Urban areas generate more than 70% of the world's climate change emissions, mainly CO2, produced by the combustion of fossil fuels. Climate change is increasing cities' exposure to climate hazards, such as heat waves or floods. Therefore, there is a need to improve risk management with the inclusion of climate resilience in urban policy design. Despite improved urban climate monitoring, there are still relatively few scientific publications on climate change adaptation in urban areas. Adaptation to climate change is not achieved through specific action, but rather through the adoption and continuous implementation of adaptation actions such as housing rehabilitation, green space management and protection measures for vulnerable groups. This variety of actions makes it difficult not only to identify different indicators, but also to use common benchmarks. Considering the role of municipalities in adapting to climate change, it is crucial to identify adaptation indicators that serve as a basis for decision making, as well as evaluation methods that allow the effectiveness of planned and implemented measures in municipalities. It can be used to determine which measures increase the level of adaptation or lead to poor adaptation. Therefore, monitoring indicators makes it possible to evaluate the effectiveness of the measures, in addition to formulating new ones. Sustainability rating systems for the built environment involve a multitude of indicators that are based on different types of data. This work capitalizes on an existing multicriteria assessment method and supporting decision-making tool at building and neighbourhood scale, to develop an enhanced method and tool at city scale. The main sustainability issues at building and city scales include site and infrastructure, energy and resources consumption, environmental loadings, climate change, environmental quality, water, waste, transportation, services, social aspects, economy and governance. Approximately 300 indicators distributed among the different scales are used to describe and quantify the various facets of sustainability. Specifically, the building scale includes a pool of 80 indicators of which 17 are key performance indicators (KPIs), the neighbourhood scale has 133 indicators of which 14 are KPIs and the city scale has a total of 99 indicators of which 10 are KPIs that were new additions to the existing method. The emphasis in this paper is given on elaborating the key performance indicators for cities and demonstrating their applicability through a case study. Multidimensional crisis phenomena (financial–economic, environmental and social), plaguing the international community, especially in the last 30 years, have intensified resentment towards traditional models of growth and socio-economic development. The European Commission has placed the idea of a green economy (GE) at the heart of the Europe 2020 strategy. This paper presents an assessment of the implementation of the green economy assumptions in EU countries in 2018, taking 2010 as the base year. Using taxonomic methods, a synthetic evaluation index (GEI—Green Economy Index) was constructed based on a multi-criterion set of 27 indicators. This paper attempts to answer the following questions: How green are the European economies? What are the main challenges in this context? The average value of the index for the EU countries decreased in the studied years from 0.3423 to 0.3294, which can be interpreted as a slowdown in the greening processes. The key recommendations for the upcoming years include the improvement of energy efficiency indicators, the further increase in the share of renewable energy sources in the energy balance. Moreover, a significant problem continues to be the high percentage of the population at risk of poverty or social exclusion, as well as low CO2 and resource productivity rates. The potential to reduce energy consumption in buildings is high. The design phase of the building is very important. In addition, it is vital to understand how to measure the energy efficiency in the building operation phase in order to encourage the right efficiency efforts. In understanding the building energy efficiency, it is important to comprehend the interplay of building occupancy, space efficiency, and energy efficiency. Recent studies found in the literature concerning energy efficiency in office buildings have concentrated heavily on the technical characteristics of the buildings or technical systems. The most commonly used engineering indicator for building energy efficiency is the specific energy consumption (SEC), commonly measured in kWh/m2 per annum. While the SEC is a sound way to measure the technical properties of a building and to guide its design, it obviously omits the issues of building occupancy and space efficiency. This paper studies existing energy efficiency indicators and introduces a new indicator for building energy efficiency which takes into account both space and occupancy efficiency. Energy poverty is high up on national and European Union policy agendas. A number of possible indicators to measure the issue have been identified in the literature, but comparable data with European coverage is scarce. The EU Commission thus proposes four independent indicators on the "EU Energy Poverty Observatory" based on self-reported items from the pan-European surveys on income and living conditions (SILC) and household budgets (HBS). It is of increasing public interest to analyse social impacts of energy policies, and quantify energy poverty indicators also from modelling. This paper first shortly outlines how the expenditure-based indicators using HBS micro data may be directly linked to existing macroeconomic models through their defining variables (energy expenditure and income). As endogenous modelling based on micro data is difficult, the link may be country-specific elasticities. The main contribution of the paper is a systematic in-depth sensitivity analysis of the two indicators to changes in income and energy expenditure following varying patterns in the underlying distributions of the micro data. The results may be used by future soft links to models. The results display sometimes counterintuitive effects. We find that whether these indicators increase/decrease after a change of income or energy expenditure largely depends on the specific country-wise income and energy expenditure distribution between households on a micro-level. Due to their definition, the examined indicators are especially sensitive, when income changes alter the indicator threshold values, which in these cases are the median values in underlying distributions. The COVID-19 pandemic has