Tourism brings great opportunities of growth with relatively small investments in physical and human capital, but it also comes with important negative externalities. This paper looks at the environmental cost of tourism in terms of solid waste produced in municipalities. Using the Data Envelopment Analysis developed by Charnes et al. (1978) and Banker et al. (1984), the paper estimates the efficiency of Tuscan municipalities in waste management and relates this measure to spatial and touristic variables. The scale of operations is also considered to see if tourism seasonality has an impact on the ability to operate at optimal scale. The empirical analysis suggests that seasonality has a negative effect on the efficiency of solid waste management and that this effect is primarily due to difficulties in operating at optimal scale. The seasonality of presences has a strongly negative impact on efficiency while tourists' average stay has a positive effect once scale effects are considered. The implications are that more effort should be made to flexibly manage waste collection in localities affected by seasonal tourism and reduce seasonality by incentivizing visitors to stay longer, for example by introducing a flexible tourist taxation as a function of presences and duration of stay. This paper seeks to provide a picture of sustainability of the Northern Territory by analysing a number of sustainability indicators across indigenous status and remoteness class. The paper seeks to extend current socio-economic statistics and analysis by including environmental considerations in a ‘triple bottom line’ or ‘sustainability assessment’ approach. Further, a life-cycle approach is employed for a number of indicators so that both direct and indirect impacts are considered where applicable. Whereas urban populations are generally doing better against most quantitative economic and social indicators, environmental indicators show the opposite, reflecting the increasing market-based environmental impacts of urban populations. As we seek to value these environmental impacts appropriately, it would be beneficial to start incorporating these results in policy and planning. [Copyright &y& Elsevier]

This paper describes the theoretical foundations and development of a multidimensional, water-focused, thematic indicator of rural poverty: The Water, Economy, Investment and Learning Assessment Indicator (WEILAI). The WEILAI approach was specifically designed for application in rural China, to support poverty alleviation project planning, monitoring and evaluation, as well as targeting and prioritization. WEILAI builds primarily on the basic needs framework of poverty alleviation, and on the methodological structure of the Water Poverty Index, to provide a proxy measure of an area's poverty by assessing eight key poverty sectors, with a strong focus on the components of water-poverty. The WEILAI approach was piloted and implemented in 534 households in China's mountainous southwest. This paper describes the indicator construction, weighting schemes, methodology, field sites, and statistical validation of the results. In addition, we discuss the results, feedback from in-country project staff, and the likely utility of the tool for project planning, monitoring and evaluation support. In the past decade, numerous indicators and indicator sets for sustainable agriculture and sustainable land management have been proposed. In addition to their interest in comparing different management systems on an indicator by indicator basis, land managers are often interested in comparing individual indicators against a threshold, or, in order to study trade-offs, against each other. To this end it is necessary to (1) transform the original indicators into a comparable format, and (2) score these transformed indicators against a sustainability function. This paper introduces an evaluation method for land-use-related impact indicators, which was designed to accomplish these tasks. It is the second of a series of two papers, and as such it links into a larger framework for sustainability assessment of land use systems. The evaluation scheme introduced here comprises (1) a standardisation procedure, which aims at making different indicators comparable. In this procedure indicators are first normalised, by referencing them to the total impact they contribute towards, and then they are corrected by a factor describing the severity of this total impact in terms of exceeding a threshold. The procedure borrows conceptually from Life Cycle Assessment (LCA) Impact Analysis methodology; (2) a valuation procedure, which judges the individual standardised indicators with regard to sustainability. This methodology is then tested on an indicator set for the environmental impact of a spinach production system in Northwest Germany. The method highlights mineral resource consumption, greenhouse gas emission, eutrophication and impacts on soil quality as the most important environmental effects of the studied system. We then explore the effect of introducing weighting factors, reflecting the differing societal perception of diverse environmental issues. Two different sets of weighting factors are used. The influence of weighting is, however, small compared to that of the standardisation procedure introduced earlier. Finally, we explore the propagation of uncertainty (defined as a variable''s 95% confidence limits) throughout the standardisation procedure using a stochastic simulation approach. The uncertainty of the analysed standardised indicator was higher than that of the non-standardised indicators by a factor of 2.0 to 2.5. [Copyright &y& Elsevier]

