Understanding and building resilience is critical to responding to the deepening polycrisis. Pathway diversity is a promising approach to resilience that combines individual and systems perspectives, but so far has only been applied to idealized cases. Here, we use a rich case study from the mosaic landscape of Västra Harg, Sweden, to test and advance pathway diversity. Mosaic landscapes can simultaneously produce food, support biodiversity, and provide space for recreation, but these benefits require multiple actors to collectively and individually respond to changing circumstances. Our results indicate that, although the mosaic landscape provides many options for actors, forestry strategies are generally more resilient than agricultural strategies due to higher risks of abandonment in agriculture. We also found that supporting a specific strategy may create lock-in and undermine livelihood resilience overall. The study contributes toward developing a practical method for assessing resilience that can inform governance of complex social-ecological systems.

Promoting rural sustainable development requires improving rural systems’ self-organization to reduce dependence on external resources, which is inherently difficult in peasant economies due to low rural household income. Bottom-up collective action can help address these issues. However, few studies have examined how networks of elite and non-elite actors influence collective action and system transitions toward sustainability. This study scrutinizes the changing structures of collaborative networks in three Chinese villages through analysis of elite and non-elite actor groups and their relationships. We also examine the key elements that influence system transitions at every phase of rural sustainable development. The three case studies demonstrate that (1) elites play a vital role in the formation of collaborative networks and facilitate actor awareness; (2) spatial relationships are as essential as institutional design for successful collective action in response to sustainable development problems; (3) highly centralized collaborative networks help to improve the efficiency of the reorganization, renewal, and innovation of the village system, but the collective action outcome depends on the leadership and spatial relationships of the central actors; and (4) social memory and human capital are the most important system elements needed to exploit technology-driven windows of opportunity and achieve strong sustainability. These results provide important insights for enhancing rural systems’ capacity to self-organize and capturing windows of opportunity to achieve sustainable development.

Global commodity flows between distally connected social-ecological systems pose important challenges to sustainability governance. These challenges are partly due to difficulties in designing and implementing governance institutions that fit or match the scale of the environmental and social problems generated in such telecoupled systems. We focus on the spatial dimension of governance fit in relation to global commodity flows and telecoupled systems. Specifically, we draw on examples from land use and global agricultural commodity governance to examine two overarching types of governance mismatches: boundary mismatches and resolution mismatches. We argue that one way to address mismatches is through governance rescaling and illustrate this approach with reference to examples of three broad types of governance approaches: trade agreements, due diligence laws, and landscape approaches to supply chain governance. No single governance approach is likely to address all mismatches, highlighting the need to align multiple governance approaches to govern telecoupled systems effectively.

Payments for ecosystem services (PES) gained an increasing importance in science and politics within the last decades. Although the enthusiasm about PES is particularly high in Environmental Economics, opponents criticize the market-based character of PES and the associated commodification as well as privatization trends. By means of a systematic literature review we aim at shedding light on the complex and controversial debate about how to define commodification and related privatization processes and how they are linked to PES outcomes. We do so by setting a particular focus on the potentials and challenges of community-based and collective PES (C-PES), also in contrast to PES targeting land under private land tenure (P-PES). Our results reveal that C-PES show promising results when targeting local communities with a high level of social capital. However, there is a lack of studies that systematically assess the relations between different degrees of commodification and the ecological and social outcome of PES programs. For this reason, we provide a new conceptual framework of commodification by highlighting two interrelated spheres, where PES-related commodification processes take place: The first sphere relates to the commodification of ES-providing land, which greatly depends on the land tenure regime in place. The second sphere addresses the commodification of ecosystem services (ES). Our review indicates that C-PES show rather low degrees of commodification in the first sphere because the ES-providing land is often less embedded into private land markets. This is due to often missing alienation rights, more complex decision-making processes, and a potentially lower profit-orientation of the landowners. Empirical long-term studies are needed to investigate changes in both spheres of commodification over time, their potential interactions, and how they affect the outcome of C-PES and P-PES programs.

Many contemporary social and ecological challenges in forested ecosystems (climate change, invasive species, wildland-urban interface development, and wildfires) span multiple jurisdictions and are characterized by complex patterns of social and ecological interdependencies. Increasing evidence suggests that interdependent risk can best be addressed by working across boundaries (jurisdictional, scalar, and expertise) by sharing information and cooperating in management activities. Polycentric governance has emerged as a framework to understand how multiple and overlapping centers of decision-making authority establish and maintain governance connectivity to solve collective action problems and interdependent risks. Previous studies have examined the collaborative and interorganizational process of polycentric landscape governance, yet most studies rely on qualitative case study data or descriptively employ social network analysis. Understanding the values, beliefs, and motivations of actors (land managers, landowners, researchers, policymakers, and non-governmental organizations) for cooperating is important for improving polycentric governance design, implementation, and operation. How the context and characteristics of social-ecological systems shape polycentric governance remains largely unexplored. On the basis of research in the Sequoia-Kings Canyon Protected Area-Centered Ecosystem, we address this gap by utilizing exponential random graph modeling to analyze the social and ecological drivers of polycentric wildfire governance. This research highlights that even in situations of high stakes (increasing occurrences of high-severity wildfires that escape suppression) actors will collaborate only if the gains from collaboration outweigh the costs. If jurisdictions or other organizations are thought to have low operational capacity or lack useful information, even with a high probability of large wildfire, the actor-to-actor connections are less likely for effective polycentric governance. Our results highlight previously undiscussed mechanisms of network formation in wildfire hazard governance, and we discuss the broader applicability for forest landscape challenges and for polycentric governance design and assessment in other social-ecological contexts.

