Haskell, Jr., associate dean and director of Manuscripts and Rare Books at the College of William and Mary in Williamsburg, Virginia. Chou has retired after 35 years of service at Rutgers and 44 years of service as a professional librarian. Haskell, on the other hand, has retired after a 41-year career in librarianship. The article focuses on the announcement made by the Association of College and Research Libraries that it is offering Student Paper Awards for its 13th National Conference "Sailing into the Future--Charting out Destiny," to be held in Baltimore, Maryland on March 29 to April 1, 2007. This article announces that the Southeastern Library Network (SOLINET) is offering two live Web-based training opportunities this fall. The first workshop, "Introduction to Grants for Preservation," will be offered on October 28, 2005. It is primarily intended for practitioners at small institutions who have never applied for a grant before, but may also be useful for those with more experience The second workshop, "Caring for scrapbooks," will be offered on December 13, 2005. It will cover the materials and techniques used in 19th- and 20th-century scrapbooks, their most common preservation challenges, and safe storage and handling methods. Both workshops will be taught by Tina Mason.

This article reports that the Instituto Centrale per il Restauro in Rome, Italy, has published Cesare Brandi's 1963 work, "Teoria del restauro" for the first time in English translation as "Theory of Restoration." This classic title proposed many conservation concepts that are still under discussion today; treatment reversibility, integration of lacunae, respect for the normal aging of an object, patina, falsification, and the scope for reconstruction of an incomplete work of art.

This article reports that the Canadian Conservation Institute has published "Preservation of Electronic Records: New Knowledge and Decision-making: Postprints." This 221-page book is the complete text of the 29 papers presented at "Symposium 2003: Preservation of Electronic Records: New Knowledge and Decision-making," held in Ottawa, Canada, on September 15-18, 2003. The conference presentations were sequenced as if they were junctures on a decision tree, so participants could follow a logical decision-making progression. The papers cover appraisal, authenticity, how to develop a preservation strategy, possible preservation strategies, and the nature of storage media.

This article reports that the Preservation Metadata: Implementation Strategies Working Group has published "Data Dictionary for Preservation Metadata: Final Report of the PREMIS Working Group." This article reports that the National Preservation Office of the British Library in London, England has published "Where Shall We Put It? Spotlight on Collection Storage Issues," which is composed of papers from a conference held on October 4, 2004. Some of the presentations refer to the following topics: future of collection storage; diagnosis and treatment for the preservation environment; and, an alternative for the long-term storage of archival records.

This article compares two legislative bills concerning library science in the U.S. Both the House and Senate passed PATRIOT Reauthorization bills in July 2005. Both bills reauthorize sections of the PATRIOT Act that would expire at the end of 2005. The House bill extends the sunset period for Section 215 to 2015, whereas the Senate to 2009. The shorter sunset is preferable because it will result in more oversight by Congress. In addition, both bills require the Federal Bureau of Investigation director to personally approve any request for records from a library.

This article focuses on the announcement of the University of Illinois at Urbana-Champaign that it will begin offering a structured certificate of advanced study (CAS) in digital libraries, beginning with the 2005-2006 school year. Five one-year nonrenewable fellowships will also be available to CAS and master's students wishing to focus on digital libraries. The CAS program is aimed at giving students a thorough and technically focused background in digital libraries that will enable them to serve as designers, decision makers, and creators of digital collections.

This article presents a synopsis of the completed dissertation of Yungrang Cheng, the winner of the 2003 Doctoral Dissertation Fellowship awarded by the Association of College and Research Libraries (ACRL). It cites information seeking as an important topic in library and information science research. It also assesses the relative importance of thoughts, feelings and actions at an early and at the later stage of the information-seeking process correlate with their relative importance at the later stage. Quantitative methods proved to be a useful alternative approach to answer the research questions and quantitative results indicated that thoughts, feelings and actions were important factors.

