Abstract We develop a new dataset using UNESCO source materials on the location of nearly 15,000 universities in about 1,500 regions across 78 countries, some dating back to the 11th Century. We estimate fixed effects models at the sub-national level between 1950 and 2010 and find that increases in the number of universities are positively associated with future growth of GDP per capita (and this relationship is robust to controlling for a host of observables, as well as unobserved regional trends). Our estimates imply that a 10% increase in a region's number of universities per capita is associated with 0.4% higher future GDP per capita in that region. Furthermore, there appear to be positive spillover effects from universities to geographically close neighbouring regions. We show that the relationship between GDP per capita and universities is not simply driven by the direct expenditures of the university, its staff and students. Part of the effect of universities on growth is mediated through an increased supply of human capital and greater innovation. • Investigating impacts of business cycles on master's applications and enrolment. • Continuing education is a way to escape the impact of economic downturns. • Countercyclical relationship for both women and men. • Less successful students are pushed into master's degree during economic downturns. The consequences of graduating in a recession could be severe and long-lasting. Bachelor's graduates can, however, avoid entering the labour market by continuing their education. Using a Norwegian dataset containing information on all graduates and their applications to and enrolment in master's degree programmes over a 15-year period, we find that a one percentage point increase in the field-specific unemployment rate results in a 6.5 percentage points increase in applications and a 3.9 percentage points increase in enrolment. Moreover, using a survey of the 2020 bachelor's graduates cohort, that is, the Covid-19 cohort, we find evidence indicating that those pushed into a master's degree by conditions in the labour market differ substantially from those whose decision to enrol in a master's degree is not driven by labour market conditions. We conducted a randomized evaluation of a program in Brazil that provided secondary schools with classroom observation feedback and access to expert coaching. Coaching content was based on Teach Like A Champion , by Douglas Lemov, which imparts practical strategies to increase teachers’ effectiveness by maximizing time on instruction and student engagement. In treatment schools, the program raised the skills of pedagogical coordinators tasked with supporting teachers to improve instruction, increased teachers’ time on instruction, raised student engagement and produced statistically significant student learning gains. Program schools performed 0.05–0.09 SD higher in 10th grade math and Portuguese on a state test and 0.06 SD higher in Portuguese on a national high school leaving test (12th grade). High quality coaching delivered to the coordinators via Skype kept costs at $2.40 per student, making the program a cost-effective and promising strategy for school-based efforts to raise teachers’ classroom effectiveness. The early childhood community-based program Hogares Comunitarios de Bienestar serves 800,000 low-income children under the age of 5 in Colombia. Earlier studies have identified care providers ( madres comunitarias ) as having, on average, low education levels and not being appropriately trained for the provision of childcare services. In 2007, a vocational education program was introduced which offers a degree in child development and care for childcare providers. In this paper we assess the effects of this program on the quality of care provided in the relevant nurseries and on the nutritional and health status, as well as cognitive and socio-emotional development of beneficiary children in Bogotá. This evaluation takes advantage of the gradual geographic expansion of the program in order to estimate treatment effects. Results indicate that the quality of care has significantly increased in these family-based nurseries and that the program has thus had a positive and significant effect on the health, cognitive and socio-emotional development of beneficiary children, especially those younger than 3 years of age. Dropout prevention is highly ranked on the political agenda in many countries. It remains unclear, however, how dropout can be effectively reduced, as many different factors determine student dropout. Community schools recognize this and aim to modernize education such that it better accommodates students' personal needs. As a result these schools cooperate more with external organizations, stimulate parental involvement in the educational process, and organize more extracurricular activities. This study examines the impact of Dutch community schools on student dropout. It focuses in particular on pre-vocational education, because dropout is particularly high in this educational track. Moreover, the focus is on the city of Rotterdam because this city is a frontrunner in the Netherlands in establishing community schools. Use is made of unique registration data on all Rotterdam students who were enrolled in pre-vocational education between 2004 and 2008. The impact of community schools is identified by exploiting the fact that community schools were not created before the beginning of the school year 2006/2007. This enables us to estimate the community school impact by means of a difference-in-differences estimation model combined with an iterative matching approach. The estimation results suggest that community schools are as effective as regular schools with respect to dropout reduction. Community school subsidies do not seem to contribute