Maurice Strong, Secretary-General of the Earth Summit, urged governments to adopt new measures to protect the environment. Strong cited the use of carbon taxes and tradeable emission permits as possible sources of funds to finance environment and development objectives. As a result, environment minister David Maclean said the UK government will influence EC members to immediately ratify and implement the provisions of the UN Framework Convention on Climate Change.
