This paper uses simple electricity market models to demonstrate the workings of, and problems with, Ontario's zonal price/two-schedule electricity market design. The roles played by zonal prices, Shadow LMP prices, and out-of-market congestion payments are explained. This market design is compared and contrasted to the much better-known single-schedule designs with LMP pricing used in neighboring U.S. markets. The ways in which congestion payments can, and have been, gamed is highlighted and shown to be special cases of counter-trading "inc-dec games". The bizarre outcomes for interjurisdictional trading arising from Ontario's use of congestion pricing on its interties combined with uniform pricing on the internal grid are demonstrated. Some gaming problems identified in other markets are reviewed compared to Ontario's situation. China and Korea have planned a substantial power grid interconnection project, driven by a shared commitment to achieve their respective policy goals. This paper analyzes the economic and environmental impacts of this cross-border power grid interconnection and presents a comprehensive financial analysis of the project. We formulate a power system model that includes a planned submarine HVDC transmission line between two countries and study various scenarios by using hourly data. Our results demonstrate that the interconnection line operates with a remarkably high utilization rate, ranging from 98.90 % to 99.95 % across all analyzed scenarios. This high utilization rate suggests that the project holds significant economic potential, with estimated net present values ranging from $1,786 million to $3,019 million at a discount rate of 7 %. Furthermore, from the sensitivity analysis on carbon price, discount rate, and transmission capacity, we show how the financial outcome of the project is affected by the change in these parameters. Finally, we discuss the consequence of imposing an additional constraint on the carbon emission to our model and then, minimizing the overall carbon emissions subject to keeping the overall cost without the interconnection. The "Minnesota Paradox" points to the nation-leading socioeconomic indicators enjoyed in Minnesota that belie some of the largest racial disparities between the state's majority White and minority Black populations. The Minnesota Paradox has been identified in indicators with complex, structural social determinants: income, employment, educational outcomes, incarceration rates, home ownership, and even drowning. In this paper, we ask if similar disparities exist in access to shared infrastructure systems, focusing on the electric system, an essential service delivered by heavily regulated public utilities. We examine disparities in access to electricity service across three dimensions: utility disconnection, service reliability, and availability of the grid to host distributed energy resources. We quantify disparities across Census block groups by leveraging unique, high-resolution datasets that have only recently been made publicly available. We find significant and pervasive evidence of the Minnesota Paradox across utility disconnection and service reliability. Across a battery of regression models, we find that living in neighborhoods with a greater concentration of people of color is associated with a statistically and practically significant difference in the likelihood of disconnection from service due to non-payment and the experience of extended power outages. We also find a positive association between communities with larger populations of people of color and hosting capacity, suggesting a potential opportunity to affirmatively address disparities in energy insecurity in the energy transition. These findings shed light on the pervasive nature of the Minnesota Paradox in the electric system, which underscores the pressing need for policy initiatives to rectify deep-seated inequalities and ensure all communities have equitable access to universal basic utility service and reliable, clean energy. Consumers' knowledge of electricity prices and its effect on their behaviors have been widely studied, yet the comparison and generalization of these findings are challenging due to variations in definition and survey items. This paper proposes a comprehensive framework to assess Electricity Price Literacy by introducing a functional representation that encompasses various electricity pricing systems and categorizing into three knowledge domains to systematically organize previous literature's knowledge measures. To demonstrate the practicality of this framework, a survey was administered to a nationwide sample of 4214 electricity consumers in South Korea. The survey results highlight variations in electricity price literacy across different domains and reveal varying relationships between domain-specific knowledge and behaviors, thereby highlighting the need for a decomposed measure of price knowledge. The U.S. government has made addressing energy equity a key objective of its decarbonization efforts. While energy equity has been studied for decades, equity research in the U.S. has only very recently focused on impacts specific to decarbonization. To guide the implementation of new federal funding for clean energy investments in disadvantaged communities, federal agencies are relying on national-scale socioeconomic and demographic tools to define disadvantaged communities and energy equity metrics. Through an analysis of U.S.-oriented energy equity literature and recently developed tools and frameworks for decarbonization, this paper provides the first comparison of U.S. national versus subnational perspectives on defining disadvantaged communities, their energy equity concerns, and relevant metrics in the context of decarbonization. We show that the U.S. top-down approach to an energy equity framework for decarbonization, while necessary for large-scale policymaking, does not identify all disadvantaged communities nor the diversity and complexity of their concerns and is insufficient to ensure equitable decarbonization. This paper assesses the effects of coups on access to electricity in Sub-Saharan Africa (SSA). The study covers a sample of 40 sub-Saharan African countries over the period 1980–2017. The econometric approach employed is the generalized method of moments (GMM). While the extant literature has established that political instability can have both positive and negative effects on access to basic public goods and services, the present study finds that coups significantly reduce access to electricity in SSA. This effect is the same regardless of the type of coup, notably: successful, failed, military or civilian coups. Thus, coups are not conducive for the establishment of real democratic transitions in the region which inter alia , are necessary to promote development outcomes such as access to electricity. Valuing electric power, particularly its loss within the residential sector, has historically been a great challenge that many researchers have undertaken without reaching a consensus. Electric power can be troublesome to appraise because consumption is not the customer's main goal, but rather a means to achieve a desired good or service that