In the fall of 2004, Benedict College--a Historically Black College in Columbia, SC--began enforcing a new grading policy called Success Equals Effort (SE[squared]). Under this policy, students taking freshman and sophomore level courses were assigned grades that explicitly rewarded not only content learning ("knowledge" grade) but also measures of effort ("effort" grade). This paper examines the effects of effort grading using two stage least squares and fixed effect estimates. I find evidence of a strong positive correlation between "effort" grades and "knowledge" grades. Under some restrictions this relationship can be interpreted as "effort" producing "knowledge". During college, many students switch from their planned major to another, particularly so when that planned major was in a Science, Technology, Engineering, or Mathematics (STEM) field. A worrying statistic shows that persistence in one of these majors is much lower for women and minorities, suggesting that this may be a leaky joint in the STEM pipeline for these two groups of students. This paper uses restricted-use data from the National Longitudinal Survey of Freshmen (NLSF) and the National Education Longitudinal Study of 1988 (NELS:88) to examine which factors contribute to persistence of all students in STEM field majors, and in particular the persistence of women and minorities. Although descriptive statistics show that a smaller percentage of women and minorities persist in a STEM field major as compared to male and non-minority students, regression analysis shows that differences in preparation and the educational experiences of these students explains much of the differences in persistence rates. Students at selective institutions with a large graduate to undergraduate student ratio and that devote a significant amount of spending to research have lower rates of persistence in STEM fields. A higher percentage of female and minority STEM field graduate students positively impacts on the persistence of female and minority students. However, there is little evidence that having a larger percentage of STEM field faculty members that are female increases the likelihood of persistence for women in STEM majors. These results suggest that the sorting of women and minorities into different types of undergraduate programs, as well as differences in their backgrounds have a significant impact on persistence rates. In this paper, we examine the college major choice decision in a risk and return framework using university entrance exam data from Turkey. Specifically we focus on the choice between majors with low income risk such as education and health and others with riskier income streams. We use a unique dataset that allows us to control for the choice set of students and parental attitudes towards risk. Our results show that father's income, self-employment status and social security status are important factors influencing an individual in choosing a riskier career such as business over a less risky one such as education or health. In light of the recent bans on affirmative action in higher education, this paper provides new evidence on the effects of alternative admissions policies on the persistence and college completion of minority students. I find that the change from affirmative action to the Top 10% Plan in Texas decreased both retention and graduation rates of lower-ranked minority students. Results show that both fall-to-fall freshmen retention and six-year college graduation of second-decile minority students decreased, respectively, by 2.4 and 3.3 percentage points. The effect of the change in admissions policy was slightly larger for minority students in the third and lower deciles: fall-to-fall freshmen retention and six-year college graduation decreased, respectively, by 4.9 and 4.2 percentage points. Moreover, I find no evidence in support of the minority "mismatch" hypothesis. These results suggest that most of the increase in the graduation gap between minorities and non-minorities in Texas, a staggering 90%, was driven by the elimination of affirmative action in the 1990s. During the last two decades, median instructional spending per full-time equivalent (FTE) student at American 4-year colleges and universities has grown at a slower rate than median spending per FTE student in a number of other expenditure categories, including academic support, student services and research. Our paper uses institutional level panel data and a variety of econometric approaches, including unconditional quantile regression methods, to analyze whether these non-instructional expenditure categories influence graduation and first-year persistence rates of undergraduate students. Our most important finding is that student service expenditures influence graduation and persistence rates and their marginal effects are higher for students at institutions with lower entrance test scores and higher Pell Grant expenditures per student. Put another way, their effects are largest at institutions that have lower current graduation and first-year persistence rates. Simulations suggest that reallocating some funding from instruction to student services may enhance persistence and graduation rates at those institutions whose rates are currently below the medians in the sample. There is widespread concern, both in the private and public sectors, about perceived declines in U.S. college graduates in STEM fields. In our sample, the proportion of science majors has remained steady over the sample period; however, the number entering our college intending to major in STEM fields has fallen. In this paper we use administrative data from the graduating classes of 2001-2009, roughly 5000 graduates, from a northeastern liberal arts college to model the progression of students through STEM majors. The results suggest that absolute and sometimes relative grades are important, as is the intended major (as reported on the admissions application). AP credits are also strongly correlated to taking a first course, but diminish in the more selected samples. Simulations suggest that if science grade distributions were more like the college average, there would be roughly 2-4% more students progressing in STEM departments. This paper analyzes the effects of a higher education accountability system in Brazil. For each discipline, colleges were assigned a grade that depended on the scores of their students on the ENC, an annual mandatory exam. These grades were then disclosed to the public and colleges were rewarded or penalized based on them. I find that the ENC had a positive effect on the education and the proportion of full-time faculty and that it increased the number of vacancies offered, applicants and enrollments. Colleges were affected differently depending on grades, ownership and academic organization, changing the distribution of students among them.

