Purpose: The 2030 agenda for sustainable development and the Sendai Framework for Disaster Risk Reduction (SFDRR) constitute an overarching global milestone for creating a better sustainable future worldwide. The risk component of the agenda under the SFDRR must be better embedded into the sustainable development goals (SDGs) and integrating disaster risk management policy with broader development objectives at national and subnational levels in many countries is still a work in progress. The purpose of this paper is to analyse the progress between the SDGs and the SFDRR in Latin America and the Caribbean (LAC) and its complementary features Design/methodology/approach: Comprehensive and contextualized analyses of the progress of SFDRR and SDGs related to the LAC region need to be fully addressed to examine synergies and trade-offs with the two global agendas. Based on empirical evidence from United Nations global reports, a literature review of DRR and DRM, as well as development planning evidence, this paper addresses the implications of building coherence between the SDGs and the SFDRR in the region. Findings: Interplay and connections of the two agendas are highlighted together with an analysis of coherence among indicators. Despite the richness of several indicators, the examined evidence suggests that derived from the current progress, indicators are unable to completely reflect the dynamics among disaster risk drivers for both the SFDRR and the SDGs in the region. Research limitations/implications: Data availability at UNIDSR as well as at the regional level can limit the scope of the research. When comparing and matching the agendas, results could be further improved upon new releases of data. SFDRR and SDGs have also ground for improvement and countries are doing well but still slow. Practical implications: The paper offers new insights and findings for decision/policy makers in Latina America and the Caribbean. Originality/value: The paper offers an overall understanding of the progress and coherence among SFDRR and SDGs global frameworks and provides insights to identify the gaps and opportunities that need to be addressed to integrate disaster risk reduction into sustainable development planning at national and regional scales in LAC. Purpose The purpose of this paper is to investigate how a drought which initially affects agricultural productivity can ultimately affect an entire economy. The study aims to assess the magnitude of the impact as well as highlight key issues that can inform the implementation of drought mitigation programmes.Design/methodology/approach The paper presents the literature on the economic impact of drought and uses a computable general equilibrium model where productivity shocks are applied to the agricultural industries following which the resulting impacts on the rest of the sectors of the economy are obtained.Findings The findings show that the key macroeconomic variables, namely, real GDP, industry output, employment, the trade balance and household consumption are negatively affected by the drought shock.Practical implications The results point to the fact that in the absence of drought mitigation mechanisms, the occurrence of even a short drought as modelled in this paper can impose substantial socioeconomic losses.Originality/value First, a general equilibrium framework which uses climate and economic data when evaluating the social-economic impacts of drought is used. Most studies employ partial equilibrium analysis in analysing drought impacts on specific sectors or crops within a limited geographical area. Others use global or multi-regional models which impose averages on the observed impacts. The current study provides valuable insights on the potential damage which droughts can impose on a single economy. Purpose A number of severe weather events have influenced a shift in UK policy concerning how climate-induced hazards are managed. Whist this shift has encouraged improvements in emergency management and preparedness, the risk of climate change is increasingly becoming securitised within policy discourses, and enmeshed with broader agendas traditionally associated with human-induced threats. Climate change is seen as a security risk because it can impede development of a nation. The purpose of this paper is to explore the evolution of the securitisation of climate change, and interrogates how such framings influence a range of conceptual and policy focused approaches towards both security and climate change.Design/methodology/approach Drawing upon the UK context, the paper uses a novel methodological approach combining critical discourse analysis and focus groups with security experts and policymakers.Findings The resulting policy landscape appears inexorably skewed towards short-term decision cycles that do little to mitigate longer-term threats to the nation’s assets. Whilst a prominent political action on a global level is required in order to mitigate the root causes (i.e. GHG emissions), national level efforts focus on adaptation (preparedness to the impacts of climate-induced hazards), and are forming part of the security agenda.Originality/value These issues are not restricted to the UK: understanding the role of security and its relationship to climate change becomes more pressing and urgent, as it informs the consequences of securitising climate change risks for development-disaster risk system. Purpose The purpose of this paper is to better link the parallel processes yielding international agreements on climate change, disaster risk reduction, and sustainable development.Design/methodology/approach This paper explores how the Paris Agreement for climate change relates to disaster risk reduction and sustainable development, demonstrating too much separation amongst the topics. A resolution is provided through placing climate change within wider disaster risk reduction and sustainable development contexts.Findings No reason exists for climate change to be separated from wider disaster risk reduction and sustainable development processes.Research limitations/implications Based on the research, a conceptual approach for policy and practice is provided. Due to entrenched territory, the research approach is unlikely to be implemented.Originality/value Using a scientific basis to propose an ending for the silos separating international processes for climate change, disaster risk reduction, and sustainable development. Purpose Various natural, socio-cultural and economic risks confront the people of Gigantes Islands in the