The Endangered Species Act (ESA) provides legal protection to imperiled populations and their associated habitats. As a part of this process, listed species must undergo a general status review (also called 5‐Year Review) to assess the progress toward recovery every 5 years. However, almost all 5‐year reviews result in a status of "no change," prompting scientists to question if the review process is robust enough to detect changes in recovery. The U.S. Fish and Wildlife Service (USFWS) was therefore interested in developing a standardized metric for monitoring more nuanced recovery progress as part of the status review. In collaboration with the USFWS, over 75 biologists from five different organizations developed and tested a set of novel metrics to summarize recovery progress of listed species by considering current and future conditions, threats, and conservation measures. We found that, although the majority of species had reviews with a recommendation of no change, scorers were able to use the metrics to interpret more nuanced changes in the 3Rs (resiliency, redundancy, and representation), threats, and conservation measures than in the status review. Our results suggest that these metrics could illuminate more nuanced areas of recovery and decline in species' conditions, but consistency among scorers and status reports should be a focus of future development. Native ecosystem and biodiversity loss from land use conversion into human‐modified landscapes are evident in the United States and globally. In addition to public land conservation, there is an increase in private land conservation through conservation easements (CEs) across exurban landscapes. Not every CE was established strictly for biodiversity protection and permitted land uses can increase human modification. No research of which we are aware has examined the actual tax assessor's land use designations (LUDs) through time. We constructed granular CE datasets (GCED) of CEs and their parcels' tax assessment LUDs for 1997–2008/2009, based on original data from 12 counties in six US states. Using the GCED, we examined patterns in the LUDs, with implications for land uses that could impact CE biological outcomes. We show that LUDs on exurban private conservation lands were predominately residential and agricultural, with increased residential over time. Critically, the LUDs lack a biological conservation exempt designation/category. There is no consistent trend in association between the primary CE reason and its parcel's LUD, suggesting that they coincide in some circumstances but in others, the CE may be a response to contravene the LUD. The majority of the first CE reasons are focused on open space preservation, except in some counties where agricultural land uses and agricultural CEs are associated. The economically and human‐focused LUD is one of many social factors that should be considered in a classification system for private land conservation and CEs more specifically. These results prompt the land conservation, conservation biology, and environmental planning communities to explore assessed land uses' impact on biodiversity conservation objectives. The exotic pet trade poses a major threat to biodiversity conservation. To combat biodiversity loss, it is essential to reduce demand for exotic pets and engage people in civic actions for wildlife conservation. Although messaging has been extensively used in conservation practice, little is known about how it can influence attitudes and various types of actions pertaining to the exotic pet trade. This study examined the impact of conservation messaging in the context of exotic pet ownership and wildlife entertainment visitation as common practices of the exotic pet trade. We randomly assigned participants in the United States to one of five messaging conditions: biodiversity loss and animal abuse (M1), zoonotic disease risks (M2), illegality (M3), social disapproval (M4), and neutral biological information as a control condition (M5). We found that all conservation messages (M1–M4) significantly decreased people's favorable attitudes toward the exotic pet trade and their desire to visit wildlife entertainment. However, conservation messaging did not influence the desire for exotic pet ownership or intentions to take civic actions. Our findings highlight the potential of conservation messaging for attitude change and demand reduction for wildlife entertainment, but different approaches are necessary for promoting more effortful actions such as exotic pet ownership and civic actions. The U.S. needs a National Biodiversity Strategy (hereafter Strategy). As a nation that places a high value on domestic biodiversity and on being a global leader in biodiversity conservation, the U.S. is failing to live up to its expectations regarding a national Strategy. A Strategy should suggest both legislation and policies and guide our country toward achieving stated objectives. We first propose a process to create a Strategy that involves establishing a government task force and supporting expert advisory panel. We then identify five key elements of a Strategy. First, a Strategy should identify priorities among legislation that impacts biodiversity. At present, conflicting rules lead to administrative uncertainty and inconsistent decisions. Second, a Strategy should create a comprehensive vision for societal participation in biodiversity protection. Current practices comprise a mixture of different levels of commitment to stakeholder participation and social justice. Third, a Strategy should mandate periodic review to better provide the American public a synopsis of how we are faring with our treasured biodiversity. Fourth, a Strategy should be as comprehensive and broad as biodiversity itself, spanning organizational ranges from genes to ecosystems. Finally, a Strategy should provide a structure for achievement that incentivizes public and business and that stimulates innovation, particularly in nature‐based solutions to complex environmental challenges. To help address the biodiversity crisis at home and abroad, the United States should develop and implement a National Biodiversity Strategy to provide