Academic publishing is one of the most unequal areas of the circulation of ideas. Recent studies have analyzed the dominance of ISI-style standards and its consequences for scientific production in the periphery. This article delves into the Latin American publishing circuit and its performance in the midst of four different types of circuits in the world academic system: (a) mainstream ‘international’ publishing circuits, sustained by major private enterprises and publishing houses (Thomson Reuters, Elsevier, Google); (b) transnational networks and repositories built as open access (DOAJ, Dial-net, INASP) to create an alternative to previous (c) regional Southern circuits (LATINDEX, SCIELO, CLACSO, REDALYC, AJOL); and (d) national circuits based on local publications. Given that these four circuits all come into play in national scientific fields, this article addresses the case of Argentina in order to prove that these circuits are segmented, partly due to the hierarchies of the World Scientific System and partly to structural constraints and the local history of professionalization. Focusing on tenure evaluations for research positions at Argentina’s National Scientific Research Council (CONICET), the article examines the results of a survey among coordinators of the council’s evaluation committees in order to analyze the relationship between international publishing and tenure. By exploring the evaluative culture at CONICET, common trends are highlighted along with alternative forms of regional academic prestige. [ABSTRACT FROM AUTHOR]

About 30% of households are intimately involved in paid domestic work in Latin America, either as employers or as workers. Paid domestic workers overwhelmingly are female, from racial and ethnic minorities, and earn low wages. Labour codes have historically accorded them fewer rights and protections. Domestic workers have organized to demand equal rights, and recently, this organizing has begun to pay off. This article discusses the dynamics of paid domestic work through the themes of commodification and changes in government policies. Through a comparison of post-millennium Brazil, Uruguay, Mexico and Peru, the article compares the working conditions and struggles of domestic workers and highlights the factors that explain different outcomes in terms of labour rights and protections across these countries. It is argued that stronger rights and protections were made possible by the interactive effects of domestic workers organizing, more sympathetic left-wing governments, and the watershed ILO 2011 Convention on Domestic Workers. This article uses the boundaries theoretical framework to analyse Brazilian race relations. The author argues that the apparent paradox of race relations in Brazil and in parts of Latin America, i.e. the persistency of racial inequality without blatant racial conflict, can be better understood as the coexistence of strong social boundaries and weak symbolic boundaries between racial categories. Not only does the boundaries literature allow us to understand race relations in Brazil through a different lens, but the Brazilian case can also contribute to further develop this theoretical framework. Differently from most cases discussed by the boundaries literature where strong symbolic boundaries lead to strong social boundaries, in Brazil weak symbolic boundaries have played a key role in the reproduction and transformation of strong social boundaries between blacks and whites. Taking into account the different ways these two types of boundaries interact – social and symbolic – is a key challenge for the comparative literature on race relations. In order to develop the argument the author draws on recent studies about Brazil to discuss two traditional issues in the race relations literature in Latin America and beyond: the measurement of racial discrimination and the consequences of racially mixed identification for debates on racial inequality. The current competition regime that characterizes international science is often presented as a quest for excellence. It diversely affects research in Latin America and research in the Organization for Economic Co-operation and Development (OECD) countries. This article asks how this competition regime may orient the direction of research in Latin America, and to whose advantage. It is argued that, by relating excellence to quality differently, a research policy that seeks to improve the level of science in Latin America while preserving the possibility of solving problems relevant to the region can be designed. Competition, it is also argued, certainly has its place in science, but not as a general management tool, especially if the goal is to improve overall quality of science in Latin America. Scientific competition is largely managed through journals and their reputation. Therefore, designing a science policy for Latin America (and for any ‘peripheral’ region of the world) requires paying special attention to the mechanisms underpinning the production, circulation and consumption of scientific journals. So-called ‘international’ or ‘core’ journals are of particular interest as local, national, or even regional journals must struggle to find their place in this peculiar publishing eco-system.