Collaborative approaches to complex water quality problems can facilitate collective action across large watersheds with multiple, overlapping political jurisdictions, including Indigenous territories. Indigenous nations are increasingly engaging in collaborative water governance, in part, as a response to colonial legacies that have excluded Indigenous peoples from watershed management. This study uses social network analysis to explore emerging Klamath water governance networks. We seek to understand ongoing system transformation in contemporary water governance through tribal engagement in multi-jurisdictional water governance networks, from a system of Indigenous dispossession and exclusion (late 1800s-1980s) toward a yet unrealized system that centers Indigenous peoples. To envision the meaningful inclusion of Indigenous peoples in adaptive water governance, we first draw on criteria established by Indigenous water governance scholars. Then, we examine a snapshot of Indigenous participation in water quality governance in the Klamath Basin that focuses on the Karuk Tribe from 2018-2019. Specifically, Karuk tribal managers identified 21 different science-policy coalitions that they worked with on a range of water quality issues. We then used social network analysis methods to generate a network in which 210 different organizations were linked through co-membership in one or more coalitions. Our findings indicated that the Karuk and other Klamath Basin tribes play a central role in Klamath water quality governance and were not relegated to "stakeholder status." Using a community detection algorithm, we found that tribes were key players in the central technical working group that emerged through network connections. Applying a log-linear statistical model, we also observed a high level of mixing in the network across all types of organizations, including tribes. Finally, through a multi-membership model, we found that tribes were more strongly connected to influential network actors than NGOs, despite environmental NGOs being more numerous. These analyses demonstrate how tribal engagement can activate key mechanisms for water quality governance transformation, e.g., shifting information flows and changing system structures to more effectively center Indigenous nations. In addition to insights from social network analysis, we also highlight the limitations of technical water management in supporting the deep connections held between Indigenous peoples and their waters that are central to Indigenous water governance.

Modern environmental problems pose unique management challenges as they are usually interdependent in myriad, complex ways. Climate change is the ultimate example of a problem that forces environmental managers to confront highly interdependent challenges, such as invasive species, rising temperatures, and habitat loss. Interdependencies abound: for example, the issue of warming winter temperatures exacerbates the issue of invasive species, and a high prevalence of invasive species contributes to the issue of habitat loss. Ideally, stakeholders should account for these issue interdependencies by managing connected issues. Such activities close "integrative gaps," which refer to instances in which interdependent issues are managed independently. By closing integrative gaps, actors align management activities with underlying ecological processes. We focus on climate change adaptation governance in Ohio, USA, as a model study system and evaluate conditions that enable integrative gap closure through analysis of a network of adaptation actors and issues. Our findings show that actors are more likely to close integrative gaps between issue pairs that are highly biophysically interdependent, receive higher collective levels of public attention, and have garnered higher levels of progress. We also find that regional-scoped, specialized, and non-profit actors are most likely to manage for environmental interdependencies. We discuss how these findings advance theoretical understanding of institutional fitness and resilience in social-ecological systems by revealing how actors navigate highly interdependent environmental governance settings.

The economic conservation instrument of payments for ecosystem services (PES) enjoys an increasing popularity among scientists, politicians, and civil society organizations alike, while others raise concerns regarding the ecological effectiveness and social justice of this instrument. In this review article, we showcase the variety of existing PES definitions and systematically locate these definitions in the range between Coasean conceptualizations, which describe PES as conditional and voluntary private negotiations between ES providers and ES beneficiaries, and much broader Pigouvian PES understandings that also assign government-funded and involuntary schemes to the PES approach. It turns out that the scale at which PES operate, having so far received very little attention in the literature, as well as critique of PES must be considered in the context of the diversity of definitions to ensure the comparability between studies researching PES programs. Future research should better target linkages between global, regional, and local scales for the development of PES programs, while taking local collective governance systems for a sustainable use of resources into account more seriously.

Invasive alien species are a serious threat to freshwater ecosystems and overall biodiversity. Although invasive alien species management in the form of environmental governance has often been practiced under an adaptive governance scheme, prevailing theoretical and practical difficulties must be solved to enhance policy effectiveness and outcomes. Our objective was to clarify how it is possible to make adaptive governance work in biodiversity conservation, especially invasive alien species management in freshwater ecosystems. To fulfill this objective, we investigated two analytical concepts - invasion management and adaptive governance - and studied a case of invasive alien aquatic plant management in Lake Biwa, Japan. The conclusion of our analysis and the lessons learned can be summarized as the following three points: First, whether learning processes are properly equipped by local environmental governance is critical for adaptive governance. We provide insights into three aspects of learning: the system where scientific knowledge is produced and shared for policy preparation, implementation, and evaluation; where social learning and processes that support social learning occur; and where a process of organizational learning occurs. Second, we discuss the role and function of government in adaptive governance, which indicates that interactive governance is possible even when a government initiates a governing process, and that an interactive governing structure would be fundamental for addressing social-ecological complexities and uncertainties. Third, the transition from symptomatic treatments toward precautionary actions for invasive alien species, which is essential for policy effectiveness and outcomes, can be fostered by an interactive governing structure. In addition, organizational learning can induce the transition, through which the competency trap caused by conformity bias in invasive alien species management could be avoided.

Adaptive management has been proliferating since the 1970s as a policy approach for dealing with uncertainty in environmental governance through learning. Learning takes place through a cyclical approach of experimentation and (possible) adjustment. However, few empirical studies exist that cover full iterations of adaptive management cycles. We report on five adaptive management projects on water quality enhancement, of which four led to innovations in the small-scale management of waterways in northern Germany. We trace processes as well as outcomes, to identify factors affecting learning, environmental improvement, and the successful delivery of a project throughout a management cycle. Our findings point to a key difference between two kinds of uncertainty in the studied processes: ecological uncertainty (whether and how interventions will be effective in improving water quality) and what we term "social uncertainty" (how stakeholders will respond to interventions). We find that those managers performed better who addressed both kinds of uncertainty. Factors for dealing with social uncertainties were usually rather different than the ones linked to knowledge gain for the results in the rivers, and their acknowledgment was decisive for successful project delivery. On a conceptual level, our findings suggest that the model of a dual feedback cycle, including both types of uncertainties, allows for more clear-cut conceptual differentiation and empirical outcome measurement of adaptive management processes.

Governance of global natural resources is increasingly hybrid, with complementary public and private sector initiatives layered on landscapes to improve environmental outcomes. The challenge of polycentric land use governance is alignment of goals across diverse governance mechanisms when agricultural producers, public agencies, and corporations have distinct motivations. This case study of soil carbon governance on California rangelands explores a new payment for ecosystem services (PES) initiative led by the food and agriculture industry, called the Ecosystem Services Market Consortium (ESMC). Applying hybrid governance theory to agricultural lands, we conduct an ex-ante policy evaluation of potential policy impact based on (i) alignment between corporate sustainability goals and ranchers' priorities and (ii) complementarity of the ESMC market with existing public and private policies enabling rangeland conservation. We found corporations developing the PES market to be motivated by carbon insetting, the objectives of which converge with ranchers' goals of preserving soils. Each policy offers distinct benefits and challenges, with synergies around climate change adaptation and soil health. As a new policy tool, carbon markets like the ESMC are positioned to meet demand for soil health financing, support resilience and ranch productivity, and improve ranchers' access to soil health data for adaptive management. Given carbon markets' outcome-based payment structure, we highlight the importance of complementary governance mechanisms that mitigate upfront risk with financial and technical support during the transition period, including Farm Bill cost-share programs and private sector financing tools. This policy evaluation highlights the challenges and opportunities surrounding rangelands soil carbon governance, particularly the trade-offs that ranchers, corporations, and society at large must consider for landscape-scale conservation programs.

