higher education institutions, barely able to survive physically, with little hope for improvement in a foreseeable future. The article discusses the establishment of a vocational sector in Swiss higher education as a complement to the existing two-tier system of cantonal Universities and federal Institutes of technology. The origins of this new player, its missions and organisational features are discussed. This overall discussion is placed into the context of changing landscape of Swiss higher education policy characterised by increasing pressures for geographical reorganisation of the higher education sector under the auspices of a more direct role of the federal government. The article makes two points. First, it argues that the creation of a vocational sector in Swiss higher education combines two contradictory trends. On the one hand, this new sector tends to provide differentiation at the system level, through the creation of a new, more marked-oriented sector of higher education. On the other hand, system differentiation at the system level is threatened by increased demands for greater inter-institutional cooperation and system integration, emanating principally from the federal level. Second, the article also argues that the distinction between ‘academic/scientific’ vs. ‘vocational/professional’ education generally referred to when studying the emergence of non-university sectors in higher education, is not pertinent for the analysis of the Swiss case. Two reasons are brought forward to sustain this argument. First, this distinction reinforces an artificial binary divide, no longer relevant to assess the evolution of higher education institutions placed in a context of academic and vocational drifts. Second, the ‘academic’ vs. ‘professional’ opposition does not take into consideration the political organisation of the country and how this impacts on policy making in higher education; a crucial element in the Swiss context.