By considering heterogeneity in abilities and self-selection in educational choice, this paper adopts the heterogeneous human capital model to estimate rate of return to university education using data from the 1990 and 2000 Taiwan's Manpower Utilization Surveys. The Taiwan empirical study shows that significant heterogeneous return to education does exist, and that the educational choice was made according to the principle of comparative advantage. The estimated rates of return for attaining university were 19% and 15%, much higher than the average rate of return of 11.55 and 6.6%, for 1990 and 2000, respectively. The declining trend of return to university education may have been caused by the rapid expansion of the number of colleges and universities and the increasing supply of college graduates in the 1990s.

There is significant irresolution in many countries concerning the design of student loan schemes. In no country recently has there been more uncertainty as to the form that loans should take than Thailand. The Student Loans Fund (SLF), a conventional approach to financing, was introduced in 1996, discontinued at the end of 2005, and re-introduced in 2007. In its place an income contingent loan (ICL) was implemented for one year only, 2006. As part of this debate we contribute to an understanding of the repayment burdens associated with the SLF in Chapman, Lounkaew, Polsiri, Sarachitti and Sitthipongpanich (in this issue). There are important issues with all ICL, and in this paper we consider the critical matter of interest rate subsidies. These are calculated for four different possible ICL arrangements for Thailand: the Thai Income Contingent and Allowance Loan (TICAL), a variant of TICAL, and two alternatives. With a broad-brush approach the subsidies for TICAL-type arrangements and for current debt levels turn out to be between 25 and 40 per cent, but are about zero for our suggested alternative ICLs. Using a better, more disaggregated, approach, subsidies for TICAL-type schemes are estimated to be about 30-55, and 3 and 18 per cent for our alternative ICLs. But with very large debts, the subsidies of all schemes are very high, implying that ICL are likely to be expensive until Thai graduate incomes rise. Importantly for equity however, the interest rate subsidies are delivered to graduates with relatively low lifetime incomes.

The Thai higher education sector has expanded quickly during the past decade, making a transition from an elitist to a mass institution. A driving force behind the expansion was believed to be the Student Loan Fund (SLF), introduced in 1996. During the first 10 years of its operation, the SLF has lent to more than 2.6 million students, with the loan value totaling $5.7 billion. However, there has been no systematic evaluation of the scheme. This paper provides a very first attempt to evaluate the SLF. We found that it had serious weaknesses in terms of loan screening; delay in loan disbursement and low collection rate. We also found that it failed to promote enrollment in higher education, except for students from poor households.

In this paper we estimate the effect of class attendance on exam performance by implementing a policy in three large economics classes that required students scoring below the median on the midterm exam to attend class. This policy generated a large discontinuity in the rate of post-midterm attendance at the median of the midterm score. We estimate that near the policy threshold, the post-midterm attendance rate was 36 percentage points higher for those students facing compulsory attendance. The discontinuous attendance policy is also associated with a significant difference in performance on the final exam. We estimate that a 10 percentage point increase in a student's overall attendance rate results in a 0.17 standard deviation increase in the final exam score without adversely affecting performance on other classes taken concurrently. This paper explores the determinants of the choice of UK universities by overseas undergraduate applicants. We use data on overseas applicants in Business Studies and Engineering from 2002 to 2007, to 97 UK universities. Estimating using a Hausman-Taylor model to control for the possible correlation between our explanatory variables and unobservable university-level effects, we find that the fees charged may influence the application decision of some students, but that any relationship between levels of fees and applications is non-linear. The quality of education provided is positively and significantly related to the number of applications. Proximity to London and the existing popularity of a university among home applicants, are also significant predictors of university applications. (Contains 2 figures and 6 tables.)

