Sustainable degrowth offers effective alternative strategies for tackling social and environmental problems such as climate crisis, resource depletion, biodiversity loss, and species hecatomb. However, it plays a marginal role in policy. Moreover, researchers need to operationalise many degrowth proposals in a more sufficient way for the policy. This mainly conceptual-methodological article conceptualises the problem of sustainable degrowth in policy as the problem of knowledge utilisation. How well research papers on the topic adapt to the needs of policy-makers is an important factor influencing this utilisation. This adaptation is under the control of researchers and may be seen as a necessary first step in the introduction of degrowth proposals into policy-making and further implementation. I argue that translating research papers into legislative drafts by researchers can be understood as adaptation of these papers to the policy-makers' needs. This is because the law can be understood as universal basis of public policies and fundamental language to express these policies. The legal system has a systematic, hierarchical, and logical structure while its language tends to be precise, clear, and unambiguous. Legal language may also be salient for many policy-makers. I labelled this way of adaptation as the Translational Legal Approach to Knowledge Utilisation (TLA). It can be applied beyond texts on sustainable degrowth as well. Based on the literature review, I theoretically and conceptually discuss the aforementioned hypotheses by looking at the corresponding criteria of research adaptation with characteristics of law and legal language. I provide the strongest support for the theses that translation of research papers into provisions of legislative drafts can increase readability, comprehensibility, precision, and operationalisation of degrowth research proposals, as well as helps to give them more systemic nature and incorporate policy-makers' context. Can the ecological footprint framework be used for measuring resource security? Wackernagel et al. (2021) assert it can, emphasizing the role of biocapacity balance – the difference between a country's biocapacity and the ecological footprint of its consumption. This paper argues that a positive biocapacity balance is not a good indicator of resource security, as it misrepresents climate change's relevance to national resources, overlooks resource depletion, and enforces an overly restrictive notion of "semi-autarky". While many transition scenarios describe potential low-carbon systems, few link these system-level outcomes to the microlevel stakeholder decision-making needed to actualise them, resulting in a 'planning gap'. Closing this gap requires that insights from modelling-based transition scenarios on what must happen to achieve climate targets are linked to those on how to make it happen from stakeholder-focused transition scenarios. This link requires a different understanding of decision-making rationality from that of a representative agent with rational expectations, as employed in much climate-change modelling currently. Rationality conceived as 'frame-sensitive reasoning' can better account for heterogenous stakeholders' alternative preferences, the actions they take in pursuit of them, and the effect of these actions on low-carbon transitions. This paper augments the Intuitive Logics (IL) stakeholder-focused scenario approach to enable frame-sensitive reasoning and provide modelling-based transition scenarios with realistic innovation-diffusion assumptions. Do 'green' environmental concerns – such as about biodiversity, climate change, pollution – deter citizens from having children? This paper reports the first longitudinal evidence consistent with that increasingly discussed hypothesis. It follows through time a random sample of thousands of initially childless men and women in the UK. The paper shows that those individuals who are committed to a green lifestyle are found to be substantially less likely to go on later to have offspring. Probit and Weibull survival models are estimated. The results are robust to controlling for people's age, education, income, marital status, mental health, life satisfaction, optimism, and physical health. The paper's key estimated effect-size is substantial. A person entirely unconcerned about environmental behaviour is estimated to be just over 50% more likely to go on to have a child than a deeply committed environmentalist. • Will fertility decline because humans become so concerned about environmental damage? • Using UK data on thousands of randomly selected young adults, we provide the first longitudinal evidence that those who have environmental concerns and act in a 'green' way go on to have fewer children. • The estimated effect-size is large. Reducing overconsumption to a level that ensures well-being within planetary boundaries is one potential strategy to mitigate climate change. Such strategies might imply considerable changes to consumerist lifestyles. This paper examines individual-level gains and losses that might motivate or hinder people to uptake consumption-reduced lifestyles and accept corresponding demand-side measures. To identify such gains and losses, the paper combines (1) an interdisciplinary systematic literature review spanning eight concepts that assess voluntary consumption reduction from different angles with (2) a qualitative vignette study based upon a sample of mainstream consumers. The paper develops the gains and losses of reduced consumption taxonomy (GLORCY), which comprises three main categories of gains and losses that consumers experience, associate, or anticipate to result from consumption reduction. The taxonomy differentiates personal, social, and universal main categories and provides detailed categories for each. The saltmarsh carbon storage potential is a key topic in blue carbon research and climate policy. Ecosystem service valuations provide valuable information to policymakers for habitat management and climate change mitigation policies. Yet, only few saltmarsh valuation studies have included the carbon storage service in the UK context. This paper investigates how the public values saltmarsh ecosystem services, focussing on the carbon storage service. We used a choice experiment to elicit the willingness to pay (WTP) of a representative sample of the Scottish public to support interventions that would maintain or improve the provision of these services. Furthermore, we tested the effect of information on individuals' preferences and WTP with a split sample approach where one group received a treatment in the form of additional information. We found that (i) all attributes had a significant influence on individuals' choices; (ii) both groups had, on average, a positive marginal WTP for all presented ecosystem services; (iii) the treated sample had, on average, no significantly different marginal WTP for carbon storage than the control group. This paper adds to the limited literature on the saltmarsh carbon storage ecosystem service and demonstrates a developed nation's public's openness to nature-based climate change mitigation solutions. Abstract While there is a growing debate among researchers and practitioners on the possible role of central banks and financial regulators in supporting a smooth transition to a low-carbon economy, the information on which macroprudential instruments could be used for reaching the " green structural change " is still quite limited. Moreover, the achievement of climate goals is still affected by the so-called "green finance gap". This paper addresses these issues by proposing a critical review of existing and novel prudential approaches to