Knowledge-based and innovative bioeconomy is a cornerstone for achieving the goals of the European Green Deal. Due to its comprehensive coverage, bioeconomy performance is challenging to assess unambiguously. This paper presents the results of a cross-country comparison of 22 EU countries applying the Complex Bioeconomy Sustainability Index for 2012–2018. Results were compared with results of the TOPSIS multi-criteria decision-making method on national bioeconomy strategies in Finland, France, Spain, Italy, Ireland, and Latvia. This paper explores the opportunities and constraints to project-based environmental assessment as a means to support the assessment and management of cumulative environmental effects. A case study of the hydroelectric sector is used to determine whether sufficient information is available over time through project-by-project assessments to support an adequate understanding of cumulative change. Results show inconsistency from one project to the next in terms of the components and indicators assessed, limited transfer of baseline information between project assessments over time, and the same issues and concerns being raised by review panels-even though the projects reviewed are operating in the same watershed and operated by the same proponent. Project environmental assessments must be managed, and coordinated, as part of a larger system of impact assessment, if project-by-project assessments are to provide a meaningful forum for learning and understanding cumulative change. In many environment and resource management contexts (e.g., integrated coastal management, ecosystem-based fisheries management), indicator selection and development are perceived as a largely technical, bureaucratic, and scientific challenge. As such, choices about indicators and their application are often treated as external from everyday politics and dynamics of social power. Our aim here is to highlight the value of a relational perspective that weaves power and knowledge together in the context of indicator development and implementation. We highlight four critical dimensions of this relational perspective that may lead to better indicator process outcomes: 1) centering identity and positionality to reflect power differentials; 2) emphasizing the importance of indicator 'fit' and the politics of scale; 3) engaging rather than erasing social-ecological complexity; and 4) reflecting on social norms and relationships to foster adaptation and learning. These four dimensions are rarely considered in most indicator initiatives, including those that are more participatory in design and implementation. The dimensions we outline here emerge from the grounded experience of managers and practitioners, including indicator processes in which we are currently engaged, as well as a scoping review of the literature on indicators for coastal and marine governance and conservation specifically. However, the four dimensions and relational focus are relevant to a wide range of resource and environmental management contexts and provide a pathway to catalyze more effective indicator processes for decision-making and governance more generally. Rising global interest in sustainability has triggered attention in indicators as a means of achieving a more sustainable world. Although the search for indicators has led to the development of criteria for good indicators, it has also been dominated by scientific elites. The consequences of such dominance leads to significant social and policy implications, particularly with regard to how the search for sustainability has become defined primarily as a technical/scientific exploration when it is actually a moral and ethical issue. Our discussion about sustainability and appropriate indicators centers on what constitutes the public interest, a question that requires inclusiveness and centers on the interface of science and policy. The paper reviews the rationale for selecting indicators, the functions they serve, and the implications and consequences involved when one sector—science—dominates the debate. Amongst the biodiversity components of agriculture, weeds are an interesting model for exploring management options relying on the principle of ecological intensification in arable farming. Weeds can cause severe crop yield losses, contribute to farmland functional biodiversity and are strongly associated with the generic issue of pesticide use. In this paper, we address the impacts of herbicide reduction following a causal framework starting with herbicide reduction and triggering changes in (i) the management options required to control weeds, (ii) the weed communities and functions they provide and (iii) the overall performance and sustainability of the implemented land management options. The three components of this framework were analysed in a multidisciplinary project that was conducted on 55 experimental and farmer's fields that included conventional, integrated and organic cropping systems. Our results indicate that the reduction of herbicide use is not antagonistic with crop production, provided that alternative practices are put into place. Herbicide reduction and associated land management modified the composition of in-field weed communities and thus the functions of weeds related to biodiversity and production. Through a long-term simulation of weed communities based on alternative (?) cropping systems, some specific management pathways were identified that delivered high biodiversity gains and limited the negative impacts of weeds on crop production. Finally, the multi-criteria assessment of the environmental, economic and societal sustainability of the 55 systems suggests that integrated weed management systems fared better than their conventional and organic counterparts. An approach to derive relationships for defining land degradation and desertification risk and developing appropriate tools for assessing the effectiveness of the various land management practices using indicators is presented in the present paper. In order to investigate which indicators are most effective in assessing the level of desertification risk, a total of 70 candidate indicators was selected providing information for the biophysical environment, socio-economic conditions, and land management characteristics. The indicators were defined in 1,672 field sites located in 17 study areas in the Mediterranean region, Eastern Europe, Latin