In earlier work, the authors found that only 10% of the students at 28 of the nation's most selective private colleges and universities came from families in the bottom 40% of the US family income distribution and that there is a larger share of low-income high-ability students in the national population than in the student bodies of these selective private schools. Using SAT and ACT data, this paper finds that inadequate attention to geography and the incidence of ACT tests in their search and recruiting activities has contributed to a bias against low-income students at these schools. This paper examines the relationship between admission status and college performance. In particular, we analyze admissions data from Hamilton College and find that students who applied through the Early Decision Plan II program have significantly lower GPAs and are less likely to receive departmental honors, fellowships, and outside scholarships than those admitted through the regular decision process. However, the results for Early Decision Plan I students are less consistent. These students have lower outcomes for some measures of academic achievement, but not others, than regular decision students. (Contains 4 tables.)

This paper exploits discontinuities and randomness in the college admissions in Sweden in 1982, to estimate the economic return to college in the 1990s. At the time, college admissions were highly selective and applicants were ranked with respect to their formal merits. Admissions were given to those ranked higher than some threshold value. At the margin, applicants were sometimes randomly assigned to college. Exploiting this Regression-Discontinuity design, individuals who were admitted in 1982 are estimated to have about 0.20 years longer college education in 1996. However, the earnings effects for applicants at the margin of admission are insignificant. Controlling for the college admission determinants, the OLS-estimates of the return to college is 1.4 percent in 1991-96. The IV-estimates are not significantly different from the OLS counterparts. This study examines a channel, students' nuisance, to explain grade inflation. "Students' nuisance" is defined by "students' pestering the professors for better grades." This paper contains two parts: the game theoretic model and the empirical tests. The model shows that the potential threat of students' nuisance can induce the professors to inflate grades. Ceteris paribus, a student is more likely to study little and to pester the professor for a better grade if: (1) the professor is lenient; (2) the studying cost is high; (3) the reward from pestering is high; (4) the cost of pestering is low. My original survey data show that 70%+ of professors think that students' nuisance is "annoying" and "costly in terms of time, effort, and energy." Regression results indicate that the more the student values the grade, the higher the studying cost, and the more likely the student is to pester the professor. (Contains 2 figures and 8 tables.)

This paper investigates the impact of Texas's Top Ten Percent Rule--which grants automatic entry to any public college in Texas for Texas high school graduates who graduate in the top decile--and subsequent targeted recruitment programs initiated by Texas's flagship universities. Using data on SAT test-takers in Texas from 1996 to 2004, we find that the Top Ten Percent Rule affects the set of colleges that students consider, and the targeted recruitment programs are able to attract the attention of students from poor high schools that were not traditional sources of students for the flagships in Texas. Most studies of student migration focus on "interstate" migration of college students, largely because the aggregate data typically used are limited in geographic specificity to states. However, interstate migration is only a small part of the total student migration. Public institutions generally get most of their students from within their state; for example, 88 percent of first-time freshmen who enrolled in University System of Georgia institutions in 2002 graduated from Georgia schools. Such "intrastate" migration is seldom considered. This paper examines intrastate college student migration, using data for Georgia. Aside from such traditional measures of benefits and costs like tuition, financial aid, and school quality, a crucial explanatory variable in our analysis is the distance from a student's home to the different Georgia state institutions. Our empirical results indicate that student intrastate migration is strongly discouraged by greater distance, but with effects that differ across types of higher education institutions. This paper evaluates the labour market effects of the introduction of the polytechnic education system in Finland. The polytechnic reform gradually transformed former vocational colleges into polytechnics. Since the timing of the reform differed across schools, we can compare the performance of polytechnic graduates to the performance of vocational college graduates controlling for both the year and the school effects. The results are somewhat sensitive to how the selectivity issues are treated but generally suggest that both the earnings and the employment levels of post-reform graduates are higher in the field of business and administration. The effects are much smaller and usually insignificant in other fields. (Contains 2 figures and 3 tables.)

