In this paper, we estimate the Genuine Progress Indicator (GPI), which is a measure of sustainable economic welfare, for California for a five-year period, 2010–2014. This relatively short time period, which covers the recovery from a deep recession, allows us to examine how integration of environmental degradation, nonmarket activities, and inequality affects the GPI of California. The California GPI is only 52% of Gross State Product (GSP) – comparable to other GPI to GDP proportions – because the large negative environmental components offset the large positive social components and because many government expenditures, such as those related to defence and law enforcement, are excluded. Between 2010 and 2014, California GSP grew 9.2% and GPI grew 9.8%. We evaluate our estimation of the California GPI (CA-GPI) in two specific ways. First, we compare California’s GPI to an alternative indicator of social welfare, the Human Development Index (HDI) for California. Our comparison points out that the GPI is a more holistic measure of sustainable economic well-being, although the HDI is useful for evaluating educational attainment, life expectancy, or earnings across regions or demographic groups in the state. Second, we compare our estimation of CA-GPI to the California results from a recent GPI estimation for all fifty states for 2011, in order to evaluate how different methodological decisions and data selection affect the results. Our overall estimate is 13 percent higher, with the primary differences reflecting discrepancies in methodological assumptions or data sources in the calculation of a few key variables, including the value of time used for calculating nonmarket activities. These two estimates of CA-GPI allow us to analyze the sensitivity of two widely used approaches for calculating the GPI, and the sensitivity of using California-specific public data sources compared to national public data sources (scaled to California). The variation in the two California GPI estimations demonstrates the importance of standardizing the method and the data sources, with the goal of creating a viable alternative to the GDP for measuring economic performance. Comparison of the two GPI estimations shows how the use of region-specific data increases the accuracy of estimates, which is important for evaluating regional outcomes and trends over time. However, using data and method that prioritizes standardization is essential for cross-regional comparability, even though the trade-off is diminished regional accuracy. This paper addresses the use of impact indicators with respect to climate change in the 2007–2013 Rural Development Programme (RDP) of the European Union, with particular reference to the Scotland Rural Development Programme (SRDP). It concludes that the policy context has highlighted the need for the rural land use sector to respond to climate change but that the associated Common Monitoring and Evaluation Framework (CMEF) did not develop suitable indicators to assess the impact of SDRP measures on GHG emission mitigation. It suggests improved impact indicators based on the relationship between rural land use and greenhouse gas (GHG) emissions: first, an indicator based on net GHG emissions per holding; and a second based on net GHG emissions per unit volume of output. The paper points out the challenges in measuring land-based emissions accurately. It further proposes screening of RDP measures to ensure that climate change mitigation impacts are properly appraised. It is recognised that climate change policy in relation to rural land use is still at an early stage of development but greater sophistication of policy instrument design and evaluation will be required if the RDP is to contribute significantly to climate change policy objectives. Quantifying and comparing sustainability indicators are essential to improve the sustainability of smallholder rice cropping systems. The sustainability of rice production systems can be measured based on economic, environmental, social, and institutional indicators. In this paper, we restrict our assessment to economic and environmental indicators. During 2012–2015, farmers were interviewed from 847 households from intensively irrigated rice production regions in Vietnam, Thailand, Indonesia, Myanmar, Sri Lanka, and China. We assessed the sustainability of their farming practices using economic and environmental indicators, i.e., eight of the 12 performance indicators (PIs), as defined by the Sustainable Rice Platform (SRP). Across the six sites, there was a yield gap of 24–42% and a profit gap of 36–82% between the 10% highest-performing farms (mean of top decile) and the mean-performing farms. In addition, there was a labor productivity gap of 12–32%, a nitrogen use efficiency (NUE) gap of 11–20%, a phosphorus use efficiency (PUE) gap of 1–29%, and a water productivity gap of 12–42%. Deliberate modification of conventional practices, including not flooding the field for >30 days before rice planting, incorporating pre-rice crop residue >30 days before planting, and adoption of mid-season drainage or alternate wetting and drying irrigation rather than continuous flood irrigation during the rice growing period, could substantially reduce the greenhouse gas (GHG) emission in irrigated rice fields without yield penalty. There is an urgent need to adopt improved management strategies for nitrogen (N), phosphorus (P), potassium (K) fertilizer, irrigation water-use efficiency, as well as for decreasing pesticide use frequency, without sacrificing profitability and yield. We identified the following priority interventions for each site: a) increasing fertilizer use and adopting higher-yielding varieties in Bago, Myanmar; b) reducing pesticide application rates in Can Tho, Vietnam; c) reducing fertilizer use in Guangdong, China; d) reducing nitrogen and labor use in Yogyakarta, Indonesia; e) reducing fertilizer and water use in Polonnaruwa, Sri Lanka and; f) reducing fertilizer use in Nakhon Sawan, Thailand. Additional uses of the PI analysis clearly demonstrated that rice yield and profit gaps can sustainably be closed by increasing efficiencies that will also lead to reduced environmental footprint. Abstract: The paper focuses on the use and influence of indicators in European sustainable transport policy from a ‘knowledge utilization’ research point of view. The starting point is the contrast between the widely held idea that indicators are important tools for sustainable transport policy making, versus ‘knowledge utilization’ oriented research, which has often demonstrated that formal technical knowledge is used much less, or at least differently, than expected in policy and decision making. The paper looks at two cases of indicators applied for strategic policy making within the sustainable transport agenda. The first case concerns indicators tracking the fulfillment of national transport policy objectives in Sweden. The case explores the use and influence of an annual monitoring and evaluation report produced for this purpose, within a general ‘Management-by-Objectives’ regime. The second case deals with indicators applied for the Mid-Term Review of the European Commission's transport policy White Paper ‘Time to Decide’ (issued in 2001). The focus in this case is on a particular indicator based study conducted in 2005 by a group of consultants in close collaboration with European Commission staff. It is found that several indicators in both cases are actually used in policy processes, with evidence of use found in documents as well as interviews. However, ‘use’ does not automatically mean ‘influence’ on policies or processes in more than a superficial manner. Indicators seem to play a very limited direct instrumental role, while some signs of symbolic, conceptual and process roles are found. In the EU case we identify what is called a rationalization role of indicators, meaning that indicators inform and help to rationalize a change in the position towards key objectives. Several factors that characterize the indicators, the users, and policy context are found to contribute to understand the type of use and influence observed in both cases. [Copyright &y& Elsevier]