to reducing dropout. We investigate the impact of an ambitious provincial school reform in Canada on students' mathematical achievements. It is the first paper to exploit a universal school reform of this magnitude to identify the causal effect of a widely supported teaching approach on students' math scores. Our data set allows us to differentiate impacts according to the number of years of treatment and the timing of treatment. Using the changes-in-changes model, we find that the reform had negative effects on students' scores at all points on the skills distribution and that the effects were larger the longer the exposure to the reform. This paper studies whether the introduction of tuition fees at public universities in some German states had a negative effect on enrollment, i.e., on the transition of high school graduates to public universities in Germany. In contrast to recent studies, we do not find a significant effect on aggregate enrollment rates. Our study differs from previous studies in three important ways. First, we take full account of the fact that tuition fees were both introduced and abolished in the German states at different points in time. Second, we consider control variables, which are absent in previous studies but turn out to have a significant impact on the evolution of enrollment rates. Third, we allow for state-specific effects of tuition fees on enrollment rates. Abstract: Household assets as part of youth''s family background have been found to have a significant impact on youth''s academic achievement. In this study, the impact of household possessions on youth''s academic achievement in the Ghana YouthSave experiment is investigated. Findings support the hypothesized positive direction of the impact of household possessions on academic achievement of youth. Results show youth from households that reported owning at least one of the five household possessions scored almost one unit higher on English than their peers from households that do not own any. However, results indicate ownership of household possessions does not have a statistically significant impact on Math scores of youth. Consistent with prior studies, this study presents evidence of the importance of family economic background, particularly asset ownership, on youth''s academic achievement. Abstract: This paper presents evidence from a randomized field experiment testing the impact of a 3-year matched savings program on educational outcomes 10 years after the start of the experiment. We examine the effect of an Individual Development Account (IDA) program on (1) educational enrollment, (2) degree completion, and (3) increased education level. The IDA program, which ran from 1998 to 2003 in Tulsa, Oklahoma, provided low-income households with financial education and matching funds for qualified savings withdrawals, including a 1:1 match for educational uses. We find a significant impact on education enrollment and positive (but nonsignificant) impacts on degree completion and increase in level of education. We also examine the interaction between gender and treatment assignment, finding that the IDA had a strong positive effect on increased educational attainment for men but not for women. Abstract: High intergenerational persistence of educational attainment is an indicator of educational inequality and a barrier to equal opportunities in the labor market and beyond. This study uses data from the Panel Study of Income Dynamics to generate a sample of two cohorts of children (’84 and &94 cohorts), and it examines whether intergenerational transmission of educational attainment varies by household economic resources, especially household assets. Results show that, among male children in the &94 cohort, household assets increase the strength of the association between parents’ and children''s years of schooling. Also, household assets are found to interact with parental education to affect educational attainment, as measured by college completion, among female children in the &94 cohort. Abstract: This article summarizes the four preceding articles on youth and saving, identifies policy and program implications, and suggests directions for future scholarship. It is clear that saving is difficult for many people and throughout the life course. Efforts to help young people accumulate assets might encourage saving by parents, encourage saving by youth, or provide subsidies. The latter strategy is most likely to reduce inequities associated with socioeconomic status. These strategies do not have to be pursued in isolation, and on-going conversations across disciplines and between scholars and practitioners could yield useful insight. In addition, research on existing asset-building initiatives that combine two or more of these strategies will provide important lessons for policy and program development. [Copyright &y& Elsevier]

Abstract: Undergraduate study behaviours, principally lecture attendance and additional study, are shown to predict better student achievement by many researchers. Despite this, there is not much evidence on the determinants of these behaviours. This is the first paper to explore the determinants of study behaviours across multiple subject areas; and is the first to incorporate students’ noncognitive traits into such a model; that the authors are aware of. This enables the formation of policy that can improve academic achievement by encouraging study behaviour. The results show that students’ noncognitive traits, in particular conscientiousness and future-orientation, are important determinants of lecture attendance and additional study hours. In fact, there is very little that explains undergraduate study behaviour besides noncognitive traits. Standard economic factors, such as family income, financial aid and parental transfers, are