Abstract: Although inequalities in income and expenditure are relatively well researched, comparatively little attention has been paid, to date, to inequalities in resource use. This is clearly a shortcoming when it comes to developing informed policies for sustainable consumption and social justice. This paper describes an indicator of inequality in resource use called the AR-Gini. The AR-Gini is an area-based measure of resource inequality that estimates inequalities between neighbourhoods with regard to the consumption of specific consumer goods. It is also capable of estimating inequalities in the emissions resulting from resource use, such as carbon dioxide emissions from energy use, and solid waste arisings from material resource use. The indicator is designed to be used as a basis for broadening the discussion concerning ‘food deserts’ to inequalities in other types of resource use. By estimating the AR-Gini for a wide range of goods and services we aim to enhance our understanding of resource inequalities and their drivers, identify which resources have highest inequalities, and to explore trends in inequalities. The paper describes the concepts underlying the construction of the AR-Gini and its methodology. Its use is illustrated by pilot applications (specifically, men''s and boys'' clothing, carpets, refrigerators/freezers and clothes washer/driers). The results illustrate that different levels of inequality are associated with different commodities. The paper concludes with a brief discussion of some possible policy implications of the AR-Gini. Abstract: The aim of my paper is to demonstrate that Sen''s theory of well-being can be applied to make the concept of sustainable human development operational through the building of a multidimensional index of sustainability which takes into account, at the same time, economic, social and environmental variables. This index may be considered an alternative to the current measures of welfare/sustainability since not only conventional measures such as GDP, but also multi-attribute indices, such as Human Development Index (HDI), Genuine Savings, Index of Sustainable Economic Welfare (ISEW) etc., are found to be inadequate to make the concept of sustainable development operational. Therefore, the limitations of these measures of welfare/sustainability justify the search for a new index of sustainability. This index will show, at the operational level, how Sen''s theory of well-being can be useful to sustainable development. It was applied to EU countries using the standardised deviation methodology being the closest and most suitable methodology to be adopted for building multidimensional indices. The factor analysis methodology will also be used in my paper. Lastly, the comparison between Sen''s trend of sustainability and GDP trend index number–which are both of them applied to Italy–will show how much the criticisms and the limitations directed towards the indicator of GDP are founded. Recognising the well-known limitations of economic growth as a litmus test of progress and the call by Target 19 of Sustainable Development Goal (SDG) 17 to "develop measurements on progress on sustainable development that complement gross domestic product", this paper advances understanding of the linkages between alternative measures of economic well-being, the well-being economy and the SDGs. A conceptual model is presented, linking four capital assets to well-being goals and domains, which are connected to related SDGs. An assessment is conducted on the extent to which Gross Domestic Product and five alternative indicators of economic well-being (Environmentally Adjusted Net Domestic Product, Measure of Economic Welfare, Genuine Savings, Genuine Progress Indicator and Inclusive Wealth Index) align with (a) the dimensions of economic well-being, and (b) various environmental, economic, social and institutional targets set by the SDGs. The Genuine Progress Indicator (GPI) is found to be the most comprehensive in coverage, accounting for market-based welfare, services from essential capital, and various environmental and social costs, and linking directly to targets in fourteen of the seventeen SDGs. The paper discusses how greater use of alternative measures of economic well-being by policymakers can encourage transitions to economies which prioritise well-being and desirability objectives. • Conceptual model of wellbeing economy presented – capital asset classes, domains and goals. • Alternative measures of economic wellbeing have far greater linkages to SDGs than GDP. • Genuine Progress Indicator most closely aligned with SDG targets. • Alternative measures of economic wellbeing can promote policy initiatives with SDG benefits. In order to aid operations that promote sustainability goals, researchers and stakeholders use sustainability assessments. Although assessments take various forms, many utilize diverse sets of indicators numbering anywhere from two to over 2000. Indices, composite indicators, or aggregate values are used to simplify high dimensional and complex