Abstract: Malta is a member of the European Union (EU), but faces constraints unique to its status both as a small island nation and its geographical location on the periphery of the EU. Several initiatives to develop suites of sustainability indicators (SIs) have been attempted in the Maltese Islands over the past two decades but there has been little corresponding follow-up to examine the extent to which such SIs are used by practitioners and influence policy. This paper presents an assessment of the use and influence of SIs in Malta by drawing upon the results of two quite different means of enquiry: (i) a more traditional approach in the social sciences using semi-structured and one-to-one interviews conducted with key stakeholders involved with SIs in Malta, and (ii) an innovative participatory approach, called Triple Task (TT) implemented within a workshop context, where stakeholders were placed in teams and asked to explore the use of SIs. Based upon the results obtained with these two methods of enquiry the paper provides insights into the problems of adoption of SIs in Malta and makes the case that rather than being seen as mutually exclusive, a combination of the two approaches provides a powerful means of triangulation to what is a complex set of issues. Abstract: This paper presents the results from a case study on the role in policymaking of UK Energy Sector Indicators (ESIs), introduced by the government in 2003. The findings show that the ESIs constituted a very minor element within the broader evidence-base used by policymakers, and that this indicator set and its objectives were poorly known even to central players in the sector. The findings of this research provide further evidence for the observation that scientific knowledge (including evaluations, assessments and indicators) seldom play an instrumental role in policymaking, and are more likely to produce indirect, conceptual and political impacts. The analysis provides a number of tentative conclusions concerning such potential indirect impacts that accrue mainly through processes of dialogue and argumentation both during the preparation of the indicators and after their publication as part of the annual reporting by the UK energy department. The ESIs have played various conceptual and political roles, yet the concrete outcomes in terms of policy change remain to be explored. The conclusions highlight the limitations of rationalist notions of direct, instrumental use in the efforts to understand the role of indicators in policymaking. The paper concludes by three tentative propositions concerning the explanations to the absence of instrumental role of the ESIs, which could be usefully explored in future research: the characteristics of the energy sector; the characteristics of the UK policy culture; and the exceptionality of the ESIs in the general evidence-base of UK energy sector. • A zoning method based on ecological indicators and economic indicators is applied. • Ecological and economic situations are highly correlated with topographic conditions. • The coupling coordination degree(CCD) between ecology and economy is calculated. • Economic development is highly positively correlated with CCD. • Targeted regional sustainable development strategies are put forward. The coordinated development of ecology and economy is one of the key issues of sustainable development. A full understanding of the relationship between ecology and economy is necessary for the coordinated development of the two. This paper takes Sichuan Province as the research area and county-level administrative districts as the research unit. Based on the medium value of the ecological quality index and economic growth index of each unit, Sichuan Province is divided into dual pressure zones (DPZ), economic backward zones (EBZ), ecological crisis zones (ECZ), and coordinated development zones (CDZ) and the coupling coordination degree (CCD) of each unit is studied. The results show that: (1) On the whole, the eastern part of Sichuan Province has a better level of economic development, and the southern part of the western region has a higher ecological quality. The ecological quality and economic growth pattern are highly correlated with topographical conditions. (2) The distribution characteristics of the four types of partitions are significantly different. The EBZ are more distributed in the western and southern of Sichuan Province, the ECZ are more distributed in the eastern, the DPZ and CDZ are relatively more sporadic. More than 90% of the partition changed zones are distributed in the eastern area. (3) The CCD of more than 95% units belongs to moderate coordination and high coordination. The overall CCD of the four types of zones has shown an upward trend from 2010 to 2015. Based on the results, Sichuan Province should follow the path of clear waters and green mountains are as good as mountains of gold and silver, and targeted sustainable development suggestions for DPZ, EBZ, ECZ, and CDZ are put forward. • Construct the green development performance system of industrial enterprises from the micro perspective. • Simulated the green development performance index of industrial enterprises with the functional data analysis method. • Analysis the regional difference of the index. • Verify the stability and reference value of the index. This paper constructs an enterprise green development performance system by integrating green development concept and enterprise performance measurement. Based on the panel data of 458 industrial listed enterprises in China from 2011 to 2018, this paper simulates the green development performance index of industrial enterprises by using the functional data analysis method and functional entropy weight method. There are four main conclusions. First, the change in the green development performance index of industrial enterprises is U-shaped, which shows an upward trend overall. Within a range of [0.006–0.05], the minimum value is 0.006, and considering the strength and trend of future policies there is no maximum value. The higher the value is, the higher the level of green development of industrial enterprises. Second, according to the weight and fitting curves, we can find that the importance and development level of social performance are at the highest, and the importance level basically floats around 0.5, far higher than the average level. The importance of economic performance and the development level of innovation performance are at the lowest respectively, and there is a big gap with the average level. Third, the shape and