essential whole‐of‐government leadership and coordination. Pathogen transmission through wildlife trade has become a significant One Health issue, but businesses involved in trade can take actions to minimize pathogen spread within and beyond trade networks. Such actions could include an industry‐led clean‐trade certification program whereby retailer costs for enhanced biosecurity and disease‐free product certification are offset by increased prices to consumers. However, we currently know little about the demand for, and value of such a program to consumers. With the case of pet amphibian owners in the United States, we assessed what characteristics make people more likely to demand certified wild animals and how much more in price premium they are willing to pay for such animals. Findings suggested that the demand for pathogen‐free amphibians was driven by the perceived risk of pathogen spillover to wild populations, behavioral control in preventing transmission, and other characteristics related to pet ownership and demographics. On average, respondents were willing to pay $38.65 per animal more for certified pathogen‐free amphibians than non‐certified amphibians. Findings lend support for the viability of an industry‐led clean‐trade program aimed at enhancing animal well‐being, increasing customer satisfaction, and reducing the risk of pathogen transmission within and beyond the pet trade network. Forests are critical to the planetary operational system and evolved without human management for millions of years in North America. Actively managing forests to help them adapt to a changing climate and disturbance regime has become a major focus in the United States. Aside from a subset of forests wherein wood production, human safety, and experimental research are primary goals, we argue that expensive management interventions are often unnecessary, have uncertain benefits, or are detrimental to many forest attributes such as resilience, carbon accumulation, structural complexity, and genetic and biological diversity. Natural forests (i.e., those protected and largely free from human management) tend to develop greater complexity, carbon storage, and tree diversity over time than forests that are actively managed; and natural forests often become less susceptible to future insect attacks and fire following these disturbances. Natural forest stewardship is therefore a critical and cost effective strategy in forest climate adaptation. [ABSTRACT FROM AUTHOR]

Coincident with international movements to protect 30% of land and sea over the next decade ("30×30"), the United States has committed to more than doubling its current protected land area by 2030. While publicly owned and managed protected areas have been the cornerstone of area‐based conservation over the past century, such lands are costly to establish and have limited capacity to protect areas of the highest value for biodiversity conservation and climate change mitigation. Here we examine the current and potential contributions of private land for reaching 30×30 conservation targets at both federal and state scales in the United States. We find that compared to publicly owned and managed protected lands, protected private lands (conservation easements) are more often in areas designated as high conservation priority, hold significantly higher mean species richness, and sequester more vulnerable land‐based carbon per unit area. Effective conservation of at‐risk species presents a conundrum, often requiring rapid status assessments and timely actions regardless of the adequacy of best available information. Here, we present a case study on Humboldt martens (Martes caurina humboldtensis), a rare and cryptic carnivore listed as threatened in 2020 under the United States Endangered Species Act. Given their rarity, many aspects of Humboldt marten population ecology remain understudied. To help inform marten conservation, we conducted exploratory analyses to estimate population growth by incorporating empirically derived data into two demographic modeling approaches. Population growth rates from each approach exhibited substantial variability and were uninformative to evaluating population status. Our results highlight the inherent difficulties of studying cryptic animals and exemplify the issues of using sparse or uncertain data in potentially consequential circumstances. To inform conservation policy, we solicited scientist perspectives on a controversial conservation issue—the US Fish and Wildlife Service status review to relist gray wolves in the western United States on the Endangered Species Act. Our survey of authors of recent scientific publications on US wolves (n = 84; 26% response rate) indicated that about two‐thirds of respondents supported relisting. About 80% disapproved of Idaho and Montana wolf management plans and believed that they pose a threat to wolf populations in the western United States. Nearly half of respondents were unsure if population estimates of wolves in Idaho and Montana were accurate and reliable and about a fifth believed they were not. Both proponents and opponents of relisting primarily offered policy‐based arguments about state versus federal management, followed by biological arguments about threats to wolves, and social and ethical arguments about wolves and their management. As the need to monitor and evaluate progress on climate change adaptation is increasingly recognized, practitioners may benefit from applying lessons about effective monitoring from the conservation field. This study focuses on monitoring conservation interventions that aim to foster climate change adaptation by assessing: what ways practitioners are adopting best practices from monitoring and evaluation (M&E) in conservation; what practitioners are monitoring in relation to reported outcomes; how monitoring comprehensiveness varies in practice and what factors enable more comprehensive monitoring; and practitioner views on what could improve M&E of adaptation actions. We conducted this study using a portfolio of 76 adaptation projects implemented across the United States and employed a mixed‐methods design that included document analysis, an