data sets and to clarify assessment results. Although the choice of aggregation function is a key component in the development of the assessment, there are few literature examples to guide appropriate aggregation function selection. This paper applies the mathematical study of aggregation functions to sustainability assessment in order to aid in providing criteria for aggregation function selection. Relevant mathematical properties of aggregation functions are presented and interpreted. Cases of these properties and their relation to previous sustainability assessment research are provided. Examples show that mathematical aggregation properties can be used to address the topics of compensatory behavior and weak versus strong sustainability, aggregation of data under varying units of measurements, multiple site multiple indicator aggregation, and the determination of error bounds in aggregate output for normalized and non-normalized indicator measures. Abstract: Sustainability as a concept has multiple disparate perspectives stemming from different related disciplines which either maintain ambiguous interpretations or concentrate on metrics pertaining to single aspects of a system. Given the embedded multi-dimensionality of sustainability, systemic approaches are needed that can cope with interactions of different dimensions. Past efforts for measuring sustainability holistically have taken an accounting approach based on the availability and efficiency of resource flows. However, an accounting approach fails to fully incorporate the intensive parameters pertaining to sustainability. An ecological information-based approach is a promising holistic measurement which incorporates both intensive and extensive dimensions of sustainability. This paper evaluates this approach by applying it to six economic resource trade flow networks: virtual water, oil, world commodity, OECD+BRIC commodity, OECD+BRIC foreign direct investment, and iron and steel. From the perspective of biomimicry, it appears that these networks can achieve higher levels of efficiency without weakening their robustness to resource delivery. The trends of measured efficiency and redundancy of the studied networks are demonstrated to be useful in reflecting long term changes while the trend in robustness levels were found to exhibit similar behavior to an ecosystem in its early phase of development. In order to determine whether degrowth is occurring, or how close national economies are to the concept of a steady state economy, clear indicators are required. Within this paper I analyse four indicator approaches that could be used: (1) Gross Domestic Product, (2) the Index of Sustainable Economic Welfare, (3) biophysical and social indicators, and (4) a composite indicator. I conclude that separate biophysical and social indicators represent the best approach, but a unifying conceptual framework is required to choose appropriate indicators and interpret the relationships between them. I propose a framework based on ends and means, and a set of biophysical and social indicators within this framework. The biophysical indicators are derived from Herman Daly''s definition of a steady state economy, and measure the major stocks and flows in the economy–environment system. The social indicators are based on the stated goals of the degrowth movement, and measure the functioning of the socio-economic system, and how effectively it delivers well-being. I discuss some potential applications of the indicators, including a method that allows national economies to be placed into one of five categories: desirable growth, undesirable growth, desirable degrowth, undesirable degrowth, and a steady state economy. Business activities play a major role in biodiversity loss so that firms are under increasing pressures from stakeholders to mitigate their negative impacts on ecosystems. As business attitudes, policies and behaviors regarding biodiversity and ecosystem services (BES) progressively change, a better understanding of how business strategies may be framed and implemented is required. In the first part of this paper, we discuss how biodiversity is usually understood as an external environmental constraint on business activities, and how this perception influences arbitrages. We then discuss how assessing BES interdependencies (impacts and dependencies) may bring about new business strategies and needs: we explore the opportunities and challenges of emerging mechanisms of payments for ecosystem services and expose the need for standardized sets of indicators at different scales for the effective management of their BES dependencies and impacts. The paper highlights the findings of a study from selected ecosystems in Indonesia, China and Japan. The study sought to trace changes to productive resources of ecosystems over a period of 50years; and trace the dependence of well-being of local populations on the ecosystems for the same time period. Data was collected from land-use maps, records and participatory rapid/rural appraisal (PRA) surveys in multistakeholder forums. To illustrate the changes, an indicator-based assessment framework was developed that integrates data from biophysical and socio-economic parameters. We observed that the approach (1) provides a better representation of the preferences of different stakeholders of ecosystem services, (2) fosters validation of data between the different stakeholders and (3) enables a communication and planning process among the stakeholders to sustainably utilize and manage their ecosystems. The use of spatial maps validates the relevance and utility of diachronic observations of communities and other stakeholders directly dependent on ecosystems. At the same time, they can be used to strengthen local planning processes for the development of services in the ecosystem. Such research thereby also acts as a catalyst to a social process of coordinated action to address local issues of global relevance. [Copyright &y& Elsevier]