trend of the index generated by the average weight and the subjective weight of social performance are basically consistent with the index generated by the objective weight. This shows that the index is not sensitive to the weight and has certain robustness and representativeness. Finally, according to the location of enterprises, they were divided into three categories: middle, east and west. The boost Trap method was used to conduct FANOVA (Functional ANOVA) with the P value of 0.314. Abstract: This paper provides an overview of the plethora of approaches that are available to measure welfare and sustainable development. Many methods exist but there is no consensus on the ‘correct’ approach. Furthermore, we also show that the wide variety of sustainable development indictor (SDI) sets which have been adopted also show significant differences. We argue that this is mostly because many of these studies do not use a theoretical approach. We argue that the ‘capital approach’, which is used in the sustainability debate, is the most promising method to enhance international harmonization. Support is mounting in the scientific, policy and statistical communities for this approach in which economic capital, human capital, natural capital and social capital are distinguished. Many applications of this method express these capital stocks in monetary units (the ‘monetary capital approach’). This paper argues that the ‘hybrid capital approach’, in which the capital stocks can also be measured in non-monetary units, is probably more likely to achieve consensus over a large number of countries and institutes. Also a number of challenges remain for the capital approach. We argue that ideally the indicators should be based on satellite accounts of the national accounting framework. Also the capital approach could be further expanded to current welfare, progress of societies, inequality, and the international dimension of sustainability. We conclude that if the hybrid capital approach is adopted it may become easier to make consistent, theoretically sound and policy relevant comparisons between countries. [Copyright &y& Elsevier]

Industrial harbours are a complex interface between environmental, economic and social systems. Trying to manage the social and economic needs of the community while maintaining the integrity of environmental ecosystems is complicated, as is the identification and evaluation of the various factors that underpin the drivers of economic, community and resource condition. An increasingly popular strategy to deal with the identification and evaluation challenges in complex human-environmental systems is to use a report card system which can be used as a summary assessment tool to monitor the health of aquatic ecosystems. To date though these have largely focused on environmental factors, and it is only very recently that attempts are being made to include social, cultural and economic indicators. There has been limited consensus in the selection of social and economic indicators applied in different aquatic report cards but as recreation is such an important activity, typically some measure of recreation benefit is included. However, there has been no commonality in the measures applied to assess its performance as an economic indicator. This paper is focused on the assessment of recreational benefits as an indicator of economic value in the report card for Gladstone Harbour in Queensland, Australia. It is the first aquatic health report card to include an assessment of the nonmarket value of recreation which makes it a more comprehensive indicator of economic value compared to other report cards based on measures of employment, participation or expenditure. There have now been three consecutive years of reporting (2014–2016) of the Gladstone Harbour report card, and the results indicate that the recreation index appears to be effective in monitoring changes over time. The aim of this paper is to propose a class of composite indicators for measuring well-being at the local level, which takes into account the variability between and within the local units. Although we believe that well-being is a multidimensional concept and cannot be reduced to a single measure, we also stress the importance of aggregating the information of several well-being indicators into a reduced number of composite indicators, one for each well-being domain, which play a crucial role in policymaking and benchmarking. As an application, we focus on the Equitable and Sustainable Well-being of the Italian Provinces. In particular, based on a dataset containing 41 elementary indicators, we aggregate them by domain, comparing different aggregative approaches and illustrating the difference in the rankings of the Italian Provinces they produce. Finally, as an illustrative example, we focus on a member of the class of composite indicators that accounts both for vertical variability (between the Provinces) and horizontal variability (within the Provinces). Gross Domestic Product (GDP) is the indicator commonly used to measure economic growth and sustainable development. However, this indicator can be very inefficient for evaluating development. The most prominent alternative indicator is the Index of Sustainable Economic Welfare (ISEW). Indeed, this index can be used to control for the way that countries use available resources, balancing ecological development, damages caused to the environment and income distribution between citizens. This paper compares a sustainable development approach, using the ISEW, with the traditional economic growth approach using GDP, and its relationship with energy consumption. The traditional hypotheses of the energy-growth nexus are tested through Panel-Corrected Standard Errors estimators, for a panel constituted by twenty European countries, with an annual data frequency for the time span 1995–2014. The results indicate a new negative feedback hypothesis for the alternative measure of development and a conservative hypothesis for economic growth with energy consumption. This study also finds various other effects on sustainable development by economic growth factors, such as Terms-of-trade and Rents from natural resources. These findings indicate that the economic growth approach, widely studied using GDP, has been wrongly interpreted by policy makers trying to achieve increased sustainable development. • Multi-scale includes county scale, 10 km grid scale, and 1 km grid scale. • The supply and demand of ecosystem services at different scales are different and correlated. • Attention should be paid to the spatial attributes of ecological problems from the perspective of government management. Grasping the interrelationship between the supply and demand of ecosystem services and the spatial and temporal characteristics of the spatial scale is the foundation of sustainable ecosystem management. This paper uses the Chongqing section of the Three Gorges Reservoir area as the study area, based on the three scales of county, 10-km and 1-km grids; the value equivalent method, quantification of social and economic indicators, and the spatial overlap method are used to measure the supply, demand and supply-demand matching in ecosystem services in the study area during 2000, 2010 and 2018. The results are described as follows: (1) from 2000 to 2018, the ecosystem service supply value (ESSV) at all scales in the