not predictive of study behaviours. Abstract: We provide first evidence regarding the direct impact of educational mismatch on firm productivity. To do so, we rely on representative linked employer–employee panel data for Belgium covering the period 1999–2006. Controlling for simultaneity issues, time-invariant unobserved workplace characteristics, cohort effects and dynamics in the adjustment process of productivity, we find that: (i) a higher level of required education exerts a significantly positive influence on firm productivity, (ii) additional years of over-education (both among young and older workers) are beneficial for firm productivity, and (iii) additional years of under-education (among young workers) are detrimental for firm productivity. Abstract: This paper estimates future adult earnings effects associated with a universal pre-K program in Tulsa, Oklahoma. These projections help to compensate for the lack of long-term data on universal pre-K programs, while using metrics that relate test scores to social benefits. Combining test-score data from the fall of 2006 and recent findings by Chetty et al. (2011) on the relationship between kindergarten test scores and adult earnings, we generate projections of adult earnings effects and a partial cost–benefit analysis of the Tulsa pre-K program. For both half-day and full-day programs, benefits are similar across program participants of different income, with benefit-to-cost ratios of 3- or 4-to-1. Because we only consider adult earnings benefits, actual benefit–cost ratios are likely higher, especially for disadvantaged children. [Copyright &y& Elsevier]

Abstract: In this paper we analyze teacher attrition from Appalachian school districts over nearly twenty years of data. We employ a unique panel of public K-12 teachers active in Kentucky between 1986 and 2005, and discern several patterns of interest to scholars and policymakers. Inter-district mobility is rare in Kentucky, and rarer still among Appalachian teachers. Few teachers transfer between regions, but teachers are considerably more likely to leave Appalachia than to transfer to it. Our results also indicate that Appalachian teachers are more likely to exit the profession. One implication of this evidence is that improvements to teacher quality in such isolated areas would require a focus on the home labor pool. [Copyright &y& Elsevier]

Abstract: There is a vast literature on the decision to enroll in higher education, but it focuses almost entirely on traditional students: 18 year olds graduating from high school. Yet less than half of students at degree-granting institutions are in the traditional 18–22 age range; nearly 40% are at least 25. This paper examines the enrollment behavior of persons 25 or older. We use data from a large-scale 1998 Department of Labor (DOL) policy demonstration in Greater Baltimore. By studying the behavior of older people we can examine factors such as age, earnings and marital status that vary little among the much-studied traditional students. Our results conform to the (rarely tested) predictions of human capital theory that age and opportunity costs are impediments to enrollment. Abstract: This paper shows that while high school dropouts fare far worse on average than otherwise similar high school completers in early adulthood outcomes such as success in the labor market and future criminal activity, there are important differences within this group of dropouts. Notably, those who feel “pulled” out of school (i.e., they say they dropped out of school to work or take care of family) do similarly with respect to labor market and criminal outcomes in their early twenties to individuals with similar pre-dropout characteristics who complete high school. It is only those who feel they are more “pushed” out of school (i.e., they say they drop out for other reasons including expulsion, poor grades, moving, and not liking school) who do substantially worse than otherwise similar high school completers. These results suggest that any detrimental impacts from dropping out of school arise primarily when the drop out does not have a plan for how to use his time after dropping out. Abstract: Grade inflation over the past few decades has been a concern for many universities. Course evaluation scores are known to be positively correlated with students’ expected grades, and this paper tests whether or not there is an incentive for the instructor to “buy” higher evaluation scores by inflating grades. To test this hypothesis, I use unique data from the University of Washington''s Office of Educational Assessment that includes a measure of each student''s relative expected grade in the course. I find that there is an incentive for instructors to grade leniently after accounting for the potential endogeneity of the relative expected grade variable due to unobserved teacher productivity and unobserved heterogeneity of instructors and departments. Instructor fixed effects account for a significant part of the measured effect of relative expected grade on evaluations, and by not including them, the estimated impact of relative expected grade on evaluations is biased upwards. Abstract: We study student loan behavior in the Netherlands where (i) higher education students know little about the conditions of the government''s financial aid program and (ii) take-up rates are low. In a field experiment we manipulated the amount of information students have about these conditions. The treatment has no impact on loan take-up, which is not due to students already having decided to take a loan or students not absorbing the information. We conclude that a lack of knowledge about specific policy parameters does not necessarily imply a binding information constraint. [Copyright &y& Elsevier]

