In recent years, industrial metropolises in China have experienced a surge in proactive planning initiatives aimed at developing high-rise industrial structures, commonly known as "Industry's Going Upstairs (IGU)." This study argues that the IGU represents a distinct form of urban verticality that is neither motivated by capitalist speculation nor sustainability prompts but rather by local states' intervention to ensure economic resilience and enhance innovation capabilities. This study presents the case of Shenzhen to demonstrate how the adoption of the IGU initiative is catalyzed by concerns over manufacturing sectors' out-migration and the effects of volatile US-China relations on the city's competitiveness. In light of these circumstances, Shenzhen has embraced the ambitious IGU initiative as a practical approach to reverse the trend of deindustrialization while sidestepping the lengthy process of industrial land redevelopment. This paper draws on data collected from a multimethod ethnographic study to contribute to debates on the production of territorial stigmatisation through the analysis of Shirebrook, UK: a small post-industrial mining town in Derbyshire, which now houses the distribution centre and warehouse of Sports Direct, recently the subject of high-profile scrutiny in the UK over working conditions. Combining semi-structured interviews, participant observation and the analysis of documentary sources, I argue that the territorial stigmatisation of Shirebrook does not emanate from a single source. Rather, multiple institutions and agents converge in the co-production of stigma. The analysis draws attention to local antagonisms and hierarchies in the production of stigma, demonstrating how relatively powerful actors 'below' do not simply resist or deflect stigma onto less powerful others, but influence the way that territorial stigma operates, problematising Wacquant's top-down conceptualisation. As the North West coast of Tasmania, Australia, has deindustrialised, the region's unions have lost membership, power and relevance. This process of deindustrialisation opens up possibilities for the unions to become involved in regeneration as regional development actors and, by moving outside the workplace and engaging with the community, renew and revitalise themselves. But many unions have found it difficult to move beyond their traditional forms of action and relationships. This article uses the concept of lock-in, and draws on semi-structured interviews, two forums and a workshop, to detail the way the North West coast unions attempted to break from the confines of the workplace and out into the community. Their attempts to do this were uneven and contested. They were, to varying degrees, locked-in and constrained by their traditional relationships with politicians and their own members. At another level they were locked-out from participating in regeneration decisions by long standing relationships between governments and business and their antagonism towards the unions. Although the unions attempted to reimagine themselves, there remained a pattern of regional lock-in where long-standing relationships continued and limited and hindered the unions' ability to participate in regeneration debates and activities. This paper examines the transformation of the postindustrial city in terms of its temporal structure. It takes concepts of time geography, routine, and rhythmicity of the classic Lund school, Lefebvre’s analysis of rhythms, and Crang’s geographic application of the chronotope concept as its starting points. Analyzing changes in the city bus transport services in Brno between 1989 and 2009, the paper attempts to capture in empirical terms the onset of the postindustrial phase of the city’s development. While temporality of an industrial city can be characterized by a shared rhythm determined by a small number of dominant pacemakers (industrial plants), the deindustrialized city is associated with a significant weakening of such pacemakers cutting across the society and thus with a distinctive individualization of urban rhythmicity. Why did Hong Kong property developers continue to produce a large amount of new industrial accommodation despite the city exhibiting a strong trend of deindustrialization since the late 1970s? This study addresses this question by examining a longitudinal cross-sectoral interaction between industrial and office property markets and its relationship with planning policy. It theorizes about the substitutability between industrial and office accommodation and hypothesizes that the use of new industrial premises by nonmanufacturing operators may be the answer. Using the methodology of Johansen cointegration and a vector error correction model, our estimations have found that industrial rent, price, and supply were influenced by both changing economic structure and office market parameters. We explore how political struggles influence innovation policy through a Norwegian case study on the formation of a state-funded research and development program for utilizing natural gas feedstock from the North Sea. Despite the apparent dominance of business, specialized branches of the state, and R&D institutions in the realm of innovation policy, the key argument is that labor unions and regional interests exert considerable influence in shaping national innovation policy, in particular when reflexively exploiting new forms of state accumulation strategies while retaining a defensive stance against deindustrialization. First, we argue that the struggle for state funding to natural-gas-based R&D was particularly effective because appropriate strategic political networks and alliances were mobilized. Second, the construction of strategic arguments to accommodate the social corporatist heritage of state intervention on the one hand and the competition-oriented language of flexible specialization on the other, proved crucial for acceptance as a state strategy. We engage a strategic-relational approach to state theory and argue that this is a useful starting point when studying how particular contexts affect how and why certain innovation policies emerge. In this paper we examine trajectories of change in London's garment industry set within the contexts of deindustrialisation, increasing competitive pressures, and discursive shifts in public policy towards the ‘creative industries’. We emphasise the diversity of firm-level strategies that have been implemented to cope with increasing competitive pressures, liberalisation, and outsourcing in the industry. We identify a dominant trajectory of factory closure, job loss, and deindustrialisation as firms are unable to compete on the basis of the kinds of contracting requirements of buyers and retailers in a high-cost location such as London. We also identify a range of strategies that firms continuing to operate in London have adopted, including the development of new functions in the supply chain, repositioning in relation to specific market niches, coordinating the relocation of production offshore, upgrading towards more design-intensive, small-batch production, and spreading risk across a range of activities. While some of these strategies connect to wider public policy discourses concerning the creative industries in London, they also suggest the need for a broader framing of firm-level trajectories set within the context of the power of major buyers and retailers. Among the variety of old industrial areas, districts involved in the production of light consumer goods are a special case. Taking the single still-surviving footwear-production district in Germany as an example, the author makes an attempt to reflect on the long-term decline of an industrial district and the resulting path dependency of regional development. An evolutionary approach is taken which starts from different institutional bases and reveals a complex mix of temporalities and spatialities in the development path of enterprises and the region. The major empirical findings contrast two dominant types of strategic response to decline: firms either stayed in the industry, but left the region; or stayed in the region, but left the industry.