study area showed a spatial distribution pattern of "increasing from upstream to downstream" along the Yangtze River. Compared with the county scale, the distribution trend of the ESSV at the grid scale was more complex. (2) from 2000 to 2018, the ecosystem service demand (ESD) at each scale in the study area showed a spatial distribution pattern of "decreasing from upstream to downstream" along the Yangtze River. Compared with the county scale, the global equilibrium distribution at the grid scale was significant. (3) from 2000 to 2018, the supply and demand spatial matching of ecosystem services at all scales in the study area included four types: "high-high", "low-low", "high-low" and "low-high". The phenomenon of supply and demand mismatch in the overall spatial distribution was prominent. Compared with the county scale, the space of grid-scale ecosystem service supply and demand dislocation was shrinking, the spatial areas of high-high and low-low supply and demand were increasing, and the regional supply and demand pattern was more balanced. The coordinated development pattern of ecology and economy was even more remarkable. There are differences and correlations between the supply and demand of ecosystem services at different scales. We propose hierarchical and targeted suggestions and improvement measures for each scale to support the implementation of differentiated regional management, enhance the value of regional ecosystem services, and enrich the scale of ecosystem service supply and demand. In the European Union the sustainable development is a fundamental and overarchingobjective enshrined in the Treaty and measuring progress towards sustainable development is an integral part of the EU Sustainable Development Strategy. Eurostat produce a monitoring report every two years based on the EU set of sustainable development indicators (SDIs). The main objective of this paper is to create an aggregated index of the sustainable development from EU set of SDIs for each 27 EU country based on the PCA. The headline indicator economic growth was not involved because its increase is not expressly followed by positive change in other SDIs from social, economic and environmental fields. The aggregated SD index enables to get an overall picture about the position of each of the 27 EU countries and its development in terms of the sustainability over time as assumed in the EU Sustainable Development Strategy. Sweden, Denmark, Netherland, and Great Britain have repeatedly reached the highest value of aggregated SD index. The highest positive change in the aggregated SD index has occurred in countries with the lowest value of aggregated SD index. Moreover, we put this new aggregated index in relation with economic growth and found that there is a negative correlation between aggregated SD index and the economic growth for most of the 27 EU countries. Quantifying the public green space required by urban residents is a fundamental aspect of sustainable urban planning and management. This paper proposes a metric of effective green equivalent (EGE), which is defined as the area of green space multiplied by corrected coefficients of quality and accessibility. Based on the EGE values of individual residents, two city-level indicators are developed: (1) average EGE, which refers to the average level of EGE values of all urban residents within the urban boundary; and (2) an inequality coefficient, which measures the inequality of EGE distribution across the urban area. Three indicators (EGE, average EGE, and the inequality coefficient) were used to measure the real green spaces of the urban residents of Beijing, China. The results showed that the EGE values for individual residents in Beijing follow a normal distribution. The average EGE value is 355.49 ha per resident and the inequality coefficient value is calculated to be 0.24, indicating that the current public green spaces of Beijing can basically meet residents’ requirements. Wastewater treatment facility is vital for sustainable urban development. In the course of removing contaminants and discharging ready-for-reuse water, wastewater treatment consumes resources and triggers environmental emission during its lifetime. A comprehensive framework to analyze the embodied ecological elements as natural resources and environmental emissions of wastewater treatment is presented in this work. The systems method as a combination of process and input–output analyses is applied and a set of indicators are accordingly devised. Two representative ecological elements, i.e., greenhouse gases emissions and solar emergy of alternative wastewater treatment systems, i.e., a traditional activated sludge wastewater treatment plant and a constructed wetland have been taken into consideration. For each ecological element, five indicators have been calculated and compared to assess the impact on climate change and resources utilizing style of the case systems. The framework raised in this paper is fully supportive for optimal decision-making among different wastewater treatment technologies, and could be transplanted to be applied to systems ecological accounting for other production systems. The rapid growth of population in cities places great pressure on urban ecosystem health and management, especially on urban water supply and disposal of wastewater. To cope with urban water degradation, indicators are needed for predicting and evaluating anthropogenic impacts on wetlands. Presented in this paper is a analytical study of the environmental dispersion in a three-layer wetland in terms of the longitudinal evolution of the lateral mean concentration. An environmental dispersion model for the mean concentration in the three-layer wetland is devised as an extension of Taylor's classical formulation. The analytical results illustrate the effect of dimensionless parameters on the environmental dispersivity. Other related indicators for urban water quality assessment in three-layer wetlands, i.e., the critical length and duration of the contaminant cloud of typical contaminant constituents are illustrated and characterized. Wetlands provide significant ecological services for urban regions in terms of water supply, wastewater treatment, flood storage, drought resistance, etc. For wetland flows, it is crucial to understand the process of contaminant transport as it provides scientific support for applications associated with various urban services. Two indicators respectively as the critical length and duration are frequently adopted for risk assessment of incidental release of toxic or contaminant cloud. This paper presents a review on recent progresses in the analytical study of contaminant transport in wetland flows by Taylor dispersion at the phase-average scale. The method of concentration moments is introduced. Analytical procedures for determining the key quantity of Taylor dispersivity are given for typical wetlands with free water surface, respectively as the steady flow wetlands, tidal flow wetlands, and the two-layer flow wetlands. As an example of applications, critical length and duration of the contaminant cloud in the steady flow wetlands are analyzed based on the obtained Taylor dispersivity. Results show that in contrast to the temporary, localized influence of COD on water quality, the heavy metal Pb can give rise to more severe damage. [ABSTRACT FROM AUTHOR]