Collaborative community-based approaches are proposed as a way to overcome the difficulties exerted by a broad range of social-ecological traps that emerge at the reconfiguration of social-ecological systems onto sustainable paths. Despite this, a deep examination of the social-ecological processes and interactions that constrain these approaches in different urban contexts is still necessary to improve their success. Latin American countries have institutional, political, and social characteristics that could constrain the pathways to sustainability in different ways from countries of the Global North, particularly in their metropolitan areas. Here, we present an experience (2015-2018) held in cooperation with workers of a social cooperative framed in an urban social movement from Argentina, related to the ecological rehabilitation of a highly degraded urban stream through the management of the riparian vegetation and the reintroduction of native macrophytes. The methodology involved a codesign approach based on a set of participatory action-research tools, together with resilience system analysis through causal loop diagrams, and three different interventions of a 200-m reach at the upstream area of the San Francisco stream (Buenos Aires, Argentina). The participatory diagnostic showed a strong negative effect of the current management guidelines on the riparian and aquatic vegetation, reflecting a positive feedback loop that reinforces this negative state, and revealed a hierarchical governance regime associated with the management of the watershed. Furthermore, it detected a strong motivation of local workers to generate transformative actions in terms of the sanitary and social-ecological improvements of the local habitat. The management actions showed a relatively high short-term survival of the macrophyte transplants (30-60% in a period of 2-4 months), displaying a strong spatial structure of the survival units, and downscaling to about 10% in the long term (6-12 months after interventions). A combination of biophysical and social processes related both to institutional and rigidity traps affected the survival of the transplants, reflecting the inertia of the current management programs to ecological improvements of the stream. In summary, the present work highlights the social-ecological constraints arising from transformative collective actions toward the ecological management of a stream at a highly vulnerable and bureaucratic urban context, with implications for social-ecological urban transformations in Latin America and the design of effective participatory governance actions in alliance with local social movements.

Although uncertainty is a fundamental feature and challenge of environmental governance, the literature on how policy makers and resource managers can act effectively under that uncertainty is scarce. The focus is on managing scientific uncertainty, a lack of knowledge about the causes or consequences of an environmental problem or decision, when many other types of uncertainty can have drastic effects on decision makers' ability to make timely, rational, or even satisficing decisions. Moreover, although suggestions on how to manage these uncertainties often revolve around collaborative governance, i.e., engaging scientists, decision makers, communities, and other stakeholders in joint decision making, collaboration is often framed as a one-size-fits-all approach. I aimed to broaden the conversation about collaboration as a tool for managing uncertainty, using a 4-year ethnographic study of a collaborative process to develop the operating license for a hydropower dam in California. Numerous types of uncertainties arose during the 4 years of negotiation, and these uncertainties often interacted in messy and hard-to-predict ways. Collaboration, especially creating the process and structure to openly discuss uncertainty, was an important tool for stakeholders to handle the uncertainties that arose, but it was insufficient to address all uncertainties. By exploring the many types of uncertainty that arose during negotiations, whether and how collaboration served to address these varieties of uncertainty, and how uncertainty affected the collaborative process, I aimed to add nuance to our understanding of when and where collaboration is a helpful tool for environmental decision makers.

Learning is recognized as central to collaborative adaptive management (CAM), yet few longitudinal studies examine how learning occurs in CAM or apply the science of learning to interpret this process. We present an analysis of decision-making processes within the collaborative adaptive rangeland management (CARM) experiment, in which 11 stakeholders use a structured CAM process to make decisions about livestock grazing and vegetation management for beef, vegetation, and wildlife objectives. We analyzed four years of meeting transcripts, stakeholder communications, and biophysical monitoring data to ask what facilitated and challenged stakeholder decision making, how challenges affected stakeholder learning, and whether CARM met theorized criteria for effective CAM. Despite thorough monitoring and natural resource agency commitment to implementing collaborative decisions, CARM participants encountered multiple decision-making challenges born of ecological and social complexity. CARM was effective in achieving several of its management objectives, including reduced ecological uncertainty, knowledge coproduction, and multiple-loop social learning. CARM revealed limitations of the idealized CAM cycle and challenged conceptions of adaptive management that separate reduction of scientific uncertainty from participatory and management dimensions. We present a revised, empirically grounded CAM framework that depicts CAM as a spiral rather than a circle, where feedback loops between monitoring data and management decisions are never fully closed. Instead, complexities including time-lags, trade-offs, path-dependency, and tensions among stakeholders' differing types of knowledge and social worlds both constrain decision making and foster learning by creating disorienting dilemmas that challenge participants' pre-existing mental models and relationships. Based on these findings, we share recommendations for accelerating learning in CAM processes.

The social-ecological system framework (SESF) can be useful for applied research and management practice beyond its traditional academic applications. In this article we transform the SESF into an image-based practical tool to facilitate knowledge exchange and deliberation processes within community-based natural resource comanagement settings. We develop a transdisciplinary methodology to transform the SESF into simple and context relevant images that are understandable by nonspecialists, yet the image-based framework still conveys its core tenets of systems thinking, a checklist for system complexity and conceptualizing social-ecological interactions. We then demonstrate a mixed-method approach for testing the usefulness of the image-based framework for enhancing communication, knowledge exchange, and deliberation processes. We show how the academic uses of the SESF, its core tenets, can serve the same purpose for nonacademic actors. When transformed, the image-based SESF has potential to be a tool that can enhance communication and knowledge exchange between actors in governance settings. We demonstrate our methodology with small-scale fishers involved with comanagement in the Gulf of Nicoya, Costa Rica. In the example, we show how scientists must learn from fishers, to understand how they view their system, in order to make the image-based tool useful in context. We then test its usefulness by exploring the hypothesis that the image-based framework can help fishers discuss with more depth and complexity because it provides a simple conceptual base for systems thinking and a core set of variables to consider as interacting. Furthermore, we explore how using the framework during deliberation may be able to alter the social-psychological outcomes of participants using field experimental methods. We discuss our combined methodology, for transforming the framework and measuring deliberation impacts, while reflecting on new ways of thinking about how the SESF can be useful for applied research and practice.