In this paper, I analyze immigration's effect on the SAT-scores and college application patterns of high school students in California and Texas. The student-level dataset used is longitudinal in nature and is matched via a unique algorithm to the Census 2000 summary tabulation files to determine immigration at the local census-place level. The Census measure of immigration developed here is extremely specific and improves upon existing immigration measures. Using empirical strategies to account for issues of selection, this essay's main finding is that the 1990s immigration did not harm, and possibly benefited the student outcomes of U.S. citizens. In this paper, data from the Baccalaureate & Beyond 93/97/03 survey is used to estimate the effects on the earnings of scholarship athletics participants subsequent to graduation. Former college athletes are found to have higher wages on average. Upon first glance, colleges and universities could use these results to argue on behalf of investments in athletics. However, by using quantile regression, it is shown that the positive wage premiums are not equivalent for all college athletes. (Contains 4 figures and 4 tables.)

This paper empirically investigates the economies of scale and economies of scope for the Chinese research universities by employing the flexible fixed cost quadratic (FFCQ) function. The empirical results show that both economies of scale and economies of scope exist in the Chinese higher education system and support the common belief of universities as multi-product organizations. An ongoing controversy in the literature on the economics of higher education centers on whether the success of a school's athletic program affects alumni donations. This paper uses a unique data set to investigate this issue. The data contain detailed information about donations made by alumni of a selective research university as well as a variety of their economic and demographic characteristics. One important question is how to characterize the success of an athletic program. We focus not only on the performance of the most visible teams, football and basketball, but also on the success of the team on which he or she played as an undergraduate. One of our key findings is that the impact of athletic success on donations differs for men and women. When a male graduate's former team wins its conference championship, his donations for general purposes increase by about 7% and his donations to the athletic program increase by about the same percentage. Football and basketball records generally have small and statistically insignificant effects; in some specifications, a winning basketball season reduces donations. For women there is no statistically discernible effect of a former team's success on current giving; as is the case for men, the impacts of football and basketball, while statistically significant in some specifications, are not important in magnitude. Another novel result is that for males, varsity athletes whose teams were successful when they were undergraduates subsequently make larger donations to the athletic program. For example, if a male alumnus's team won its conference championship during his senior year, his subsequent giving to the athletic program is about 8% a year higher, "ceteris paribus." In this paper, we examine the factors that influence the reputation or prestige of universities. We first develop a model of university behaviour which indicates how the decisions made by university officials would be chosen in order to maximize their respective reputations. In doing so, we assume that reputation is enhanced by the quality of students produced, the caliber of research and the service provided to the community in terms of the provision of publicly funded education services. We argue that the relative weights placed on these intermediate outputs may vary by university type as well as the means of producing them. Using the results of the reputational survey--a ranking of the institution in terms of reputation--conducted as part of the Canadian magazine "Maclean's" overall ranking exercise, we then estimate an Error Correction-Ordered Probit Model of the rankings of Canadian universities to determine the factors that influence the change in reputation or "prestige" of the university as viewed by the external community. We find evidence that the change in reputation of a university is based on what might be considered the appropriate "signals" that one might use in estimating the respective quality of the institution given the respective differences in mission. Many higher education students combine their study with a job on the side instead of taking up a loan. This paper examines the factors underlying this apparently myopic behaviour. We find that standard economic factors explain observed borrowing decisions to some extent. Students with easier access to financial resources borrow less often. Students with good earnings prospects and/or a high discount rate borrow more often, as do students who are prepared to take risks. An important non-standard factor affecting borrowing choices is debt aversion. We also find that a reduction in working hours will only have a limited positive impact on the time spend on studying. Merit-based financial aid awards have become increasingly prevalent in the pricing policies of higher education institutions. This study utilizes an experiment to estimate the efficacy of merit-aid awards in achieving the institutional objective of attracting the most academically desirable applicants. I find that merit aid has a statistically significant but inelastic effect on enrollment of extremely high ability students. Additionally, the setting of this paper allows for a test of whether students respond to the framing of price in making enrollment decisions (i.e. price illusion), holding net price constant. There is weak evidence in support of price illusion among this set of students. (Contains 4 tables.)

