Factors affecting the role and development of academic and research libraries during the more immediate future are discussed. Consideration is given to the advancement and improvement of library service in the context of access to information and materials, and the reliance on resource sharing through cooperation of an informal nature and through networks. Implications are outlined: specifically, the resulting importance of document delivery, the effects on collection growth and management and on the relationship of the academic library with its parent body and with other libraries. Recommendations are made for increased access to library holdings through distributed networks, the improvement of interlibrary loan, the implementation of cooperative collection management, a reappraisal of collection evaluation criteria, and the appropriate ritualization of management skills and technology. The Lister Hill National Center for Biomedical Communications, R&D arm of the National Library of Medicine, has had under development a minicomputer based INTEGRATED LIBRARY SYSTEM (ILS). ILS Version 1.0 has recently become operational and supports modules for master bibliographic file (MBF) creation and processing, circulation control, and serials check-in. A major emphasis in the design of the ILS has been on collection management and control. The present implementation supports "intelligently" assigned bar-codes for both monographs and serials from the MBF. The barcodes contain sufficient information about each item to provide efficient processing and allow easy use of portable devices for inventory control. In addition, unique functions have been included to allow identification of temporary item locations as well as to allow the compilation of statistics on items removed from the shelf but not circulated. Library collections contain items that will be required by readers in the future. These materials, all of which present difficult preservation problems, are found in formats as varied as papyrus and computer tape. Only recently have we come to realize that the deterioration of these resources is a significant threat. This article considers the literature on library and archives conservation and suggests some points of departure for librarians beginning a journey into the area of library preservation. In the 1970s inflation, reduced library budgets, and increased automation wrought many changes in the development of library collections. This article examines current humanities scholarship and the current situation in citation and user studies, preservation, special collections, retrospective purchasing, foreign language purchasing, collection development policies, resource sharing, collection evaluation, and the information society as they relate to humanities collection management. This study examined the use of academic libraries by academic sponsored researchers in the social sciences at five universities in the greater Boston area. It provides information about researchers use of the library during the proposal development and research stages; it inquires into other information sources employed by the researchers; and it collects data about the types and ages of information materials used in support of the respondent's research projects. Analysis of the responses indicates that for the majority of the researchers, the library was used between one and five times during their proposal development work but that the resources of the library were not a factor in the development of their research proposals. While the researchers indicated that they had used or expected to use their campus libraries as well as other libraries during the course of their research, they also expected to obtain research related information from other sources. They ranked their personal collections first in importance as the place they turned to for information materials in support of their research activity, with their campus library or libraries ranked second. A regular, systematic collection assessment program is essential to a well-managed collection development operation. But too often librarians lack the knowledge and skills to plan and conduct such assessments. To help librarians develop their professional competence in collection evaluation, this article rccommends a collection assessment training manual. Such a manual should provide not only the practical techniques and procedures necessary to conduct, analyze, and report the assessment activities and results, but also the broader rationale needed to develop tailor-made evaluation programs to meet a variety of assessment objectives. The article also recommends and discusses a number of collection-centered and client- centered measurement techniques that should be included in the manual as well as planning and reporting considerations and suggestions for format, etc. Developing an assessment manual requires considerable effort, but the effort is well invested when the results are better collection development decisions. Three New York State inter-institution cooperative collection development programs are surveyed in this article. There are brief descriptions of the Regional Coordination of Biomedical Information Resources (RECBIR) that involves eighteen libraries and the Albany agreement involving the New York State Library and the University Libraries of the State University of New York at Albany. More detailed information is given on the New York State coordinated academic development program enacted in 1981. The program involves 140 libraries across the state, administered by the nine regions of the Reference and Research Library Resources System. The number of libraries participating in each region varies from a dozen to sixty-five, and in six of the nine regions special and public libraries are involved as well as academic libraries. The budget process is a vital component of the collection management program. This article describes the advantages and disadvantages of four approaches to materials budgeting: 1) the budget formula approach; 2) modified quantitative data approach; 3) planning-programming budget system; 4) zero-based budgeting. Other factors in the budgeting process are also considered, such as the role of the collection development librarian in budgeting, effective budget preparation, and how to calculate the impact of inflation in the budgeting process. Just as the collection development policy is based on the objectives, scope and goals of a library, so is the broader collection management policy. Collection management goes beyond a policy of acquiring materials to address policies on retention, discard and weeding, preservation, and housing. A clear policy for each stage of materials handling contributes to the long range success of collection development. A carefully developed weeding process is an essential element in any thorough collection management effort. A successful weeding program requires detailed planning and careful development of criteria for selecting materials. Options for storage, staffing constraints, alternative methods for weeding, and preservation issues must all be considered carefully in implementing a weeding program. Special libraries, as differentiated from general public libraries and academic libraries, are devoted to specialized fields of science and technology, agriculture, medicine, social sciences, economics and the like. Such libraries are attached to research organizations, government departments, departments in universities, industrial organizations, professional societies and trade associations, etc. Special libraries customarily maintain a regular and systematic information service covering the immediate and future interests of the organizations of which they are part. This necessitates the development and management of an adequate collection of books, periodicals, reports, patents, standards, government publications, maps, audio-visual records, etc. issuing from a