This paper describes the relationship between donor agencies and government during the development of Lao basic education policy in the post-Cold War period, 1991-2000. We argue that Laos had only recently been 're- born' from colonial regimes, and was thus unable to resist or mediate donor policy agendas and donors who acted on behalf of economically developed nations. The nature of the power relationship between donor and government is explored through an analysis of policy developed at that time as well as the perceptions of aid conditionalities, as recalled by government officials and those working in the aid sector at that time. The developmental state is back at the centre of the international policy debate. But policy-makers still have much to learn from the large research-based literature on the subject. In introducing a theme issue of DPR on this subject, this article provides an overview of three central topics: the relationship between the project of building or rebuilding effective states and the ‘good governance’ agenda; the role of the international aid community in stimulating or hindering state-building; and the search for a way forward which incorporates awareness of the variety of successful development models and of the role that aid inevitably plays in the incentive structure of state elites in poor developing countries. The economic reforms implemented in Cuba since 2008 do not adequately deal with the structural issues that hamper the country's economic development. The article presents a system dynamics model to investigate Cuba's development process, and a simulation analysis to compare different policy scenarios that may be realized in the future as economic reforms will continue. The results indicate that the most effective development policy would be to combine active public policies to enhance the research and development sector on the one hand, and to foster the emergence of an efficient private sector that will develop the capital infrastructure of the economy on the other. A declared commitment in international development assistance is to promote donor co-ordination. Yet, how this objective plays out in practice, or how feasible and realistic it is, have rarely been evaluated. Using the fisheries sector as a critical case, this article explores whether two major international actors, the United Nations Food and Agriculture Organization ( FAO) and the World Bank, meet the demands of policy harmonization as spelled out in the Paris Declaration on aid effectiveness. Through a systematic qualitative analysis, the article investigates whether the policies of these actors are complementary or contradictory. It also assesses how the potential challenges to harmonization can be understood and what the broader implications for aid and development policies in general might be. [ABSTRACT FROM AUTHOR]

'Improve the investment climate!' is the dominant advice for governments wishing to achieve substantial increases in productive private investment. However, national-level investment-climate approaches have been criticised for not paying adequate attention to context and feasibility. This article experiments with a new approach which focuses on sectors and on relationships between policy-makers and investors, and shows how their common interest helped to overcome obstacles to investment and growth in Egypt. The accountability movement in public policy hails a new programme for US foreign assistance - the Millennium Challenge Account established in 2004 with the aim of 'picking winners' for grants among developing countries based on their demonstrated quality of governance. This article uses the MCA's own rating system to dispute its claim to know in advance which countries are best positioned to meet major development goals. High governance scores alone bear little or no relationship to growth in national income or decline in poverty. Attempting to measure public-policy performance limits the range of choice available to policy-makers, and may inadvertently limit true performance. [ABSTRACT FROM AUTHOR]

Free trade agreements have become a central feature of many developing countries' growth strategies, encouraged by an evaluation literature that quantifies their positive impact on trade. However, trade gains come at the cost of policy space, particularly when the partner is a developed country, and though this cost has been acknowledged, its impact has not been explored. This article seeks to address this oversight by detailing changes to the domestic policy environment from the participation of a developing country in a US-anchored FTA and evaluating whether the resulting policy regime is flexible enough to enable a developmental government to pursue activities associated with industrialisation. This article proposes a dialogue around a conceptualisation of development as involving three complementary processes: ‘hanging in’, ‘stepping up’ and ‘stepping out’. These describe different types and scales of structural change in national and sub-national societies and economies, in different sectors within these economies, and in people's evolving livelihoods. The simplicity and strong theoretical, empirical and experiential content of this make it a powerful framework both for interdisciplinary, inter-sectoral, multi-scale analysis of dynamic development processes, and for structuring dialogue about contested aspirations, assumptions, modalities and constraints among development analysts and stakeholders with different interests and paradigms. Despite extensive economic reforms during the late 1980s/early 1990s, Latin America's saving rates remain low. This article examines the saving behaviour of 18 Latin American countries in the 1976-2000 period and compares it with that of 25 other developing countries. It finds that lower inflation, income growth and increased real interest rates on deposits have not had the expected effects on saving rates in Latin America. Instead, the determinants of saving behaviour appear to differ between the two groups of countries, and saving rates are affected by a degree of inertia. Despite being a relatively modest document that commits the government to little that is new, the PRSP is quite a significant innovation in the context of Tanzania. The PRSP approach has brought poverty reduction policy into line with the fiscal framework, promoted a more participatory approach to public policy–making and helped the government to adopt a policy of eliminating primary school fees. However, this article argues, the difference that this makes can be overstated. Much depends on the completion of complementary reforms in the management of the public services and local government. Expectations about the PRSP process therefore need to be carefully managed, keeping firmly in mind that commitment to poverty reduction is a political and not a technocratic issue.