America, Africa, and Asia. Based on an existing geo-referenced database, classes were designated for each indicator and a sensitivity score to desertification was assigned to each class based on existing research. The obtained data were analyzed for the various processes of land degradation at farm level. The derived methodology was assessed using independent indicators, such as the measured soil erosion rate, and the organic matter content of the soil. Based on regression analyses, the collected indicator set can be reduced to a number of effective indicators ranging from 8 to 17 in the various processes of land degradation. Among the most important indicators identified as affecting land degradation and desertification risk were rain seasonality, slope gradient, plant cover, rate of land abandonment, land-use intensity, and the level of policy implementation. Ecosystem-based Management (EBM) is an approach that includes different management priorities and requires a balance between anthropogenic and ecological resource demands. Indicators can be used to monitor ecosystem status and trends, and assess whether projects and/or programs are leading to the achievement of management goals. As such, the careful selection of a suite of indicators is a crucial exercise. In this paper we describe an indicator evaluation and selection process designed to support the EBM approach in Puget Sound. The first step in this process was the development of a general framework for selecting indicators. The framework, designed to transparently include both scientific and policy considerations into the selection and evaluation process, was developed and then utilized in the organization and determination of a preliminary set of indicators. Next, the indicators were assessed against a set of nineteen distinct criteria that describe the model characteristics of an indicator. A literature review was performed for each indicator to determine the extent to which it satisfied each of the evaluation criteria. The result of each literature review was summarized in a numerical matrix, allowing comparison, and demonstrating the extent of scientific reliability. Finally, an approach for ranking indicators was developed to explore the effects of intended purpose on indicator selection. We identified several sets of scientifically valid and policy-relevant indicators that included metrics such as annual-7 day low flow and water system reliability, which are supportive of the EBM approach in the Puget Sound. To assess the vulnerability of water resources in the Bagmati River Basin in Nepal, this paper adopts an indicator-based approach wherein vulnerability is expressed as a function of water stress and adaptive capacity. Water stress encompasses indicators of water resources variation, scarcity, and exploitation and water pollution, whereas adaptive capacity covers indicators of natural, physical, human resource, and economic capacities. Based on the evaluation of eleven indicators, which were aggregated into eight vulnerability parameters, an increasingly stressful situation and lack of adaptive capacity became evident. Considerable spatial variation in indicator values suggests differential policy options. While the northern parts need attention to reduce pollution loading and conserve vegetation cover, the southern parts need improvements in physical capacity, i.e. water infrastructures. The comprehensive and easily interpretable findings of the study are expected to help decision makers reach sound solutions to reduce freshwater resources vulnerability in the Bagmati River Basin, Nepal. Common decision support tools and a growing body of knowledge about ecological recovery can help inform and guide large state and federal restoration programs affecting thousands of impaired waters. Under the federal Clean Water Act (CWA), waters not meeting state Water Quality Standards due to impairment by pollutants are placed on the CWA Section 303(d) list, scheduled for Total Maximum Daily Load (TMDL) development, and ultimately restored. Tens of thousands of 303(d)-listed waters, many with completed TMDLs, represent a restoration workload of many years. State TMDL scheduling and implementation decisions influence the choice of waters and the sequence of restoration. Strategies that compare these waters’ recovery potential could optimize the gain of ecological resources by restoring promising sites earlier. We explored ways for states to use recovery potential in restoration priority setting with landscape analysis methods, geographic data, and impaired waters monitoring data. From the literature and practice we identified measurable, recovery-relevant ecological, stressor, and social context metrics and developed a restorability screening approach adaptable to widely different environments and program goals. In this paper we describe the indicators, the methodology, and three statewide, recovery-based targeting and prioritization projects. The assessment of management effectiveness in protected areas, i.e., the evaluation of whether management strategies are actually helping to achieve stated goals, is becoming a priority. In any such evaluation, accurate information concerning the dynamics of the managed system is required—information that is gathered through monitoring. Few protected areas, however, have well-developed monitoring plans, and reserve managers are faced with a shortage of protocols for their design. This paper proposes a methodology, applicable to a wide range of situations, for designing such plans. The process begins with the precise definition of the aims of the monitoring plan, followed by the identification of key ecological processes and management objectives for the area, and finally the selection of a reduced set of indicators. With existing and proposed air-quality regulations, ecological disasters resulting from air emissions such as those observed at Copperhill, Tennessee, and Sudbury, Ontario, are unlikely. Current air-quality standards, however, may not protect ecosystems from subacute and chronic exposure to air emissions. The encouragement of the use of coal for energy production and the development of the fossil-fuel industries, including oil shales, tar sands, and coal liquification, point to an increase and spread of fossil-fuel emissions and the potential to influence a number of natural ecosystems. This paper reviews the reported responses of