Participatory environmental governance might foster social learning, which could lead to the necessary process of social change toward sustainable development. However, current research is still largely inconclusive regarding how and under what conditions participatory environmental governance enhances social learning. Here, my aim is to improve the understanding of how participatory framework conditions influence social learning and to provide a reference point for future research. I conducted a narrative literature review, consolidating multifaceted empirical research to identify and discuss factors that explain social learning. The literature comprised 72 publications and resulted in 11 factors that are highly interconnected. These interconnections denote the causes of social learning. However, some factors such as the personal characteristics of participants have only been marginally investigated. In addition, although cognitive change is theoretically an essential element of social learning, it has rarely been investigated in the reviewed studies. Knowledge acquisition was assessed most often, but does not always lead to cognitive change. A research gap was identified between what is theoretically discussed as social learning processes and what is empirically analyzed. This review therefore presents the state of knowledge about how participatory environmental governance fosters social learning and suggests future research.

In this paper, we discuss how transdisciplinary development research (TDR), if approached in particular ways, can produce new knowledge and also foster deeper systemic changes in the knowledge system itself. We are concerned with systemic change that supports propoor sustainability transformations, and conceptualize the processes that contribute to this type of systemic change as "transformative space making" (TSM). Transdisciplinary development research as TSM can generate possibilities for the integration of diverse knowledges into decision making, while also creating new opportunities for subaltern knowledges to achieve greater influence, through enhancing the transformative agency of the poor. Thus, our conceptualization goes beyond the idea of TDR for the cocreation of solution-oriented knowledge and recognizes the need to address structural injustices in knowledge systems. In TDR as TSM, the development of strategies to reveal power relations and navigate the politics of structural injustices becomes as important as refining the principles for robust collaborative knowledge production. To demonstrate the operationalization of TDR as TSM, we draw insights from our long-term involvement in TDR case studies of emergent environmental and health challenges in periurban contexts in India. We identify mechanisms that build legitimacy of propoor knowledges, while simultaneously creating "readiness" to take advantage of opportunities for interventions to support change in policy and practice at multiple scales. We highlight the politics of alliance building both within and beyond the research team, arguing that attention to alliances is central to understanding the role of TDR in creating possibilities for transformative change. Finally, we argue that development research funding and commissioning agencies should pay attention to the mechanisms of TSM, alongside more recognized aspects of the planning, monitoring, and evaluation of TDR initiatives, in order to provide appropriate support for enhanced impact.

The acceleration of changes in global water resource systems is exacerbating the ability of governance institutions to adapt, particularly in developing world regions. We highlight one of the key challenges to resilience in environmental governance - coordinating governance processes within and across multiple interacting geographic levels - and investigate structures of local, regional, and multilevel water governance networks using empirical data from Central America. We examined hypotheses of multilevel governance network structure and function using descriptive statistics and exponential random graph models, and found that closed and open network structures are more prevalent at the local and regional levels, respectively, and that cross-level ties impart small-world structures upon the multilevel network. Small-world networks are theorized to provide joint benefits on cooperation, policy learning, and resource distribution, all of which are necessary for effective water resources governance.

The urgent need to revert the ecological and social equity crises of the current development model and realize the potential of sustainable development has led several disciplines to converge on the socioecosystem concept as the most appropriate theoretical framework for research and public policy. The socioecosystem approach recognizes that social systems are integrated with natural systems and seeks to adaptively comanage socioecosystem coevolution for the sustainable development of both systems. We hypothesize that incorporation of this approach into environmental policy in Mexico could help resolve many of the problems that currently undermine policy effectiveness. To find out to what extent policy professionals might concur with this hypothesis, and what the opportunities and obstacles to implementing socioecosystem-based policy might be, research was conducted to elicit the expert opinion of officials responsible for formulating and implementing environmental policy in Mexico. The principle opportunities consist in the fact that experts intuitively understand the socioecosystem approach, and that most perceive advantages in adopting it because its policy attributes can potentially help to resolve many of the factors they identify as limiting the success of current environmental policies. Obstacles to its adoption include institutional barriers and the vested interests that benefit from the status quo.

The desire to overcome fragmented management of the natural ecosystems on which human beings depend has contributed to a growing interest in landscape approaches and to deeper questions about landscape governance systems. We assessed the emergent governance system that corresponds to the Mt. Marsabit landscape ecosystem in northern Kenya, applying a framework that includes 17 different indicators. We found that in this governance system, the most important spaces where coordination and joint planning took place were district level coordination committees, within which representation of communities and voices from the grassroots was poor. Institutional and organizational linkages were such that those parts of the governance system for which legitimacy and accountability were strongest were the parts for which ability to generate resources was weakest, while the parts of the governance system that had the best access to resources was where accountability was weakest or the most indirect. In this paper we use the Mt. Marsabit case study to explore the role that organizational and institutional linkages play in the strengths and weaknesses of landscape governance systems, and consider the implications for governance design at landscape level. Institutional linkages play a critical role in determining how landscape governance systems function across scales and levels, and their degree of fit. Appropriate linkages can help to create connections among key dimensions of effective governance within the system, dimensions such as use of knowledge, capacity to generate resources, fit, learning, legitimacy, accountability, and responsiveness, strengthening the system as a whole. Of the various linkages that characterize a governance system, it is those that give community-level actors a meaningful voice at higher levels and in spaces where key decisions are being made that are most critical for enabling effective landscape governance.

Information is critical for environmental governance. The rise of digital mapping has the potential to advance private-land conservation by assisting with conservation planning, monitoring, evaluation, and accountability. However, privacy concerns from private landowners and the capacity of conservation entities can influence efforts to track spatial data. We examine public access to geospatial data on conserved private lands and the reasons data are available or unavailable. We conduct a qualitative comparative case study based on analysis of maps, documents, and interviews. We compare four conservation programs involving different conservation tools: conservation easements (the growing but incomplete National Conservation Easement Database), regulatory mitigation (gaps in tracking U.S. Fish and Wildlife Service's endangered species habitat mitigation), contract payments (lack of spatial data on U.S. Department of Agriculture's Conservation Reserve Program due to Farm Bill restrictions), and property-tax incentives (online mapping of Wisconsin's managed forest tax program). These cases illuminate the capacity and privacy reasons for current incomplete or inaccessible spatial data and the politics of mapping private land. If geospatial data are to contribute fully to planning, evaluation, and accountability, we recommend improving information system capacity, enhancing learning networks, and reducing legal and administrative barriers to information access, while balancing the right to information and the right to privacy.