multitude of publishing bodies. In house publications, market surveys, data files, etc. are also brought together in these collections. An assessment of Russian subject and language monographic resources of the Rasmuson Library is reported. Data indicate that cataloged titles number 9,321 and are 42% Russian, 52% English and 5% other languages. Library of Congress categories vary widely in linguistic composition with science, agriculture and technology holdings primarily in Russian. Holdings are broadly spread over the Library of Congress classes, but history, language/literature, and science include 61% of all titles. Some classes have so few titles as to be insignificant. Non-Russian Slavic holdings amount to only .035% of collections. An additional 6,836 titles are partially processed, and combined with cataloged titles total 16,157. The collections tend to emphasize selected Library of Congress classes; and comparison with several other universities suggests that only holdings about Siberia can compare favorably with these. Statistical evaluation suggests that past acquisitions have been unsystematic and that evident weaknesses can be overcome through selective purchases and exchanges. The procedure and the evaluation criteria used in the case of Rasmuson may have utility for assessment of collections in other libraries. [ABSTRACT FROM PUBLISHER]

A blanket order is currently used by the University of Michigan library as a major collection development tool in the area of French literature. During the past few years, concerns have arisen about the quality of service received from the blanket order vendor. These problem areas were identified: (1) the large number of titles of popular, nonliterary fiction received on the blanket order; and (2) the lack of adequate coverage in the area of history and criticism of French literature. An evaluation of the blanket order was conducted, based on an adaptation of the list checking method used for retrospective collection assessment. The results of this evaluation showed that there were serious problems with the blanket order in the two areas examined. As a result of this evaluation, the library is planning to make substantial revisions in the operation of the blanket order. [ABSTRACT FROM PUBLISHER]

This work examines the accessibility of indigenous materials to libraries and information centres in Kenya. An attempt is made to define the term "indigenous materials." Sources of materials are examined, and methods of procurement described. Types of materials produced in Kenya are discussed. Attention is given also to the bibliographic tools roduced and what remains to be done in this area. It is concluded that publicizing the existence of local materials is desirable. List-checking is an established method of collection development: a guide to selection and to evaluation of collections. An examination of the literature reveals a long-standing skepticism about the use of lists. Lists are more serviceable in some disciplines and institutions than in others. Rare book curators in medical historical collections may not give sufficient attention to the purpose and benefits of a formal collection development policy. Such a document provides profiles of collections and users that are essential for formulating collecting strategies. A theatre arts collection assessment was completed at the California State University, Sacramento, Library in 1987. This article reports the results of a national survey of media scholars-that sought to determine the degree of support for proposals to modify the 1946 acquisition policy of the Motion Picture, Broadcasting and Recorded Sound (MBRS) division of the Library of Congress. A correlational analysis shows that the original policy and the proposed changes are in conflict, and that academics' personal values are related to their policy preferences. The authors conclude that in view of the constant deterioration of film and video materials and the abundance of new materials from which selections must be made, the Library of Congress should encourage and formalize communication with media scholars. A consideration is presented from the viewpoint of organization theory as to how libraries engage in collection management activities. It is concluded that a separate collection management division must exist in medium- and large-sized libraries, i.e., those with more than 50 employees. Applying Mintzberg's organization theory to library organization, it is suggested that a collection management committee is also necessary to attain totally effective collection planning. Trends in the humanities and social sciences present librarians with a wide and complex array of challenges many of which are driven by social and economic forces to which the library community must respond but over which it has little influence. Librarians must not be intimidated by this environment but rather must be knowledgeable about it. Well-informed librarians, with excellent communications skills, are the ones best equippcd to prepare their constituents for the numerous changes lying ahead and to educate their users about how to exploit the resources of an increasingly complex mechanism. This article reports the findings of a survey conducted in 1986 of music collections in academic libraries of the Association of Research Libraries. There were five sections in the survey instrument: (1) General Information; (2) Staffing and Location of the Music Collection; (3) Collection Development Policies and Procedures; (4) Collection Evaluation Policies and Procedures; and (5) Tables. These sections correspond to the major questions which initiated the survey: (I) Where did Louisiana State University (LSU) rank in music holdings and budget among the respondents? (2) In relation to collection size and budget how did LSU compare in staffing, and where did the majority of other ARL libraries house their material? (3) How many libraries had collection development policies as guidelines for developing their collections? Participation in collection development by social science faculty at Tulane University decreased following the shift in primary responsibility for selection from the faculty to the library in 1987. A review of both the before and after, as well as the transition itself, identifies factors affecting this change and faculty participation in general. Among these factors are disciplinary information needs, the library's collection and collecting priorities, faculty members' attitudes towards the shift in responsibility and funds, and personal interest. This article describes the role of the access services manager in the formation and implementation of policies related to patron access to the library and its services. Automation of libraries has made it possible to re-think assumptions regarding levels of service provided, the ways in which these services are offered, and the development of related policies. The types of policies, factors influencing them, their development and implementation, and the expanding role of the access services manager in this process are discussed. Given the speed with which technology changes and the increase of user demands for new electronic based services, a proactive approach is needed to adequately address these and other issues in the future. The access services manager is in a unique position to provide input and support for the type of policy formation efforts required to fully address the library's response to user access issues in a changing environment. Bibliographic information and cited references from source articles by members of the Emory University Physics Department were downloaded as an ASCII file from ISI's SCISEARCH (Science Citation Index) on DIALOG. This file was loaded into a word processing program for editing and then into a spreadsheet program for analysis. Information about format, subject and location of each cited reference was added to the spreadsheet.
