Governments in developing countries have encouraged private sector investment to meet the growing demand for infrastructure. According to institutional theory, the role of institutions is paramount in private sector development. A longitudinal dataset of 40 developing economies between 1990 and 2000 is used to test empirically how different institutional structures affect private investment in infrastructure, in particular its volume and frequency. The results indicate that property rights and bureaucratic quality play a significant role in promoting private infrastructure investment. Interestingly, they also suggest that countries with higher levels of corruption attract greater private participation in infrastructure. [ABSTRACT FROM AUTHOR]

In an effort to enhance the impact of development aid, recipients are called on to provide democratically sustained ‘ownership’ for development policies, and donors to align their interventions with these ownership-dictated strategies of their partners. This article illustrates the weaknesses of such an approach. From a political-economy perspective, severe tensions exist between concepts of democratic ownership, on the one hand, and the experimental and iterative organisation of a society's encompassing interests in democratic settings, on the other. These tensions are even more pronounced in emerging democracies, making democratic ownership as a prerequisite for aid effectiveness an illusion, and provoking the re-emergence of traditional donor-recipient problems. The dominant view in academic and policy arenas is increasingly one in which the major contribution of capture fisheries to development should be derived from the capacity of society to maximise the economic rent of fishery resources. Drawing upon empirical experience from the South, this article highlights the potentially disastrous consequences that a universal implementation of the rent-maximisation model would have in developing countries, and argues that a more gradual approach would be preferable. The welfare function of small-scale fisheries, namely, their capacities to provide labour and cash income to resource-poor households, should be preserved until the appropriate macroeconomic conditions for rent-maximisation and redistribution are fulfilled. This article provides new evidence on the effects of recent debt-relief programmes on different macroeconomic indicators in developing countries, focusing on the Heavily Indebted Poor Countries (HIPCs). The relationship between debt relief and institutional change is also investigated to assess whether donors are moving towards ex-post governance conditionality. Results show that debt relief is only weakly associated with subsequent improvements in economic performance but is correlated with increasing domestic debt which undermines the positive achievements in reducing external debt service. There is also evidence that donors are moving towards a more sensible allocation of debt forgiveness, rewarding countries which have better policies and institutions. [ABSTRACT FROM AUTHOR]

The developmental state is back at the centre of the international policy debate. But policy-makers still have much to learn from the large research-based literature on the subject. In introducing a theme issue of DPR on this subject, this article provides an overview of three central topics: the relationship between the project of building or rebuilding effective states and the ‘good governance’ agenda; the role of the international aid community in stimulating or hindering state-building; and the search for a way forward which incorporates awareness of the variety of successful development models and of the role that aid inevitably plays in the incentive structure of state elites in poor developing countries. This article describes an unconventional participatory development approach carried out in an informal e‐waste hub in South‐West Hebron, an area that has collected and processed the bulk of Israeli e‐waste for over a decade. Our approach contributes to the critique and recovery of community representation in participatory development and the search for ways to facilitate representative community engagement. Specifically, we describe our use of a novel Delphi‐like method that allowed us to facilitate a broadly endorsed development trajectory within a heterogeneous and conflicted community. We show how the results yielded by this approach diverged from those that were likely to emerge from more facile forms of participation in ways that are important for other similar e‐waste hubs internationally, which face a destructive status quo on the one hand, or the economically ruinous international policies that ban e‐waste trade from "developed" to "developing" countries on the other. Despite real tensions and cleavages within the affected communities, the process described facilitated a shift from deadlocked environmental versus livelihood positions towards building capacity and regulating existing informal e‐waste trades to preserve livelihoods dependent on these. Perceptions of the impact and effectiveness of development aid are used to assess whether the EU is viewed as a collective actor in foreign aid policy. Using Afrobarometer data, we explore the image of the EU in Africa relative to that of France, Britain, the US and China. We compare these results with the effects of trade and investment relationships between donor countries and their African counterparts. There are significant differences in the visibility of the major bilateral donors' activities in sub-Saharan Africa, and foreign aid has a positive impact on public opinion about the EU. We analyse the patterns of multi-bi aid in the European Union. Using newly available multi-bi aid data and a large number of staff interviews at the European Commission, the World Bank and bilateral donors, we draw three conclusions. First, the Commission's capacity constraints and lack of specific expertise have prevented it from becoming an important host of trust funds like other international development organizations. Second, the same capacity constraints can generally explain its extensive participation in trust funds at other international development organizations. In the case of large global funds, however, Commission participation often reflects the outcome of member