Abstract: We measure the impact of observed teacher characteristics on student math and reading proficiency using a rich dataset from Florida. We expand upon prior work by accounting directly for nonrandom attrition of teachers from the classroom in a sample selection framework. We find evidence that sample selection is present in the estimation of the influence of teacher characteristics, but that failure to account for it does not appear to substantially bias estimation. Further, our procedure produces some evidence that more effective teachers are more likely to exit the classroom. [Copyright &y& Elsevier]

Abstract: We evaluate the contribution of investment on education to Sri Lanka’s economic growth during the period 1959–2008. Physical capital, economic policy changes and the ethnic war are also evaluated due to their substantial importance. This study uses a framework encompassing both the neoclassical and endogenous growth model. The impact of education is assessed through a quality adjusted human capital stock measure. The returns to investment in education are positive but significantly lower than those found for other developing economies. Unlike the case of most developed economies, higher returns from investment in physical capital cannot produce any sizable positive externalities. The war has had the expected negative effect on output, and the results on economic policy changes are inconclusive. The results indicate a need for an appropriate strategy to allocate resources on education to improve its returns to the economy. [Copyright &y& Elsevier]

Abstract: Anecdotal evidence points to a falling standard of living for the educated in Venezuela. During this same period, President Hugo Chávez implemented several education reforms. We focus on a major university education reform known as Mission Sucre and its potential impact on returns to university education. First, we show that returns to education decreased significantly in Venezuela from 2002 to 2008. Subsequently, we explore the impact of the program on non-program participants and provide evidence that a substantial part of the falling returns at the tertiary level can be linked to Mission Sucre. Our results suggest that the reform created a negative externality on students who did not participate in the program, leading to a 2.7 percentage point decline in returns to university education for non-Mission Sucre students in the 23–28 age cohort. Abstract: Many of the policies that fall under the school accountability umbrella are designed to incentivize students. Prominent among these are high school exit exams, standardized tests that, in some states, students must pass to earn a high school diploma. Proponents of these tests argue that by incentivizing students, they induce them to work harder and, therefore, improve their high school performance and, perhaps, longer-run outcomes; some of these proponents argue that these exams would be even more helpful if they were set at a higher standard. Critics worry that these exams prevent some students from graduating and cause others to dropout; they contend that these effects are worse if standards are higher. In this paper we investigate the impacts of an increase in the exit exam standard in Florida. Using difference-in-difference methods, we show that this had few of the negative effects claimed by critics. We cannot detect any positive effects of the higher standard, although such effects may be too small to be picked up with our data. [Copyright &y& Elsevier]

Abstract: Numerous empirical studies have found that maternal educational attainment is correlated positively with desirable outcomes for children, including academic achievement. At the same time, little is known about the effect of the timing of mothers’ schooling on the same set of child outcomes. Using the Early Childhood Longitudinal Study – Kindergarten Cohort (ECLS-K), I find a positive effect of full-time maternal post-secondary enrollment on the reading scores of kindergarten students after controlling for child-specific, time-persistent unobserved heterogeneity. This effect is especially strong when the sample is narrowed to children with married mothers or in households where a father is present. No similar effect is found for kindergarten math scores. Abstract: This paper attempts to examine how social trust influences human capital formation using prefectural level data in Japan. To this end, I constructed a proxy for social trust, based on the Japanese General Social Surveys. After controlling for socioeconomic factors, I found that social trust plays an important role in reducing the rate of long-term truancy in primary and junior high school. Abstract: This paper analyzes the effects of a higher education accountability system in Brazil. For each discipline, colleges were assigned a grade that depended on the scores of their students on the ENC, an annual mandatory exam. These grades were then disclosed to the public and colleges were rewarded or penalized based on them. I find that the ENC had a positive effect on the education and the proportion of full-time faculty and that it increased the number of vacancies offered, applicants and enrollments. Abstract: For some 5-year-olds, delayed kindergarten enrollment may result in long-term academic benefits. Although waiting an additional year allows for further development prior to the start of formal education, the economic costs of the next best alternatives can be significant. This study examines the impact of short-term economic fluctuations on a household''s kindergarten enrollment decision. I find that during economic downturns kindergarten enrollment increases. To explore a potential mechanism through which this effect may arise, I propose an instrumental variables approach to identify the causal effect of fluctuations in