This paper explores the relevance of the variables that define well-being and human progress and makes a quantitative inquiry into the validity of three of the well-known and well-documented composite indicators of well-being: the Human Development Index (HDI), the Legatum Prosperity Index (LPI) and the Happy Planet Index (HPI). After choosing the key variables that describe most of the objective and subjective dimensions of well-being, we perform cluster analysis to come up with an optimal grouping of countries based on their multidimensional performance on well-being. A comparison of the classifications obtained with the three indexes invalidates the HPI, confirms results obtained for the HDI, and validates for the first time the LPI as a reliable measure of well-being. The optimal cluster structure yields robust results, which correct the rank discrepancies between the HDI and LPI for a large number of countries. It also proves that a robust ranking of countries based on multidimensional well-being can be achieved with a relatively small number of variables, which mitigates the risk of including variables that are not reliable and/or not available for a significant number of countries. The fact that cluster analysis generates results based on similarities between observations and not on computed values based on the aggregation of variables helps overcome problems that may occur due to the distribution of variables and increases its value as a validation method. Therefore, validation results achieved through cluster analysis are more robust and help to achieve a good check of the validity and relevance of the composite indexes, provide an objective perspective that can guide policy-makers and the public in making a fair assessment of actual levels of well-being, and avoid unfounded claims that may overstate it and delay or postpone measures to increase it. The growing conflict between economic growth, energy and environment in China has restrained the country's economic development. In this work we investigated the interaction among the Chinese economy, energy production and consumption and the impacts of concomitant air emissions from 2000 to 2011, using an indicator system based on energy, emergy and money units. The results show that China's rapid economic growth has promoted tremendous expansion in energy production and consumption, which have led to increasing the impact of emissions in this study period. During the time examined, energy production and use efficiencies and the structure of the energy sector improved slightly; the self-sufficiency of energy use fluctuated, as petroleum took on an increasingly strong dependence on imports; fossil energy, mainly coming from coal, still has a majority share in energy production and consumption of the nation; the environmental loading intensity of energy consumption decreased slightly while that of energy production increased; most of the impacts of energy-related emissions are derived from their impact on human health; the impact of emissions from energy production made an increasing contribution to the total impact. Generally speaking, China's economic growth still heavily depends on energy-intensive industries that put great pressure on energy supply and pollution control. Although China has made obvious progress in energy mix optimization to save energy and reduce emissions, the pace of improvement still fell behind that of economic growth. Finally, this paper discussed some related issues and presented corresponding suggestions to further coordinate the relationship between the economy, energy production and consumption and the environment. Resource managers in South Florida are aware that coastal and marine ecosystems provide food, recreation, and a quality of life that are highly-valued by humans. Estimates of economic values in Florida, such as willingness-to-pay for a day of coral reef snorkeling or the change in this value from a change in coral cover, are not updated in a timely manner or are not available at all. Usually these studies are "baseline studies" that provide a snapshot of economic values under existing economic and environmental conditions. Therefore, to be useful to ecosystems management, human dimension (HD) economic indicators that are relatively easy to measure each year must be identified. In addition, they must be combined with a conceptual model that links these indicators to the ecosystem services; their relevant economic values; the HD non-economic metrics of well-being; and the quality and/or quantity of the environmental and ecologic attributes associated with the ecosystem service. Carefully selected HD economic indicators together with ecological, environmental, and non-economic human dimensions indicators can provide a rich source of information for managing the long term conservation and use of coastal and marine ecosystems. In this paper, we specify criteria for selecting HD economic indicators that measure the change in demand for ecosystem services resulting from changes in the quality or quantity of the environmental attributes that comprise the service. We assessed a suite of candidate metrics and arrived at a final set of HD economic indicators for further evaluation. These HD economic indicators are the percentage change from year to year in: (1) coastal park visitation; (2) number of registered recreational boats; (3) pounds of commercial seafood landed; (4) number of live marine organisms landed; and (5) dollar value of insured flood damage claims paid. We illustrated the use of these HD economic indicators with an empirical example for the Florida Keys and Dry Tortugas where the indicators are measured over a one year period. The changes were then scored and the scores were assigned a stop light rating of: green for good (or increasing), yellow for fair (or stable), and red for poor (or decreasing). Our empirical illustration of HD economic indicators offers a first step in developing metrics to rate the status of Florida's coastal and marine ecosystem services. The next steps are to propose a full suite of candidate HD economic indicators and metrics; final selection of HD economic indicators and their integration into the conceptual model; annual calculation of these indicators and their evaluation; and environmental/ecosystem assessment. Abstract: Considering the on-going strive towards new, alternative indicators to measure our societal development pathways, and the fact that policy indicators remain largely enigmatic with regard to their patterns of embeddedness in institutional decision-making processes, it appears necessary to work towards reducing our lack of understanding of their interactions with policy-making. In the present paper, we focus on exploring the significance of composite indicators for policy making in the particular policy environment of the EU-institutions. Our research is underpinned by the conviction that such indicators are not systematically used directly, but have an indirect influence on policy making that needs to be better understood. Our analytical framework – in order to analyse the ways in which composite indicators enter policy processes – is characterised by the distinction between the ‘use’ and the ‘influence’ of indicators on the one hand, and on the other hand between 3 types of factors: indicator factors, policy factors and user factors. Our empirical results show that while