state politics. Third, once the Commission delegates its aid to multilateral agencies, it does not impose strong substantive earmarking, but requires a high level of legal and administrative controls. International aid architecture has created a space for development experts to operationalise development policies in various capacity. A growing body of literature highlights the agency of this group through an ethnographic lens for deepening the understanding of development practice. However, this article reveals that there is a gap in the existing literature as the roles of national development experts ( NDEs) remain rather unexplored in development. This article aims to bridge this gap by introducing the NDEs as an unexplored actor in development and setting an agenda for further research. Drawing on a Bangladesh case this article argues that not only will the accounts of NDEs deepen the existing scholarship but also without their reflections we will only have partial development ethnographies. The spillover effects of carbon footprint (CFP) labelling are particularly significant in the East Asia Summit (EAS) region which has closely integrated production networks, wide development gaps and predominantly small and medium-sized enterprises. Poor management of the effects would undermine not only the effectiveness of CFP labelling, but also EAS efforts towards economic integration and the narrowing of development gaps. Well-designed labelling schemes, accessible and affordable data and transparent certification processes are essential, as well as capacity-building and engagement of non-labelling countries, in particular LDCs. For the sake of less developed countries, it is time to adjust the discussion of international development assistance on poverty reduction. This article attempts to do so by reviewing new and old literature explaining why some countries are rich and others are poor. History has repeatedly shown that building up capabilities in manufacturing and improving the productivity of agriculture are the keys to wealth creation and long-term sustained poverty reduction. Furthermore, industrialisation and increased agricultural productivity are interdependent processes. Discussion about ending world poverty needs to be shifted back to consideration of economic transformation and the role foreign aid can reasonably play in achieving these objectives. Aquaculture is equated with the reduction of poverty by intergovernmental agencies such as the FAO, which advocate the promotion of small-scale aquaculture through project-based interventions. There is a lack of convincing empirical evidence to support the efficacy of this type of intervention, however. Meanwhile, commercial cultured freshwater fish production has increased hugely throughout Asia, despite limited direct donor or government support. Its impact with respect to poverty also remains ambiguous, however. 'Improve the investment climate!' is the dominant advice for governments wishing to achieve substantial increases in productive private investment. However, national-level investment-climate approaches have been criticised for not paying adequate attention to context and feasibility. This article experiments with a new approach which focuses on sectors and on relationships between policy-makers and investors, and shows how their common interest helped to overcome obstacles to investment and growth in Egypt. The accountability movement in public policy hails a new programme for US foreign assistance - the Millennium Challenge Account established in 2004 with the aim of 'picking winners' for grants among developing countries based on their demonstrated quality of governance. This article uses the MCA's own rating system to dispute its claim to know in advance which countries are best positioned to meet major development goals. High governance scores alone bear little or no relationship to growth in national income or decline in poverty. Free trade agreements have become a central feature of many developing countries' growth strategies, encouraged by an evaluation literature that quantifies their positive impact on trade. However, trade gains come at the cost of policy space, particularly when the partner is a developed country, and though this cost has been acknowledged, its impact has not been explored. This article seeks to address this oversight by detailing changes to the domestic policy environment from the participation of a developing country in a US-anchored FTA and evaluating whether the resulting policy regime is flexible enough to enable a developmental government to pursue activities associated with industrialisation. This article reviews the arguments for promoting private investment in infrastructure as a basis for poverty reduction in developing countries. It describes the experience leading to the development of international ‘facilities’ intended to address impediments to private investment. It then explores three ‘levels’ of literature: that of the facilities themselves, of donor organisations, and of academic authors. At each, it investigates the rationale and causal pathways leading from support for private investment to pro-poor outcomes. It finds there is a possible but not necessary association between private investment, economic growth and poverty reduction, but the causal chain is poorly understood. This article explores the level of liquidity within the banking systems of developing countries and the potential impact on rates of economic growth from prudently redirecting a portion of liquid assets into credit to the private sector. It finds that banks in developing countries are extremely liquid and growth rates per capita might increase substantially in response to heightened lending to the private sector. A series of articles, many of them published in this journal, have charted the rapid spread of supermarkets in developing and middle-income countries and forecast its continuation. In this article, the level of supermarket penetration (share of the retail food market) is modelled quantitatively on a cross-section of 42 countries for which data could be obtained, representing all stages of development. GDP per capita, income distribution, urbanisation, female labour force participation and openness to inward foreign investment are all significant explanators.