household resources due to the business cycle on the timing of kindergarten enrollment. Abstract: We decompose annual average years of schooling series for Portugal into different schooling levels series. By estimating a number of vector autoregressions, we provide measures of aggregate and disaggregate economic growth impacts of different education levels. Increasing education at all levels except tertiary have a positive and significant effect on growth. Investment in education does not significantly crowd out physical investment and average years of schooling semi-elasticities have comparable magnitude across primary and secondary levels. Abstract: We use data from a nationally representative survey of Italian graduates to study whether Alma Mater matters for employment and earnings 3 years after graduation. We find that the attended college matters, and that there are important college-related differences, both among and within regions of the country. These differences, however, do not persist over time and are not large enough to trigger substantial mobility flows from poorly performing to better performing institutions. We also find evidence that going to a private university pays off at least in the early part of a career. Only part of this gain can be explained by the fact that private universities have lower pupil–teacher ratios than public institutions. [Copyright &y& Elsevier]

Abstract: I investigate the role of education on health, using country-level data and the production frontier framework suggested by the World Health Organization (WHO) to assess performances of health care systems. I find that the impact of human capital on health is much smaller than suggested by the WHO frontier model, and the relationship exhibits diminishing return in the observed range of education. Taking into account the heterogeneity in this relationship generates a different ranking of the efficiency of health care systems internationally. This suggests that the method currently used by the WHO favors health care systems operating in countries that underinvested in education in the past. [Copyright &y& Elsevier]

Abstract: Using data for a large cross-country sample, a reasonable model is estimated to judge the effect of adult educational attainment on prevalence of HIV. Three main points are noted. First, there is an indication of a significantly negative effect of educational attainment on HIV prevalence. Second, magnitude of the impact appears sizable. Third, a simple test suggests that the model does not have any major specification problem. Three additional aspects may also be interesting. First, the impact of per capita income is negative but statistically weak. Second, the effect of health expenditures lacks significance and does not carry the expected sign. Third, the proportion of population that is Muslim has a significantly negative association with HIV prevalence, perhaps reflecting the widely-shared view that male circumcision lowers acquisition of the disease. Abstract: Measuring the incidence of public spending in education requires an intergenerational framework distinguishing between what current and future generations—that is, parents and children—give and receive. In standard distributional incidence analysis, households are assumed to receive a benefit equal to what is spent on their children enrolled in the public schooling system and, implicitly, to pay a fee proportional to their income. We show that, in an intergenerational framework, this is equivalent to assuming perfectly altruistic individuals, in the sense of the dynastic model, and perfect capital markets. But in practice, credit markets are imperfect and poor households cannot borrow against the future income of their children. We show that under such circumstances, standard distributional incidence analysis may greatly over-estimate the progressivity of public spending in education: educational improvements that are progressive in the long-run steady state may actually be regressive for the current generation of poor adults. This is especially true where service delivery in education is highly inefficient—as it is in poor districts of many developing countries—so that the educational benefits received are relatively low in comparison with the cost of public spending. Abstract: This essay describes methodological approaches and pitfalls common to studies of the economic impact of colleges and universities. Such studies often claim local benefits that imply annualized rates of return on local investment exceeding 100 percent. We address problems in these studies pertaining to the specification of the counterfactual, the definition of the local area, the identification of “new” expenditures, the tendency to double-count economic impacts, the role of local taxes, and the omission of local spillover benefits from enhanced human capital created by higher education, and offer several suggestions for improvement. If these economic impact studies were conducted at the level of accuracy most institutions require of faculty research, their claims of local economic benefits would not be so preposterous, and, as a result, trust in and respect for higher education officials would be enhanced. Abstract: Among linguistic minorities of industrial nations proficiency speaking the dominant national language increases earnings and wages, but do similar results apply to autarkic linguistic minorities of developing nations? We contribute to studies of the returns to language skills by applying the human-capital approach to a society of hunters, gatherers, and farmers in the Bolivian Amazon (Tsimane’). We use a panel consisting of five consecutive quarters to: (a) estimate the returns to language skills while controlling for schooling, math and writing skills, and other confounders and (b) explore the paths through which language skills might affect earnings. Fluent speakers of Spanish and the local language earned 36.9–46.9% more than monolingual speakers of the local language. Moderate fluency in Spanish bore no strong association with earnings. Spanish-Tsimane’ bilingualism bore a positive association with earnings partly because bilingualism bore a positive association with credit access, use of modern production technologies, and labor productivity. Abstract: School policy debates vacillate between policies emphasizing improvement in general skills and those aimed at strengthening the linkages between schools and the workplace. While these policies do not necessarily conflict, each is frequently motivated by shortcomings in the other. This paper presents basic evidence about the very substantial impacts of general cognitive skills on individual earnings and on economic growth. The calculations are then put in a school policy framework that emphasizes the importance of considering both the magnitude and the speed of quality improvements. It then considers alternative school reform policies focused on improvements in teacher quality, identifying how much change is required. Abstract: This paper studies the effect of educational debt on a college attendee''s future wage and wage growth. I hypothesize that those who took larger loans to pay for college are subject to higher borrowing interest rates and thus prefer income profiles with higher initial earnings, sacrificing future income growth, relative to those who did not take on large educational debt. Using data for men in the 1987 National Postsecondary Student Aid Survey, I find that higher educational debt is associated with higher initial wage rate the year after finishing school and lower wage growth over the next 4 years. Abstract: We examine the correlation between modern human capital and income among adult men in four foraging-horticultural societies of Bolivia. Despite their remote location, we find results similar to those found in developed nations. We find that: (a) education correlates with 4.5% higher overall income and with 5.9% higher wages and math skills correlates with 13.5% higher cash income, and (b) the positive correlation between education or math skills and income is higher among households closer to market towns. The high returns to modern human capital even in highly autarkic economies might explain why people in those societies reduce investments in the accumulation of traditional folk knowledge. The paper assesses the effects of offering upper-secondary students the opportunity to pursue vocational education in high school on completion rates and subsequent earnings. Analysis of international cross-section data found that nations enrolling a large proportion of upper-secondary students in vocational programs have significantly higher school attendance rates and higher upper-secondary completion rates. Test scores at age 15 and college attendance rates for people over age 20 were not reduced.Analysis of 12 years of longitudinal data found that those who devoted about one-sixth of their time in high school to occupation-specific vocational courses earned at least 12% extra one year after graduating and about 8% extra seven years later (holding attitudes and ability in 8th grade, family background and college attendance constant). This was true both for students who did and did not pursue post-secondary education. Computer courses had particularly large effects on earnings eight years after graduating. This paper seeks to examine the impact of education on income growth in India for the time period 1966–1996. Education is broken down into the categories of primary, secondary, and tertiary. Time series techniques are used to determine whether education, for each category, has a causal impact on growth. Furthermore, the education variables are also broken down by gender and analysis is carried out to determine whether the causal results vary by gender. The results indicate that primary education has a strong causal impact on growth, with more limited evidence of such an impact for secondary education. Finally, the evidence is quite compelling that it is female education at all levels, that has potential for generating economic growth. [Copyright &y& Elsevier]

This paper examines the labor market value of the General Educational Development (GED) credential for females, questioning two implicit assumptions that have been employed in earlier studies. We show that providing access to work experience may be a critical mechanism through which education credentials impart labor market value and that the labor market value of the GED credential depends on the skills with which dropouts left school. Our basic finding is that among females who dropped out of high school with weak basic math skills, those with a GED have accumulated more work experience and have higher labor market earnings in their mid-20s than are observationally similar dropouts lacking the GED credential. This paper uses a policy change involving statewide school district refinancing in Kansas during the early 1990s to identify the relationship between per-pupil expenditure and the probability that a student will progress to higher education. Kansas’s school district refinancing was intended to equalize per-pupil expenditure conditional on a measure of cost developed by the state. This equalization process resulted in a change in spending that, although not completely exogenous, is understood well enough that an unbiased estimate of the effect of spending on students’ post-secondary destinations can be made. Since additional years of education are known to increase lifetime earnings, a simple cost-benefit analysis of a hypothetical spending increase is considered. [Copyright &y& Elsevier]