most of the academic attention and political debate around indicators has tended to focus on ‘indicator factors’, such quality attributes actually mattered relatively little in our setting as determinants of indicator influence. This rejects the idea that the robustness of evidence would lie exclusively in its technical quality and in the independence of its producer, and instead calls attention to the processes of evidence-construction. Simultaneously, ‘user factors’ (beliefs and representations of policy actors) and ‘policy factors’ (institutional context) were crucial as explanatory factors of the policy mechanics we identified. Abstract: Groupthink is a known weakness leading to a number of problems relating primarily to false senses of consensus. But, positive group ‘wisdom’ is an ideal which many aspire to make happen but few manage to achieve in practice. The mystery of the group comes at a number of levels and raises various issues. What is the relative importance of how groups assemble? How they are motivated? The value of inducement? How can group work be assessed and how is a ‘good’ group identified? How is positive and not negative group working achieved? How is group working linked to what the group achieves? In the area of policy use of indicators the function of the group becomes more critical. In an age of transparency in decision making and calls for more evidence-based policy, the importance of good group work is becoming vital if the project is to succeed. Based on research undertaken around the European Union between 2009 and 2010 this paper explores some of these questions by providing a series of ‘rich pictures’ of indicator use, the meanings ascribed to the pictures by the group members and some insights regarding the dynamics of the groups that rest behind them and how this may have influenced the stories told by the pictures. Finding pathways to more sustainability and resilience of farming systems requires the avoidance of exceeding critical thresholds and the timely identification of viable alternative system configurations. To serve this purpose, the objective of this paper is to present a participatory, integrated and indicator-based methodology that leads researchers and farming system actors in six steps to a multi-dimensional understanding of sustainability and resilience of farming systems in the future. The methodology includes an assessment of current performance (Step 1), identification of critical thresholds whose exceedance can lead to large and permanent system change (Step 2), impact assessment when critical thresholds are exceeded (Step 3), identification of desired alternative systems and their expected improved performance of sustainability and resilience (Step 4), identification of strategies to realize those alternative systems (Step 5), and an assessment on the compatibility of alternative systems with the developments of exogenous factors as projected in different future scenarios (Step 6). The method is applied in 11 EU farming systems, and the application to extensive sheep production in Huesca, Spain, is presented here, as its problematic situation provides insights for other farming systems. Participants in the participatory workshop indicated that their farming system is very close to a decline or even a collapse. Approaching and exceeding critical thresholds in the social, economic and environmental domain are currently causing a vicious circle that includes low economic returns, low attractiveness of the farming system and abandonment of pasture lands. More sustainable and resilient alternative systems to counteract the current negative system dynamics were proposed by participants: a semi-intensive system primarily aimed at improving production and a high-tech extensive system primarily aimed at providing public goods. Both alternatives place a strong emphasis on the role of technology, but differ in their approach towards grazing, which is reflected in the different strategies that are foreseen to realize those alternatives. Although the high-tech extensive system seems most compatible with a future in which sustainable food production is very important, the semi-intensive system seems a less risky bet as it has on average the best compatibility with multiple future scenarios. Overall, the methodology can be regarded as relatively quick, interactive and interdisciplinary, providing ample information on critical thresholds, current system dynamics and future possibilities. Abstract: Cities and regions are increasingly accounting for the diverse economic, social, and environmental contributions to sustainability and quality of life. However, most commonly used socioeconomic and environmental indicators are either difficult to use in policy or fail to comprehensively reflect social well-being and environmental sustainability. This paper articulates the limitations of urban and regional indicator sets and macroeconomic measures like the Gross Domestic Product (GDP), presents an alternative indicator, the Genuine Progress Indicator (GPI), and develops, improves and applies it for Northeast Ohio. We calculate the GPI for the State of Ohio, cities of Akron and Cleveland, and 17 Northeast Ohio counties for the years 1990–2005. We evaluate temporal and spatial GPI trends, including inter- (Ohio versus other comparable U.S. local GPI studies) and intra-regional (urban–suburban–rural) comparisons. From 1990 to 2005, we found that per capita GPI grew in 11 counties and the State of Ohio (growth ranging from 0.8% to 19.7%) but declined for six counties and the cities of Akron and Cleveland (declines ranging from 0.6% to 22%). Per capita GPI was greatest in suburban counties and lowest in urban areas, and was greater in Maryland and Vermont than Ohio. These trends are largely driven by gains in personal consumption versus other environmental, social, and economic costs. Important costs include income inequality, climate change, nonrenewable resource depletion, and consumer durables. The GPI is increasingly being estimated at local scales to complement existing urban indicators by providing a common monetary basis for measuring diverse costs and benefits. Finally, we report the effect of renewable portfolio standards and conversion of vacant lots for urban agriculture on the GPI through a series of scenario analyses at the county and city scales. These scenarios demonstrate how GPI can be used as a decision tool for local and regional development. In addition, local GPI measures offer opportunities to better engage the public and decision makers in discussions about economic, social, and environmental goals and policies. Abstract: Material flows induced by national economies can be regarded as indirect pressure indicators for environmental degradation. Economy-wide material flow analysis and indicators have been designed to monitor material and energy flows at the macroeconomic level and to provide indicators, which could contribute to management of resource use and output emission flows from both economic, environmental and broader sustainability points of view. These indicators can serve various purposes including monitoring the material basis of national economies and related environmental pressures, assessment of the material and resource productivity and monitoring the implications of trade and globalisation. The main part of this paper compares the material