This study aims to unpack policy evaluation and measurement of creating world-class universities in China from an integrated policy analysis. Specifically, an integrated policy analysis of policy evaluation of creating world-class universities concentrated on exploring the world class evaluation index released by the university rankings organization and the scholars' views on the assessment criteria for world-class disciplines. The characteristics of policy evaluation of creating world-class (First-Class) universities included adhering to diversified comprehensive evaluation; clear educational objectives and positioning; taking students as the foundation and cultivate first-class talents and paying attention to scientific research and produce first-class achievements. In the meanwhile, problems existing in the policy evaluation of creating world-class universities were also explored in this study. The suggestion and implications were offered to deepen theoretical research and enhance the practical effect of third-party evaluation and improve the evaluation system for "Double Tops" construction and balance the two characteristics of "Chinese characteristics" and "world-class" and respect the development rules of universities and disciplines and create a systematic ecology of orderly competition. This paper begins with a question: can concepts generated in the Chinese context in the sociocultural relations of the periphery contribute to the development of the social sciences in the field of Health and Physical Education (HPE) that have their roots in the metropole? Setting the scene in the Hong Kong Special Administrative Region (HKSAR), a postcolonial city reverted to the rule of the People's Republic of China (PRC) in 1997, this paper aims to develop a critical sociology of HPE by having a dialogue among Continental philosophies (e.g., Bourdieu) and Chinese philosophies around embodiment concepts. Although HKSAR is a complex meeting point of Eastern and Western ideologies, the current HPE field tends to focus on Western and 'scientific' ways of knowing, such as the measurement of health and physical fitness, and often at the expense of sociocultural perspectives, social justice and diversity and inclusion in HPE. In other words, the (post) positivistic research paradigm underpins the HPE field. This paper argues that in order to reap the benefits of a more holistic health education for academics and students in HPE, it is vital to de-imperialise the positivistic ways of teaching and being in HPE. In doing so, this paper creates a space for Bourdieu's habitus to meet Chinese perspectives on embodiment to engage in a dialogue for knowledge production that extends the current knowledge base in HPE. An editorial is presented which discusses on the Double World-Class Project, university strategy in order to strengthen China's competitiveness and long-term development. It mentions information on Double World-Class Project which supports development based on innovation and development of socialism with Chinese characteristics by building world-class universities ; and also mentions several issues involving imbalances in the distribution of resources for quality of higher education.

This study investigates how talent cultivation contributes to creating world-class universities in China from the perspectives of characteristics, problems, and choices. A policy discourse perspective is applied to examine the overall landscape of policy formulation and implementation, relatively. It explores the policy discourse analysis of talent cultivation and indicates that the task of talent cultivation is to train student to undertake the great task of national rejuvenation; the goal of talent cultivation is to guide students to grow and become talents; the mission of talent cultivation is to spread advanced culture and core values; the object of talent cultivation is to strengthen undergraduate and graduate education development; the theme of talent cultivation is to enhance innovation and entrepreneurship development. In addition, this study also points out that the assimilation of the objectives of talent training and regional imbalance of talent training are considered as two problems of implementing talent cultivation strategies. This study also suggests that we might reasonably adjust the hierarchical structure of students and control the scale of the school; create the characteristics of first-class talent training and promote the personalized development of talents and reasonably allocate higher education resources to promote the balanced distribution of talents. This study investigates how to cultivate high-level innovative relents by the integration of science and education in China from a strategic policy perspective. Specifically, why should scientifically research and education be integrated to cultivate innovative talents has been explored in this study. Theoretical analysis of the integration of scientific research and education to cultivate innovative talents has been offered, systematically. New challenges of the integration of scientific research and education to cultivate innovative talents include the historical issues of the dual-track development of scientific research and education system; institutional issues of the separation of research and education systems; resource problem of lacking complement between scientific research and educational resources and positioning problem of insufficient coordination between scientific research and educational input. This study aims to explore the new directions towards internationalization of higher education in China during post-COVID 19. The systematic literature review is applied as an evidence-based policy analysis approach. The findings indicate that the challenges and difficulties of internationalization of higher education in the post-COVID 19 were considered as a high-frequency discussion topic. In order to address the crises of internationalization of higher education during the post-COVID 19, the idea of internationalization at home (IaH) is regarded as a beneficial approach to deal with the process of internationalization of higher education, systematically. This study also highlighted that the internationalization at home within Chinese higher education institutions not only brings opportunities for the development of China's higher education system, but also poses challenges to the reform of the current higher education system. Transnational articulation programmes are one way China is attempting to advance its higher education (HE) system. We report a study of twelve Chinese students' experiences in two China-Australia 2 + 2 articulation programmes. In our analysis of semi-structured interviews, we use Bourdieu's concepts of field and habitus to understand the impact on the habitus of the students. We report the