This paper focuses on the possible roles of aggregators in the European electricity markets and the challenges and opportunities they face in participating in different market segments. Demand response (DR) is becoming increasingly important with the growth of renewable energy, and aggregators can play a critical role in balancing supply and demand in real time. This paper provides an overview of prices in electricity markets in which DR aggregators can participate and provides recommendations for aggregators regarding which markets to focus on. However, the regulatory framework for aggregators is still evolving in Europe, creating challenges for them to navigate different market designs, regulatory frameworks, and pricing mechanisms. Through a combination of literature review and data analysis, this paper aims to provide insights for aggregators on how to maximize profits and minimize risks in the European electricity market. Instrument transformers are largely used to measure voltages and currents in public electricity networks. Their performance is essential for Power Quality measurements. Tests and procedures to estimate the effect of single influence factors are performed according to current standards. However, the instrument transformers are exposed simultaneously to more than one factor. The standardized procedures for their characterization with combined influence factors are under construction in Europe. The work in this paper is focused on the development of a new set-up for the determination of the accuracy and frequency response of medium-voltage transformers within the combined influence factors of temperatures and vibrations. The test set-up includes a platform for the combination of temperature and vibrations, a generating system for harmonics up to 9 kHz superposed with 35 kV, 50 Hz voltage and a reference measuring system. The results of several tests carried out on a 35 kV/100 V/50 Hz voltage transformer in the presence of these influence factors are discussed in this paper. They show that the accuracy and frequency response of the voltage transformers are more influenced by temperature than by vibrations. [ABSTRACT FROM AUTHOR]

Global energy consumption is growing rapidly, with the frequency and intensity of extreme events constantly increasing, posing a long-term threat to power supply and consumption. Therefore, analyzing the spatiotemporal characteristics of electricity consumption and quantitatively assessing the impact of extreme events on electricity consumption are of great significance. Based on fine-grained electricity consumption data from Europe for the years 2019–2022, this paper employs a data mining perspective and four methods including Z-score, Isolation Forest, Local Outlier Factor, and Autoencoder to detect abnormal electricity consumption during extreme events. Additionally, it combines indicators such as elastic loss, vulnerability, and duration to measure the impact of extreme events on electricity consumption. It is found that low temperatures could lead to abrupt changes in electricity consumption, with Northern Europe being more significantly affected by low temperatures. The COVID-19 pandemic had the most significant impact on electricity consumption in Europe, with the middle part of Europe being the hardest hit during the first wave of the pandemic. Electricity anomalies during the pandemic period were related to national pandemic control policies and exhibited some lag. Due to high electricity prices and possible shortages of gas and other energy commodities, various fluctuations in electricity generation will need to be regulated. Given the increasing expansion of wind power plants in Europe and worldwide. It is necessary and essential to put power regulation into practice, as mandated by regulation 2016/631 EU. A significant power balance problem may arise on the grid, which may lead to cyclical and recurring blackouts in the future. The motivation for this paper is to raise awareness of the controllability of wind turbines and to highlight the gentle pace of research in this area for pitch angle control. Therefore, the chief idea of the paper is to develop a proposal for wind power plant power control by changing the rotor blade rotation, following previous research in this area, and determining the shortcomings and possibilities. The paper provides a numerical method for controlling the power output of a wind power plant, for which an algorithm has been proposed. This control is intended to provide a framework for the design and implementation of a wind power plant control program. In the acceleration phase transitions often increase in depth and scope, and thereby create knock-on effects for wider system structures. In the renewable energy transition, for example, higher shares of intermittent renewable energy sources call for new grid technologies to increase flexible grid operation. At the same time, there are different ways of achieving renewable energy transitions and providing flexibility. In Europe, important tensions exist over how centralised or decentralised a renewable energy electricity system should be. This paper explores to what extent and how European framework programmes for research and development have addressed and supported innovation in transmission grid (centralised system) and distribution grid (decentralised) technologies. We analyse European R&D projects that studied electricity grid planning, development and innovation over 2002–2020. We apply social network analysis of the collaboration partners in these projects, and analyse the calls for proposals issued by three European Framework Programmes: FP6, FP7 and Horizon 2020. The framework programmes have addressed energy-related issues, but the priorities have changed over time, reflecting the ongoing energy transition. As part of its climate strategy, the EU aims at increasing the share of