This paper examines the complex relationship between the state, civil society and education through comparative research with young people in France and the UK. Survey data derived from two cohorts of school students in South Wales and Lyon reveal strong differences in their levels of civic and political participation. While our Welsh students have higher levels of 'civic participation', as measured in terms of charitable work and volunteering, our French students have far higher levels of what might be considered 'political engagement', defined in terms of campaigning and demonstrating. We argue that these differences can be accounted for by the different cultural repertoires and priorities of citizenship education which themselves reflect the contrasting historical configurations of education, the state and civil society in these two countries. This article explores the circumstances in which individuals become secondary school teachers in England and France. Using a social constructivist theoretical framework, it specifically considers how national contexts play out in this decision. The findings presented in this paper draw on a corpus of 60 interviews with a sample of teachers based in English and French secondary schools. They show that national frameworks remain relevant to an exploration of teachers’ identities and cultures, as French and English interviewees draw on distinctive reasons to explain why they became secondary school teachers. While becoming a teacher is often thought of as a ‘vocation’ or as the result of ‘intrinsic’ factors, this paper highlights the role of national contexts, as well as of gender and social class, in this process. This article focuses specifically on the incorporation of ethnic minority children within the education systems of England, France and Germany. The trends in policy development after World War II in these countries are examined through the prism of three ideal-typical incorporation strategies – integration, assimilation and separation. This is done to test the theories of universalism, parallel development and particularism, which anticipate different trajectories with regard to these strategies. The paper finds evidence for convergence towards integration with regard to provisions for extra support in the host country’s language. This supports the theory of universalism. However, no evidence of convergence towards integration is found in four other policy areas. For instance, country-specific trends emerge on minority religious education and enrolment into mainstream schools, which is consistent with the particularist perspective. As there is little evidence of the three countries drawing closer in terms of all three adopting a strategy of incorporation promoted by transnational agencies, the expectation that national states can borrow in a straightforward fashion from internationally advocated models of ethnic minority incorporation appears unfounded. The paper further finds that local practices are sometimes significantly at odds with national educational policy, suggesting that future research should be directed more at the local level to determine the policies affecting ethnic minority children. This article examines French and English average performances and educational inequality in the Programme for International Student Assessment (PISA) between 2000 and 2018. It asks why English average scores in 2018 are much higher than those of France when they were fairly similar in previous PISA assessments. It questions why the impact of socio-economic background on educational performance in England decreased while the reverse has been the case for France. This is all the more damning given the French republican espousal of égalité. It examines policies in both countries and analyses to what extent PISA has impacted on these. It argues that in England, policies of autonomy, accountability and competition, in line with the OECD and its own tradition of liberalism, have been implemented rigorously. Drawing on 45 semi-structured interviews conducted in four public universities as part of an international comparative project, we examine the cultural, political, social and economic forces at play in the way the 'public good' is perceived, translated and debated within the French higher education context. Our findings indicate that a variety of views of the public good value/contribution of higher education co-exist, which, in a context of reform, reflect various understandings of how the principles and practices driving the French 'republican' model work or should work. The article introduces a series of articles related to the regulation of education system. An article by Agnès van Zanten discusses the increasing impact of competition in the regulation process of school activities within six local areas of Budapest in Hungary, Charleroi in Belgium, Lisbon in Portugal, London in England, and Lille and Paris in France. The analysis by Stephen J. Ball and Christian Maroy show that there are some convergences in the internal school's logics of action across the six local areas.

This article examines the views of 'immigrant-background' children on their own linguistic and cultural 'differences' within the different educational contexts of primary classrooms in France and England. With the increase in and changing composition of immigration in Europe, the integration of populations from diverse linguistic and cultural backgrounds has become a central issue for European societies. Whilst most studies in France and England tend to focus on immigrant children in secondary schools, this study looks at immigrant children at primary level, in an attempt to 'hear their voices' and explore their perceptions and experiences, in a comparative perspective. Findings based on focus group interviews and participant observation in an English and French classroom, suggest that despite contrasting models of integration, the way 'immigrant-background' children mediate 'difference' as part of their identities as pupils present similarities between the two countries. There remain, however, strong differences between the two national classrooms, which could be attributed to the different contexts and approaches to multicultural differences in France and England. Since 1999, European education ministers have discussed and further implemented the 'Bologna process', a wide-ranging framework for the reform of higher education. Lifelong learning was added as a goal of the process in 2001. This article evaluates the extent to which the development of lifelong learning has progressed and examines whether the Bologna process has facilitated lifelong learning opportunities in a sample of countries. The evaluation of legislative instruments and policy positions of different stakeholders in Germany, France, Italy and the UK shows that countries link quite different strategies to lifelong learning in higher education. Specific national approaches exist which facilitate or restrict its development. Thus far, the impact of the Bologna process on this issue has been modest. The process has mainly had an impact on the discussion regarding lifelong learning, not necessarily whether and how such policies and programmes are implemented. [ABSTRACT FROM AUTHOR]
