Disaster survivors are often criticised for being dependent on humanitarian (and development) assistance. This dependency is perceived pejoratively by civil servants and other elites, including non‐governmental organisation staff. Officials offered up such narratives in relation to the disaster response and recovery programmes following the Nepal earthquake of 2015. Using a Bourdieusian framework, and undertaking qualitative inquiry in four earthquake‐affected districts of Nepal, this paper contrasts the official narratives of dependency syndrome with people's perspectives and lived experiences. The findings problematise official discourse. Aid was frequently insufficient, poorly targeted, or non‐existent. Moreover, the Bourdieusian framing highlights the agency of survivors, as their habitus predisposed them to help others. It broadens the notion of assistance and dependence, suggesting that social and cultural (as well as economic) capital are vital resources for recovery. Lastly, it shows that dependencies are not necessarily bad. Greater attention to these non‐economic capitals and 'good dependencies' could expedite recovery from future disasters. In a region beset by serial disasters, resilient recovery from hazardous events is not just a worthy goal, it is also an imperative. Fast-forward to 2017, and two Category 5 hurricanes, Irma and Maria, devastate many islands in the Caribbean, prompting governments to use BBB once again, but this time to refer to nationally-driven recovery agendas. The premise of the network is that transformational shifts can only be achieved if lessons from past events are institutionalised through joint analysis, reflection, and dialogue on recovery processes, producing a fundamental change in the way that recovery is understood and supported across the Caribbean. Child‐centred disaster risk reduction aims to reduce child vulnerability and increase resilience to disasters. The 2015 Comprehensive School Safety Framework (CSSF) sought to decrease hazard risks to education. Between 2015 and 2017, Dominica was struck by Tropical Storm Erika and Hurricane Maria, which significantly affected the education system at the local and national scales. Since Maria, a couple of national initiatives (Safer Schools and Smart Schools) have been introduced to increase resilience and meet the CSSF's objectives. This paper assesses progress made through a qualitative analysis of interviews with 29 school leaders, government officials, and disaster risk reduction stakeholders. Implementation of the climate resilience programme in 2018 resulted in nationwide teacher training and production of school disaster plans. Limited successes have improved social resilience, but short‐term implementation due to COVID‐19 and a lack of a teacher knowledge base have presented challenges to the scheme's long‐term sustainability and the implementation of the CSSF's goals. The Sustainable Development Goals have included cultural heritage in the development agenda. However, natural hazards threaten the existence of several historic districts, like Intramuros in Manila, Philippines. Pre‐disaster recovery planning has gained ground as a promising approach to improve disaster preparedness and recovery, although it has yet to be widely utilised for cultural heritage preservation. The authors organised a pre‐disaster recovery planning workshop, which helped observe the existing system of disaster management for cultural heritage in Intramuros. Heritage Values and Vulnerability Assessments, which were presented to heritage experts, disaster managers, and the local community at the workshop, were conducted. As disaster risk management for cultural heritage is largely unexplored, the workshop generated much interest among stakeholders, as this was the first time that contact had been facilitated among them. Small businesses are critical to community recovery from disasters. However, factors that affect outcomes (such as planning, information needs, and responses to warnings) are understudied. To address the research record's focus on policy that favours disaster mitigation rather than response, this project applied a two‐phased, mixed‐method approach. The first study comprised interviews with businesses to elucidate disaster planning approaches, knowledge and information needs, and current warning system adequacy. It revealed opportunities to build knowledge and add business‐specific content to agency‐issued warnings. The second study used an online survey to examine how disaster knowledge, planning, and experience are related to existing bushfire warnings and those modified with business‐relevant content. The findings show that planning is associated with experience and knowledge but not with business‐related protective action intentions. Modified messages were perceived as more effective and resulted in greater action intentions among those with bushfire experience. This paper investigates the impacts of Tropical Cyclone Winston (2016) on rural Indo‐Fijians and their response to the devastation. Studies have previously examined how rural communities in Pacific Island countries respond to severe climatic events, arguing that traditional knowledge of the climate, together with indigenous techniques, contribute substantially to recovery from a disaster. Strong communal bonds have also been identified as an influencing factor. Disaster risk reduction frameworks often assume the availability of such knowledge and capital. Yet, little research has been done on how minority groups with limited access to such knowledge and capital cope with disaster‐related damage. The current study shows that rural Indo‐Fijians responded to the consequences of Tropical Cyclone Winston differently to indigenous Fijians, owing to relatively limited access to traditional awareness of the climate, communal labour sharing, and intra‐ and/or inter‐community networks. This paper reflects on what materialised during recovery operations following the earthquake in L'Aquila, Italy, on 6 April 2009. Previous critiques have focused on the actions of the Government of Italy and the Department of Civil Protection (Protezione Civile), with little attention paid to the role of local authorities. This analysis sheds light on how the latter used emergency powers, the command‐and‐control approach, and top‐down planning to manage the disaster context, especially in terms of removal of rubble, implementing safety measures, and allocating temporary accommodation. It discusses how these arrangements constituted the mechanism via which 