This paper examines the UN Framework Convention on Climate Change mechanism Reducing Emissions from Deforestation and Degradation (REDD+), and its associated multitude of global to local safeguards, as they apply to a single ejido on the Yucatan Peninsula, Mexico. It draws on written sources and interviews to analyze the ways in which broad international norms articulated through the REDD+ safeguards, including support for human rights and sustainable livelihoods for local communities, are translated at national, regional, and local levels. Our findings indicate a wide range of perspectives on what constitutes sustainability, from strict conservation to more forest use-oriented strategies, such as community forestry and traditional Mayan shifting cultivation. These visions, in turn, shape what types of REDD+ interventions are considered a good "environmental fit," i.e., that fit the environmental problems they aim to address. Fits and misfits also occur between institutions, and play a core role in determining whose visions of sustainability prevail. We found a good fit in the case study ejido between REDD+ and the Payment for Ecosystem service (PES) scheme, which sets the parameters for what counts as "sustainable livelihoods" within a strict conservation paradigm. We likewise found a good fit between REDD+ safeguards and institutions supporting local community rights to reject REDD+ projects. However, despite the strength of procedural safeguards, the parameters of the PES scheme constrained the choice of REDD+ activities available, including the possibilities of local people to work on the farm and in the forest, and hence the scope of its distributive benefits. This highlights the important, but also problematic, roles of institutional and environmental "fit" in determining whose rights are safeguarded and what is recognized as a sustainable livelihood strategy. Although sustainable forest management (SFM) has been widely adopted as a policy and management goal, high rates of forest loss and degradation are still occurring in many areas. Human activities such as logging, livestock husbandry, crop cultivation, infrastructural development, and use of fire are causing widespread loss of biodiversity, restricting progress toward SFM. In such situations, there is an urgent need for tools that can provide an integrated assessment of human impacts on forest biodiversity and that can support decision making related to forest use. This paper summarizes the experience gained by an international collaborative research effort spanning more than a decade, focusing on the tropical montane forests of Mexico and the temperate rain forests of southern South America, both of which are global conservation priorities. The lessons learned from this research are identified, specifically in relation to developing an integrated modeling framework for achieving SFM. Experience has highlighted a number of challenges that need to be overcome in such areas, including the lack of information regarding ecological processes and species characteristics and a lack of forest inventory data, which hinders model parameterization. Quantitative models are poorly developed for some ecological phenomena, such as edge effects and genetic diversity, limiting model integration. Establishment of participatory approaches to forest management is difficult, as a supportive institutional and policy environment is often lacking. However, experience to date suggests that the modeling toolkit approach suggested by Sturvetant et al. (2008) could be of value in such areas. Suggestions are made regarding desirable elements of such a toolkit to support participatory-research approaches in domains characterized by high uncertainty, including Bayesian Belief Networks, spatial multi-criteria analysis, and scenario planning. Shifting cultivation systems, one of the most widely distributed forms of agriculture in the tropics, provide not only crops of cultural significance, but also medicinal, edible, ritual, fuel, and forage resources, which contribute to the livelihoods, health, and cultural identity of local people. In many regions across the globe, shifting cultivation systems are undergoing important changes, one of the most pervasive being a shortening of the fallow cycle. Although there has been much attention drawn to declines in crop yields in conjunction with reductions in fallow times, little if any research has focused on the dynamics of noncrop plant resources. In this paper, we use a data set of 26 fields of the same age, i.e., ~1.5 yr, but differing in the length and frequency of past fallow cycles, to examine the impact of shorter fallow periods on the availability of noncrop plant resources. The resources examined are collected in shifting cultivation fields by the Yucatec Maya in Quintana Roo, Mexico. These included firewood, which is cut from remnant trees and stumps spared at the time of felling, and 17 forage species that form part of the weed vegetation. Firewood showed an overall decrease in basal area with shorter fallow cycles, which was mostly related to the smaller diameter of the spared stumps and trees in short-fallow milpas. In contrast, forage species showed a mixed response. Species increasing in abundance in short-fallow milpas tended to be short-lived herbs and shrubs often with weedy habits, whereas those declining in abundance were predominantly pioneer trees and animal-dispersed species. Coppicing tree species showed a neutral response to fallow intensity. Within the cultural and ecological context of our study area, we expect that declines in firewood availability will be most significant for livelihoods because of the high reliance on firewood for local fuel needs and the fact that the main alternative source of firewood, forest patches, has also declined in shortfallow areas. Declines in some forage species can likely be compensated for by the use of other species or by adaptive responses such as managing declining species in home gardens. However, the loss of pioneer tree species in short-fallow milpas suggests that the regenerative capacity of the fallows may be reduced with implications for maintaining effective fallow cycles in this shifting cultivation system. Our findings indicate that the dynamics of noncrop plant resources and their implications for local livelihoods require further consideration in the debate over improving the productivity of shifting cultivation systems.