online survey, and semi‐structured interviews. The majority (84%) of projects reported social outcomes at project completion in addition to ecological outcomes (100%), but monitoring plans focused primarily on ecological and biophysical changes. Only 21% of projects connected monitoring metrics to a theory of change linking actions to expected outcomes. Involvement of an external research partner was identified as a key factor in supporting more comprehensive monitoring efforts. Results provide applied insights for enhancing delivery of social and ecological outcomes from adaptation projects, and suggest research pathways to improve monitoring and effectiveness of climate‐informed conservation. The news media can influence how the public learns about environmental issues, including endangered marine species such as sea turtles, which may prompt further information‐seeking. However, what people learn through the media can be problematic for conservation efforts if it is misaligned with scientific priorities. Here, we seek to better understand how members of the public learn about sea turtles through the news, assess public perceptions and knowledge about these animals, and evaluate how these variables are associated with information‐seeking behavior on their conservation. We surveyed a representative sample of 1162 adults living in the coastal United States and collected information on ocean news consumption, sea turtle interest, risk perceptions of sea turtle population status and individual threat types, self‐reported knowledge, and information‐seeking behavior. News consumption was associated with interest, risk perceptions of population status, and self‐reported knowledge about sea turtles. Although news consumption was not associated with risk perception about individual hazards, individuals generally viewed pollution as a top hazard facing sea turtle populations, which may misalign with scientific understanding. Greater interest, risk perceptions of population status and overall threat, and knowledge was associated with more information‐seeking behavior, with knowledge moderating the relationship between risk perceptions of population status and information‐seeking behavior. These findings improve understanding of how the public learns about sea turtles through the news media, suggests coupling messaging about sea turtles with their risks may provide more effective conservation messaging, and highlights how educators and conservation stakeholders can use the news as a communication tool. On a warming planet, a key challenge natural resource managers face is protecting wildlife while mitigating climate change—as through forest carbon storage—to the greatest extent possible. But in some ecosystems, habitat restoration for imperiled species may be incompatible with maximizing carbon storage. For example, promoting early successional forest conditions does not maximize stand‐level carbon storage, whereas uniformly promoting high stocking or mature forest conditions in the name of carbon storage excludes species that require open or young stands. Here, we briefly review the literature regarding carbon and wildlife trade‐offs and then explore four case studies from the Northern Forest region of the United States. In each case, human activities have largely dampened the influence of natural disturbances; restoring or emulating these disturbances is typically required for habitat restoration even when doing so equates to less carbon storage at the stand level. We propose that applying a climate adaptation lens can help managers and planners navigate these trade‐offs and steer away from maladaptive practices that may ultimately reduce adaptive capacity. Instead, critically evaluating the consequences of stand‐level management actions on both carbon and wildlife can then facilitate landscape‐scale climate adaptation planning that supports a diversity of habitats alongside opportunities to invest in maximizing forest carbon. Poaching and illegal trade are primary threats to tigers (Panthera tigris). Trade in tiger parts has been well documented in Asia. However, little is known about tiger parts entering the United States (US). We analyzed seizures of tiger parts trafficked through US ports of entry from 2003 to 2012 along with shipments that had been issued legal Convention on International Trade in Endangered Species import permits. We found 292 seizure incidents and 283 permitted imports over that 10‐year period. The amount of tiger parts trafficked into the US illegally was larger than what has been previously reported. Most tiger parts entered the US legally and illegally for personal purposes; 81.8% of seized items were medicinal products. San Francisco, Dallas, and Atlanta were entry hotspots for illegal tiger imports which mainly entered the United States from China and Vietnam. Of the 65.8% of seized parts with a known origin, 99.5% originated from wild tigers. Since country of origin and source of many legally and illegally traded tiger parts was unknown, we recommend the use of forensic DNA analysis to address these knowledge gaps to focus conservation and enforcement efforts. Chondrichthyan fishes are ecologically and economically important, yet many are overfished or at elevated risk of extinction. Researchers report a desire to perform policy‐relevant science that can generate data in support of effective conservation and management plans, but also report a lack of clarity about how to most effectively to do that. To address this gap, we created a list of research and policy priorities for chondrichthyan species of conservation concern in US waters using a modified expert solicitation horizon scan approach. Thirty‐five policy‐relevant research priorities and twenty‐seven policy priorities are presented here, a list which can help to guide scientists and conservationists to maximize the effectiveness of their research and policy advocacy. The future viability of wildlife conservation in the United States hinges on the field's ability to adapt to changing social–ecological conditions including shifting societal values and mounting pressures to engage a greater diversity of voices in decision‐making. As