Numerous indices help us to compare country and local performance in the field of human development, globalization and sustainable development. Obvious problems arise, such as data availability and data quality. A less obvious issue is that such sets and indices do not permit the inclusion of specific characteristics or discourses that are important in a country or region. This paper investigates the possibility of comparing regional sustainability assessments in four case studies, where the indicators vary from region to region, but the method of making the assessment is similar. The concepts of weak and strong comparability were used in this analysis. Comparability of sustainable development between different regions is not an issue of rigid comparison of indicator by indicator. It should take into account regional specifics. The resulting shift from strong to weak comparability should not be seen as a lessening of the quality of the assessment and decreasing comparability. Rather than focusing on individual indicators within frameworks that do not permit inclusion of regional developments, this approach allows to look at the broader picture of regional dynamics. It reveals specific regional weaknesses that need attention, and possible areas for building alliances between regions, thus creating a more sustainable Europe. [Copyright &y& Elsevier]

The water footprint concept introduced in 2002 is an analogue of the ecological footprint concept originating from the 1990s. Whereas the ecological footprint (EF) denotes the bioproductive area (hectares) needed to sustain a population, the water footprint (WF) represents the freshwater volume (cubic metres per year) required. In elaborating the WF concept into a well-defined quantifiable indicator, a number of methodological issues have been addressed, with many similarities to the methodological concerns in EF analysis. The methodology followed in WF studies is in most cases analogous to the methodology taken in EF studies, but deviates at some points. Well-reasoned it has been chosen for instance to specifically take into account the source and production circumstances of products and assess the actual water use involved, thus not taking global averages. As a result one can exactly localise the spatial distribution of a water footprint of a country. With respect to the outcome of the footprint estimates, one can see both similarities and striking differences. Food consumption for instance contributes significantly to both the EF and the WF, but mobility (and associated energy use) is very important only for the EF. From a sustainability perspective, the WF of a country tells another story and thus at times will put particular development strategies in a different perspective. The paper reviews and compares the methodologies in EF and WF studies, compares nation's footprint estimates and suggests how the two concepts can be interpreted in relation to one another. Definitions of sustainability abound. However, they tend to be abstract and thus open to diverging interpretations. Conversely, scientists need concrete guidance to develop quantitative measures of the sustainability of agricultural systems, such as sustainability indicators. Bridging this gap between what policy provides and what scientists need involves strong normative elements. Many publications on sustainable agriculture suggest bridging the gap through participatory stakeholder processes. However, participatory stakeholder involvement is not always practicable, due to the high cost and time required. In addition, the outcome of such processes can lack transparency and validity to outsiders. In this paper (the first of a series of two, [Walter, C. and Stützel, H., 2009-this issue. A new method for assessing the sustainability of land-use systems (II): Evaluating impact indicators. Ecological Economics]), we introduce an alternative method for concretising sustainability within a given context. It is based on a systematic inventory of potential issues through a structured literature review, and then uses a simple and transparent criterion to decide which of these potential issues is actually relevant within the given context. This approach yields a set of concrete issues against which to test the impact of agricultural production systems. It also makes transparent the normative and descriptive elements of the process, which helps to control value-driven biases. We demonstrate the practical applicability of this approach by testing it for an agricultural area in Northwest Germany. [Copyright &y& Elsevier]