and resource use of the Czech Republic, Germany and the EU-15 by means of DMI and TMR indicators over the period of 1991–2004 (1991–2000 for EU-15). At the aggregate level both indicators in all three economies do not show any clear decreasing or increasing trends over the period considered. This means that environmental pressure related to use of materials for production and consumption purposes remains rather stable. All the economies however, recorded an increase in the efficiency of transforming the material/resource inputs into economic output. The analysis further revealed that most of the dynamics of DMI and TMR in the Czech Republic tended towards a higher similarity with Germany and the EU-15. In the future, further decreases in DMI as well as in TMR of fossils fuels might be expected in the Czech Republic, which could be counteracted by increase in DMI and TMR of metal ores/metal resources and non-metallic minerals/non-metallic resources. The future development of total DMI, TMR and material/resource intensity in both the Czech Republic and Germany will depend on further shifts to less material intensive industries and services and on increasing material efficiency in production and consumption of particular products. This is not only a technological, but also a social challenge, as there are barriers in current mode of governance and in shaping of current economic and social systems to do so. Abstract: The concept of sustainable development from 1980 to the present has evolved into definitions of the three pillars of sustainability (social, economic and environmental). The recent economic and financial crisis has helped to newly define economic sustainability. It has brought into focus the economic pillar and cast a question mark over the sustainability of development based on economic progress. This means fully addressing the economic issues on their own merits with no apparent connection to the environmental aspects. Environmental sustainability is correctly defined by focusing on its biogeophysical aspects. This means maintaining or improving the integrity of the Earth''s life supporting systems. The concept of sustainable development and its three pillars has evolved from a rather vague and mostly qualitative notion to more precise specifications defined many times over in quantitative terms. Hence the need for a wide array of indicators is very clear. The paper analyses the different approaches and types of indicators developed which are used for the assessment of environmental sustainability. Abstract: Revisiting the way society defines and measures progress has been identified as one of the key levers in tackling the root causes of unsustainable development. The recent economic and food crises exposed a critical weakness in the ability of currently mainstream indicators of progress to provide early warning and take adequate preventive action. Since the early 1990s a growing number of organizations have been involved in the development of indicator systems around the key socio-economic and environmental concerns of sustainable development within their own context. In order to provide guidance and promote best practice, in 1997 a global group of leading measurement and assessment experts developed the Bellagio Principles. The Bellagio Principles have become a widely quoted reference point for measuring sustainable development, but new developments in policy, science, civil society and technology have made their update necessary. The Bellagio Sustainability Assessment and Measurement Principles (BellagioSTAMP) have been developed through a similar expert group process, using the original Principles as a starting point. Intended to be used as a complete set, the new BellagioSTAMP includes eight principles: (1) Guiding vision; (2) Essential considerations; (3) Adequate scope; (4) Framework and indicators; (5) Transparency; (6) Effective communications; (7) Broad participation; and (8) Continuity and capacity. Abstract: As the concept of sustainable development is more accepted and incorporated by institutions, it becomes necessary to evaluate the performance of the national economy based on new methods and not only on economic indicators. Despite the importance of sustainability to the preservation of natural ecosystems and services, there is no agreement in the world scientific community concerning a methodology to evaluate that concept. In the last decade, two scientific tools have been extensively used worldwide to measure the human impact on nature: Ecological Footprint and Emergy Synthesis. Papers trying to combine them, and to obtain more accurate results have appeared in scientific literature, of which approach is an important one. Unfortunately, some weak points of the original methods still remain in the new approaches proposed. The objective of this work is to discuss some weak points found in the Ecological Footprint and Emergy Synthesis and to use the positive aspects and potential improvements from both methodologies at a national level. Emergy deals with the notion that all energy that is used directly and indirectly in a process to deliver an output product, flow or service should be accounted for. A new definition for Biocapacity was introduced meaning “the natural area''s capacity of receiving renewable energy”, rather than “usable biomass” as proposed by the conventional Ecological Footprint methodology. The questions to be answered by the proposed methodology are how much land would be equivalent to consumption, if products were generated solely by the use of natural renewable resources (Emergetic Footprint), and how much land would be available in the system considering world''s average capacity of receiving renewable energy (Emergetic Renewable Biocapacity). A new category called “areas not occupied by humans” is included in the Biocapacity. It is composed of open ocean, deserts and frozen land (areas excluded from the conventional Footprint method). Footprint or consumption means the load imposed by humans on the environment and was grouped in categories: cropland, forestry, animal products and energy resources. Ecological Fooptrint using Emergy was used to assess Brazil as a case study, resulting in a Biocapacity of 62.2ghaperson−1 and a Footprint of 41.9ghaperson−1, using data from 2004. The positive aspects of the approach proposed are: (i) its ease of application at global and national scales; (ii) the indicator of consumption (Footprint) accounts for the direct and indirect energy used to generate products and services; (iii) a new category considering areas excluded from the conventional method was included in the Biocapacity calculation, which can be a valid step towards the evaluation and assessment of services provided by nature. On the other hand, the approach has as main limitations: (i) it is not possible to make comparisons between the Biocapacity and Footprint for each category; (ii) there is a need for a handbook with well-explained calculations of emergy intensity factors. Abstract: Considering the traditional indicator of Green GDP and EDP, which ignored the ecological content when used to assess the regional sustainable development level, we proposed a new indicator, “EcoDP”, which consists of five sub-indicators: eco-service domestic product, eco-disaster domestic product, eco-construction domestic product, eco-threat domestic product, and eco-protection