experiences of the Chinese students in the HE sub-field in Australia. Students were like fish in water with the logics of practice of Chinese HE. In the new sub-field of HE in Australia, their habitus was out of place. This field/habitus mismatch created a field-habitus dissonance that can be productive of change to the habitus. Some in the study strategised to overcome this field-habitus mismatch and to adjust to the logics of the new field. We designate this emergent habitus as an in-between, diasporic cosmopolitan habitus, while others were able to 'compartmentalise' the demands of the new field, indicating durability of habitus. As a full-time foreign faculty member in the Chinese Normal university system for the past five years, I analyze the contested terrain of being a critical, Freirean educator/researcher as an insider and outsider of Chinese and Western academic systems and societies overall. This autobiographical analysis is within the contexts of China's academic focus on raising their global higher education rankings, along with self-reflectivity of my own multiple, often-conflicting identities and Western-centric Orientalism, theorized by Edward Said, in my legitimization of academic work. The following themes are analyzed through critical and Freirean frameworks: pursuit for top rankings coinciding and conflicting with scholarship breadth and depth, academic freedom, and politics of education; constructs of "harmony" that grounds teaching and research; and select pedagogical commonalities and differences between the East, the Global South, and the West. The article delves into preconceptions, including my own, on what is "worthy" academics from China, "the East", "the West", and the "Global South" with self-reflectivity of problematizing such terminology that covers such immense diversity in all aspects of contexts, including education which underscores the very problems with rankings, especially global rankings which are often Western-centric. This article analyzesXueji(學記) and discusses some of the myths and facts in Western perceptions of Chinese educational practice. It also looks at the similarities and contrasts between Eastern and Western conceptions of teaching and learning. A careful study ofXueji(學記) will help in understanding some common Western misunderstandings and misperceptions of Chinese pedagogic practices, in particular, the views that Chinese educational practices and ideas are authoritarian, encourage obedience to authority over individual inquiry, promote memorization over comprehension, and are non-individualized to the point of encouraging uniformity over diversity. A better understanding of the classical Chinese approach to learning and teaching will foster a deeper understanding of the nature of pedagogic practices. Such an understanding will enable us to make a better assessment of the similarities and differences between Chinese and Western conceptions of learning and teaching with a view to sharing ideas from both cultural and philosophical perspectives. This article starts by noting the general lack of acknowledgment of alternative traditions in the dominant western sustainability discourse in education. After critically analyzing the western human–nature relationship in the context of Enlightenment, modernity and colonial expansion, this article introduces two non-western ecological discourses from Eurasia and Asia, Noöspherism and Neo-Confucianism, which offer clear contrasts to the western sustainability framework. Using theoretical argumentations, the article goes on to examine the cosmological and ontological categories expounded by Vladimir Vernadsky of Russia and Yulgok Yi of Korea, whose philosophical foundations with unique foci on the anthropocosmic and cosmoanthropic types of human–nature relationships could well be alternatives and/or additions to the dominant western discourse. In this article, I examine the Partnership for twenty-first Century Skills (P21) framework from a Confucian perspective. Given that this framework has attracted attention around the world, including Confucian-heritage societies, an analysis of how key ideas compare with Confucian values appears important and timely. As I shall show, although Confucian philosophy largely resonates with the ‘Learning and Innovation Skills’ in the P21 framework, namely, critical thinking, communication, collaboration and creativity, it also provides fresh perspectives and nuances the framework. These insights include the notion that critical thinking is not a strictly cognitive endeavour but an affective one as well, a social construal of the self, and an ethical notion of creativity. This article aims to redress the under-representation of Asian philosophy in the philosophy of education. It also hopes to initiate more philosophical dialogues between Asia and the West. This article aims to trace back the history of how Chinese Government attempted to strengthen its national power by learning from the USA, Western Europe and Japan since the mid-nineteenth century, as well as to analyse the influences Westernisation had on the development of China’s modern education. In this process, the Chinese Government overseas-study scholarships played a key role in speeding up China’s learning from the West, and assisted numerous students in experiencing Western modernisation while they studied abroad. By examining this historical retrospect, some findings are concluded from this research. First, several significant conflicts between China and foreign countries stimulated Chinese officials deeply to learn the knowledge and skills of Western navy, military, sciences, technologies and philosophies. Youguang Tu is a contemporary Chinese philosopher of education. His course on philosophy of education had a significant impact on his students. This exploratory study examines how Tu designed and taught this course. Ultimately, there are two reasons why Tu’s course had such a significant influence on his students. The first is that Tu used problem-centered design to address both central problems of education and specific problems that students encountered. In this article I explore the pedagogical value of Gilles Deleuze and Félix Guattari’s philosophical concepts for helping make an ‘event’ of thought, with a view towards fostering deep learning in Chinese students' learning theory and criticism in a second language. Paying attention to the qualitative role of bodies, humour and creativity alongside an expanded trans-personal concept of ‘educational life forms’ that stretches out to include an affective assemblage of inhuman elements (such as art and technology), I explore how Deleuze and Guattari’s philosophical models provide a ethical alternative to corporate, Confucian and Cartesian models otherwise inhibiting students and teachers in the modern Sino-international university context.