The establishment of an information system is meaningful to develop a dynamic assessment of environmental quality and degradation. In this paper an original, empirical framework called Factor Weighting Model (FWM) is proposed to integrate different indicators into a composite index. The FWM is able to work with variables depicting different themes (e.g. climate, soil, landscape, demography, economy) collected at various geographical and temporal scales. Three case studies carried out at different spatial scales were considered as examples of FWM application to a composite index of Land Degradation. It consists of several variables collected from various data sources and available at different temporal and spatial scales, which are aggregated into some thematic indicators. The FWM approach was applied separately for each case study to the single variables transformed into sensitivity indicators through standard procedures. A multiway factor analysis (MDA) was carried out to explore over time the relationships among indicators. The importance of the environmental indicators was estimated by attributing a percent weight to each of them according to MDA outputs. Climate and soil dimensions account for the highest weights in all the cases considered. These findings are in accordance with the results obtained in previous studies. Abstract: This paper presents results from a time-series analysis of eight measures of development and/or sustainability for France. The measures chosen are green national net product, Genuine Savings, ecological footprint, Indicator of Sustainable Economic Welfare, Genuine Progress Indicator, Pollution-sensitive Human Development Indicator, Sustainable Human Development Indicator and French Dashboard on Sustainable Development. A theoretical description of each index highlights their advantages and drawbacks, underlining the fact that no indicator is perfect and no one can give an exhaustive view of sustainable development. Therefore, the analysis of various indicators is necessary to evaluate sustainable development with accuracy. Empirical results of measures of well-being show that French development was improving between 1990 and 2000. Concerning sustainability, indicators support different conclusions. It seems that French development was weakly sustainable but unsustainable in the strong sense over the period examined. [Copyright &y& Elsevier]

Abstract: Sustainability assessments have become important tools for decision makers. This research assesses the sustainability of different types of tourists in New Zealand by using the concept of yield and by developing yield indicators in the areas of financial, public sector and sustainable yield. The concept and indicators have been developed in cooperation with the New Zealand tourism sector and therefore provide a sector-driven approach to implement a sustainability assessment. The analysis shows that there are numerous ‘trade-offs’ between indicators when attempting to define the ‘ideal visitor type’. Coach tourists, for example, are the largest spenders and generate the greatest Value Added in tourism on a per-day basis, but they contribute less to the financial sustainability of tourism when the costs of capital are accounted for. Coach tourists are highly concentrated in a few key destinations and at the same time produce substantial amounts of CO2 emissions due to their air travel component. In contrast, backpacker and camping tourists provide greater financial yield and are more dispersed, but they are also the greatest user of publicly provided tourist attractions and therefore come at a higher cost to government than other tourist types. Camping tourists are also contributing considerably to CO2 emissions. The yield analysis proposed in this paper could be a valuable tool for complex policy decision making and identifying strategies that lead to high-yield tourism. [Copyright &y& Elsevier]

Abstract: The aim of this paper is to provide a categorisation of sustainability assessment tools within the broader objective of lifting the understanding of sustainability assessment from the environmental-focused realm to a wider interpretation of sustainability. The suggested framework is based on three main categories: indicators/indices, product-related assessment, and integrated assessment tools. There is furthermore the overarching category of monetary valuation tools that can be used as a part of many of the tools listed in the three categories. The tools are also divided by their spatial focus and the level of nature–society system integration. Discussion focuses on if and how the tools fulfil the objectives from the more current understanding of sustainability assessment. [Copyright &y& Elsevier]

This paper comments on the inadequacy of orthodox economics when communities perceive themselves as ecology-based, that is, when they recognize that their livelihood depends upon living natural resources. Not surprisingly, an economics largely developed in the context of a-spatial, a-natural industrialization and designed to serve the interests, policies, and tools of the nation state is inadequate when addressing communities within the context of their regions and ecological systems. The author suggests that a sustainability economics is needed and that its character can be better focused if based on a local and regional ecosystem perspective. The critique is relevant to general economic praxis because all economies depend upon natural processes and all economic actors are socialized within communities.
