Scientific advances in environmental data coverage and machine learning algorithms have improved the ability to make large-scale predictions where data are missing. These advances allowed us to develop a spatially resolved proxy for predicting numbers of tropical nearshore marine taxa. A diverse marine environmental spatial database was used to model numbers of taxa from ∼1000 field sites, and the predictions were applied to all 7039 6.25-km 2 reef cells in 9 ecoregions and 11 nations of the western Indian Ocean. Our proxy for total numbers of taxa was based on the positive correlation (r 2  = 0.24) of numbers of taxa of hard corals and 5 highly diverse reef fish families. Environmental relationships indicated that the number of fish species was largely influenced by biomass, nearness to people, governance, connectivity, and productivity and that coral taxa were influenced mostly by physicochemical environmental variability. At spatial delineations of province, ecoregion, nation, and strength of spatial clustering, we compared areas of conservation priority based on our total species proxy with those identified in 3 previous priority-setting reports and with the protected area database. Our method identified 119 locations that fit 3 numbers of taxa (hard coral, fish, and their combination) and 4 spatial delineations (nation, ecoregion, province, and reef clustering) criteria. Previous publications on priority setting identified 91 priority locations of which 6 were identified by all reports. We identified 12 locations that fit our 12 criteria and corresponded with 3 previously identified locations, 65 that aligned with at least 1 past report, and 28 that were new locations. Only 34% of the 208 marine protected areas in this province overlapped with identified locations with high numbers of predicted taxa. Differences occurred because past priorities were frequently based on unquantified perceptions of remoteness and preselected priority taxa. The ability to strengthen governance institutions and fisheries restrictions and laws is needed to improve conservation and management of common-pool resources. We evaluated the potential for stimulating change with modest interventions by studying fishing village households before and after a 27-month intervention period in a high-priority coral reef conservation area. Interventions included training in catch monitoring, stock assessment, mapping fishing grounds, microcredit, gender inclusion, theatrical skills, fuel efficient stoves, and participation in the planning of a conservation proposal. There was a background increase in reported formal education, household size, group membership, and household wealth but a decrease in fish consumption and public services. Of conservation importance, the perceived strength of 13 governance institutions and benefits of 6 fisheries restrictions increased over the intervention period. Finally, correspondence between knowledge of and agreement with recent national fisheries laws was moderate to high and positively correlated. The intervention period was stronger than demographic factors that often influence perceptions, such as village, government services, gender, household size, membership in community groups, and age responses. In general, perceptions of strengths of governance and benefits of restrictions increased more among women and youth than adult men respondents. The largest changes in perceptions of increased benefits were among strict restrictions initially ranked low, specifically fisheries closures, parks, and species restrictions. Commons' problems and solutions have the elements of local, proximate, and large-scale distal processes. Solutions, therefore, require accessing, implementing, and coordinating information and actions at multiple scales. Restoring commons, such as fisheries, will require a better understanding of how stakeholders access and use information at various scales to resolve governance and restrictions problems. In 179 household interviews, perceptions of fisheries conflicts and their causes were identified, and 16 management committee key informants described their methods for mediating hypothetical small-scale fisheries problems in Kenya. The 6 studied sites varied in human development and demographic contexts but had notable similarities that reflected a respondent's focus on localized, direct, and proximate fishing conflicts. The most cited problems included limited space, disagreement about gears, poor resource conditions, and locally inadequate benefits. The most cited sources of information were local households and the community, and there was considerably less acknowledgment of distal problems and solutions. Key informants selected a limited number of local community-focused solutions. For example, informants chose to mediate conflicts between neighbors with local community meetings rather than through formal national institutions. Therefore, distal solutions were likely to be perceived as ineffectual, possibly due to the challenges of polycentric governance coordination. However, widespread overfishing arises from overarching distal processes not fully amenable to local solutions. Therefore, a focus on local action is expected to limit the ability to address distal problems. These include conflicting values, demographic changes, supportive governance frameworks, emerging technologies, resolving conflicting local rules, fair between-group enforcement, responding to temporary shortages of fish, and intercommunity border and rule disputes. Identifying locations of refugia from the thermal stresses of climate change for coral reefs and better managing them