The term "governance" encompasses both governmental and nongovernmental participation in collective choice and action. Law dictates the structure, boundaries, rules, and processes within which governmental action takes place, and in doing so becomes one of the focal points for analysis of barriers to adaptation as the effects of climate change are felt. Adaptive governance must therefore contemplate a level of flexibility and evolution in governmental action beyond that currently found in the heavily administrative governments of many democracies. Nevertheless, over time, law itself has proven highly adaptive in western systems of government, evolving to address and even facilitate the emergence of new social norms (such as the rights of women and minorities) or to provide remedies for emerging problems (such as pollution). Thus, there is no question that law can adapt, evolve, and be reformed to make room for adaptive governance. In doing this, not only may barriers be removed, but law may be adjusted to facilitate adaptive governance and to aid in institutionalizing new and emerging approaches to governance. The key is to do so in a way that also enhances legitimacy, accountability, and justice, or else such reforms will never be adopted by democratic societies, or if adopted, will destabilize those societies. By identifying those aspects of the frameworks for adaptive governance reviewed in the introduction to this special feature relevant to the legal system, we present guidelines for evaluating the role of law in environmental governance to identify the ways in which law can be used, adapted, and reformed to facilitate adaptive governance and to do so in a way that enhances the legitimacy of governmental action.

The concept of "enabling conditions" centers on conditions that facilitate approaches to addressing social and ecological challenges. Although multiple fields have independently addressed the concept of enabling conditions, the literature lacks a shared understanding or integration of concepts. We propose a more synthesized understanding of enabling conditions beyond disciplinary boundaries by focusing on the enabling conditions that influence the implementation of a range of environmental policies termed payments for ecosystem services (PES). Through an analysis of key literature from different disciplinary perspectives, we examined how researchers and practitioners refer to and identify enabling conditions within the context of PES. Through our synthesis, we identified 24 distinct enabling conditions organized within 4 broad themes: biophysical, economic, governance, and social-cultural conditions. We found that the literature coalesces around certain enabling conditions, such as strong ecosystem science and existing institutions, regardless of disciplinary background or journal audience. We also observed key differences in how authors perceive the direction of influence for property type, program objectives, and number of actors. Additionally, we noted an emphasis on the importance of the contextual nature of many enabling conditions that may cause certain conditions to have a disproportionate impact on successful implementation in some circumstances. Unraveling the relative importance of specific enabling conditions in diverse contexts remains a research frontier. Ultimately, no single disciplinary perspective is likely to provide all necessary insights for PES creation, and given the intertwined nature of enabling conditions, practitioners need to consider insights from multiple dimensions. Our work suggests opportunities to better connect diverse conversations through integration of concepts, a common vocabulary, and a synthetic framework.

Urban areas such as megacities (those with populations greater than 10 million) are hotspots of global water use and thus face intense water management challenges. Urban areas are influenced by local interactions between human and natural systems and interact with distant systems through flows of water, food, energy, people, information, and capital. However, analyses of water sustainability and the management of water flows in urban areas are often fragmented. There is a strong need to apply integrated frameworks to systematically analyze urban water dynamics and factors that influence these dynamics. We apply the framework of telecoupling (socioeconomic and environmental interactions over distances) to analyze urban water issues, using Beijing as a demonstration megacity. Beijing exemplifies the global water sustainability challenge for urban settings. Like many other cities, Beijing has experienced drastic reductions in quantity and quality of both surface water and groundwater over the past several decades; it relies on the import of real and virtual water from sending systems to meet its demand for clean water, and releases polluted water to other systems (spillover systems). The integrative framework we present demonstrates the importance of considering socioeconomic and environmental interactions across telecoupled human and natural systems, which include not only Beijing (the water-receiving system) but also water-sending systems and spillover systems. This framework helps integrate important components of local and distant human-nature interactions and incorporates a wide range of local couplings and telecouplings that affect water dynamics, which in turn generate significant socioeconomic and environmental consequences, including feedback effects. The application of the framework to Beijing reveals many research gaps and management needs. We also provide a foundation to apply the telecoupling framework to better understand and manage water sustainability in other cities around the world.

There are fundamental spatial and temporal disconnects between the specific policies that have been crafted to address our wildfire challenges. The biophysical changes in fuels, wildfire behavior, and climate have created a new set of conditions for which our wildfire governance system is poorly suited to address. To address these challenges, a reorientation of goals is needed to focus on creating an anticipatory wildfire governance system focused on social and ecological resilience. Key characteristics of this system could include the following: (1) not taking historical patterns as givens; (2) identifying future social and ecological thresholds of concern; (3) embracing diversity/heterogeneity as principles in ecological and social responses; and (4) incorporating learning among different scales of actors to create a scaffolded learning system.

We analyze four case studies from Latin America using the concept of multilevel governance to assess at what vertical and horizontal levels and in what roles various state, market, and civil society actors interact for successful community-based environmental management (CBEM). In particular, we address the problem of how a conflict over natural resources with high negative impacts on the livelihoods of the respective communities could be overcome by a governance change that resulted in a multilevel governance arrangement for CBEM. The analysis involves a mixed-methods approach that combines a variety of empirical methods in social research such as field visits, personal interviews, participant observations, and stakeholder workshops. To visualize results, we introduce two schemes to present the composition of the governance structures for cross-case comparison. The first scheme plots the different actors into an arrangement that shows their associations with different societal spheres and at which territorial scales they are primarily involved. The second scheme differentiates these actors based on their complementing governance roles. Active roles are attributed to actors who implement activities on the ground, whereas passive roles are assigned to actors who provide specific resources such as knowledge, funding, legislative framework, or others. All cases involved governance actors from more than one societal sphere who operate on at least three different territorial levels (local to international) and in distinct roles. Results show that multilevel governance can strengthen CBEM in different ways. First, the success of CBEM is an outcome of the sum of horizontal and vertical interactions of all involved actors, and there is no most appropriate single level of social organization at which a problem can best be addressed. Only the cooperation of actors from different societal spheres within and across levels ensures accessibility to needed resources and implementation on the ground. Second, civil society actors seem to be crucial actors because they often function as the initiators of governance change and as bridging actors who connect other actors across levels. Third, to enable cross-scale interaction for improved decision making, often new actors are formed whose roles are wilfully negotiated. Fourth, despite different interests of actors, all multilevel governance arrangements for CBEM were able to provide benefits to all actors. Finally, in all cases, procedures for conflict resolution among parties are in place to address problems and allow for polycentric mutual decision making. Nevertheless, in view of transferability of the analyzed multilevel governance arrangements for CBEM, it is important to acknowledge that the differentiation in the cooperation of actors characterizes complex solutions that work for a specific context and that cannot be transferred directly to another context.

