This paper analyses the effects that the Itaipú Hydropower Plant has had in the development of capabilities and the evolution of energy security aspects in Paraguay and Brazil. To do this, it applies a theoretical framework that integrates elements from the energy security literature with the concept of capabilities. Applying the framework sheds light on the evolution of the financial, organisational, and technical capabilities that developed in connection with the building and operation of the dam and its impact on energy security in both countries. The research design of the study is an in-depth case study drawing on qualitative data including original interviews collected between 2020 and 2021 as well as on an extensive review of official documents and statistical data. The paper finds that the dam had a deep and lasting impact in the evolution of the electricity sector in both Paraguay and Brazil with positive as well as negative impacts in energy security across all the analysed dimensions. Many studies have discussed the links between household income growth and energy consumption. However, the analysis of impacts on household consumption behavior and its effects on the energy sector has not yet been explored in significant depth for developing countries. Thus, this paper proposes an input-output structural decomposition analysis methodology for identifying the main determining factors for variations in energy consumption in a developing country, according to income class, energy source, and household consumption basket composition. The methodology was applied to analyze the repercussions of recent income growth in Brazil from 2002 to 2008. The structural decomposition analysis results showed an overall upsurge in per capita direct energy consumption, together with a significant increase in the energy embedded in goods and services consumed by Brazilian households. Concentrated in the northern region of Brazil, the country's 250 isolated systems represent around 1% of the national energy consumption and have been historically supplied by diesel power plants, an expensive solution that relies on complicated logistics and is responsible for high GHG emissions. Although many publications indicate that renewables are already a cost-effective solution, especially for economies dependent on expensive fuels, the conventional generation is still the main source of electricity on isolated systems, even in recent projects. This paper presents suggestions of public policies to stimulate the use of environmentally friendly energy sources at off-grid places in Brazil and discusses the probable reasons why this transition has not been driven yet, including barriers related to subsidies, energy tariffs and tax rules. To evaluate these policies, a multicriteria decision model was developed using the AHP (Analytical Hierarchy Process) and TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) methods, combined with fuzzy logic. Eighteen criteria were assessed, and ten specialists were interviewed. The study concluded that pilot projects of hybrid power plants, combining diesel engines and renewable technologies, would be the most effective policy. This paper aims to present insights about distributed photovoltaic (PV) generation technology diffusion in the household market. A quantitative approach using the Bass model to project distributed PV systems adoption is chosen to base and conduct the analysis. Since distributed PV in Brazil still presents a very small market penetration, historical data is still insufficient to obtain robust estimates. Therefore, parameters from PV markets of other countries and parameters from the solar water heaters (SWH) market in Brazil are used in the analysis. The latter approach is carefully justified. A comparative analysis of distributed PV and SWH market features indicates that SWH diffusion parameters lead to a better representation of innovators behavior for residential PV adoption in Brazil than the parameters borrowed from other countries, which are used by the official projections performed by the Brazilian regulator of the electricity sector. Moreover, we propose a different approach for estimating the final potential market. We discuss the limitations of the official projections, since results indicate that official projections overestimated the diffusion of residential PV market in the early years. This paper evaluates the economic (electric power rates and utilities revenues), environmental (GHG emissions), social (job creation) and political (tax collection) impacts of a wider diffusion of photovoltaic distributed generation (PVDG) and energy efficiency (EE) measures on the markets of electric power distribution utilities in Brazil. The impacts are calculated for three substantially different power distribution utilities, which are representative of the types of utilities found in the country. Key indicators were selected to reflect the main interests of the following stakeholders: power distribution utilities, the government (Federal, State and Municipal) and low-voltage consumers. The results show that the most important issues that should be addressed concerning a large diffusion of EE measures are tax collection and tariff rises. The simulations show that tariff rises can be hampered by EE actions targeted to specific locations and specific actions. The most important impact of PVDG diffusion is on tariff rises, considering the current regulatory framework in the country. On the other hand, the net jobs creations of EE measures and, particularly, PVDG are significant and the cost of job creation in relation to fiscal waiver by investment on PVDG is cost-effective. Substantial adoption of solar rooftop systems in the residential sector resulting from the implementation of net metering policies can lead to worsening socioeconomic inequalities. This is because of the lack of information on the socioeconomic profiles of distributed solar generators. To fill this information gap and shed light on the determinants of solar photovoltaic distributed generation uptake, this paper aims to identify the profile of the first adopters of solar PV distributed generation by merging different databases. Using multilevel regression analysis, this study investigates how socioeconomic factors, project viability, and neighborhood variables, matter for adopting solar PV distributed generation in Brazil, Chile, and Mexico. Results differ across countries, as institutional frameworks matter. In Brazil, adopters live in urban areas and are highly responsive to solar energy potential. In Chile, the size of the project matters. Finally, in Mexico, results show that demonstration effects play a crucial role in adoption. Income as a determining factor is inconclusive. Average spending on electricity matters in all countries. This study highlights the existence of heterogeneity in the distribution of solar distributed generators. Brazilian merchant pig iron (MPI) mills, even those relying exclusively on charcoal, are at least as harmful to the global climate as the coal-based competitors they confront in international trade. However, when timber from deforestation is replaced by sustainably managed forest plantations, a carbon neutral process emerges. Yet the cost of growing trees can be large enough to discourage mills from pursuing such a climate change mitigation route. The paper shows that the impasse can be overcome by the improvement of pyrolysis kilns coupled with a multilateral agreement in which (1) Brazil supplies attested carbon-neutral MPI and (2) importers of Brazilian MPI take environmental concerns to the field of MPI trade, paying a premium of 19% of MPI price or of US$3 per ton of avoided emissions.