ecosystems to air-borne pollutants and discusses the use of animals as indicators of ecosystem responses to these pollutants. Animal species and populations can act as important indicators of biotic and abiotic responses of aquatic and terrestrial ecosystems. These responses can indicate long-term trends in ecosystem health and productivity, chemical cycling, genetics, and regulation. For short-term trends, fish and wildlife also serve as monitors of changes in community structure, signaling food-web contamination, as well as providing a measure of ecosystem vitality. Information is presented to show not only the importance of animals as indicators of ecosystem responses to air-quality degradation, but also their value as air-pollution indices, that is, as air-quality-related values (AQRV), required in current air-pollution regulation. Community-based conservation and resource management (CBCRM) programs often incorporate the dual goals of poverty alleviation and conservation. However, robust assessments of CBCRM program outcomes are relatively scarce. This study uses a multidisciplinary, systems approach to assess the ecological and social dimensions of success of an internationally acclaimed CBCRM program. This program, located in one of the largest protected areas in the Peruvian Amazon (Pacaya-Samiria National Reserve), strives for the sustainable harvest and trade of a turtle species (Podocnemis unifilis). We used mixed methods analysis, including interviews and population viability modeling, to understand three elements: how local perceptions of changes in the managed population compare to changes inferred by ecological analyses, the indicators stakeholders use to measure success, and the barriers to long-term program success and social–ecological system sustainability. We find that stakeholders perceive a growth trend in the managed turtle population, but this perception may diverge from our ecological understanding of the system under current management. Population viability analyses with a 1:1 sex ratio suggested population size will decline under two of three management scenarios (different degrees of harvest). Yet this and similar studies are plagued by a lack of species- and site-specific population parameters that could improve understanding of the system. Significant vulnerabilities exist for system sustainability, notably the recent decrease in foreign demand for the traded resource. Identifying a sustainable species-specific harvest rate, developing locally-grounded ecological and social indicators, and focusing on data-driven adaptive management will facilitate the identification of key leverage points for future management interventions. The 17 Sustainable Development Goals (SDGs) underpinned by 169 targets presents national governments with huge challenges for implementation. We developed a proposal for a National Blueprint Framework (NBF) with 24 water-related indicators, centered on SDG 6 (clean water and sanitation for all), each with a specific target. We applied the NBF to 28 EU Member States (EU-28) and conclude that: The current SDG 6 indicators are useful for monitoring progress toward water-related targets but their usefulness can be improved by focusing more on their practical implementation. The extension of SDG 6 with complementary indicators (e.g. for the circular economy of water) and quantitative policy targets is urgently needed. This will benefit the communication process and progress at the science-policy interface. SDG indicators can be improved in a SMART (specific, measurable, achievable, relevant, and time-bound) manner and by setting clear policy targets for each indicator, allowing for measuring distance-to-targets. This allows country-to-country comparison and learning, and accelerates the SDG implementation process. We propose 24 water-related indicators centered on SDG 6, with complementary indicators including quantitative policy targets. The approach is doable, easily scalable, and flexibly deployable by collecting information for the EU-28. Main gaps in the EU-28 are observed for water quality, wastewater treatment, nutrient, and energy recovery, as well as climate adaptation to extreme weather events (heat, droughts, and floods). The present study presents a multidimensional analysis of land-use efficiency in terms of per-capita built-up area over 417 metropolitan regions from 27 European countries. The study period encompasses two urban phases including economic expansion (2000-2007) and crisis (2008-2015). Multiple geographical gradients were identified as relevant predictors of land-use efficiency across Europe. The socioeconomic variables most associated with high land-use efficiency were per-capita disposable income (in Western, Atlantic and Central Europe) and income growth during 2000-2007 (in Eastern Europe), indicating that wealthier cities are characterized by higher land-use efficiency. Indicator-based approaches are often used to monitor land degradation and desertification from the global to the very local scale. However, there is still little agreement on which indicators may best reflect both status and trends of these phenomena. In this study, various processes of land degradation and desertification have been analyzed in 17 study sites around the world using a wide set of biophysical and socioeconomic indicators. The database described earlier in this issue by Kosmas and others (Environ Manage, ) for defining desertification risk was further analyzed to define the most important indicators related to the following degradation processes: water erosion in various land uses, tillage erosion, soil salinization, water stress, forest fires, and overgrazing. A correlation analysis was applied to the selected indicators in order to identify the most important variables contributing to each land degradation process. The analysis indicates that the most important indicators are: (i) rain seasonality affecting water erosion, water stress, and forest fires, (ii) slope gradient affecting water erosion, tillage erosion and water stress, and (iii) water scarcity soil salinization, water stress, and forest fires. Implementation of existing regulations or policies concerned with resources development and environmental sustainability was identified as the most important indicator of land protection. Informal trails created or perpetuated by visitors is a management challenge in many protected