incentivizing the decarbonization of banks' balance sheets and aligning finance with sustainable growth and development objectives. The analysis carried out in the paper allows understanding of under which conditions macroprudential policy could tackle climate change and promote green lending, while also containing climate-related financial risks. Abstract With the introduction of the Roadmap to a Resource Efficient Europe (2011) and the more recent commitment of The Action Plan towards the Circular Economy (2015), the European Commission (EC) has expressed its fundamental interest to substantially improve the resource efficiency of the European economy and enable the transition towards the Circular Economy (CE). This policy push has meanwhile been complemented by some quite ambitious national programmes for RE and CE and institutional advances but it is not yet bound to targets or mandatory reporting. Against this background, the objective of this paper is to give a comprehensive overview of the current policy frameworks at EU and a selection of MSs and provide insights into the elements shaping policy processes. The analytical framework relies on three essential interconnected components: the policy framework, the economic incentive system and economic side policies which are relevant in the context of RE and CE and actor constellations. The paper does this looking at the interface between EU-MSs. The analysis is based on different empirical surveys in which the policy development is observed and discussed (EEA 2011, 2016a, 2016b, EIO 2013, 2014, 2016) and a comprehensive review of legislative and policy frameworks at the EU and selected MSs, undertaken as part of the project POLFREE (Policy option for a Resource-Efficient Economy) (Domenech et al., 2014, Bahn-Walkowiak et al., 2014). The analysis reveals that policy frameworks for RE/CE are complex and fragmented as competing goals and visions reduce effectiveness of measures. The paper makes recommendations as to how EU and MS policies could improve RE in a coordinated way, but recognizes that achieving such coordination will be challenging in the current political context. Abstract Transdisciplinary research has been introduced as an approach to integrate different bodies of knowledge to learn and to develop solutions towards socio-ecological transformations. In these concepts, broad stakeholder involvement is intended to promote knowledge integration, consensus formation and activation of local actors to initiate and advance learning and change processes. In doing so, however, transdisciplinary processes enter societal battlegrounds and meet conflicting interest and knowledge claims. Thus, building on the discussion on transdisciplinarity in the context of sustainability-related research, the paper seeks to understand when and why which types of conflicts emerge in sustainability-related transdisciplinary research, how they affect knowledge integration, and how they can be resolved. It develops a categorization of conflicts including differing values, conflicting interests, dissimilar claims of legitimacy, and diverse knowledge claims. They are applied empirically in the analysis of a project on regional adaptation to climate change in Northwestern Germany. It studies processes and outcomes with regard to the societal impact of the project and discusses experiences of conflicts and relevant solutions. The paper finds that societally relevant transdisciplinary research processes need to be prepared for conflict resolution and overcoming resistance and blockages in cases when consensus formation and mutual agreement is not attainable. This paper assesses the effects of public policies on the occurrence of natural disasters related to extreme rainfall. By using a unique and geolocated database on natural disasters in the state of Rio de Janeiro, Brazil, I test whether variables related to public policies - e.g. forest cover and urban infrastructure - affect the occurrence of natural disasters, conditional on the existence of extreme rainfall. Results point to a significant role for public policies in order to mitigate effects of extreme weather events. More specifically, results point to an important role for urban infrastructure, as proper sewage and waste collection, and forest cover in reducing the impacts of extreme rainfall. Moreover, I discuss how these heterogeneous effects have distributional consequences and can be linked to the Environmental Justice literature. Finally, this paper reinforces the idea that adaptation policies to disasters are essential in reducing local vulnerabilities and can yield distributional and fiscal benefits. [ABSTRACT FROM AUTHOR]

The main challenge for most African countries is to find an alternative source of funding that can meet the needs of present generation without jeopardizing the needs of the future generations. Indeed, budgetary pressures are as defaults and economic recessions, combined with difficulties in accessing financial markets, which are often triggered by a series of sovereign debt restructurings and defaults, and have led some resource-rich African countries to turn to resource-backed loans to finance infrastructure projects to achieve long-term sustainable development goals. In this paper, we use the entropy balancing method to test whether resource-backed loans have a causal impact on the ecological efficiency of human development of African economies. Across a battery of robustness checks, the estimation results indicate that resource-backed loans have a positive and statistically significant impact on ecological efficiency of human development. Nonetheless, when resource-backed loans are disaggregated to run the regressions, we find that oil-backed loans and minerals resource-backed loans increase ecological efficiency of human development while cocoa and tobacco resource-backed loans are negatively associated to ecological efficiency of human development. The main findings of the study suggest that resource-backed loans agreements in general, and cocoa and tobacco in particular, should include strict clean development provisions and the implementation of actions to mitigate the negative environmental impact of these loans for borrowing countries. This paper empirically explores the linkage between the economic opportunities and climate adaptation and other antecedents in cities. Our dependent variable includes the economic opportunities identified by the cities; our independent variables are the adaptation plans, adaptation actions, climate change risks, incentive types, and incentivized stakeholders. To explore the effects of climate change risks, adaptation plans, adaptation actions, incentive types, and incentivized stakeholders, we used polychoric factor analysis and logistic regression analysis. The results show that a city's climate change adaptation plan and GDP have significant positive relationships with the economic opportunities present in the cities. Meanwhile, climate change risks also have a positive relationship with economic opportunities. Furthermore, economic opportunities present in cities have a negative relationship with three variables: one group of climate actions and two groups of stakeholders. Sufficiency is a normative principle that aims to reorganise the configurations between production and consumption to reduce ecological overshoot and improve human well-being. At its heart is the notion of "living well on less," recognising the need to restructure resource allocations between production and consumption hitherto unsustainable. Although sufficiency has gained attention from scholars and policymakers as a strategy to mitigate the climate crisis and resource management, evidence on its