often has unquantifiable personal value. This paper proposes a market-based household production method that quantifies the customer electric service interruption costs in the residential sector. Because an individual's personal time is necessary to replace services owing to the lack of electric power, we propose a method that estimates the weighted market cost of a person's time in accordance with their occupation to better calculate customer outage costs. We also present a macroeconomic production method to estimate losses in the residential sector. Finally, we propose a method for calculating the true costs of electric services by factoring the outage costs with the electrical utility rate to be analyzed using reliability metrics. The proposed approach facilitates a closer estimation of the low-bound true costs of utility-supplied electrical services for consumers who have not taken mitigation measures, serving as a warning for energy regulators to impose corrective actions or appropriate penalties on unreliable utilities and/or as an indicator for customers to invest in alternative energy sources. How much should electric utilities pay to maintain a reliable electricity system? This paper describes an open-ended stated-preference experiment that generates estimates for how advanced notification impacts household willingness-to-pay (WTP) to avoid outages. We find positive and statistically significant WTP to avoid power outages of $10/kWh, consistent with the expectation that outages are costly to the residential sector. We find notification reduces the WTP, but the effects are not statistically significant. There is limited evidence that these results vary by income and wealth levels. Typical approaches to assessing excess generation capacity in African electricity systems have considered the nameplate capacities of existing generation plants, the planned generation capacity, and peak load. However, the omission of variables such as the condition of transmission and distribution infrastructure, the age of existing power plants, and whether generation capacity is intermittent (as in the case of wind or solar) or subject to climate impacts (as in the case of hydropower) has caused such assessments to be misleading. This can result in misguided public policy and power procurement processes that are poorly matched to the needs of evolving power systems. In this paper, we analyze the case of Kenya to show how power system planning must consider these key factors that are often ignored. International humanitarian law is a branch of public international law that seeks to moderate the conduct of wars to protect those who are not taking part in the hostilities. Under international humanitarian law, belligerents may not intentionally target civilians or installations that are indispensable to the survival of the civilian population. While collateral harm to civilians and civilian infrastructure may occur, international humanitarian law prohibits attacks that may be expected to cause incidental loss of civilian life, injury to civilians, damage to civilian objects, or a combination thereof which would be excessive in relation to the concrete and direct military advantage anticipated. In practice, these principles have not always been honored or enforced. State and non-state actors have deliberately targeted civilians and/or disregarded civilian impacts, often for the purpose of pressuring political leaders to capitulate. The increasing occurrence and severity of harm to civilians and civilian infrastructure in modern conflicts calls into question the continuing relevance of what were once viewed as fundamental protections. In this paper, we present a case study involving Russia's 2022–23 attacks on Ukraine's electric power infrastructure, which left millions of civilians without heat, water, or other basic services for extended periods in harsh winter conditions. Considering the scope, scale, and long-term impacts of these attacks, we conclude that Russia violated international law. This article analyzes energy poverty in Latin America and the Caribbean and the importance of energy efficiency to address this issue. The paper also touches upon energy subsidies in Mexico and their negative environmental and social consequences. Then, the article studies the potentially detrimental billing practices of Mexico's state electricity company, which are provoked by the enterprise's growing past-due portfolio and losses, and the possible infringement of electricity consumers' rights. The authors propose three courses of action for consumers to protest the company's possibly perjudicial billing. Finally, the authors suggest that a distributed electricity system in Mexico could combat energy poverty and strengthen electricity users' rights. [ABSTRACT FROM AUTHOR]

In natural language processing (NLP), transformer based models have surpassed recurrent neural networks (RNN) as state of the art, being introduced specifically to address the limitations of RNNs originating from its sequential nature. As a similar sequence modeling problem, transformer methods can be readily adapted for deep learning time series prediction. This paper proposes a sparse transformer based approach for electricity load prediction. The layers of a transformer addresses the shortcomings of RNNs and CNNs by applying the attention mechanism on the entire time series, allowing any data point in the input to influence any location in the output of the layer. This allows transformers to incorporate information from the entire sequence in a single layer. Attention computations can also be parallelized. Thus, transformers can achieve faster speeds, or trade this speed for more layers and increased complexity. In experiments on public datasets, the sparse transformer attained comparable accuracy to an RNN-based SOTA method (Liu et al., 2022) while being up to 5× faster during inference. On the wholesale electricity market, the equilibrium price is set each hour on the basis of the marginal cost of the last power plant called, which is a gas-fired power plant a large part of the time in Europe. The surge in gas prices since the end of 2021 therefore largely explains the rise in the price of electricity. This paper analyses the reform projects proposed within the European Union to curb this surge in wholesale prices. It proposes then to reform the system by opting for pricing based on the weighted average hourly marginal costs, with financial compensation for power plants whose marginal cost is higher than this average. The quantitative study is conducted over the period January 1, 2020 through December 31, 2022 using ENTSOE hourly data. By implementing a compensation framework founded on average marginal costs, the market price experiences a significant decline, resulting in typically negative residual profits. Consequently, the fixed costs associated with the power plant fleet necessitate funding through the capacity market. This approach would enable French electricity consumers to align their payments with the structure of the national electricity fleet, specifically reflecting the average costs of power stations characterized by substantial fixed costs, such as nuclear facilities.