significantly affected the energy sector. The new behavior of industrial and non-commercial consumers changes the energy consumption model. In addition, the constraints associated with the coronavirus crisis have led to environmental effects from declining economic activity. The research is based on evidence from around the world showing significant reductions in emissions and improved air quality. This situation requires rethinking the energy development strategy, particularly the construction of smart grids as a leading direction of energy development. Evaluating the efficiency of smart grids is a vital tool for disseminating successful experience in improving their management. This paper proposes an approach to a comprehensive assessment of smart grids based on a comparative analysis of existing methods, taking into account the changes that need to be considered after the experience gained from the COVID-19 pandemic. The approach provides an accurate set of efficiency indicators for assessing smart grids to account for the direct and indirect effects of smart grids' implementation. A comprehensive assessment of smart grids is critical for their development. Existing scientific research testifies to the urgency and complexity of the problem of implementing smart grids effectively, both in terms of a single project performance and from the standpoint of creating a local, and later global, energy system. The multidimensionality of smart grids makes it challenging to assess the effectiveness of their implementation. Difficulties in evaluation arise because it is challenging to consider technical, technological, economic, and other relevant aspects of smart grids' development within a single evaluation system. There are currently a significant number of smart grid assessment systems. However, it remains debatable how systematically and comprehensively they measure the efficiency of a smart grid. This, in turn, raises the question of whether there is a universal evaluation system that integrally considers all the crucial components of smart grids and is suitable for evaluating smart grid projects of different content. This article analyzes the most well-known approaches to comprehensive assessment of smart grids according to the completeness of their coverage of smart grids' most critical components. This paper identifies the essential areas for assessing smart grids according to the most cited and authoritative research and regulatory documents of the European Union. As a result, seven groups of indicators were identified. These groups of indicators are the basis for comparative analysis of the comprehensive assessment approaches of smart grids. The results of the study should help determine the appropriateness of applying a particular evaluation system. The demand for clean energy is a key global issue requiring global ideas to be implemented through local action. This is particularly important in Poland's energy transition, since the country produces energy mainly from conventional sources, i.e., coal, gas, and crude oil. Adverse climate change caused by high emissions of the economy based on the combustion of hydrocarbons as well as the growing public awareness have made it necessary to look for new environmentally friendly energy sources. The aim of the paper is to demonstrate that the use of alternative energy sources, biomass in particular, is compatible with sustainable development policy. Eight indicators for the EU-28 and for Poland were analysed in order to verify the progress in modifying the energy mix between 2010 and 2018 in the context of implementing Sustainable Development Goals (SDGs). The analysis showed that both in the EU-28 and in Poland, the aggregated indicator taking into account the positive and negative change in the values of individual indicators improved between 2010 and 2018. In the EU-28, this indicator is higher (180.1) than in Poland (152.3). The lower value for Poland is mainly due to the fact that the main source of energy in Poland remains hard coal and lignite. However, the noticeable increase in recent years in the share of energy from renewable sources, biomass included, allows us to look with hope to a rapidly growing indicator measuring progress towards a sustainable development goal, and to improving environmental standards. We have proposed an impact assessment methodology for determining sustainability in energy-intensive industrial production based on a comprehensive combination of economic, environmental, and social indicators for sustainable development. The goal of this study was to disclose this methodology for assessing sustainability in energy-intensive industrial production. We proved that any energy-intensive chemical, metallurgical, and energy generation processes should maximize the material output values and product value addition to ensure innovative sustainable development. We proposed indicators that determine the levels of increasing the sustainability of energy-intensive production as a whole, as well as taking into account individual technological processes. We proposed a procedure for making managerial decisions to increase the sustainability of energy-intensive outputs using the technological renewal of fixed assets and/or technological modernization of production. Our proposed methodology is based on a graphical model of the technological development's life cycle of the existing energy-intensive production process. In recent years, algorithmic-based market manipulation in stock and power markets has considerably increased, and it is difficult to identify all such manipulation cases. This causes serious challenges for market regulators. This work highlights and lists various aspects of the monitoring of stock and power markets, using as test cases the regulatory agencies and regulatory policies in diverse regions, including Hong Kong, the United Kingdom, the United States and the European Union. Reported cases of market manipulations in the regions are examined. In order to help establish a relevant digital regulatory system, this work reviews and categorizes the indicators used to monitor the stock and power markets, and provides an in-depth analysis of the relationship between the indicators and market manipulation. This study specifically compiles a set of 10 indicators for detecting manipulation in the stock market, utilizing the perspectives of return rate, liquidity, volatility, market sentiment, closing price and firm governance. Additionally, 15 indicators are identified for detecting manipulation in the power market, utilizing the perspectives of market power (also known as pricing power or market structure), market conduct and market