formation, causality, and antecedents remains fragmented. This paper reorders antecedents from three disciplinary roots of sufficiency: complementarity of capital, social metabolism, and altruism, to reorganise empirical evidence and examine the formation of sufficiency in producers and consumers. Through configurational analysis, we mapped the responses of Chilean producers and consumers to explore the conditions that enable the formation of sufficiency and the configurations that emerge as a result. Our findings reveal the prominence of three interrelated attributes for both agents: labour security, moral duty and intrinsic motivation, which, when combined, give rise to two complex and nonlinear approaches for producers and consumers, labelled aggregately as metabolic , limited and ecocentric configurations. This paper analyzes the effect of inherent uncertainty on the willingness-to-pay (WTP) for a policy aimed at reducing expected climate change impacts. To do this, it relates outcome uncertainty to the probability of occurrence of one of these impacts within a given time horizon. Unlike the existing studies, this paper links outcome uncertainty to the uncontrollable component of environmental uncertainty derived from the stochastic nature of an ecosystem's behavior. Results show that the WTP for the policy in the presence of uncertainty does not decrease compared to the scenario where climate change impacts are assumed to occur with certainty. This suggests individuals are adopting a precautionary attitude when stating their WTP. Thus, the paper provides economic justification for preventive measures in highly uncertain contexts. Climate change produces new challenges to the development strategies of the most vulnerable countries, where there is urgent need of effective adaptation policies. However, the uncertainty about the expected costs of climate change and about the benefits of adaptation hampers the design and the implementation of adequate measures. Alternative decision-support tools and decision strategies can be adopted by policy makers and the private investors. In this paper, we assess the effectiveness of Portfolio Analysis (PA) as a decision-support tool for adaptation strategies under different climate change scenarios. PA effectiveness is explored in the context of tea plantation investments in Rwanda. Tea is a key commodity for the Rwandan economy, and the agriculture sector is one of the most negatively affected by climatic changes, especially in developing countries. It is a perennial crop, for which investments have high sunk costs and economic returns are highly sensitive to changes in the average temperature and in rainfall distributions. Thus, returns on investments in new tea plants are affected by high climate-induced uncertainty. PA aggregates different investment options into portfolios, instead of considering a single option, and allows identification of an efficiency frontier of best portfolios in terms of trade-off between economic efficiency (expected net present value) and risk (variance of the economic performance). In spite of its advantages, PA remains rarely used in climate change adaptation analysis. In this paper we show how PA can be performed in practice when evaluating adaptation investments against different climate change scenarios. The results show that, using PA, new possible allocations of resources emerge, identifying alternative investment solutions with a better trade-off between economic return and risk. PA here emerges as an effective tool in designing long-term investments in the agriculture sector, robust to the complex and uncertain effects of climate change. A Sensitivity analysis of the results to different social discount rates and different climate change scenarios suggests how these two factors can be relevant for the choice of investment portfolios. The rational choice model of voluntary public good provision predicts that an individual's contribution to climate change mitigation responds negatively to larger contributions by others whereas social norm theory maintains that one's own contribution is positively related to that of others. This paper tests the competing hypotheses empirically using representative data for about 30,000 individuals from 23 European countries. The paper finds that, up to a threshold percentage of others perceived to engage in mitigation, individuals' willingness to engage in mitigation themselves is lower the more other individuals are perceived to engage in such behavior, whereas the relationship is positive when the threshold is passed. Since the actual percentage of others perceived to engage in mitigation is lower than the estimated threshold (30 to 56%) in a number of countries, marginal increases in the percentage of others perceived to behave in a climate-friendly way may backfire by enhancing free-rider behavior. For the social norm to take grip, policy-induced non-marginal increases of perceptions may be required to shift the system past the tipping point. [ABSTRACT FROM AUTHOR]

Despite the efforts made during the last climate conferences (COPs), countries participating in the negotiation process are still far from reaching an agreement on the implementation of a new Post-Kyoto climate regime. The growing role played by developing countries in negotiations is one of the main causes behind the deadlock. Further attention should therefore be paid to the composition of the alliances formed by developing countries in order to better understand the key structural features driving their bargaining positions. By applying a cluster analysis, this paper aims to investigate the role played by heterogeneity in specific characteristics of developing countries in explaining divergent costs and benefits associated with alternative climate negotiation outcomes. By clustering developing countries according to their economic, geographic, environmental, energy, and social characteristics, the paper presents some considerations on climate political economy strategies in these countries with respect to existing bargaining coalitions. Climate change economics is now four decades old. Much of what it has achieved as a field of academic enquiry can be linked back to issues of integrated assessment modelling. This paper shows that the standard approach is going through a major change in scope as of the last five years. The conventional focus on determining optimal mitigation paths based on modelling the social cost of carbon is being enlarged to embrace promising new waves of research. These are: (1) the economics of insurance against catastrophic risks; (2) the economics of trade and climate; and (3) the economics of climate change adaptation. The paper helps to bridge the gap between economics and climate policy by showing that the analytical toolkit of climate change economics has shifted towards more realistic representations of climatic policy. This paper studies public perceptions of fairness in managed retreat policies. We try to empirically test the acceptance of the following four principles of fairness: efficiency, need, responsibility and priority to property rights. Using responses from a questionnaire, the objective of the paper is to generate information on the issue of solidarity between people exposed to the risk of climate-change-induced flooding and those who are not, as regards to funding managed retreat policies and damage compensation. To that end two population zones (Coastal and Hinterland) were surveyed in order to characterise personal preferences of stakeholders and distributive preferences of third parties Results show (i) a support for national solidarity in the funding of managed retreat policies, (ii) a difference in people'ssupport