Reindeer herding is an emblematic livelihood for Northern Finland, culturally important for local people and valuable in tourism marketing. We examine the livelihood resilience of Finnish reindeer herding by narrowing the focus of general resilience on social-ecological systems (SESs) to a specific livelihood while also acknowledging wider contexts in which reindeer herding is embedded. The questions for specified resilience can be combined with the applied DPSIR approach (Drivers; Pressures: resilience to what; State: resilience of what; Impacts: resilience for whom; Responses: resilience by whom and how). This paper is based on a synthesis of the authors' extensive anthropological fieldwork on reindeer herding and other land uses in Northern Finland. Our objective is to synthesize various opportunities and challenges that underpin the resilience of reindeer herding as a viable livelihood. The DPSIR approach, applied here as a three step procedure, helps focus the analysis on different components of SES and their dynamic interactions. First, various land use-related DPSIR factors and their relations (synergies and trade-offs) to reindeer herding are mapped. Second, detailed DPSIR factors underpinning the resilience of reindeer herding are identified. Third, examples of interrelations between DPSIR factors are explored, revealing the key dynamics between Pressures, State, Impacts, and Responses related to the livelihood resilience of reindeer herding. In the Discussion section, we recommend that future applications of the DPSIR approach in examining livelihood resilience should (1) address cumulative pressures, (2) consider the state dimension as more tuned toward the social side of SES, (3) assess both the negative and positive impacts of environmental change on the examined livelihood by a combination of science led top-down and participatory bottom-up approaches, and (4) examine and propose governance solutions as well as local adaptations by reindeer herders as equally relevant responses to enhance livelihood resilience.

Daniel Bromley argues against Oran Young's FIT model as a basis for environmental governance, on the grounds that humans cannot manage nature and that attempts to do so are based on a scientistic, modernist conceit. At issue is the role of natural and social scientists in adjudicating questions about what we ought to do to close governance gaps and address unsustainable behaviors. If Bromley is right, then the lessons of the American pragmatist tradition recommend against attempts to "fit" social institutions to the natural world. The first objective of this paper is to argue that Bromley's view is not in keeping with the pragmatism of C. S. Peirce and John Dewey, which actually places a high value on natural and social scientific modes of inquiry in the service of social ends. I argue that Young's proposal is in fact a development of the pragmatist idea that social institutions must be fit in the sense of fitness, i.e., resilient and able to navigate uncertainty. Social institutions must also evolve to accommodate the emerging values of the agents who operate within them. The second objective of this paper is to examine the role of social science expertise in the design of social policies. Governance institutions typically rely on the testimony of natural scientists, at least in part, to understand the natural systems they operate within. However, natural systems are also social systems, so it seems pertinent to ask whether there is a role for social systems experts to play in helping to design environmental governance institutions. I argue that social scientists can make a unique contribution as experts on social institutions, and as such, are necessary to bring about a transformation of the unsustainable institutions that are preventing us from achieving stated sustainable development goals.

There is increasing advocacy for inclusive community-based approaches to environmental management, and growing evidence that involving communities improves the sustainability of social-ecological systems. Most community-based approaches rely on partnerships and knowledge exchange between communities, civil society organizations, and professionals such as practitioners and/or scientists. However, few models have actively integrated more horizontal knowledge exchange from community to community. We reflect on the transferability of community owned solutions between indigenous communities by exploring challenges and achievements of community peer-to-peer knowledge exchange as a way of empowering communities to face up to local environmental and social challenges. Using participatory visual methods, indigenous communities of the North Rupununi (Guyana) identified and documented their community owned solutions through films and photostories. Indigenous researchers from this community then shared their solutions with six other communities that faced similar challenges within Guyana, Suriname, Venezuela, Colombia, French Guiana, and Brazil. They were supported by in-country civil society organizations and academics. We analyzed the impact of the knowledge exchange through interviews, field reports, and observations. Our results show that indigenous community members were significantly more receptive to solutions emerging from, and communicated by, other indigenous peoples, and that this approach was a significant motivating force for galvanizing communities to make changes in their community. We identified a range of enabling factors, such as building capacity for a shared conceptual and technical understanding, that strengthens the exchange between communities and contributes to a lasting impact. With national and international policy-makers mobilizing significant financial resources for biodiversity conservation and climate change mitigation, we argue that the promotion of community owned solutions through community peer-to-peer exchange may deliver more long-lasting, socially and ecologically integrated, and investment-effective strategies compared to top-down, expert led, and/or foreign-led initiatives.

Policies and actions that come from higher scale structures, such as international bodies and national governments, are not always compatible with the realities and perspectives of smaller scale units including indigenous communities. Yet, it is at this local social-ecological scale that mechanisms and solutions for dealing with unpredictability and change can be increasingly seen emerging from across the world. Although there is a large body of knowledge specifying the conditions necessary to promote local governance of natural resources, there is a parallel need to develop practical methods for operationalizing the evaluation of local social-ecological systems. In this paper, we report on a systemic, participatory, and visual approach for engaging local communities in an exploration of their own social-ecological system. Working with indigenous communities of the North Rupununi, Guyana, this involved using participatory video and photography within a system viability framework to enable local participants to analyze their own situation by defining indicators of successful strategies that were meaningful to them. Participatory multicriteria analysis was then used to arrive at a short list of best practice strategies. We present six best practices and show how they are intimately linked through the themes of indigenous knowledge, local governance and values, and partnerships and networks. We highlight how developing shared narratives of community owned solutions can help communities to plan governance and management of land and resource systems, while reinforcing sustainable practices by discussing and showcasing them within communities, and by engendering a sense of pride in local solutions.