wildlife agencies respond to calls to broaden their relevance amid such changes, there is a need to consider the role of university education programs in preparing future wildlife professionals to meet the challenges of this new era. We identify four core areas of competency (technical, leadership, administrative, and adaptive) for universities to consider integrating into new or existing programs to support the emergent needs of the wildlife profession. We focus on undergraduate degree programs as a critical foundation for wildlife‐related careers but also recommend consideration of these skill sets in other areas of professional development including graduate education. Our approach acknowledges the importance of building on traditional areas of expertise such as biology and expanding them to include more interdisciplinary training in areas such as systems approaches, the social sciences, and organizational change. We conclude with recommendations for implementation, highlighting several successful examples, for universities to contemplate as they explore programmatic changes to help build greater capacity for wildlife conservation in the 21st century. State fish and wildlife agencies in the United States are confronted with the realities of a rapidly changing society. With declines in historical sources of revenue and the growth of diverse voices with values that differ from those emphasized by traditional policies and user groups, agencies are faced with diminishing relevancy and are encountering institutional challenges that inhibit their ability to serve the broader public. Here, in collaboration with a group of fish and wildlife agency leaders from 11 states, conservation professionals, and academics, we employ qualitative methods and concepts from systems theory to develop an integrative model of a state wildlife agency. We use this model to identify leverage points to induce transformational change toward an ideal future state: one driven by a system of shared values toward wildlife and a mission to improve quality of life for all people. Our findings point to the importance of developing interventions that will lead to changes in agency culture, systems of governance, and policy and action, and enhance the accessibility of natural resources and opportunities for diverse publics to engage with and benefit from fish and wildlife. Private land comprises over half the land mass of the United States—dominating certain ecosystems and hosting large numbers of threatened and endangered species. Understanding privately owned properties is thus critically important to conservation, yet these lands remain understudied by conservation biologists. A key factor in this lack of research is the difficulty of gaining permission to access private lands. However, there has been almost no empirical work to offer guidance for natural scientists on this issue. Using a combination of mail surveys and interviews, we undertook one of the first empirical studies of landowner decisions regarding access to their private property for research, and we identified the primary drivers and deterrents. We found that natural scientists may have more success gaining access if the landowners are interested in learning about the research taking place, if they have previously allowed research on their property, if they have positive attitudes toward conservation, and if they have larger properties. We also found that many landowners allowed research out of a desire to be helpful. Conversely, landowners are less likely to allow research if they are concerned that doing so will restrict free use of their property. Landowner age, education, trust in science, and attitude toward the subject of study were not significant predictors of landowner decisions. By considering our findings when requesting access to properties and engaging with landowners during research, scientists can improve their chances of accessing properties, enhance landowner satisfaction with the experience, and increase the likelihood that landowners will be amenable to future requests to conduct research on their land. This manuscript explores the reasons why landowners allow or decline to allow research on their properties based on a combination of surveys and interviews. Based on our findings, we make recommendations for how researchers hoping to conduct research on private land can successfully gain access and encourage a good experience for all involved. To achieve conservation objectives for threatened and endangered species, managers must choose among potential recovery actions based on their efficacy. Yet, a lack of standardization in defining how conservation actions support recovery objectives can impede action efficacy and inhibit the efficient allocation of resources across species and projects. It is especially difficult to evaluate the effectiveness of actions in U.S. Endangered Species Act (ESA) recovery plans due to variation in how actions are described across different plans. To address this issue, we examined our ability to apply the internationally supported Conservation Measures Partnership (CMP) taxonomy to categorize existing ESA recovery plan action descriptions. Using ESA listed species in Arizona as a case study, we tested the feasibility of assigning CMP taxonomy categories to actions detailed in current recovery plans, and then used our assigned categories to assess the distribution of action categories. Pairs of researchers categorized and then compared levels of agreement between categories of recovery actions for 840 actions across 31 active recovery plans. Paired categorizations diverged for many of these actions, though confidence in action description assignments among pairs was highest in categorizing Research and Monitoring actions, which represented, on average, 53% (SD 0.9%) of actions with researcher agreement, and, on average, 42% (SD 0.08%) of classification among individual researchers. These results suggests that categorizable action descriptions most often correspond with Research and Monitoring objectives, and that other categories of actions required to delist species may be underrepresented in ESA recovery plans. We