is one of the key recommendations for climate change adaptation. We review and summarize approximately 30 years of applied research focused on identifying climate refugia to prioritize the conservation actions for coral reefs under rapid climate change. We found that currently proposed climate refugia and the locations predicted to avoid future coral losses are highly reliant on  excess heat metrics, such as degree heating weeks. However, many existing alternative environmental, ecological, and life-history variables could be used to identify other types of refugia that lead to the desired diversified portfolio for coral reef conservation. To improve conservation priorities for coral reefs, there is a need to evaluate and validate the predictions of climate refugia with long-term field data on coral abundance, diversity, and functioning. There is also the need to identify and safeguard locations displaying resistance toprolonged exposure to heat waves and the ability to recover quickly after thermal exposure. We recommend using more metrics to identify a portfolio of potential refugia sites for coral reefs that can avoid, resist, and recover from exposure to high ocean temperatures and the consequences of climate change, thereby shifting past efforts focused on avoidance to a diversified risk-spreading portfolio that can be used to improve strategic coral reef conservation in a rapidly warming climate., (© 2023 The Authors. Common-pool governance principles are becoming increasingly important tools for natural resource management with communities and comanagement arrangements. Effectiveness of these principles depends on variability in agreements, trust, and adherence to institutional norms. We evaluated heterogeneity in governance principles by asking 449 people in 30 fishing communities in 4 East African countries to rate their effectiveness. The influences of individuals, their membership and role in stakeholder community groups, leadership, community, and country were tested. The membership and role of people were not the main influence on their perceptions of the effectiveness of governance principles. Therefore, drawing conclusions about the effectiveness of specific principles would be difficult to make independent of the individuals asked. More critical were individuals' nationalities and their associations with the shared perceptions of a response-group's effectiveness of each principle. Perceptions of effectiveness differed strongly by country, and respondents from poor nations (Madagascar and Mozambique) were more cohesiveness but had fewer and weaker between-community conflict-resolution mechanisms. Overall, group identity, group autonomy, decision-making process, and conflict resolution principles were perceived to be most effective and likely to be enforced by repeated low-cost intragroup activities. Graduated sanctions, cost-benefit sharing, and monitoring resource users, fisheries, and ecology were the least scaled principles and less affordable via local control. We suggest these 2 groups of principles form independently and, as economies develop and natural resources become limiting, sustainability increasingly depends on the later principles. Reducing the capture of small fish, discarded fish, and bycatch is a primary concern of fisheries managers who propose to maintain high yields, species diversity, and ecosystem functions. Modified fishing gear is one of the primary ways to reduce by-catch and capture of small fish. The outcomes of gear modification may depend on competition among fishers using other similar resources and other gears in the same fishing grounds and the subsequent adoption or abandonment of modified gears by fishers. We evaluated adoption of modified gear, catch size, catch per unit effort (CPUE), yield, and fisher incomes in a coral reef fishery in which a 3-cm escape gap was introduced into traditional traps. There were 26.1 (SD 4.9) fishers who used the experimental landing sites and 228(SD 15.7) fishers who used the control landing sites annually over 7 years. The size of fish increased by 10.6% in the modified traps, but the catch of smaller fish increased by 11.2% among the other gears. There was no change in the overall CPUE, yields, or per area incomes; rather, yield benefits were redistributed in favor of the unmodified gears. For example, estimated incomes of fishers who adopted the modified traps remained unchanged but increased for net and spear fishers. Fishers using escape-gap traps had a high proportion of income from larger fish, which may have led to a perception of benefits, high status, and no abandonment of the modified traps. The commensal rather than competitive outcome may explain the continued use of escape-gap traps 3 years after their introduction. We used linear and multivariate models to examine the associations between geography, biodiversity, per capita economic output, national spending on conservation, governance, and cultural traits in 55 countries. Cultural traits and social metrics of modernization correlated positively with national spending on conservation. The global distribution of this spending culture was poorly aligned with the distribution of biodiversity. Specifically, biodiversity was greater in the tropics where cultures tended to spend relatively less on conservation and tended to have higher collectivism, formalized and hierarchical leadership, and weaker governance. Consequently, nations lacking social traits frequently associated with modernization, environmentalism, and conservation spending have the largest component of Earth's biodiversity. This has significant implications for setting