for the responsibility principle depending on whether it is embedded in a general principle of justice or in a particular compensation scheme and (iii) a difference between distributional judgments of the coastal inhabitants (stakeholders) and those of the Hinterland (third parties) according to the choices of the funding principles of damages on private assets and the choices of the general principles of fairness in managed retreat policies. In many cities of the world, bicycle infrastructure projects are implemented to foster more sustainable transportation systems. However, such projects have often raised questions regarding their public funding, as they entail considerable costs. This paper reviews cost–benefit analysis (CBA) frameworks as these are presently used to assess bicycle infrastructure projects. Specific focus is on the CBA framework developed in Copenhagen, Denmark, a self-declared “city of cyclists”. In this framework, costs and benefits of car and bicycle, the two major urban transport modes, have been assessed and are compared across accidents, climate change, health, and travel time. The analysis reveals that each km travelled by car or bike incurs a cost to society, though the cost of car driving is more than six times higher (Euro 0.50/km) than cycling (Euro 0.08/km). Moreover, while the cost of car driving is likely to increase in the future, the cost of cycling appears to be declining. The paper concludes with a discussion of the applicability of the Copenhagen CBA framework to advance sustainable transport planning and to motivate and justify urban restructuring. International attempts have not succeeded in addressing climate change, leaving an even heavier responsibility on countries, firms and people. As tourism is an expanding branch in the world economy, it is crucial to focus on how climate change issues are addressed in this industry as well. This paper analyses a group of tourism firms in Norway that join together to promote growth and profitability in winter tourism. The span in how these firms deal with environmental issues ranges from ecotourism till not addressing the subject at all. Although the majority of the firms have environmental issues on the agenda, environmental issues are not included in the cooperation. We use critical discourse theory to explore how this stance on environmental issues within a cooperation has come about, and categorize the firms into three discourses: neoclassical economics, environmental economics and ecological economics. Our data indicate that the hegemonic power of neoclassical economics hampers an environmental focus in the network. This power is exerted through the position of being environmentally indifferent. This paper explores the emergence of a global climate change mitigation regime through an analysis of the language employed in international science-policy reports. We assume that a global climate regime can only operate effectively on the basis of a shared understanding of climate change which is itself based on a shared language of governance. We therefore carried out an in-depth thematic and metaphor analysis of 63 policy documents published between 1992 and 2012. Results show that global climate science-policy discourses universalise the myriad impacts of a changing climate into a single dichotomous impacted/not-impacted scenario and aim to govern this world according to economic principles of cost–benefit analysis. These discourses use metaphors that draw on narrative structures prevalent in the wider culture to produce and legitimate a reductionist representation of climate change. This representation undermines public understanding of and engagement with climate change by marginalising subordinate policy framings which do not align with the prevailing dichotomous framing. The types of documents we analyse in this paper represent important sources for journalists reporting on climate change. We therefore suggest that any attempt to improve public communication of climate change should include revisions to these organisational discourses. [ABSTRACT FROM AUTHOR]

Blue carbon – the carbon stored and sequestered in mangrove forests, seagrass meadows, and tidal salt marshes – is considered a cost-effective means to achieve positive climate change mitigation and adaptation outcomes. Blue carbon is therefore of considerable interest to the scientific and policy communities, and is frequently discussed in relation to carbon markets and climate finance opportunities. This paper identifies peer-reviewed and ‘gray literature’ documents that discuss blue carbon in the context of finance and market mechanisms. The document set is analyzed both quantitatively and qualitatively, and the principal scientific, economic, regulatory, social, and management issues that emerge are discussed. The study reveals that (1) the blue carbon literature is dominated by technical and policy commentary, with a dearth of research into practical social considerations and a stark absence of private sector perspectives; (2) there is confusion over the nature and role of important concepts including private and public sector finance and instruments; and (3) understanding of the important issues of investment priorities and risk considerations is also limited. This paper therefore identifies gaps in the blue carbon literature, clarifies critical concepts and issues, and proposes novel pathways for blue carbon research and project development. In the debate between proponents of green growth and degrowth, the core issue is whether decoupling carbon emissions and resource use from GDP growth is possible, and if so, possible at a rate fast enough to achieve policy goals such as global warming of maximum 1.5 °C or 2 °C. In this paper, the claims by degrowth scholars on the limits of decoupling growth and carbon emissions are critically examined by assessing the economic and climate consequences of their claims. It is claimed that their pessimistic view on decoupling is not based on robust arguments but rather mystifications of what decoupling is. Following the assumptions by leading degrowth scholars – that decoupling (decrease of the emission intensity of GDP) are unlikely to be larger than 4% and that levels of GDP need to converge in a degrowing world – indicates that the 1.5 °C target is ruled out altogether and that in order to reach the 2 °C target, the economies of the global north would have to be reduced with over 90% and for middle income countries with around 70%. This appears as very unlikely to happen. Voluntary contributions to public goods are vulnerable to free riding. A potential solution is the implementation of a costly institutional arrangement that deters free riding behavior. In this paper, we analyze to what extent resource users are willing to bear those costs and vote in favor of costly institutions. We carried out lab-in-the-field experiments with Cambodian farmers in the Kampong Chhnang province. In the first experiment, the subjects played public goods games, with an option to vote for a costly institution with a minimum contribution level. In the second experiment, subjects voted between a costless weak enforcement mechanism and a costly strict enforcement mechanism. We find broad support for both costly institutions, and even more so if players had been exposed to resource scarcity in the past. Climate policy is often described by economists as an intertemporal consumption trade-off: consume all you want today and face climate damages in the future, or sacrifice consumption today to implement costly climate policies that will bring future benefits through avoided climate damages. If one assumes enduring technological progress, a society that is more averse