'disaster capitalism' took hold at the local and national level, and how it violated human rights, produced environmental and social impacts, hindered local communities from learning, transforming, and building resilience, and facilitated disaster capitalism and corruption. To make the disaster risk reduction and resilience paradigm more effective, a shift from centralised civil protection to decentralised, inclusive community empowerment systems is needed. Law is acknowledged as playing an important role in the growing field of disaster resilience. Still, a detailed inquiry into the possible relationships between law and disaster resilience remains largely absent from the discourse. This paper explores how legal thinking, approaches, and instruments can act as 'tools' in altering the nature and conditions of disaster risks. It looks at how state institutions can wield them and non‐state actors employ them to participate in processes of change. Moving beyond a resilience literature that has tended to focus on law in terms of statutes, regulations, and human rights, this paper examines the ways in which legal reasoning, procedure, and substantive law can be instrumentalised to resist shocks, provoke incremental adjustments, or even foment transformational shifts in underlying risk conditions. It concludes by suggesting that law can offer both a breadth of insights for reconceptualising how power influences resilience and a number of instruments for challenging these power structures. Post‐disaster business return is key to restoring the local economy. This paper applies a duration model to analyse factors that explain the delay in reopening a business in south Texas, United States, after Hurricane Harvey struck the region in August 2017. Other than property damage, the duration of business closure depended on the type of business and the various characteristics of its owner. Reflecting the vital role that social capital plays in disaster resilience, local chamber of commerce members tended to reopen their businesses sooner than their non‐member counterparts. Yet, there is evidence in support of the vulnerability of female chamber members. In addition to social networks, the finding of spatial interdependence implies that the decision of business owners to resume operations in the wake of a disaster is influenced by the decisions of their neighbours. Analyses of disaster resilience have focused increasingly on the role of social capital and online social networks in recovery. This study complements this field of work by investigating three key issues. First, it examines how a social messaging application, WeChat, helped individuals to access and to mobilise three types of social capital—bonding, bridging, and linking—during Hurricane Harvey, a Category 4 storm that made landfall in Louisiana and Texas in the United States in August 2017, resulting in significant flooding and loss of life. Second, it pinpoints and assesses quantitatively how individuals' WeChat group usage and social capital influenced their post‐disaster well‐being. Third, it demonstrates how a minority and immigrant community in Houston, Texas, overcame the disadvantages commonly observed in other disaster research through the utilisation of social media. Natural and human‐caused disasters pose a significant risk to the health and well‐being of people. Journalists and news organisations can fulfil multiple roles related to disasters, ranging from providing warnings, assessing disaster mitigation and preparedness, and reporting on what occurs, to aiding long‐term recovery and fostering disaster resilience. This paper considers these possible functions of disaster journalism and draws on semi‐structured interviews with 24 journalists in the United States to understand better their approach to the discipline. A thematic analysis was employed, which resulted in the identification of five main themes and accompanying subthemes: (i) examining disaster mitigation and preparedness; (ii) facilitating recovery; (iii) self‐care and care of journalists; (iv) continued spread of social media; and (v) disaster journalism ethics. The paper concludes that disaster journalism done poorly can result in harm, but done well, it can be an essential instrument with respect to public disaster planning, management, response, and recovery. South Asia is one of the regions of the world most vulnerable to natural disasters. Although news media analyses of disasters have been conducted frequently in various settings globally, there is little research on populous South Asia. This paper begins to fill this gap by evaluating local and foreign news media coverage of the earthquake in Nepal on 25 April 2015. It broadens the examination of news media coverage of disaster response beyond traditional framing theory, utilising community capitals (built, cultural, financial, human, natural, political, and social) lens to perform a thematic content analysis of 405 news items. Overall, financial and natural capital received the most and the least emphasis respectively. Statistically significant differences between local and foreign news media were detected vis‐à‐vis built, financial, and political capital. Three years after the introduction of the National Strategy for Disaster Resilience there remains no unanimously adopted definition of disaster resilience within Australia's emergency management sector. The aim of this study is to determine what the concept means to key stakeholders in the emergency management sector in the Australian State of Victoria, and how these conceptualisations overlap and diverge. Via an online survey, 113 people were asked how they define disaster resilience in their work in the emergency management sector. A data mining software tool, Leximancer, was employed to uncover the relationships between the definitions provided. The findings show that stakeholders see resilience as an 'ability' that encompasses emergency management activities and personal responsibility. However, the findings also highlight some possible points of conflict between stakeholders. Typhoon Haiyan struck the Philippines on 8 November 2013 with maximum sustained winds of 235 kilometres per hour, adversely affecting at least 11 million people and displacing some 673,000 in the central regions of the country. The disaster clearly overwhelmed the Philippine government despite its seemingly well-crafted disaster management plan. Using timelines of different organisations, this paper identifies gaps in the government's response, mainly due to its failure