policies and priorities for resource management given that biological diversity is rapidly disappearing and cultural traits change slowly. Therefore, we suggest natural resource management adapt to and use characteristics of existing social organization rather than wait for or promote social values associated with conservation spending. Supporting biocultural traditions, engaging leaders to increase conservation commitments, cross-national efforts that complement attributes of cultures, and avoiding interference with nature may work best to conserve nature in collective and hierarchical societies. Understanding why people make the decisions they do remains a fundamental challenge facing conservation science. Ecosystem service (ES) (a benefit people derive from an ecosystem) approaches to conservation reflect efforts to anticipate people's preferences and influence their environmental behavior. Yet, the design of ES approaches seldom includes psychological theories of human behavior. We sought to alleviate this omission by applying a psychological theory of human values to a cross-cultural ES assessment. We used interviews and focus groups with fish workers from 28 coral reef fishing communities in 4 countries to qualitatively identify the motivations (i.e., human values) underlying preferences for ES; quantitatively evaluate resource user ES priorities; and identify common patterns among ES motivations and ES priorities (i.e., trade-offs and synergies). Three key findings are evident that align with human values theory. First, motivations underlying preferences for individual ESs reflected multiple human values within the same value domain (e.g., self-enhancement). Second, when averaged at community or country scales, the order of ES priorities was consistent. However, the order belied significant variation that existed among individuals. Third, in line with human values theory, ESs related to one another in a consistent pattern; certain service pairs reflected trade-off relationships (e.g., supporting and provisioning), whereas other service pairs reflected synergistic relationships (e.g., supporting and regulating). Together, these findings help improve understanding of when and why convergence and trade-offs in people's preferences for ESs occur, and this knowledge can inform the development of suitable conservation actions., (© 2015 The Authors. The failure of fisheries management among multispecies coral reef fisheries is well documented and has dire implications for the 100 million people engaged in these small-scale operations. Weak or missing management institutions, a lack of research capacity, and the complex nature of these ecosystems have heralded a call for ecosystem-based management approaches. However, ecosystem-based management of coral reef fisheries has proved challenging due to the multispecies nature of catches and the diversity of fish functional roles. We used data on fish communities collected from 233 individual sites in 9 western Indian Ocean countries to evaluate changes in the site's functional composition and associated life-history characteristics along a large range of fish biomass. As biomass increased along this range, fish were larger and grew and matured more slowly while the abundance of scraping and predatory species increased. The greatest changes in functional composition occurred below relatively low standing stock biomass (<600 kg/ha); abundances of piscivores, apex predators, and scraping herbivores were low at very light levels of fishing. This suggests potential trade-offs in ecosystem function and estimated yields for different management systems. Current fishing gear and area restrictions are not achieving conservation targets (proposed here as standing stock biomass of 1150 kg/ha) and result in losses of life history and ecological functions. Fish in reefs where destructive gears were restricted typically had very similar biomass and functions to young and low compliance closures. This indicates the potentially important role of fisheries restrictions in providing some gains in biomass and associated ecological functions when fully protected area enforcement potential is limited and likely to fail. Our results indicate that biomass alone can provide broad ecosystem-based fisheries management targets that can be easily applied even where research capacity and information is limited. We tested the unsustainable fishing hypothesis that species in assemblages of fish differ in relative abundance as a function of their size, growth rates, vagility, trophic level, and diet by comparing species composition in historical bone middens, modern fisheries, and areas closed to fishing. Historical data came from one of the earliest and most enduring Swahili coastal settlements (approximately AD 750-1400). Modern data came from fisheries near the archeological site and intensively harvested fishing grounds in southern Kenya. The areas we sampled that were closed to fishing (closures) were small (<28 km(2) ) and permanent. The midden data indicated changes in the fish assemblage that are consistent with a weak expansion of fishing intensity and the unsustainable fishing hypothesis. Fishes represented in the early midden assemblages from AD 750 to 950 had longer life spans, older age at maturity, and longer generation times than fish assemblages after AD 950, when the abundance of species with longer maximum body lengths increased. Changes in fish life histories during the historical period were, however, one-third smaller than differences between the historical and modern assemblages. Fishes in the modern assemblage had smaller mean body sizes, higher