electricity from renewable energy sources (RES-E) in overall electricity generation. Attaining this target poses a considerable challenge as the electricity sector is "locked" into a carbon-intensive system, which hampers the adoption of RES-E technologies. Electricity generation, transmission and distribution grids as well as storage and demand response are subject to important path dependences, which put existing, non-renewable energy sources at an advantage. This paper examines how an EU framework for RES-E support policies should be designed to facilitate a carbon lock-out. For this purpose, we specify the major technological, economic and institutional barriers to RES-E. For each of the barriers, a policy review is carried out which assesses the performance of existing policy instruments and identifies needs for reform. The review reveals several shortcomings: while policies targeting generation are widely in place, measures to address barriers associated with electricity grids, storage and demand are still in their infancy and have to be extended. Moreover, the implementation of policies has been fragmented across EU Member States. In this respect, national policies should be embedded into an integrated EU-wide planning of the RES-E system with overarching energy scenarios and partially harmonized policy rules. Building integrated photovoltaics is one of the key technologies when it comes to electricity generation in buildings, districts or urban areas. However, the potential of building façades for the BIPV system, especially in urban areas, is often neglected. Façade-mounted building integrated photovoltaics could contribute to supply the energy demand of buildings in dense urban areas with economic feasibility where the availability of suitable rooftop areas is low. This paper deals with the levelised cost of electricity (LCOE) of building integrated photovoltaic systems (BIPV) in the capitals of all the European member state countries plus Norway and Switzerland and presents a metric to investigate a proper subsidy or incentive for BIPV systems. The results showed that the average LCOE of the BIPV system as a building envelope material for the entire outer skin of buildings in Europe is equal to 0.09 Euro per kWh if its role as the power generator is considered in the economic calculations. This value will be 0.15 Euro per kWh if the cost corresponding to its double function in the building is taken into the economic analysis (while the average electricity price is 0.18 Euro per kWh). The results indicate that the BIPV generation cost in most case studies has already reached grid parity. Furthermore, the analysis reveals that on average in Europe, the BIPV system does not need a feed-in tariff if the selling price to the grid is equal to the purchasing price from the grid. The limited use of non-renewable energy sources facilitates a reduction in the negative environmental impact of electricity production. The policies of European countries aim to change the structure of electricity sources, focusing particularly on non-renewable sources. The aim of this study was to assess changes in the structure of electricity generation depending on the energy sources used in 34 European countries in the years 1990–2020 in terms of their environmental impact. This study was conducted using cluster analysis: a method applied in multivariate comparative analyses. Such an approach provided a new, broader outlook on changes in the structure of electric energy production in Europe. A total of nine homogeneous groups of countries were distinguished in terms of energy transformation. The ecological scarcity method 2013 was applied to assess the environmental impact of electricity production in the analyzed countries. In the investigated period, the negative environmental impact of electricity production in European countries decreased. The median of the volume of this impact, determined based on the structure of production in 1990, for the analyzed countries was 464 UBP/1 kWh. In the following years, the value of the median dropped to 413 UBP/1 kWh (2000), 322 UBP/1 kWh (2010), and 204 UBP/1 kWh (2020), respectively. The diversification of the countries in this respect also decreased, which resulted in a reduction in the number of clusters from eight in 1990 to two in 2020. [ABSTRACT FROM AUTHOR]

Smart charging of electric vehicles (EVs) is an essential approach to reduce the costs and maximise the benefits of increasing numbers of EVs being connected to the power grid. This article analyses 139 tariffs and services for smart EV charging available in Europe. It finds that while the market for smart EV charging services is growing, there is a lack of consumer information on the savings and broader environmental benefits it offers, such as integration of renewables. Offers are also unevenly distributed across the continent, resulting in unequal access to smart EV charging. The article outlines six strategies to establish framework conditions in energy markets that would address these gaps and establish smart charging as a standard means of charging, to ensure the beneficial integration of EVs into power grids. We provide an open, available, and ready-to-use data set covering 40 years of hourly wind speeds and synthetic hourly production signals for the 29 biggest offshore wind farms in Europe. It enables researchers and industry experts to include realistic offshore time series into their analyses. In particular, we provide data from 1980 to 2019 for wind farms already in operation and those that will be in operation by 2024. We document in detail how the data set was generated from publicly available sources and provide manually collected details on the wind farms, such as the turbine power curves. Correspondingly, the users can easily keep the data set up to date and add further wind farm locations as needed. We give a descriptive