performance. Finally, the study elaborates on the current challenges in the regulation of stock and power markets in terms of parameter performance, data availability and technical requirements. Urban consolidation centers (UCCs) are presumed to provide more efficient goods distribution in cities and lead to decreased environmental impact and energy usage. There is, however, limited knowledge as to the actual performance of UCCs, and what roles and perspectives the involved actors have in the performance measurement. The overall aim of this paper is to investigate the roles and perspectives of involved actors when estimating and evaluating the performance of UCCs. The article is based on a study of one case that evaluates the performance of a UCC involving several actors. Interviews were triangulated with documents from the case. The results showed that actors have different roles in performance measurements and even if they share a mutual interest in conducting the measurements, they did not share opinions regarding factors such as system limits or performance indicators. The study provides a deeper understanding of the importance of inter-organizational interaction when conducting performance measurements. The study provides additional insights into the roles of the actors and their perspectives in logistics performance measurement that targets energy usage and environmental impact. Districts can be considered as a system of complex interconnections, interactions, relationships and flows. Therefore, a comprehensive approach is essential for effective decision-making with regards to energy efficiency improvement. When addressing interventions with a wider scale, the range of possible interventions is greater, as well as the possibilities of new business models to make bankable the interventions. However certain barriers can appear linked to the interactions among stakeholders, which are usually more complex than when tackling individual actuations. To overcome these barriers it is necessary to establish integrated and systemic methodologies able to support stakeholders to implement better collaboration approaches and carry out more informed decisions. These decisions should be based on a set of relevant indicators, calculated at district level, capturing the different stages that form the retrofitting process (from the diagnosis to the final assessment). This paper presents a holistic design methodology based on the application of a Multi-Criteria Decision Making approach that allows designing optimised solutions. This methodology is based on the evaluation of a set of District Sustainability Indicators while proposing an Integrated Project Delivery method improving the communications among stakeholders and, therefore, the decision-making process. In this paper, we apply an indicator-based approach to measure the resilience of energy regions in transition to a case study region in Austria. The indicator-based approach allows to determine the resilience of the transition of regional energy systems towards higher shares of renewables and potentially overall higher sustainability. The indicators are based on two core aspects of resilience, diversity and connectivity. Diversity is thereby operationalized by variety, disparity and balance, whereas connectivity is operationalized by average path length, degree centrality and modularity. In order to get a full picture of the resilience of the energy system at stake throughout time, we apply the measures to four distinct moments, situated in the pre-development, take-off, acceleration and stabilization phase of the transition. By contextually and theoretically embedding the insights in the broader transitions context and empirically applying the indicators to a specific case, we derive insights on (1) how to interpret the results in a regional context and (2) how to further develop the indicator-based approach for future applications. A simplified version of the ecological footprint method is proposed for assessing the environmental performances of urban transportation systems. The method, starting from the knowledge of the composition of the running vehicular fleet, is here applied to a southern Italian province. It represents a synthetic indicator of the environmental pressure exerted by the system also matching the pollutant emissions with the carrying capacity of the site. Particularly, the forested area needed to absorb the CO2 emissions of the system is compared with the total forested area of the province. The results of the case-study indicates the yearly maximum distance that each vehicle of the fleet can cover in order for their emissions to be absorbed by the surrounding forested area. Specifically, if all cars of the fleet would travel for 10,000 km/year, 97% of the forested area would be involved. Thanks to its features, this indicator can be usefully adopted for ranking different transportation options. This work aims to present an analysis of electricity and natural gas supply security in the four European Union countries with the highest level of consumption, namely Germany, France, Italy, and Spain. The goal of the study is to use and adapt a set of 22 indicators for estimating the level of energy security. The evaluation of an index called "Energy Security Level", measuring the overall energy security, is performed for the period 2006–2018 in order to compare its evolution in each of the analyzed countries. The application of the proposed indicator system demonstrates which measures weakened or strengthened energy security in the past. The analysis of the energy security level demonstrates that Germany and France perform better than Italy and Spain in terms of energy security assurance. The main factors for these differences are the rich energy mix for Germany and the massive presence of nuclear power in France. These two elements make German and French energy systems more resilient than the Italian and Spanish ones. The results of sensitivity and uncertainty analysis demonstrate that the initial values of indicator weights have low impact on the uncertainty of energy security level estimations. The changes that have been triggered in market economies by COVID-19 have increased the importance of assessing the financial standing of companies and sectors. It is essential for managers, lenders, and investors to properly evaluate the financial condition of companies. Therefore, it is crucial to select indicators that show the differences in the values of market sectors before, and during, the COVID-19 pandemic (checking the stability of ratios over time). We used parametric and nonparametric analyses of variance (ANOVA) to single out indicators. The sample