municipality of Carles. The islands' exposure to these hazards has aggravated poverty in the locality as demonstrated in the prevalence of unsafe livelihood activities and lack of access to health facilities. The onslaught of Supertyphoon Yolanda in 2013 has led to environmental and economic destruction, which prompted UP Visayas Foundation, Inc. to implement the Rehabilitation for Island Sustainability and Empowerment Gigantes Project, a rehabilitation initiative for the islands. The Frontline program contributed in enhancing its implementation through inclusive risk profiling. The paper aims to discuss this issue.Design/methodology/approach One of the actions done to promote small island resilience was the institutionalization of convergence strategy to consolidate post-disaster and development efforts of government and non-government organizations at different levels. The formation of Island Sustainable Development Alliance, Inc., an umbrella organization of community-based groups involved in disaster preparedness and natural resource management, has demonstrated the beauty of convergence.Findings Good relationships, resource mobilization and shared responsibility among stakeholders became evident as a result of collaboration. Despite challenges on consolidating the barangay development councils due to varying priorities, and conflicting interests due to survival, the strategy led to significant impacts toward addressing vulnerabilities and isolation.Originality/value To sustain the initiative, capacity-building and advocacy efforts are implemented continuously on the ground to promote ownership and inclusive development. Purpose The purpose of this paper is to propose a practical framework for community participation in post-disaster resettlement.Design/methodology/approach The proposed framework has been tested in two model villages (MVs) of Punjab, Pakistan. Primary data were collected through household surveys, focus group discussions and expert interviews. A survey with 67 households was conducted for obtaining qualitative data regarding community participation in post-disaster resettlement.Findings The first MV (Ittehad MV) was resettled by the local NGO, and the second (Basti Meera Mullan) by the provincial government. Results indicate that community participation significantly varied in selected MVs. NGOs have achieved positive realizations due to effective community involvement in resettlement efforts, whereas the governmental approach lacked in proactive community participation.Practical implications This framework can be used for other disasters, by refining and incorporating disaster relevant components. This research will be highly useful for disaster managers, private developers and NGOs engaged in resettling disaster-affected population.Social implications The proposed framework can help disaster-affected communities to resettle according to their terms. This can only be attained if affected communities will proactively participate in resettlement planning process.Originality/value This original framework is exclusively designed to attain sustainability for post-disaster settlement through community participation. Purpose The purpose of this paper is to provide an analysis of a post-project review (PPR) method designed to verify the accomplishments of urban disaster risk reduction-neighborhood approach (DRR-NA) projects after at least one year of project closeout. The PPR revisited the essential processes identified during project implementation and analyzed the sustainability of project gains.Design/methodology/approach The first section focuses on a literature review of the evaluation methods after project implementation, and the second describes the urban risk PPR design, its implementation, and findings.Findings The proposed framework for the PPR was clear and uniform and at the same time offered the necessary flexibility to adapt to the different DRR-NA projects and contexts. The PPR methodology sought to determine the conditions of the physical works, social and environmental gains, and progress in institutional arrangements associated with the NA projects. Factors that contribute and impede success in DRR-NA projects were identified.Practical implications Allowing at least one year between the completion of the NA projects and the PPR is both convenient and challenging. On the positive side, this approach allows for the verification of project outcomes after an extended period of time. However, there are also challenges, such as the need to seek additional financial resources to carry out the review; generate new contractual mechanisms; and assign human resources to review a project already closed.Originality/value The changes introduced into the PPR methodology to obtain a participative and self-conducted process resulted in a truly collective learning experience, becoming an act of accountability and social commitment. Purpose -- The purpose of this paper is to develop a framework for analysing how humanitarian organisations (HOs) address different expectations regarding sustainability. Design/methodology/approach -- Quantitative and qualitative content analysis is used to assess the annual reports (ARs) of HOs for their discussions on sustainability overall, and in relation to contextual expectations, subsystems and supply chains, organisational structure and strategy. Findings -- HOs address sustainability primarily from the perspective of contextual expectations from society and beneficiaries. Some fits between supply chain design and societal expectations are attended to, but fits between programmes and contextual expectations are not discussed explicitly. Research limitations/implications -- ARs express what organisations want to portray of their activities rather than being direct reflections of what occurs in the field, hence the use of ARs for the study delimits its findings. However, HOs rarely publish sustainability reports. Practical implications -- Even though there is a general pursuit of the elusive aim of aid effectiveness, organisational structures need to be further aligned with societal aims as to support these. Social implications -- Beneficiaries are still seen as external to the humanitarian supply chain and humanitarian programmes, though their role may change with the introduction of more cash components in aid, voucher systems, and ultimately, their empowerment through these. Originality/value -- The suggested conceptual framework combines elements of contingency theory with a prior four perspectives model on sustainability expectations.