Leslie Warren of Moraine Valley Community College annually sponsors the Information Literacy Summit. She shared the results from a 2003-2005 NILRC IMLS National Leadership Grant project. The third speaker, Scott Walter of the Washington State University believes that embracing honesty is core to good administration. It is important to have information literacy programs with leadership that is positive from top down and the responsibility to succeed shared throughout the entire school district. Warren's project for special at-risk students in Illinois is supported through grant money to build information literacy instructional resources. It relies on two-way communication between high school and college librarians. According to Warren, librarians need a multifaceted approach to keep faculty engaged with information literacy issues.

This article reports that new manuscripts and photographs collection about the Faith Cabin Libraries in South Carolina and Georgia have been received by the South Caroliniana Library at the University of South Carolina. These private, community-based libraries were in operation from 1931 to the mid-1970s, to provide book collections for rural African American communities during the segregation era. The libraries' name came from a statement from one elderly lady who appreciated the value of books and reading.

This article reports that Susan S. Lowe, assistant dean for off-campus library services of the University of Maine, has been named the 2004 recipient of the Distance Learning Section Haworth Press Distance Learning Librarian Conference Sponsorship Award of the Association of College and Research Libraries. The July/August 2004 edition of the periodical “College and Research Libraries News” features a number of articles that deal with the changing nature of academic librarianship and highlight the myriad areas impacted by change. Reports that according to a report, published in 2004, the current rate of decline on the use of public libraries in Great Britain will lead to the demise of these institutions in 15 years, unless there is a fundamental change in the structure of the library service.

This article reports that the James Stevens-Cox STC-SIGLA collection of 16th- and 17th-century books, offered by the Maggs Bros Ltd., was acquired by the Ohio State University's Rare Books and Manuscripts Library. The 49 titles of the collection represent the most rare volumes of Stevens-Cox's total collection and those for which he is listed as private owner in the revised edition of the “Short Title Catalogue”. These volumes include mainly theological and religious works plus some history, politics, and cartography. The acquisition is significant because of the extreme rarity of most of the collection's titles, which represent popular or ephemeral works in small-format editions that typically do not survive.

This article reports that the National Library Legislative Day in the U.S., cosponsored by the District of Columbia Library Association and the American Libraries Association, is held every year in may to bring librarians, library trustees, board members, and other library friends to Washington, D.C. to talk with their representatives and senators about issues of concern to the library community. The 2004 edition of the event brought more than 500 librarians and friends of libraries from 49 states to Capitol Hill to advocate on behalf of libraries and library programs.

The university library of Case Western Reserve University, in partnership with the Buhrer Elementary School of the Cleveland Municipal School District, has received a grant of 11,162 dollars from the State of Ohio Library Services and Technology Act Mini-Grant. The Binghamton University has received a grant from the Andrew W. Mellon Foundation to support the 'Image of France' project, a documentary database for all prints authorized for commercial distribution in Paris between 1811 and 1880. Photographs of Josef Muench have been donated to the Northern Arizona University Cline Library in Flagstaff. David Bender has donated his papers to the Case Western Reserve University's Kelvin Smith Library. His papers will prove to be a valuable resource for scholars examining the developments in information science over the last four decades and the implications for future directions.

News reports on conservation and preservation efforts undertaken by academic libraries in the U.S., gathered as of April 2004, are presented. The Rutgers University School of Communication, Information and Library Studies is again offering its yearlong Preservation Management Institute for part-time preservation professionals. The American Institute for Conservation of Historic and Artistic Works and the Wilson Library Collections at the University of North Carolina-Chapel Hill are offering a three-and-a-half-day master studies workshop for midcareer conservators. This article reports on the action taken by the Federal Library and Information Network (FEDLINK) concerning preservation of rare library materials. The FEDLINK has mounted an online request for proposal (RFP) for preservation services. This article focuses on the selection of Tom Kirk as the recipient of the 2004 Association of College & Research Libraries Academic/Research Librarian of the Year. Tom Kirk is the library director and coordinator of information services at the Lilly Library of Earlham College in Richmond, Indiana.