analysis of the data and its correlation structure and find a relatively high volatility and intermittency for single locations, with balancing effects across wind farms. In Europe, electrification is considered a key option to obtain a cleaner production of steel at the same time as the electricity system production portfolio is expected to consist of an increasing share of varying renewable electricity (VRE) generation, mainly in the form of solar PV and wind power. We investigate cost-efficient designs of hydrogen-based steelmaking in electricity systems dominated by VRE. We develop and apply a linear cost-minimization model with an hourly time resolution, which determines cost-optimal operation and sizing of the units in hydrogen-based steelmaking including an electrolyser, direct reduction shaft, electric arc furnace, as well as storage for hydrogen and hot-briquetted iron pellets. We show that the electricity price following steelmaking leads to savings in running costs but to increased capital cost due to investments in the overcapacity of steel production units and storage units for hydrogen and hot-briquetted iron pellets. For two VRE-dominated regions, we show that the electricity price following steel production reduces the total steel production cost by 23% and 17%, respectively, as compared to continuous steel production at a constant level. Nowadays, the payment scheme of European Day-Ahead Market is based on the market clearing price by running the Pan-European Hybrid Electricity Market Integration Algorithm. However, this conventional payment scheme is challenging because of the non-convexity and the short computation time requirement. Thus, the aim of this work is to propose a new clearing model in order to mitigate this challenge. The model is based on make-whole payment mechanism and it includes two major steps: (i) maximizing social welfare and (ii) achieving a Walrasian equilibrium by the "minimum-uplift approach". The proposed model is validated and investigated by two case studies: one is an artificially created Day-Ahead Market session containing all type of bids encountered in Europe and containing a very large number of bids to stress the algorithm and the other is a reduced, but realistic, model of European market where real data from February to December of 2017 were considered. The tests show a consistent improvement of the numerical performances of the proposed model with respect to the conventional one while the economic performance is not altered, but is slightly improved. Using a fresh empirical approach to time-frequency domain frameworks, this study analyzes the return and volatility spillovers from fossil fuel markets (coal, natural gas, and crude oil) to electricity spot and futures markets in Europe. In the time domain, by an approach developed by Diebold and Yilmaz (2012) which can analyze the directional spillover effect across different markets, we find natural gas has the highest return spillover effect on electricity markets followed by coal and oil. We also find that return spillovers increase with the length of the delivery period of electricity futures. In the frequency domain, using the methodology proposed by Barunik and Krehlik (2018) that can decompose the spillover effect into different frequency bands, we find most of the return spillovers from fossil fuels to electricity are produced in the short term while most of the volatility spillovers are generated in the long term. Additionally, dynamic return spillovers have patterns corresponding to the use of natural gas for electricity generation, while volatility spillovers are sensitive to extreme financial events. Our study analyzes the return and volatility spillover among the natural gas, crude oil, and electricity utility stock indices in North America and Europe from 4 August 2009 to 16 August 2019. First, in time domain, both total return and volatility spillover are stronger in Europe than in North America. Furthermore, compared to natural gas, crude oil has a greater volatility spillover on the electricity utility stock indices in North America and Europe. Second, in frequency domain, most of the return spillover occurs in the short-term, while most of the volatility spillover occurs over a longer period. Third, the rolling analyses indicate that the return and volatility from 2009 to late 2013 remained stable in North America and Europe, which may be a result of the 2008 global financial crisis, and started to fluctuate after late 2013 due to some extreme events, indicating that extreme events can significantly influence spillover effects. In order to achieve a high renewable share in the electricity system, a significant expansion of cross-border exchange capacities is planned. Historically, the actual expansion of interconnector capacities has significantly lagged behind the planned expansion. This study examines the impact that such continued delays would have when compared to a strong interconnector expansion in an ambitious energy transition scenario. For this purpose, scenarios for the years 2030, 2040, and 2050 are examined using the electricity market model PowerFlex EU. The analysis reveals that both CO2 emissions and variable costs of electricity generation increase if interconnector expansion is delayed. This effect is most significant in the scenario year 2050, where lower connectivity leads roughly to a doubling of both CO2 emissions and variable costs of electricity generation. This increase results from a lower level of European electricity trading, a curtailment of electricity from a renewable energy source (RES-E), and a corresponding higher level of conventional electricity generation. Most notably, in Southern and Central Europe, less interconnection leads to higher use of natural gas power plants since less renewable electricity from Northern Europe can be integrated into the European grid.
