Sustainable development can be achieved only through market-based economic progress. In supporting institutions which foster economic growth, access to sustainable development is gained since economic well-being promotes human and environmental health. Market economies must be allowed to continue without government intervention since Western industrialized countries have generally treated their environments with care and also because economic progress raise environmental consciousness. Thus, government policies that would induce changes in technology and behavior are bound to fail.