consists of listed companies in six sectors from the Visegrad group: manufacturing, construction, retail, wholesale trade, transportation and warehousing, and energy. We applied yearly and quarterly analyses in the periods from Q1 2017–Q1 2021. The analyses take into account 82 indicators. The results of the parametric ANOVA indicate that only the ratio of the company size shows the differences between the sectors in most of the periods of quarterly analysis. In comparison, the results of the nonparametric ANOVA demonstrate that five ratios show differences between the sectors in the quarterly analysis, and nine show differences in the yearly analysis. In the Hungarian as well as the international literature, debates regarding the methodology used for measuring energy poverty are ongoing. Our contribution sought to develop a methodology that would be relatively easy to measure via survey and have the potential to identify households' energy vulnerability status beyond the energy poor/non energy poor divide. Based on a representative survey that was carried out in Hungary in 2018, we identified three groups of households: energy poor, non energy poor households, and a so-called transitional group, potentially at risk of energy poverty. In addition to socioeconomic differences, we analysed differences in the mindsets of respondents belonging to these three household groups concerning different aspects of heating energy generation (macrolevel aspects, such as environmental sustainability and energy supply system issues, and microlevel aspects, such as economic and technical issues). The most important goals on the Europe 2020 Strategy contained were the climate/energy goals, which determine the achievement of other targets of the strategy. The aim of the article is to evaluate the implementation of the climate/energy targets of the Europe 2020 Strategy by the EU Member States in 2010 and 2019 and to compare the results achieved by them. To measure them, a basic set of indicators was used for this purpose, which the authors supplemented with additional indicators. The evaluation was done using the taxonomic and zero-unitarization method. They made it possible to integrate all indicators. Moreover, the added value in relation to other studies is: the use of individual indicators, instead of general ones obtaining additional information about the internal structure and nature of the implementation of multidimensional groups of targets and focusing solely on the achievement of climate/energy targets. The achieved results not only reflect the progress of the Member States in achieving the climate/energy targets and the differences in the level of achieving objectives between countries, but they are also discussion on future strategic objectives, their indicators and necessary directions for a further community climate/energy policy. Energy security is an international concern for all countries in the world, particularly, for the policymakers looking for the wellbeing of citizens. While proper methods to measure energy security without ignoring the different aspects and multidimensional interplay is necessary, the need for an objective evaluation with numerical indicators is of utmost importance. This research covers these gaps by providing a detailed numerical method to formulate an energy security index that is globally comprehensive, but also nationally applicable to all countries in the world. This implies to include all needed aspects and dimensions of energy security. Results of this research show the global performance of all countries in the world in energy security and the performance of these countries in each of the 15 dimensions that articulate energy security. Germany and the United States performed best in the world, when it comes to overall energy security levels, whereas the Central African Republic and Turkmenistan are on the lowest end of performance. Conclusions show that there is not a single way for development and enhancing energy security but rather different alternatives and options. In this work, energy poverty in the Canary Islands is analysed, and a new indicator to measure it is proposed. In the first place, a quantitative analysis has been conducted using different income-based indicators and contrasting the results with the Spanish situation during the 2006–2016 period. The archipelago presents some specific characteristics (high poverty rates combined with low energy consumption) that make necessary the introduction of an alternative, more robust indicator than those existing in the literature. Based on a combination of different income-based indicators, a new one is proposed, named "Compound Energy Poverty Indicator" (CEPI). The CEPI reveals the special features of the Canaries consistent with their regional singularities, as recommended by the European Union energy policies. The evolution of this indicator shows the greater impact of the 2008 economic crisis on the Canary Islands compared to Spain, almost reaching the Spanish energy poverty rates at the end of the period (12.5 versus 11.49). Moreover, the average growth rate from 2006 to 2016 (13.0%) results very high in comparison with the national 2.6%. The development of a systematic and coordinated strategy in the Canaries to assess the energy poverty incidence would not be possible without a proper, accurate indicator. [ABSTRACT FROM AUTHOR]

This article analyses the status and trends of the European Union (EU) residential energy consumption in light of the energy consumption targets set by the EU 2020 and 2030 energy and climate strategies. It assesses the energy efficiency progress from 2000 to 2016, using the official Eurostat data. In 2016, the residential energy consumption amounted to 25.71% of the EU's final energy consumption, representing the second largest consuming sector after transport. Consumption-related data are discussed together with data on some main energy efficiency policies and energy consumption determinants, such as economic and population growth, weather conditions, and household and building characteristics. Indicators are identified to show the impact of specific determinants on energy consumption and a new indicator is proposed, drawing a closer link between energy trends and policy and technological changes in the sector. The analysis of these determinants highlights the complex dynamics behind the demand of energy in the residential sector. Decomposition analysis is carried out using the Logarithmic Mean Divisia Index technique to provide a more complete picture of the impact of various determinants (population, wealth, intensity, and weather) on the latest EU-28 residential energy consumption trends.