to intertemporal inequalities should postpone climate policies and let future, richer generations pay more. Growing evidence however suggests that the trade-off is more complex: abrupt, extreme, irreversible changes to the climate may cause discontinuities to socio-economic systems, possibly leading to a sharp decline of human population and consumption per capita. In this paper, we show that, when accounting for a very small risk of catastrophic climate change, it is optimal to pursue stringent climate policies to postpone the catastrophe. Our results conform with the well-known conclusion that tight carbon budgets are preferred when aversion towards inequalities between generations is low. However, by contrast with previous studies, we show that stringent policies are also optimal when inequality aversion is high. The non-monotonicity of the influence of inequality aversion is due to the fact that, for a given investment in abatement, a higher inequality aversion gives a smaller weight to avoided future non-catastrophic damages, but a larger weight to the catastrophic outcome. We also explore the role of population ethics, and show that the size of the optimal carbon budget decreases with the social preference for large populations, although this parameter plays almost no role at extreme levels of inequality aversion. Our result demonstrates that views from opposite sides of the ethical spectrum in terms of inequality aversion converge in terms of climate policy recommendations, warranting immediate climate action. In this paper we examine the stability of international environmental agreements about a (common) emissions target. By signing the agreement, the parties develop a sense of responsibility to the commitment made, gaining a self-image that contributes to their utility. We study a dynamic two-stage game where all countries act individualistically. We investigate how two fundamental components of the model, that is, the ambition of the pledge and the relative importance given to compliance to the commitment, affect the stability and efficiency of the agreement in terms of global welfare and total emissions. We find that participation is the key driver of all the results and that it is negatively related to the ambition of the pledge and positively related to countries' level of concern about environmental issues. This paper combines panel data from nationally representative household-level surveys in Nigeria with long-term satellite-based spatial data on temperature and precipitation using geo-referenced information related to households. It aims to quantify the impacts of climate change on agricultural productivity, income shares, crop mix, and input use decisions. We measure climate change in harmful degree days, growing degree days, and changes in precipitation using long-term (30 year) changes in temperature and precipitation anomalies during the crop calendars. We find that, controlling for other factors, a 15% (one standard deviation) increase in change in harmful degree days leads to a decrease in agricultural productivity of 5.22% on average. Similarly, precipitation change has resulted in a significant and negative impact on agricultural productivity. Our results further show that the change in harmful degree days decreases the income share from crops and nonfarm self-employment, while it increases the income share from livestock and wage employment. Examining possible transmission channels for this effect, we find that farmers change their crop mix and input use to respond to climate changes, for instance reducing fertilizer use and seed purchases as a response to increases in extreme heat. Based on our findings, we suggest policy interventions that incentivize adoption of climate-resilient agriculture, such as small-scale irrigation and livelihood diversification. We also propose targeted pro-poor interventions, such as low-cost financing options for improving smallholders' access to climate-proof agricultural inputs and technologies, and policy measures to reduce the inequality of access to livelihood capital such as land and other productive assets. Interstate conflicts are complex and often have a multitude of causes. These factors can be social, economic, or cultural. One social factor receiving little attention in the literature is international migration. This paper uses climate shocks as a driver of emigration to study the causal impact of immigration on conflicts. We find that climate-induced immigration increases the probability that the destination country initiates a conflict against the origin. This effect is moderated by attitudes in the receiving country and features of the specific flows. In this paper, a demand-driven growth model is used to explore climate change scenarios faced by the South African economy. The focus is on key macroeconomic variables including employment, productivity, income distribution, trade, and fiscal balances. Results show that emission reduction alone will not put South Africa on a sustainable and equitable growth path. Expansionary macroeconomic policies are necessary. We show that, under sufficient global mitigation, expansionary fiscal and monetary policies lead to faster output and productivity growth, higher employment, and lower inequality. Linking tropical cyclone activity with anthropogenic climate change is subject to on-going debate. However, modelling studies consistently have projected that climate change is likely to increase the intensity of cyclones and the related rainfall rates in the future. A precautionary approach to this possibility is to adapt to the adverse effects of the changing climate by improving early warning services for cyclones as a ‘no or low-regrets’ option. Given limited funding resources, assessments of economic efficiency will be necessary, and values for benefits are an essential input. This paper aims to estimate the benefits to households of an improved cyclone warning service in Vietnam. Choice experiment surveys with 1014 respondents were designed and conducted to inform this paper. The benefit estimates of the maximal improvements in a number of attributes of cyclone warning services (i.e. forecasting accuracy, frequency of update, and mobile phone based warnings) are approximately USD7.1–8.1 per household, which would be an upper bound estimate. Results from the marginal willingness to pay for the attributes suggest that investments should be dedicated to improvements in the accuracy of warning information and a warning service based on mobile phone short message. Abstract: This paper describes a new model, Climate and Regional Economics of Development (CRED), which is designed to analyze the economics of climate and development choices. Its principal innovations are the treatment of global equity, calculation of the optimum interregional flows of resources, and use of McKinsey marginal abatement cost curves to project the cost of mitigation. The unconstrained, optimal climate policy in CRED involves very large capital flows from high-income to developing countries, to an extent that might be considered politically unrealistic. Under more realistic constraints, climate outcomes are generally worse; climate stabilization requires either moderate capital flows to developing countries, or a very low discount rate. In CRED, more equitable scenarios have better climate outcomes; the challenge of climate policy is to persuade high-income countries to accept the need for both international equity and climate protection. The paper proceeds with a discussion of the interplay of scale and intensity in determining greenhouse gas emissions. This is followed by the presentation of several macroeconomic scenarios using LowGrow, a simulation