Sustainability-oriented organizations have typically adopted governance approaches that undertake community participation and collaboration through multistakeholder arrangements. Documented challenges of this model are associated with collaboration and institutional capacity, and include reactive accountability structures, inability to reach consensus, funding limitations, and lack of innovation. Social entrepreneurship is a model used successfully in other social sectors; yet, it has rarely been explored by sustainability-oriented organizations. Nevertheless, research in other sectors has found that social entrepreneurship models of governance can encourage diverse participation from a wide range of social groups. In this paper we consider the value of social entrepreneurship for sustainability-oriented organizations by examining whether it can help address governance-related challenges associated with collaboration and institutional capacity. Analysis of organizational documents and participant interviews in three biosphere reserves in Atlantic Canada revealed that, over time, these organizations have struggled to maintain their mission objectives, retain productivity, and respond to economic stress. By examining social entrepreneurship theory and its practice in a biosphere reserve in northern Quebec, we learned that social entrepreneurship strategies more effectively target values and expertise, encourage meaningful engagement, foster strategic direction, and promote diversified and stable funding models than the stakeholder models explored. We determined there are opportunities to develop hybrid governance models that offer the benefits of social entrepreneurship while addressing the procedural concerns outlined by the stakeholder model.

Linking and analyzing governance of natural resources at different scales requires the development of a conceptual framework for analyzing social-ecological systems that can be easily applied by a range of stakeholders whose interests lie at different scales, but where the results of the analysis can be compared in a straightforward way. We outline the system viability framework, which allows participants to characterize a range of strategies in response to environment challenges for maintaining the long-term survival of their particular system of interest. Working in the Guiana Shield, South America, and with a range of local, regional, and international stakeholders, our aim was to use system viability to (1) investigate synergies and conflicts between distinct scales of governance, (2) identify scale-related challenges, and (3) test the framework as a conceptual tool for supporting cross-scalar analysis for environmental governance. At the international and national levels, a number of civil society organizations explored system viability indicators that would measure the successful implementation of governance mechanisms relevant to sustainable development and natural resource management. At the local level, we used participatory video and photography within two indigenous territories to enable local participants to identify indicators of viability within community governance systems. A grounded theory approach was then used to identify common themes across the different scales of analysis. Five key themes emerged: land rights, leadership, partnerships, lifestyle, and identity. We found that although most categories of interest were theoretically aligned across scales, all perceived systems of interest were struggling to face up to various cross-scalar challenges undermining different system viability responses. In conclusion, we highlight how the system viability framework can be used with a disparate variety of stakeholders as a practical, participative and “big-picture” approach for facilitating the integrated governance of nested local and regional social-ecological systems.

Leadership is often assumed, intuitively, to be an important driver of sustainable development. To understand how leadership is conceptualized and analyzed in the environmental sciences and to discover what this research says about leadership outcomes, we conducted a review of environmental leadership research over the last 10 years. We found that much of the environmental leadership literature focuses on a few key individuals and desirable leadership competencies. The literature also reports that leadership is one of the most important of a number of factors contributing to effective environmental governance. Only a subset of the literature highlights interacting sources of leadership, disaggregates leadership outcomes, or evaluates leadership processes in detail. We argue that the literature on environmental leadership is highly normative. Leadership is typically depicted as an unequivocal good, and its importance is often asserted rather than tested. We trace how leadership studies in the management sciences are evolving and argue that, taking into account the state of the art in environmental leadership research, more critical approaches to leadership research in environmental science can be developed.

Tackling major environmental change issues requires effective partnerships between science and governance, but relatively little work in this area has examined the diversity of settings from which such partnerships may, or may not, emerge. In this special feature we draw on experiences from around the world to demonstrate and investigate the consequences of diverse capacities and capabilities in bringing science and governance together. We propose the concept of coproductive capacities as a useful new lens through which to examine these relations. Coproductive capacity is "the combination of scientific resources and governance capability that shapes the extent to which a society, at various levels, can operationalize relationships between scientific and public, private, and civil society institutions and actors to effect scientifically-informed social change." This recasts the relationships between science and society from notions of "gaps" to notions of interconnectedness and interplay (coproduction); alongside the societal foundations that shape what is or is not possible in that dynamic connection (capacities). The articles in this special feature apply this concept to reveal social, political, and institutional conditions that both support and inhibit high-quality environmental governance as global issues are tackled in particular places. Across these articles we suggest that five themes emerge as important to understanding coproductive capacity: history, experience, and perceptions; quality of relationships (especially in suboptimal settings); disjunct across scales; power, interests, and legitimacy; and alternative pathways for environmental governance. Taking a coproductive capacities perspective can help us identify which interventions may best enable scientifically informed, but locally sensitive approaches to environmental governance.

There is a growing consensus that environmental governance is a wicked problem that requires understanding of the many linkages and feedbacks between human and natural systems. Here, I propose an action cycle/structural context (AC/SC) framework that is based on the concept of responsive governance, in which individuals and decision makers respond to problems rather than working to prevent them. By linking agency and structure, the AC/SC framework points out two key problems in the realm of environmental governance: the profit disconnect, whereby economic signals of environmental harm are dampened by endogenous or exogenous forces, and the power disconnect, whereby those who feel the costs of harm are politically marginalized and so have little influence to effect solutions. I apply this framework to fisheries to develop hypotheses regarding exclusionary and conservation-oriented responses under different power/profit dynamics. These expectations are tested in a historical case study of management of the lobster fishery in Maine. The analysis confirms the importance of profit/power dynamics and reveals that governance tends to go through effective and ineffective cycles in a management treadmill that can be driven by internal or external forces. The latter in particular are generally ignored in fisheries management but could ultimately undermine sustainability even in previously well-managed systems.

Under appropriate conditions, community-based fisheries management can support sound resource stewardship, with positive social and environmental outcomes. Evaluating indigenous peoples' involvement in commercial sea cucumber and geoduck fisheries on the central coast of British Columbia, Canada, we found that the current social-ecological system configuration is relatively ecologically sustainable according to stock assessments. However, the current system also results in perceived inequities in decision-making processes, harvesting allocations, and socioeconomic benefits. As a result, local coastal resource managers envision a transformation of sea cucumber and geoduck fisheries governance and management institutions. We assessed the potential robustness of the proposed institutions using Elinor Ostrom's common-pool resource design principles. Grounded in the region's legal, political, and historical context, our analysis suggests that greater local involvement in these invertebrate fisheries and their management could provide more benefits to local communities than the status quo while maintaining an ecologically sustainable resource. Our research highlights the importance of explicitly addressing historical context and equity considerations in social-ecological system analyses and when renegotiating the institutions governing common-pool resources.