natural areas such as Yosemite National Park. This is a significant issue as informal trail networks penetrate and proliferate into protected landscapes and habitats, threatening ecological integrity, aesthetics, and visitor experiences. In order to develop effective strategies for addressing this problem under an adaptive management framework, indicators must be developed and monitoring protocol must be established to gather timely and relevant data about the condition, extent, and distribution of these undesired trail segments. This article illustrates a process of developing and evaluating informal trail indicators for meadows in Yosemite Valley. Indicator measures developed in past research were reviewed to identify their appropriateness for the current application. Information gaps in existing indicator measures were addressed by creating two new indices to quantify the degree of informal trailing based on its land fragmentation effects. The selected indicator measures were applied to monitoring data collected between 2006 and 2008. The selected measures and indices were evaluated for their ability to characterize informal trail impacts at site and landscape scales. Results demonstrate the utility of indicator measures in capturing different characteristics of the informal trail problem, though several metrics are strongly related to each other. The two fragmentation indices were able to depict fragmentation without being too sensitive to changes in one constituent parameter. This study points to the need for a multiparameter approach to informal trail monitoring and integration with other monitoring data. Implications for monitoring programs and research are discussed. A composite index, based on function analysis and including thirteen sub-indices, was developed to assess the overall quality of urban and urbanized beaches in the Mediterranean area. The aggregation of components and sub-indices was based on two questionnaires completed by beach users and experts. Applying the new Beach Quality Index (BQI) demonstrated that the quality of beaches could be improved. In general, the strongest aspects of the beaches assessed were those related to short-term user demand, and the weakest were those related to the consequences of human pressure on the area, in particular, erosion problems. The composite index is intended to be used together with Environmental Management Beach Systems (EMBs) as a hierarchical management scorecard and in monitoring programs. Understanding how setting attributes influence the nature of the visitor experience is crucial to effective recreation management. Highly influential attributes are useful indicators to monitor within a planning framework, such as Limits of Acceptable Change. This study sought to identify the setting attributes perceived to have the most profound effect on the ability to have “a real wilderness experience” and to assess the degree to which attribute importance varied with situational context and visitor characteristics. To this end, exiting hikers were surveyed at moderate and very high use trailheads in Alpine Lakes Wilderness, WA (USA), and Three Sisters Wilderness, OR (USA). They were asked about the degree to which encountering varying levels of different setting attributes would add to or detract from their experience. Attributes with the largest range of effect on experience, based on evaluations of different levels, were considered most important. The most influential attributes were litter and several types of campsite interaction—people walking through camp and number of other groups camping close by. The perceived importance of setting attributes did not vary much between wilderness locations with substantially different use levels, suggesting that conclusions are robust and generalizable across wilderness areas. There also was little difference in the perceptions of day and overnight visitors. In contrast, we found substantial variation in the perceived importance of setting attributes with variation in wilderness experience, knowledge, attachment, and motivation. Management by objectives (MBO) is a technique for integrating ecological concerns into national political and administrative structures. Politicians determine environmental objectives and interim targets to be implemented and assessed by civil servants in national, regional, and local contexts. Well-developed organizational communication is a prerequisite for MBO. However, communication-related obstacles can arise when using MBO in public environmental management. We examine communicative aspects of environmental MBO, looking specifically at the implementation, administration, and assessment of Swedish environmental quality objectives. Our argument is illustrated by quotations from individual and focus group interviews. We conclude that communicative problems may arise, because different actors interpret messages from different perspectives, depending on their agendas, prior knowledge and experience, and positions in the administrative system. It is crucial to recognize the dialogical aspects of communication, by involving the receiver of a message in a process of response. In addition, the different timeframes underlying different arguments could contribute to misunderstandings between actors involved in handling environmental issues. In assessing the achievement of environmental objectives, indicators are used as communicative tools. It is important to investigate whether and how these indicators contribute to the de- and recontextualization of environmental objectives. [ABSTRACT FROM AUTHOR]

Large-scale environmental research efforts are conducted under frameworks that provide a common basis for evaluating research in many diverse fields. Such frameworks should be subjected to critical review to determine if they meet crucial expectations. In the case of the US Global Change Research Program, we perceive that most research follows a framework that we define as the predictive model framework. We believe this framework is insufficient for resolving the unprecedented predicaments posed by global change. We recommend a complementary framework, the system response framework, which directs research toward useful indicators of change rather than precise predictions. We further argue that, even if research is complementary and effective under the two frameworks, conclusive results prior to decisions should not be expected.