growth and mortality rates, a higher proportion of microinvertivores, omnivores, and herbivores, and higher rates of food consumption, whereas the historical assemblage had a greater proportion of piscivores and macroinvertivores. Differences in fish life histories between modern closures and modern fishing grounds were also small, but the life histories of fishes in modern closures were more similar to those in the midden before AD 950 because they had longer life spans, older age at maturity, and a higher proportion of piscivores and macroinvertivores than the modern fisheries. The adoption of fisheries closures and gear restrictions in the conservation of coral reefs may be limited by poor understanding of the economic profitability of competing economic uses of marine resources. Over the past 12 years, I evaluated the effects of gear regulation and fisheries closures on per person and per area incomes from fishing in coral reefs of Kenya. In two of my study areas, the use of small-meshed beach seines was stopped after 6 years; one of these areas was next to a fishery closure. In my third study area, fishing was unregulated. Fishing yields on per capita daily wet weight basis were 20% higher after seine-net fishing was stopped. The per person daily fishing income adjacent to the closed areas was 14 and 22% higher than the fishing income at areas with only gear restrictions before and after the seine-net restriction, respectively. Incomes differed because larger fish were captured next to the closed area and the price per weight (kilograms) increased as fish size increased and because catches adjacent to the closure contained fish species of higher market value. Per capita incomes were 41 and 135% higher for those who fished in gear-restricted areas and near-closed areas, respectively, compared with those who fished areas with no restrictions. On a per unit area basis (square kilometers), differences in fishing income among the three areas were not large because fishing effort increased as the number of restrictions decreased. Changes in catch were, however, larger and often in the opposite direction expected from changes in effort alone. For example, effort declined 21% but nominal profits per square kilometer (not accounting for inflation) increased 29% near the area with gear restrictions. Priorities for conservation, management, and associated activities will differ based on the interplay between nearness of ecosystems to full recovery from a disturbance (pristineness), susceptibility to climate change (environmental susceptibility [ES]), and capacity of human communities to cope with and adapt to change (social adaptive capacity [AC]). We studied 24 human communities and adjacent coral reef ecosystems in 5 countries of the southwestern Indian Ocean. We used ecological measures of abundance and diversity of fishes and corals, estimated reef pristineness, and conducted socioeconomic household surveys to determine the AC of communities adjacent to selected coral reefs. We also used Web-based oceanographic and coral mortality data to predict each site's ES to climate warming. Coral reefs of Mauritius and eastern Madagascar had low ES and consequently were not predicted to be affected strongly by warm water, although these sites were differentiated by the AC of the human community. The higher AC in Mauritius may increase the chances for successful self-initiated recovery and protective management of reefs of this island. In contrast, Madagascar may require donor support to build AC as a prerequisite to preservation efforts. The Seychelles and Kenya had high ES, but their levels of AC and disturbance differed. The high AC in the Seychelles could be used to develop alternatives to dependence on coral reef resources and reduce the effects of climate change. Pristineness weighted toward measures of fish recovery was greatest for Kenya's marine protected areas; however, most protected areas in the region were far from pristine. The emerging world crisis created by declining fish stocks poses a challenge to resource users and managers. The problem is particularly acute in poor nations, such as those in East Africa, where fishing is an important subsistence activity but high fishing intensity and use of destructive gear have resulted in declining catches. In this context developing effective management strategies requires an understanding of how fishers may respond to declines in catch. We examined the readiness of 141 Kenyan fishers to stop fishing under hypothetical scenarios of declines in catch and how socioeconomic conditions influenced their decisions. As expected, the proportion of fishers that would exit the fishery increased with magnitude of decline in catch. Fishers were more likely to say they would stop fishing if they were from households that had a higher material style of life and a greater number of occupations. Variables such as capital investment in the fishery and the proportion of catch sold had weak, nonsignificant relationships. Our finding that fishers from poorer households would be less likely to exit a severely declining fishery is consistent with the literature on poverty traps, which suggests the poor are unable to mobilize the necessary resources to overcome either shocks or chronic low-income situations and consequently may remain in poverty. This finding supports the proposition that wealth generation and employment opportunities directed at the poorest fishers may help reduce fishing effort on overexploited fisheries, but successful interventions such as these will require an understanding of the socioeconomic context in which fishers operate.