provide recommendations to support the application of the CMP taxonomy to current and future ESA recovery action descriptions using existing processes within the U.S. Fish and Wildlife Service. Placing conservation easements on private lands could contribute greatly to biodiversity protection in the United States. However, a paucity of data prevents us from knowing to what extent this potential is met. We discuss best practices for baseline documentation reports and biodiversity surveys of properties that could help mitigate this data shortage and contribute to a national database on private land biodiversity. We then examine 49 private properties totaling 3,048 ha in Alabama and tally high priority (i.e., at‐risk) species that are recorded within this portfolio of land parcels protected by conservation easements. The number is 116 species in total, or 38 high‐priority species per 1,000 ha. Not only is the number of these documented at‐risk species per unit area high compared to the number documented from nearby Conecuh National Forest (~38 vs. ~5 per 1,000 ha), 92 of the species recorded from the private lands have not been recorded from the much larger Conecuh National Forest (33,993 ha). This emphasizes the opportunity for well‐positioned easements to complement and be a valuable addition to large networks of public lands. Using rapid baseline surveys, we document the occurrence of 116 at‐risk species in 49 easements in Alabama. This represents a ratio of 38 at‐risk species per one thousand hectares of conserved land, which suggests a tremendous potential for private lands to contribute to biodiversity conservation. Spillover impacts pose challenges for the management of protected areas (PAs). The issue of external threats encroaching on PAs has long been recognized, but a corollary—that PA conservation can increase costs borne by neighboring governments or landowners—is less well appreciated. In some contexts, basic principles of fairness and cooperation suggest that PA users should help pay these costs. Several countries have developed mechanisms for distributing the costs of spillover impacts to PA users, but not the United States. Here, we investigate whether and how US park visitors could help address one type of spillover, the need for wildlife conservation efforts beyond park boundaries, using a case study of the Greater Yellowstone Ecosystem (GYE). We examine a "conservation fee" recently proposed in the Wyoming legislature, along with tax‐based alternatives. After exploring some costs of wildlife conservation in GYE, we estimate that a fee of up to $10 per vehicle could generate up to $13 million annually, and tax‐based approaches considerably more. We consider legal, political, and governance challenges, and ways to mitigate them. The GYE could serve as a demonstration site for visitor funding of cooperative, large‐landscape conservation, for potential future expansion in the US and beyond. [ABSTRACT FROM AUTHOR]

The long‐term well‐being of both people and nature is achievable, assuming major changes in resource distribution and consumption at a global level. This optimistic outlook for the world requires rapid identification of major knowledge gaps that would undermine our ability to achieve a sustainable future if left unaddressed locally and regionally. Our goal was to identify the science needs that would make the biggest contribution to sustaining human society and natural systems in the Upper Midwest and Great Plains, United States. We engaged an interdisciplinary group of scientists and practitioners in an iterative exploration and prioritization process. The resulting list of 50 research questions identified science gaps for strategy implementation to achieve conservation success. Of the original list, 17 questions ranked as highly important in the region. These 17 questions constitute a conservation science agenda for the region. We call for alignment around this common agenda and a concerted, multidisciplinary approach to addressing these priority scientific needs. [ABSTRACT FROM AUTHOR]

Protected areas represent a key strategy to conserve biodiversity. However, human land use and other impacts outside protected areas boundaries significantly influence species and ecosystems within protected areas. Therefore, identifying and delineating important lands surrounding protected areas may be critical to developing conservation strategies to sustain biodiversity. Here, we identify greater ecosystems of protected areas in the contiguous United States by delineating permeable wildlands located adjacent to protected area borders using the global human footprint map as the basis for estimating permeability. We evaluated how elevating the conservation status of greater ecosystems could help achieve aspirational targets for protecting additional terrestrial land area while better representing ecological diversity. We then assessed the feasibility of elevating conservation in greater ecosystems by quantifying the composition of land ownership and existing conservation status. Greater ecosystems of different protected areas often occur as large complexes that could be used to manage protected areas and monitor their status under regional conservation strategies. Elevating the conservation status of greater ecosystems could aid in achieving international targets while increasing the representation of vegetative types within conservation reserves. The most connected and permeable lands surrounding protected areas are dominated by public land (managed by the U.S. federal and state governments), though the amount of public land within greater ecosystems decreased with distance from protected areas. Public lands may provide opportunities to elevate the conservation status of greater ecosystems surrounding protected areas through policy and management changes. We focused on the contiguous United States, but our methods could be applied globally (which we demonstrate). To achieve bold international conservation goals, identifying the greater ecosystems around protected areas and developing conservation strategies of their landscape context will ultimately benefit species and ecosystems in protected areas.