model of the Canadian economy. The scenarios considered are ‘business as usual’ which is a projection into the future of past trends, ‘selective growth’ in which differential growth rates are applied to parts of the economy according to their direct and indirect greenhouse gas emissions, and ‘degrowth’ where the average GDP/capita of Canadians is reduced towards a level more consistent with a world economy the size of which respects global environmental limits. Abstract Economic inequality reduces the political space for addressing climate change, by producing fear-based populism. Only when the safety, social status, and livelihoods of all members of society are assured will voluntary, democratic decisions be possible to reverse climate change and fairly mitigate its effects. Socio-environmental and climate justice, commoning, and decolonization are pre-conditions for participatory, responsible governance that both signals and assists the development of equitable socio-political systems. Degrowth movements, when they explicitly prioritize equity, can help to focus activism for climate justice and sustainable livelihoods. This paper overviews the theoretical grounding for these arguments, drawing from the work of ecofeminist and Indigenous writers. Indigenous (and also ecofeminist) praxis is grounded in activists' leadership for commoning and resistance to extraction, the fossil fuel economy, and commodified property rights. Abstract Higher temperatures linked to climate change lead to people feeling increasingly heat stressed compromising their health and reducing economic activity. In this paper we assess the potential economic impact of heat stress on working people in urban Malaysia by analysing the loss in productivity that they associate with heat stress. We found that nearly every respondent (99%) from a sample of 514 drawn from an online survey sometimes feels heat stressed and also less productive as a result. The median number of days in a year on which people felt their productivity had been compromised because of heat stress was 29. On those days half of the respondents felt their work capacity had been at least halved. The estimated median annual loss from reduced productivity was 257 €, nearly 10% of respondents' median annual income. Respondents who work in mentally challenging jobs are more affected by heat than those in physically intense jobs. They also receive the highest incomes, so suffer the highest losses. Our research suggests that the real economic costs of heat has probably been under-estimated because most research has so far focused on people working in physically intense outdoor jobs or those performed in very hot environments. Abstract As a semi-natural ecosystem, the agroecosystem is both a major provider and a major beneficiary of ecosystem services (ES). The aim of this paper was to contribute to the scientific understanding of the current status of AES research, recognize the knowledge base and influential articles, and uncover the key research themes and how the research themes have evolved over the past decade. Bibliometric methods based on the ISI Web of Science (WoS) database were used to analyse articles related to AES published between 2008 and 2017. A total of 3573 records were evaluated during this study. The results show that there has been a significant increase in research interest in the AES field. The most frequent keywords were "Biodiversity", "Land use change" and "Climate change". This study divides the common keywords into 7 categories and analyses them over two periods. Agrobiodiversity and land use have been emphasized in current AES research, which is a trend that will likely continue in the future. Valuation is indispensable, but AES research has needs beyond monetary valuation. In the future, multisubject and multimethod integrative research for understanding, modelling, evaluating, and managing the AES will be more abundant. [ABSTRACT FROM AUTHOR]

Abstract This paper analyses 143 cases about the implementation of various and often interlinked, integrative, Resource Efficiency Measures (REMs). These REMs have been brought in a framework distinguishing on the one hand a cluster of supply side measures, demand side measures and life cycle measures with a synergistic mode of operation. They further have been related to clear classes or Business Model Changes (BMCs) that can support their implementation, notably changes in the supply chain (SC), internal processes (IP), customer interface (CI), financial model (FM) and the value proposition (VP). The BMCs were further characterised in terms of typical Implementation Barriers (IBs) that were reported in the cases, i.e. institutional, market, organisational, behavioural and technological barriers. Our study could not confirm some common theoretical wisdom, such as that firms mainly focus on 'simple' REMs like cleaner production and green products. Indeed, we could not confirm that REMs with a high scope and degree of change, often perceived as complex to implement, faced more Implementation Barriers than others. In general most Implementation Barriers play a role in all types of REMs and BMCs, although also some weak patterns were found. Internal processes BMCs were mainly hampered by institutional and technological factors. Value proposition and Financial model BMCs faced mainly behavioural and market barriers. Customer interface BMCs encountered additionally organisational barriers, while supply chain BMCs face a mix of all classes of barriers distinguished in this study. This is one of the first studies on business models and resource-efficiency looking at a large set of cases which is a step forward from the single case studies that dominate current literature. Yet, follow-up research should overcome weaknesses in our approach, such as a possible bias towards success cases and be more quantitative in analysing the effort it takes to overcome IBs. Abstract Various environmental footprint concepts have already been developed and applied in sustainability research. However, these analyses tend to remain restricted to historical observation samples. At least in comparison with related research activities in other environmental policy domains (like, e.g., climate policy), it seems that applications of integrated assessment tools represent rather seldom exceptions within the resource policy domain. Our paper is, therefore, intended to strengthen the related evidence base. We present recent projections from the dynamic Multi-Region Input-Output (MRIO) simulation model GINFORS (Global Inter-Industry Forecasting System), which provide an outlook on global development trends until the year 2050. Our detailed material footprint and climate policy assessment indicates that a global agreement on a policy mix will allow a clear turnaround towards climate protection and a sustainable use of natural resources without deteriorating economic performance. If the EU decides unilaterally to lead the way, then this turnaround could also be achieved for the EU while the EU would also benefit economically from this pioneering role. A third pathway towards a resource efficient and low-carbon Europe quantifies the environmental and economic impacts of a strong transitional change induced by European citizens' commitments to far-reaching sufficiency objectives. This paper uses a choice experiment to study citizens'' preferences for effort-sharing rules for reducing carbon dioxide emissions. For a given global cost and level of emission reduction, we study the willingness to pay for various rules that imply different distributions of the cost between EU, the US, China and Africa. The focus of this paper is on the use of two different treatments, one