The democratization of communication has gained evidence in the Brazilian political agenda since 2006, when social movements began to demand more strongly to hold national conference about communication. Among these themes is the social control of media, especially the broadcasting. Understanding how the social responsibility of media is showed by television is the focus this study. It analyzes the narratives of the National Conference of Communication and the third version of National Plan for Human Rights that were exhibited by telejournalism of TV Brasil and Rede Globo. Based in this analysis we intend to discuss how the concept of public-private appear in these narratives, even as seeks to find signs that prefigure them. [ABSTRACT FROM AUTHOR]