cost input, to distinguish the traditional EDP; we also suggest that the “EcoDP” should rather be divided into two main types: the “EcoDP value-stocked” and the “EcoDP value-added”. An analysis is carried out of China''s “EcoDP” change from 1999 to 2008, providing the following figures for the past 10 years: eco-service domestic product rose by 0.11 trillion yuan; eco-disaster domestic product increased by ¥1.03 trillion; eco-construction domestic product dropped by ¥9.8 billion; eco-threat domestic product rose by ¥114.4 billion; eco-protection cost input grew by ¥431.1 billion; and then we discussed the reasons for this change in China''s “EcoDP” from the perspectives of ecosystem, environment, resources and energies. Finally, based on various uncertainties regarding the research methodology adopted, the paper considers how to conduct quantified research and assessment for regional sustainable development in a comprehensive way in the future, in terms of GDP, EDP and social domestic product, like HDI. Abstract: The assessment of sustainable development is a challenging task as its measuring is rather complex without a mature framework. In this paper, as a case study, a coastal city of China-Yantai was assessed for sustainable development in the period from 1998 to 2007. We used a methodological framework based on 36 indicators and three composite indices from the dimensions of environment, economy and society subsystems. The assessment results indicated that Yantai was almost in the potentially unsustainable development or intermediate sustainable development, except in 1998 and in 2007. Accordingly, the progress of sustainable development was divided into two stages in the light of the relative changes of three subsystems. Some relevant issues, such as natural capital, GPI vs. GDP in sustainable development assessment were discussed. Finally, an uncertainty analysis was also given in the assessment. Abstract: The paper presents an overview of the existing indicators of development and positions them within the environmental, economic, and social dimensions of sustainable development. It presents empirical evidence of sustainable livelihood security index (SLSI) at the district level in Gujarat. SLSI is a composite index having three component indices, i.e. the ecological security index (ESI), the economic efficiency index (EEI), and the social equity index (SEI). It finds that the SLSI based on its simplicity and flexibility, is one of the most comprehensive yet simple indices for measuring long-term livelihood security in rural areas. For instance, the eastern districts of the state, dominated by scheduled tribes’ population have very low EEI and SEI rankings, although they have high ESI ranking. These districts also have very low ranks in gender development index, education index, health index and housing index. Thus, the SLSI not only identifies the general priorities for development but also the nature and types of policies to be pursued in each study unit to enhance livelihood security. The SLSI facilitates consensus among different partisan groups like economists, environmentalists, and egalitarians by balancing their mutual concerns, could provide guidelines for achieving sustainable development. Abstract: The Genuine Progress Indicator (GPI) is a monetary based indicator that has been designed to assess the impact of a growing economy on sustainable welfare. The GPI was first empirically applied at the national level. The majority of subsequent studies have likewise been applied at the national level. However, there is increasing interest in assessing sustainable welfare at the sub-national level – including states/provinces, counties and cities. The inherent methodological and structural flaws within the GPI when, applied at the national level, are equally if not more apparent when applied at the sub-national level. This paper considers a number of sub-national applications in order to highlight the difficulties of using the GPI at this level. Whilst important limitations are found, it is noted that the primary purpose of the GPI is to initiate debate on what sustainable welfare is and how societies might best maintain or increase it. Having a sub-national GPI encourages this debate and whilst its inherent flaws must be constantly addressed and explicitly acknowledged, they do not make redundant its usefulness in achieving its primary purpose. • Italian and Israeli wastewater quality standard were compared. • Sustainbility assessment was done considering Environmental, social and economic indicators. • Higher sustainability for Italian regulation was determined for wastewater reuse. • Higher sustainability for Israeli regulation was determined for discharge in rivers. The availability of deterministic models to achieve information regarding the main aspects affected by the implementation of regulations is of high importance for supporting decision-makers and policymaking. This is particularly true and of crucial importance when pursuing more sustainable development. The present study proposes a triple bottom integrated model for the evaluation of the main aspects of sustainability —environmental, social, and economic— based on an integrated sustainability index. The model was applied for comparing the wastewater regulatory systems implemented in Italy and Israel. The main results show that greenhouse gas emissions were about 0.60 kgCO 2eq /m3 for Israel and about 0.07 kgCO 2eq /m3 for Italy. Concerning freshwater eutrophication, the emissions related to the Italian scenarios ranged from about 2x10-3 kgP eq /m3 to 1.2x10-2 kgP eq /m3 for use on soil and discharge to river, respectively. For Israel, the same figures resulted 6x10-3 kgP eq /m3 and 1x10-3 kgP eq /m3, respectively. The impact on human health ranged from 0.5x10-5 DALY to 1.56x10-4 DALY depending on the emission limits and final destination. A comprehensive figure of sustainability was calculated by the proposed integrated sustainability index. The higher was this index the lower was the sustainability. Results for "discharge to river" were 8.91 for Israel and 9.15 for Italy whereas for "reuse on soil" the index was 24.7 for Israel and 19.9 for Italy. The methodological approach presented in this paper can be implemented to measure and enhance sustainability performance in water sectors, as well as in other environmental fields. National and international governments aim to promote the responsible management of the natural capital but measuring its contribution to economic growth is still a challenging exercise. The natural capital supports a plurality of environmental functions whereas the economic growth is frequently measured by aggregated indicators. In this paper, we propose an extended version of the Genuine Saving macro indicator to account for water and soil depletion. Further, as natural capital is spatially heterogeneous we estimate Genuine Saving for Italy for the period 2000–2015 at the regional level. Whilst the case study produces specific results for Italy the methodological framework is broadly applicable to other states. The Italian comparison shows that soil and water provide an absolute change of roughly 1% of the GS but average relative regional variations are between 5 and 33% of GDP, showing that the geographical scale of sustainability analysis is a crucial element for responsible management of national assets.