This paper examines the relationship between course scheduling and student achievement, controlling for student and course characteristics. The literature in psychology recognizes that performance varies by time of day and that spacing learning out over time may foster greater long-term memory of items. We use student grades as a measure of performance and find a small, positive time of day effect partly driven by student selection into preferred course times. In addition, we find that students earn higher grades in classes that meet more often. (Contains 1 figure and 4 tables.)

This paper estimates the effects of various college qualities on several early adult outcomes, using panel data from the National Education Longitudinal Study. I compare the results using ordinary least squares with three alternative methods of estimation, including instrumental variables, and the methods used by Dale and Krueger [(2002). "Estimating the payoff to attending a more selective college: An application of selection on observables and unobservables." "Quarterly Journal of Economics," 117(4), 1491-1528.] and Black and Smith [(2004). "How robust is the evidence on the effects of college quality? Evidence from matching." "Journal of Econometrics," 121, 99-124.]. I find that college quality does have positive significant effects on most outcomes studied using OLS. While there is some evidence of positive selection bias in the OLS results, the alternative methods rarely produce findings that are significantly different from the OLS estimates. Furthermore, alternative methods have their own limitations, which are discussed. Across methods of estimation, there is solid evidence of positive effects of college quality on college graduation and household income, and weaker evidence of effects on hourly wages. How to reduce university drop-out is a topic of increasing concern. Although several measures have been the subject of numerous debates, little attention has been given to those impacting on the duration, structure and content of the supply of university education. This paper looks at the Italian experience to see what can be learnt about the effectiveness of these measures. In 2001, the Italian university system embarked on a process of reform that introduced greater flexibility in the degree programme structure along with a wider range of services offered to students. Employing a decomposition analysis, we find that this reform is associated with changes in student behaviour leading to a decline in drop-out risk. (Contains 4 tables.)

Many previous time allocation studies treat work as a single activity and examine trade-offs between work and other activities. This paper investigates the at-work allocation of time among teaching, research, grant writing and service by science and engineering faculty at top US research universities. We focus on the relationship between tenure (and promotion) and time allocation, and we find that tenure and promotion do affect the allocation of time. The specific trade-offs are related to particular career paths. For example, full professors spend increasing time on service at the expense of teaching and research while longer-term associate professors who have not been promoted to full professor spend significantly more time teaching at the expense of research time. Finally, our results suggest that women, on average, allocate more hours to university service and less time to research than do men. (Contains 1 figure and 8 tables.)

This paper examines the cost of the increased provision of higher education courses within further education colleges in England. We believe this to be the first attempt to fit a cost function specifically to the further education sector. Cost functions for a sample of 96 colleges over a 2-year period, from 2000 to 2002, are fitted using a panel data methodology as well as stochastic frontier analysis. We compare and contrast our findings with a sample of 959 US colleges. Our findings indicate that most further education colleges are able to benefit from economies of scale. Results from both methodologies suggest the presence of product-specific economies of scale, substantial ray economies of scale and indicate that higher education classroom-based courses, such as business studies, as well as vocational courses display substantial economies of scope. This paper uses a new survey of graduates from one large civil university in the UK to examine the determinants of over-education and its subsequent impact on labour market earnings. Multiple measurements of over-education were collected to assess the effect of measurement error on the estimated pay penalty associated with over-education. Panel estimates suggest that the upward bias in standard OLS estimates is offset by an equal downward bias resulting from measurement error.

The paper provides new estimates of the perceived rates of return to higher education in Cyprus and compares them to previous estimates for the year 1994 in the same country. Both the elaborate and the short-cut methods are used in the estimation of rates of return. The estimated rates are entered as independent variables in logistic regression analysis in order to study the effect of economic considerations on the decision of secondary school students to pursue higher education. The findings show an increase in the perceived rate of return for both higher education and labour market entrants. In agreement with human capital theory, the mean rate of return to higher education expected by higher education candidates is considerably higher than that expected by labour market entrants. In two logistic regression models, the perceived rate of return to higher education, as estimated by both the elaborate and the short-cut methods, has a significant effect on the students' intention to pursue higher studies.