Adaptive governance is an emergent form of environmental governance that is increasingly called upon by scholars and practitioners to coordinate resource management regimes in the face of the complexity and uncertainty associated with rapid environmental change. Although the term "adaptive governance" is not exclusively applied to the governance of social-ecological systems, related research represents a significant outgrowth of literature on resilience, social-ecological systems, and environmental governance. We present a chronology of major scholarship on adaptive governance, synthesizing efforts to define the concept and identifying the array of governance concepts associated with transformation toward adaptive governance. Based on this synthesis, we define adaptive governance as a range of interactions between actors, networks, organizations, and institutions emerging in pursuit of a desired state for social-ecological systems. In addition, we identify and discuss ambiguities in adaptive governance scholarship such as the roles of adaptive management, crisis, and a desired state for governance of social-ecological systems. Finally, we outline a research agenda to examine whether an adaptive governance approach can become institutionalized under current legal frameworks and political contexts. We suggest a further investigation of the relationship between adaptive governance and the principles of good governance; the roles of power and politics in the emergence of adaptive governance; and potential interventions such as legal reform that may catalyze or enhance governance adaptations or transformation toward adaptive governance.

We examine new dynamics of privatization and collective action in common pool resource situations facilitated by the nonstate multistakeholder institutions of the Marine Stewardship Council (MSC), the global leader in sustainability certification for wild caught seafood. Through a review of the literature and two case studies of fishing cooperatives in Baja California Sur, Mexico and on Fogo Island in the Canadian Province of Newfoundland and Labrador (NL), we advance two interrelated arguments. First, certification and eco-labeling institutions privatize fisheries governance in largely unexamined ways through the injection of new forms of exclusive rights or privileges into common pool resource situations already complicated by access and property privileges, creating conditions for confusion and conflict as well as cooperation. Second, the MSC whole stock definition of sustainability places greater demands on certification clients for engaging in collective action by encouraging coordination over all social extractions from targeted fish stocks. Although rules encouraging collective action in common pool situations militate against the narrow private capture of certificate and eco-label rights, they also undermine the ability of small-scale and community-based fisheries that are embedded in larger unhealthy fishery contexts to acquire the right to the MSC stamp of sustainability. We conclude that MSC certification and eco-labeling create new institutions of private property rights and collective action, which can result in exclusionary practices, inclusionary collective action, or both. Much will depend on the specific common pool context and history of the fishery.

In the domain of climate change adaptation, joint knowledge production (JKP) through intensive cooperation between scientists, policy-makers, and other actors is often proposed as a means to reconcile supply and demand for knowledge. Regional adaptation projects in the Netherlands form prominent examples of this. However, there is a lack of systematic empirical studies on how JKP can be done successfully. Here, we take the next step toward generating design principles for JKP. We do so by carrying out a comparative analysis of six Dutch adaptation projects using a previously developed assessment framework. Project documents were studied, and 30 semi-structured interviews were held with researchers, policy-makers, and financiers in the projects. Based on project comparisons, we derive and elaborate on two design principles for JKP. First, the most successful projects managed to create what we term a protected space for knowledge development while establishing connections with ongoing policy processes. Successful JKP seems to be more likely in cases in which actors make a conscious decision for the institutional location of the project on the research-policy nexus, whereby the coordinating entity has some characteristics of a boundary organization. Second, specific resources, including facilities, boundary objects, and specific competencies increase the chance for success.

A shift is taking place within environmental governance that draws attention to modes and instruments that respond to system dynamics, uncertainty, and contested values. Adaptive comanagement is one process being advanced to make governance operational as it emphasizes collaboration among diverse actors, functions across scales and levels, and fosters learning though iterative feedback. Although extensive experience with adaptive comanagement has been gained in relation to other environmental and resource issues, its potential contribution to the governance of adaption is largely unexplored. This paper probes how adaptive comanagement might offer support to climate change adaptation and identifies gaps in knowledge requiring attention. In drawing upon existing literature and applied experiences, it is argued that adaptive comanagement may contribute to climate change adaptation by building generalized adaptive capacity as well as providing a novel institutional arrangement to generate adaptive responses. At the same time, several questions emerge about adaptive comanagement in this context. Considerations are thus discussed for adaptive comanagement scholarship and application in addressing the challenge of climate change adaptation.

This Special Feature, "Nudging Evolution? Critical Exploration of the Potential and Limitations of the Concept of Institutional Fit for the Study and Adaptive Management of Social-Ecological Systems," aims to contribute toward the development of social theory and social research methods for the study of social-ecological system dynamics. Our objective is to help strengthen the academic discourse concerning if, and if so, how, to what extent, and in what concrete ways the concept of institutional "fit" might play a role in helping to develop better understanding of the social components of interlinkages between the socioeconomic-cultural and ecological dynamics of social-ecological systems. Two clearly discernible patterns provide a map of this Special Feature: (1) One pattern is the authors' positions regarding the place and role of normativity within their studies and assessment of institutional fit. Some place this at the center of their studies, exploring phenomena endogenous to the process of defining what constitutes institutional fit, whereas others take the formation of norms as a phenomenon exogenous to their study. (2) Another pattern is the type of studies presented: critiques and elaborations of the theory, methods for judging qualities of fit, and/or applied case studies using the concept. As a body of work, these contributions highlight that self-understanding of social-ecological place, whether explicit or implicit, constitutes an important part of the study object, i.e., the role of institutions in social-ecological systems, and that this is, at the same time, a crucial point of reference for the scholar wishing to evaluate what constitutes institutional fit and how it might be brought into being.

Aquatic agricultural systems in developing countries face increasing competition from multiple stakeholders over rights to access and use natural resources, land, water, wetlands, and fisheries, essential to rural livelihoods. A key implication is the need to strengthen governance to enable equitable decision making amidst competition that spans sectors and scales, building capacities for resilience, and for transformations in institutions that perpetuate poverty. In this paper we provide a simple framework to analyze the governance context for aquatic agricultural system development focused on three dimensions: stakeholder representation, distribution of power, and mechanisms of accountability. Case studies from Cambodia, Bangladesh, Malawi/Mozambique, and Solomon Islands illustrate the application of these concepts to fisheries and aquaculture livelihoods in the broader context of intersectoral and cross-scale governance interactions. Comparing these cases, we demonstrate how assessing governance dimensions yields practical insights into opportunities for transforming the institutions that constrain resilience in local livelihoods.
