This article reports that in November 2005 Ohio voters will decide the fate of an initiative to amend that state's constitution to put congressional and state legislative redistricting in the hands of a five-member panel instructed to draw the most competitive districts possible. The measure, Issue 4, is touted by Democrats and backed by California Republican Governor Arnold Schwarzenegger. It would adopt a partisan index formula based on the outcome of recent statewide elections. If the plan is adopted, members of the state's congressional delegation would be running in new districts in 2008.
