FOREIGN exchange rates , *MARKET volatility - Abstract
This paper analyzes the evolution of fear of floating (FOF) and its effect on output in Chile, Colombia and Mexico. It shows that there has been a gradual rise in exchange-rate volatility as the period of floating lengthens in each country. The paper analyzes the implications of this evolution for the behavior of output. It finds that the reduction of FOF has tended to decrease output volatility in Chile. However, the opposite phenomenon has happened in Mexico, while the results for Colombia are ambiguous. [ABSTRACT FROM AUTHOR]

In this paper we find empirical evidence of bank lending channel for Colombia and Argentina. For Argentina, we do not find evidence that changes in the interbank interest rate affect the growth rate of total loans directly. However, the interbank interest rate affects the loan supply through its interactions with capitalization and liquidity. For Colombia, there is direct bank lending channel, which is reinforced through interactions with capitalization and liquidity. Also, using a panel data of more than 3,300 firms, we provide additional support to the existence of a bank lending channel for Colombia. [ABSTRACT FROM AUTHOR]

This paper uses the National Health Survey to analyze the relationship between education and risky health behaviors, namely smoking, heavy drinking, obesity, and unsafe sexual behavior, by estimating the education gradient. We also provide evidence on the effect of education, socio-economic and knowledge variables on these health behaviors by gender and area of residence. The results indicate that there is a negative and significant effect of years of schooling on the probability of smoking, whereas the probability of heavy drinking and unsafe sexual behaviors increase with education, highlighting the importance of social and cultural factors.

This paper uses the option value theory to analyse whether there is any value in postponing childbearing for young women. The main insights are based on the idea that the costs of bearing tend to decrease in time and are subject to uncertainty. The analysis involves women with different socioeconomic characteristics. Our findings suggest that, as long as the possibilities of poorer women to reach high schooling increase, they will optimally postpone childbearing. In other words, early childbearing by impoverished women might be a rational reaction to their disadvantaged situation, where opportunities to reach high achievements are low, with or without a child.

Urban projects in Colombia, particularly those related to urban renewal, have not been successful in attaining the social goals set by either public policy or zoning. In this paper, I argue that by using the financial and planning tools considered in Congress Act 388 of 1997, it is possible to use the rents associated with the use of the land -traditionally captured by private operators- in favor of civil society. Specifically, it is possible to improve the provision of social housing and the supply of urban amenities under the principle of the fair allocation of cost and benefits. The infrastructure costs can be internalized into the projects and the higher land value that is captured can finance social housing as a Pigouvian tax. Additionally, under a Coasian perspective, the use of these tools modifies the property rights system, which allows the agents to maximize their objective functions.
