This paper is concerned with the socio-spatial and ethical politics of redistribution, specifically the allocation of natural resources rents from political and economic cores to the economic and geographical peripheries whence the resource originated. Based on a case study of the coal seam gas sector in Queensland's Surat Basin, this paper focuses on the operation of the Queensland State Government's regional development fund for mining and energy extraction-affected regions. Employing an environmental justice framework, we critically explore the operation of these funds in ostensibly helping constituent communities in becoming resilient to the worst effects of the 'staples trap'. Drawing on secondary demographic and housing data for the region, as well as primary information collected from key respondents from mid-2018 to early 2019, we show that funds were distributed across all of the local government areas, and allocated to projects and places primarily on a perceived economic needs basis. However, concerns were raised with the probity of the funds' administration. In terms of recognition justice, the participation of smaller and more remote towns and local Indigenous communities was hampered by their structural marginalisation. Procedurally, the funds were criticised for the lack of local consultation taken in the development and approval of projects. While spatially concentrated expenditure may be the most cost-effective use of public monies, we argue that grant application processes should be open, transparent and inclusive, and the outcomes cognisant of the developmental needs of smaller communities, together with the need to foster regional solidarity and coherence. In this paper, informed by more-than-human and biosecurity literatures, I attend a neglected nonhuman considered a serious agricultural pest: the fruit fly. In addressing what it takes to live without fruit flies, biosecurity is theorised as ongoing, enacted achievement sustained (or not) by everyday and eventful interactions of heterogeneous spaces, strategies, and participants--human and nonhuman. Relations of fruits, flies, and people are explored through one vital attempt to biosecure life: Australia's Fruit Fly Exclusion Zone (FFEZ), a tristate pest-free area established to protect commercial horticulture from the fruit fly. Fruit flies become problematised as their appetites and mobilities confound fruit production and marketing, and affdiated biosecurity controls. Making fruit safe enrolls policy and agricultural sectors, but also more dispersed agents (travellers, residents, trees) and management sites (primarily off-farm). Since its introduction, the FFEZ's ongoing biosecuring normalised, with only occasional outbreak events. However, recent unprecedented outbreaks evoke questions about the FFEZ's future status. In such eventful times, it is worth reflecting on what kinds of living are possible in biosecurity zones--for flies, for resident human communities, and for agrifood networks. [ABSTRACT FROM AUTHOR]

This paper investigates the perceived well-being of residents of two coastal rural areas located in the central part of the Great Barrier Reef region in Australia. Typically, well-being studies concentrate on collating data from respondents about their perceptions of levels of satisfaction on specific predetermined points. However, recording respondents' satisfactions with various contributors to their well-being does not provide researchers with an indication of how important those contributors are to the respondents. This paper presents an approach to the analysis of well-being that combines the perceived importance of the well-being factors with the reported levels of satisfaction with the factor, aggregated to a regional level. A total of 372 individuals were asked to comment on how satisfied they were with twenty-seven well-being factors from the domains of society, the natural environment, and the economy and services. The highest reported satisfaction rates were associated with family relations, family safety, family health, family education levels, and work (>75%). Information about the perceived importance of the well-being factors was also recorded and combined with information about levels of satisfaction, thus creating an index of dissatisfaction—an index that allows one to identify an 'action list', or set of regional priorities that, if addressed by policy makers, has the potential to enhance regional well-being. Several high-scoring factors in the index, such as condition of the landscape and beaches and access to nature, came from the domain of the natural environment, indicating the importance of integrated approaches to well-being that also include environmental concerns.
