This article examines how Finland affected and was effected by the Cold War. Finland declared neutrality but had cordial relations with the Soviet Union during this period. President Urho Kekkonen restricted many civil liberties in order to avoid offending the Soviet Union. Even in the post-cold war period, Finland remains less democratic than many eastern European countries
