Abstract
The article reports that U.S. Commerce Secretary Carlos Gutierrez has announced a preliminary decision to apply countervailing duties on imports of glossy paper from China. This reverses a two-decade-old Commerce policy of not levying anti-subsidy tariffs against China. House Ways and Means Trade Subcommittee Chairman Sander Levin, has said that he would press forward with their bill. The decision came in response to a petition filed by NewPage Corp., an Ohio paper manufacturer.
