This paper examines the way in which learning quality has been conceptualised and measured in school effectiveness surveys conducted by Young Lives, a longitudinal study of child poverty. Primary school surveys were conducted in Vietnam in 2010–11 and Ethiopia in 2012–13, and surveys at upper-primary and secondary level were conducted in Ethiopia, India and Vietnam in 2016–17. The paper discusses the design of cognitive tests to assess Maths and reading at primary level, and then focuses on the development of cognitive tests to assess Maths, functional English and transferable skills at upper-primary and secondary level. In particular, the paper explores how learning quality can be conceptualised and measured in relation to ‘twenty-first century skills’, which are increasingly seen as an important outcome of secondary education. Comprehensive sexuality education (CSE) is promoted around the world to improve young people's sexual and reproductive health and rights, and to address gender-based violence. Teachers play crucial roles in enacting CSE, yet only few studies have placed them centrally to understand CSE re-contextualisation in schools. Hence, drawing on interviews, focus group discussions, and classroom observations with 56 participants, this paper presents how CSE teachers enact CSE policy and which factors affect their enactments at schools in Ethiopia. The paper highlights that while CSE teachers were typically conceptualised as 'facilitators' of the CSE initiative presented here, in practice teachers seemed to perform what might be understood as 'activist' roles within and beyond the classroom and school. Despite this activism, teachers' possibilities to address gender-based violence still seemed limited, in part due to lack of guidance from policy and programme designers, lack of support from community and school management, and socio-economic factors. This investigation of physics teacher education in Ethiopia reveals a significant gap between the physics knowledge of pre-service teachers (PSTs) attained during training and that of the intended curriculum setting out expectations for their knowledge. Data were obtained by a test probing PSTs' physics knowledge (attained curriculum); analysis of teacher education curriculum documents (intended); and video-recording, observation and analysis of lectures delivered to pre-service teachers at four Colleges of Teacher Education (implemented). These illustrate that implementation focuses on high-level, abstract knowledge delivered mainly via mathematical approaches, offering limited opportunities for learning basic concepts by debate. An outcome of current practice is that physics teachers lack the necessary subject knowledge to teach effectively, leading successive generations of Ethiopian students to under-achieve. The paper argues for change to enable Ethiopia to achieve its aim of raising educational achievement and societal productivity to become a low-middle income nation by 2025. [ABSTRACT FROM AUTHOR]

Recent policies in Ethiopia put students at the heart of school improvement through structures for peer leadership and school-level consultation, evaluation and decision-making. This article draws on an ethnographic study of a government school in Tigray, Ethiopia, to explore how the participation and influence of students is achieved and mediated by structures and processes in school. Three key contexts of student participation are explored: positions of peer leadership (monitor, 'one-to-five' network leader); public evaluation sessions (gim gima); and the Parent Student Teacher Association (PSTA). Based on ethnographic fieldwork, we explore the rural-urban migration of 27 girls and young women who leave their rural communities and move to the city to pursue their secondary education, in the ethnically diverse Southern Region of Ethiopia. We consider the nature and extent of the inequalities that they face in rural areas which limit their education opportunities and outcomes and underpin their expected entry into marriage. We compare their experiences in their rural communities with their lives in the city, where they have greater access to resources and greater freedom and decision-making power and the opportunity to continue their secondary education, although their futures are still uncertain. Through our analysis we reveal some of the tensions between the promise of girls' secondary education promoted at the international and national level and the lived realities of rural girls and women, many of whom are unable to realise this promise. Sexual violence is recognised as a public health and human rights problem worldwide. Although schools are expected to be safe places for young people and are envisaged as institutions that challenge social injustices, they are increasingly identified as sites where disproportionately high levels of sexual violence occurs. This study seeks to understand how sexual violence in schooling contexts is conceptualised and interrogated by teachers with a focus on lived experiences, the consequences and the underlying causes. The study is based on qualitative research conducted at a secondary school in Ethiopia. The findings point to overwhelming evidence that sexual violence pervades in secondary schools, with a wide range of adverse consequences on girls’ wellbeing and educational attainment. The study demonstrates how nature, culture and society are included in conceptual thinking about the causes of sexual violence and explores teachers’ agency in addressing the phenomenon. A School Management Committee (SMC) is an administrative tool adopted in many developing countries to decentralise administrative and financial responsibilities at school level, while involving local people in decision-making and making education more responsive to demands. I question the assumption linking administrative decentralisation and popular participation. There is a long-lasting tradition in Africa of schools built and run through local initiatives, even in the absence of governmental education services. Instead of seeing SMCs as a means to promote community participation and evaluating its effectiveness, I investigate people’s motivation to commit to education and the social dynamics beyond the institutionalised framework of SMCs.