where the respondents were informed about the country (or country group) names and one where the names were replaced with anonymous labels A–D. This allows us to test whether people''s preferences for effort-sharing rules depend on the framing of the problem. We find that the ranking of the rules and the strength of the preferences are not significantly different between the two treatments, and hence we find no evidence of ingroup bias in preferences for effort-sharing rules. This paper provides an analysis of public adaptation to climate change using agricultural water schemes in South American farms. Unlike other studies of adaptation, this paper examines the differences between private irrigation and public irrigation schemes based on around 1400 farm surveys collected across seven countries in South America which recorded detailed water schemes. We analyze the choice of water schemes in the first stage and the land values for each scheme in the second stage. We find that public irrigations do not increase in response to a warmer climate, but private irrigations do. On the other hand, we find that public irrigation schemes are provided primarily as a response to water scarcity. Moreover, we find that private irrigations are taken gradually while public irrigations are provided as a lump sum, resulting in either too much or too little provision. Therefore, public adaptations to climate change will likely involve two inefficiencies. No provision of irrigation in a hotter climate may result from a lack of knowledge. Abstract The viability of climate adaptation strategies adopted by agrifood companies rely heavily on how well consumers understand, accept and/or select commodities and their willingness to bare some of the cost of adaptation. To understand this issue in more detail, a survey was undertaken of 1532 Australian consumers to investigate how they respond to adaptation strategies in terms of acceptance and willingness to pay. The survey results contained in this paper focus on three product categories – mango, potato chips and wine. The survey revealed that when faced with climate-adapted mango, potato chips or wine products, respondents were most likely to substitute or purchase less often rather than purchasing a more expensive ‘adapted’ product or a cheaper ‘non-adapted’ product. Across the three commodities, the level of acceptance also varied little with socio-demographic factors and the respondent's perceptions of climate change. The study highlights the importance of communicating the climate adaptation initiatives of agrifood companies and the challenges faced by these companies in raising the awareness associated with climate-adapted product. Abstract This paper deals with fishery management in the face of the ecological and economic effects of global warming. To achieve this, a dynamic bioeconomic model and model-based scenarios are considered, in which the stock's growth function depends on the sea surface temperature. The model is empirically calibrated for the French Guiana shrimp fishery using time series collected over the period 1993–2009. Three fishing effort strategies are then compared under two contrasted IPCC climate scenarios (RCP 8.5 and RCP 2.6). A first harvesting strategy maintains the Status Quo in terms of fishing effort. A more ecologically-oriented strategy based on the closure of the fishery is also considered. A third strategy, which relates to Maximum Economic Yield (MEY), is based on the optimisation of the net present value derived from fishing. The results first show that ‘Status Quo’ fishing intensity combined with global warming leads to the collapse of the fishery in the long run. Secondly, it turns out that the Closure strategy preserves stock viability especially under the optimistic climate scenario. Thirdly, the MEY strategy makes it possible to satisfy bioeconomic performances requirements with positive stock and profit, once again, especially under the optimistic warming scenario. Abstract This paper examines the impact of climate change on the bio-economic performance of Bay of Biscay mixed fisheries and explores the capacity of alternative management strategies to cope with these impacts. A dynamic multi-species, multi-class, multi-fleet model is developed and calibrated using available biological, economic and environmental information for French fleets. Fishing and economic data have been collected within the European Data Collection Framework. Climate represented by the sea surface temperature is assumed to affect species recruitment. Three management strategies are compared in terms of bio-economic outcomes: the Status-Quo (SQ), a Multi-species Maximum Sustainable Yield (MMSY) strategy and a Multi-species Maximum Economic Yield (MMEY) strategy. These strategies are ranked with respect to two contrasted scenarios regarding the Representative Concentration Pathways (RCP) driving climate change. Results show that the SQ strategy is not sustainable and is characterized by a major decline of the key commercial species. By contrast, the MMSY strategy improves the ecological state and economic performance of the fishery. The MMEY strategy yields even greater bio-economic improvements. Bio-economic benefits are however altered by the effects of climate change. Under the MMEY strategy, fleets with more diversified catch structures perform better facing climate change. Abstract Adaptation to water scarcity induced by future climate change will be crucial for the viability of agricultural economies in many areas of the world. In this paper, we study the acquisition of supplemental irrigation water rights as an adaptation strategy undertaken by irrigation-dependent farmers in response to historical climate change. By exploiting the panel structure of a unique dataset of farm-level supplemental right adoption decisions in the state of Oregon, we establish a relationship between climate conditions, competition for local water resources, and the acquisition of supplemental rights. Our results indicate that a warmer, drier climate increases the likelihood that irrigated farms acquire supplemental rights, suggesting that farmers in Oregon have used supplemental rights to adapt to historical climate change. We also find evidence of heterogeneous effects suggesting that junior irrigators, groundwater-dependent irrigators, and farmers with access to a relatively lower volume of water have been most affected by historical climate change with respect to their supplemental water right acquisition decisions. The requirement to reduce emissions to avoid potentially dangerous climate change implies a dilemma for societies heavily dependent on fossil fuels. Reducing emissions will necessitate the transition from relatively high EROI dispatchable fossil fuels to a combination of relatively low EROI intermittent renewables and geographically limited non-intermittent renewables. As renewable capacity requires energy to construct there is an initial fossil fuel cost to creating new renewable capacity. An insufficiently rapid transition to renewables will imply a scenario in which it is impossible to avoid either transgressing emissions ceilings or facing energy shortages; we term this the energy-emissions trap. In this paper, we construct a mathematical model, termed EETRAP, that builds the EROI metric and the energy characteristics of renewable generation into a macroeconomic framework. EETRAP is used for simulation analysis to test how differing assumptions about the EROI of intermittent renewables will affect the time-path of renewable investment necessary to escape the energy-emissions trap. For all runs of the model, the renewable investment rate by 2050 is significantly larger than the current energy