in coordinating and managing relief operations, which adversely affected its effectiveness and efficiency in the delivery of critical goods and services following the disaster. The paper also demonstrates how non-governmental organisations (NGOs), the United Nations, foreign governments and other organisations provided assistance, mainly through aid niching, to cover the government's shortcomings. The paper recommends a paradigm shift in the government's disaster response by integrating collaborative arrangements between government agencies and NGOs, and giving local governments the lead role, with the national government as support, in disaster planning and response. Public, nonprofit and private organisations respond to large-scale disasters domestically and overseas. Critics of these assistance efforts, as well as those involved, often cite poor interorganisational partnering as an obstacle to successful disaster response. Observers frequently call for 'more' and 'better' partnering. We found important qualitative distinctions existed within partnering behaviours. We identified four different types of interorganisational partnering activities often referred to interchangeably: communication, cooperation, coordination and collaboration-the Four Cs. We derived definitions of the Four Cs from the partnering literature. We then tested them in a case study of the response to the 2010 Haiti earthquake. We suggest that the Four Cs are distinct activities, that organisations are typically strong or weak in one or more for various reasons, and that the four terms represent a continuum of increased interorganisational embeddedness in partnering activities. Through its capacity to evoke systemic adaptation before and after disasters, resilience has become a seductive theory in disaster management. Several studies have linked the concept with systems theory; however, they have been mostly based on theoretical models with limited empirical support. The study of the Cuban model of resilience sheds light on the variables that create systemic resilience in the built environment and its relations with the social and natural environments. Cuba is vulnerable to many types of hazard, yet the country's disaster management benefits from institutional, health and education systems that develop social capital, knowledge and other assets that support construction industry and housing development, systematic urban and regional planning, effective alerts, and evacuation plans. The Cuban political context is specific, but the study can nonetheless contribute to systemic improvements to the resilience of built environments in other contexts. [ABSTRACT FROM AUTHOR]

Resilience and sustainability will be two primary objectives of future cities. The violent consequences of extreme natural events and the environmental, social and economic burden of contemporary cities make the concepts of resilience and sustainability extremely relevant. In this paper we analyse the various definitions of resilience and sustainability applied to urban systems and propose a synthesis, based on similarities between the two concepts. According to the proposed approach, catastrophic events and the subsequent transformations occurring in urban systems represent a moment in the city life cycle to be seen in terms of the complex sustainability framework. Hence, resilience is seen as a requirement for urban system sustainability. In addition, resilience should be evaluated not only for single cities, with their physical and social systems, but also on a global scale, taking into account the complex and dynamic relationships connecting contemporary cities. Resilience is a ubiquitous term in disaster risk management and is an increasingly prominent concept in early discussions focused on elaborating the post-2015 international policy landscape. Riddled with competing meanings and diverse policy implications, however, it is a concept caught between the abstract and operational. This paper provides a review of the rise to prominence of the concept of resilience and advances an elaboration of the related concepts of resistance, incremental adjustment and transformation. We argue that these concepts can contribute to decision-making by offering three distinct options for risk management policy. In order to deliberately and effectively choose among these options, we suggest that critical reflexivity is a prerequisite, necessitating improved decision-making capacity if varied perspectives (including those of the most vulnerable) are to be involved in the selection of the best approach to risk management. Over the last two decades the different impacts of disasters on women and men have been acknowledged, leading to calls to integrate gender into disaster risk reduction and response. This paper explores how evolving understandings of ways of integrating gender into development have influenced this process, critically analysing contemporary initiatives to 'engender' development that see the inclusion of women for both efficiency and equality gains. It has been argued that this has resulted in a 'feminisation of responsibility' that can reinforce rather than challenge gender relations. The construction of women affected by disasters as both an at-risk group and as a means to reduce risk suggests similar processes of feminisation. The paper argues that if disaster risk reduction initiatives are to reduce women's vulnerability, they need to focus explicitly on the root causes of this vulnerability and design programmes that specifically focus on reducing gender inequalities by challenging unequal gendered power relations. The intimate connections between disaster recovery by and the resilience of affected communities have become common features of disaster risk reduction programmes since the adoption of The Hyogo Framework for Action 2005–2015. Increasing attention is now paid to the capacity of disaster-affected communities to ‘bounce back’ or to recover with little or no external assistance following a disaster. This highlights the need for a change in the disaster risk reduction work culture, with stronger emphasis being put on resilience rather than just need or vulnerability. However, varied conceptualisations of resilience pose new philosophical challenges. Yet achieving a consensus on the concept remains a test for disaster research and scholarship. This paper reviews the concept in terms of definitional issues, the role of vulnerability in resilience discourse and its meaning, and the differences between vulnerability and resilience.