Using data from the 2004 China College Student Survey, conducted by the author, this paper finds that long-term factors such as scholastic ability and parental education are significantly correlated with higher education attendance. By contrast, short-term financial constraints are also significantly associated with higher education access, but to a lesser degree. Furthermore, in recent years China's higher education expansion has provided broader access to students from lower income families. However, the tuition fees and ''net prices'' of elite universities are lower than those of medium quality universities, while the tuition fees and ''net prices'' of medium quality universities are lower than those of relatively low quality universities and colleges. This has led to a reverse relationship between family income and attendance costs, such that lower income families now shoulder a much higher burden for their children's university education than higher income families.

The match between a worker's education and job has received much attention in the literature. Studies have focused on the match between years of schooling and the schooling required for the job, but the quantity of schooling is only one way to consider the match between schooling and jobs. This paper considers the relationship between college majors and occupations. Data from the National Survey of College Graduates are used to examine the extent to which workers report that their work activities unrelated to the college major. What degree fields lead to greater mismatch is explored as well as the effect on the returns to schooling.

This paper investigates the main determinants of applying to in-state public colleges and universities. I use data from over 500,000 SAT and ACT test takers to examine the roles of college quality and tuition in the college selection decision. I take advantage of the interstate variation in quality and tuition at the public flagship universities in each state to examine these influences empirically. The main finding is that student willingness to pay for quality is quite large. A one standard deviation increase across states in college quality at the flagship school is estimated to have an equal but opposite effect on student applications as a 70-80% increase in in-state tuition.

While male high school graduates were more likely to enroll in college than their female counterparts three decades ago, this pattern reversed by the late 1980s. The gender gap in college attendance rates has continued to increase ever since. In this paper, I examine several factors that might affect the diverging college entrance patterns for young men and women. Using three nationally representative longitudinal data sets of high school students, I find that women's high school performance--as measured by test scores and the number of math and science courses taken--increased more rapidly than men's over the past three decades. A simple decomposition exercise indicates that women's greater advances in high school achievement can account for more than half of the change in the college enrollment gender gap over the past three decades. Using a simple theoretical model, I show that the contribution of women's superior performance in high school to women's increased college attendance combines both the effects of exogenous changes in how high schools prepare women for college "and" changes in high school performance induced by women's optimizing responses to increased labor market opportunities.

Existing studies examine the determinants of private university presidents' compensation, but ignore recent earnings differentials between public and private university presidents. This paper estimates that public university presidents earn approximately 50 percent less than comparable private university presidents. This salary discount is robust to controls for institutional and individual characteristics, and estimation technique.

This paper uses an experimental design to estimate preferences of employers for key competencies during the transition from initial education to the labor market. The study is restricted to employers of entry-level academic graduates entering public health organizations in the Netherlands. Given the changing and complex demands in public health, we study the relative importance of generic and field-specific competencies during the transition from education to the public health field. A self-explicated approach and a choice-based conjoint analysis were used to elicit preferences of employers for key competencies. The results show that employers value generic competencies relatively higher than field-specific competencies for master level graduates entering the public health field. The results are relevant for the adjustment of training in public health. Universities should continue to train master level graduates in public health with high-level cognitive skills.

This paper assesses the effectiveness of financial aid in promoting the persistence of black and Hispanic students admitted to the most selective colleges and universities in the United States to complete their college education. To explore whether more dollars of aid enhance graduation, the analysis separates two constructs--aid eligibility and aid amount--when assessing their influence on graduation likelihood of these students. Using the College & Beyond (C&B) database and implementing an IV/LATE analytical strategy, I find that although need-based aid eligibility is negatively related to graduation likelihood, aid amounts exert a positive influence on graduation, conditional on eligibility for aid. Among types of aid, grants and scholarships have the most positive effect on graduation. The results also indicate that financial aid amounts help equalize initial racial and ethnic differences in graduation likelihood. Minority students' graduation likelihood is found to be more sensitive to the amount of financial resources they secure, especially in the form of grants and scholarships, than that of their white counterparts.