investment rate. Growing globalisation and climate change are challenging the sustainability of our societies. It is now clear that climate change and its devastating impacts cannot be resolved by new technology or governance alone. They require a broader, cultural shift. As a result, the role of human beings' ‘inner dimensions’ and related transformations is attracting increased attention from researchers. Recent advances in neuroscience suggest for instance that mindfulness can open new pathways towards sustainability. However, the role of mindfulness in climate adaptation has been largely ignored. This paper is the first exploratory empirical investigation into linking individuals' intrinsic mindfulness (as opposed to outside mindfulness interventions) to pro- and reactive climate adaptation. Based on a survey of citizens at risk from severe climate events, we explore if, and how individual mindfulness is correlated with climate adaptation at different scales. The results show that individual mindfulness coincides with higher motivation to take climate adaptation actions or to support them, especially actions that are ‘other-focused’ or support pro-environmental behaviour. Mindfulness may also corroborate the acknowledgement of climate change and associated risk perception, and it may steer people away from fatalistic attitudes. The maintenance of climatic conditions that support biotic integrity and human life is a critical aspect of sustainable development. Serious instability in global economic and environmental spheres calls for an intensive search for new paradigms guiding human understanding, motivation and action. This two-part paper examines how central Buddhist world views and themes can contribute to effectively addressing climate change and other sustainability problems confronting consumer economies. Environmental, economic, ethical and cosmological dimensions of Buddhism are presented as a logical and practical basis for reducing the climate change pressures deriving from prevailing global modes of production and consumption. This first paper presents an analytical framework and philosophical base for understanding the causes and refining the goals behind human and societal endeavor. This frames the relevant adaptive responses outlined in the concluding paper. The paper begins by developing an innovative systems framework for analyzing major environmental problems such as climate change. Building on this framework, we then examine Buddhist insights into the fundamental nature of the behavior and driving forces that generate climate change. The model not only provides an improved basis for human–environmental analysis in general, but is applied to demonstrate and specify how the Buddhist world view could be operationalized to tackle anthropogenic climate change — the task is undertaken in second paper. Buddhist notions of interconnectedness, dependent origination, and mindful consumption and production can help explain and reshape human motives and actions for climate and other forms of environmental sustainability. The evidence of impending and serious climate and other consequences of an expanding world economy based on fossil carbon energy continues to accumulate. This two-part paper examines the potential contribution of the world view and insights of Buddhism to this search. It presents both a conceptual and practical case that Buddhism can help shape and move towards an alternative and effective paradigmatic basis for sustainable economies — one capable of bringing about and maintaining genuine, high welfare levels across the world''s societies. The first paper outlined a comprehensive analytical framework to identify the fundamental nature of anthropogenic climate change. Based on the integration of two of the most influential environmental analysis tools of recent decades (the DPSIR model and IPAT equation), the framework was then broadened to facilitate ideas from the Buddhist world view by injecting two key missing aspects — the interrelated role of (1) beliefs and values (on goals and behavior) and (2) the nature of well-being or human happiness. Finally, the principal linkages between this climate change analysis framework and Buddhism were explored. In this concluding paper, the systems framework is used to demonstrate how Buddhist and related world views can feed into appropriate and effective responses to the impending challenges of climate change. This is undertaken by systematically presenting a specific, if indicative, list of relevant strategies informed by the understanding of interconnectedness and other basic principles about the nature of reality and human well-being as proposed in Buddhism. The purpose of this paper is to analyze climate change and ecological destruction through the prism of the core general principles of political economy. The paper starts with the principle of historical specificity, and the various waves of climate change through successive cooler and warmer periods on planet Earth, including the most recent climate change escalation through the open circuit associated with the treadmill of production. Then we scrutinize the principle of contradiction associated with the disembedded economy, social costs, entropy and destructive creation. The principle of uneven development is then explored through core–periphery dynamics, ecologically unequal exchange, metabolic rift and asymmetric global (in)justice. The principles of circular and cumulative causation (CCC) and uncertainty are then related to climate change dynamics through non-linear transformations, complex interaction of dominant variables, and threshold effects. Climate change and ecological destruction are impacting on most areas, especially the periphery, earlier and more intensely than previously thought likely. A political economy approach to climate change is able to enrich the analysis of ecological economics and put many critical themes in a broad context. [Copyright &y& Elsevier]

This paper uses the IPAT model (where I =Impact representing CO2 emissions, P =Population, A =Affluence, and T =emission intensity) to analyze how these main drivers contributed to the growth of CO2 emissions over this time period. Affluence or lifestyle change has been variously recognized as one of the key factors contributing to CO2 emissions. Through comparative analysis of the development of five regions in China, we trace lifestyle changes since the foundation of the People's Republic of China (PRC) in 1949 until 2002. We find that household consumption across the five regions follows similar trajectories, driven by changes in income and the increasing availability of goods and services, although significant differences still exist between and within regions due to differential policies in China and different possibilities for social mobility. There are considerable differences between the southeast and northwest and between urban and rural areas. We also found that technological improvements have not been able to fully compensate for the increase of emissions due to population growth and increasing wealth, which is also in line with results from other studies. Finally, this paper emphasizes that developing countries such as China, which is home to 22% of the world population and a growing middle class, and which is on a fast track to modernization, need to ensure that people's lifestyles are changing towards more sustainable ways of living. China has been investing heavily in infrastructure and thus creating the emissions of tomorrow. Thus investing, for example, in public transport and low energy building today will help reduce emissions in the future and will support more sustainable lifestyles. [Copyright &y& Elsevier]