The annual US News and World Report (USNWR) Guide to America's Best Colleges is much anticipated by both high-ability high school seniors and college and university administrators. In this paper, we use a decade of Colgate University "Admitted Student Questionnaire" surveys to estimate the influence of changes in a school's USNWR rank on the probability of matriculation. We find that school choice is responsive to changes in rank, that the sensitivity to rank declines at lower ranks, and this sensitivity is independent of other objective measures of quality. The importance of the rankings can also be different for women, minorities, and the highest ability aided students. They have also gotten more important over time for aided students. Our results suggest that it is rational for college administrators to pay attention to their USNWR rank because it is an important factor in yielding accepted students.

This paper examines the effects of fertility and relative wages on occupational choice (teaching versus non-teaching) and labor force participation decisions of female college graduates using selectivity-corrected panel estimations. We find that the presence of a new born baby is not particularly important to the choice of occupation, but significantly discourages female labor force participation, especially among teachers. Higher relative wages are found to effectively attract female college graduates into teaching. College major in education is one of the most relevant determinants for female college graduates to become teachers. Though investing educational expenditures on teachers' salary seems to be a valid policy, providing incentives for female college students to major in education will be an alterative way to secure teacher supply.

Recent research indicates that college students who transfer from community colleges are significantly less likely to complete a 4-year college degree than students who begin at 4-year institutions. This paper estimates models of college completion for both types of students. Based on these results, an Oaxaca decomposition indicates that students who attend 2-year colleges are at a disadvantage due primarily to lower individual quality rather than the lower quality of 2-year colleges. This result has implications for public policies that seek to increase the role of 2-year colleges as a means to increase the number of students completing 4-year degrees.

By promoting articulation agreements between high schools and community colleges, Tech-Prep programs aim to smooth the transition to college for the middle majority of US high school students. This paper employs a family fixed effects approach to assess the effectiveness of Tech-Prep programs in increasing educational attainment. Using data from six rounds of the 1997 NLSY and controlling for both selection and within-family spillovers, I find that Tech-Prep programs help participants complete high school and encourage enrollment in two-year colleges. On the other hand, these gains come at the expense of four-year college enrollment, suggesting that Tech-Prep programs may divert students from four-year to two-year colleges in the years immediately following high school. While Tech-Prep programs appear to increase overall educational attainment, they may be falling short of their goal of promoting college enrollment among the middle majority.

The 1994 federal School-to-Work Opportunities Act (STWOA) provided more than $1.5 billion over 5 years to support increased career preparation activities in the country's public schools. A new longitudinal data source with rich information on school-to-career (STC) programs--the 1997 National Longitudinal Survey of Youth (NLSY97)--provides previously unparalleled opportunities to study the effectiveness of STC programs. This paper uses the NLSY97 to assess the effects of STC programs on transitions to employment and higher education among youths leaving high school, with a focus on attempting to estimate the causal effects of this participation given possible non-random selection of youths into STC programs.

Average faculty salaries differ widely across fields at American colleges and universities and the magnitudes of these field differences in salaries have been growing over time. What is less well known, however, is that at any point in time there are wide differences in the magnitudes of field differences in faculty salaries across academic institutions. Our paper uses institutional level data by field on average faculty salaries, which we were granted access to by the universities that participate in a national data exchange, to analyze why these differences across institutions exist. Our main finding is that differences in the quality of faculty present in different fields at a university, as measured by differences in the national research council ratings of graduate programs at the university, are important predictors of the field differences in average faculty salaries that exist at the full professor level at the university.

Assume that there are two types of knowledge, global and local. This paper considers a university in a developing country that allocates finite education resources to the delivery of these two types of knowledge. We provide the optimal resource allocation that maximizes social welfare. We show that, by imposing a minimum resource allocation to global knowledge instruction, international accreditation may exacerbate the brain drain problem.
