An important element of reducing the sexual abuse and exploitation of children is to understand the behaviors of individuals who consume child sexual abuse material (CSAM), including the predictors of continued use. To investigate predictors of 'ever viewing' CSAM and subsequent intentional use among individuals in the community. This study used multivariate logistic regression analysis to identify significant predictors of ever viewing CSAM (n = 742) in an anonymous survey of 5512 Internet users in the community, and of subsequent intentional CSAM use among a subset of 459 CSAM viewers. The characteristics of respondents that were significantly associated with ever viewing CSAM were being male, older in age (25–34 and 55+ years cf. 18–24 years), residing in Australia, New Zealand, or Canada (cf. the United Kingdom), earlier exposure to adult pornography (<14 years), experiencing childhood physical abuse or neglect, viewing bestiality pornography featuring adults, viewing bondage/S&M (BDSM) pornography featuring adults, being likely (self-reported) to have sexual contact with a child, and visiting pedophilic chat forums online. In the subset sample, almost half (218, 47.5 %) viewed CSAM again intentionally after first exposure. Predictors of subsequent intentional viewing of CSAM after adjusting for age and country of residence were being male, ever experiencing loneliness, searching for CSAM intentionally at first exposure, being likely (self-reported) to have sexual contact with a child, and visiting pedophilic chat forums online. The increase in online enticement has led to law enforcement agencies engaging in more proactive policing through undercover chat sting operations. We aimed to identify the topics and communication strategies triggering suspicion in chats between law enforcement officers and offenders and why those topics do not result in suspicion in victim-offender conversations. We conducted a thematic analysis identifying: (1) how LEOs trigger suspicion, (2) how offenders communicate suspicion, (3) how LEOs attempt recovery from suspicion, and (4) how these triggers were present but did not trigger suspicion in victim-offender chats. We examined 20 LEO-offender chats and 20 victim-offender chats from US ICAC task forces. We identified four themes that triggered suspicion: risk assessment by the LEO's persona, LEO avoidance measures, details related to the offense and evidence, and proof of identity of chat participants. Offender responses to triggers revealed three themes: discomfort navigating boundaries and uncertainty, risk identification, and risk mitigation. Themes for the LEO's responses to suspicion included: risk assessment for chatters, issues with technology, appeasement, and negative emotional reactions. Finally, juxtaposing triggers onto minor-offender chats yielded four themes: explicit boundary setting, victim risk assessment, deep relationship forming and disclosures, and technology issues. Sexual exploitation of children (SEC) is a widespread crime which impacts the child victim across developmental, health and well-being domains. As victims, boys have received much less clinical and research attention. While context-specific factors likely shape the SEC risk, under-recognized gender norms can deny boys' vulnerability. Professional failures to recognize and respond adequately to boys' sexual exploitation may prevent access to support. This systematic scoping review updates and broadens a previous review of literature addressing prevalence, victim/offender/facilitator characteristics, control mechanisms, as well as the health correlates and outcomes regarding sexual exploitation of boys. This review included international peer-reviewed and gray literature from 38 countries in 14 languages. Studies from the years 2000 to 2022 that included samples of boys under age 18, or sex-disaggregated data for children under 18, were included. Case studies, systematic reviews, and those reporting on retrospective experiences by adults over 18 were excluded. A total of 254,744 boys were represented across 81 studies. A systematic scoping review considered qualitative and quantitative peer-reviewed publications from eight, English-language databases. English and non-English non-peer reviewed publications ('gray literature') was identified by both ECPAT International's global network of member organizations and citation chaining. Overall, 81 peer-reviewed (n = 51) and gray literature (n = 30) documents from 38 countries were included. In total, 254,744 youth participated in peer-reviewed studies (N = 217,726) and gray literature (N = 37,018). General prevalence of sexual exploitation of boys was reported at up to 5 %, with higher rates noted in specifically vulnerable sub-populations (e.g., 10 %, trans youth; 26 %, street-connected youth). The literature indicates that sexual exploitation of boys is reported as occurring primarily between 12 and 18 years old. Multi-level factors are linked to SEC, including individual (e.g., disability status), relationship (e.g., child maltreatment, dating violence), community (e.g., community violence), and societal domains (e.g., discriminatory beliefs). SEC victimization is linked with youth mental and physical health concerns, particularly sexual health. Post-traumatic stress symptomatology or disorder was rarely evaluated. Evidence-based treatments were not available, which may be related to a lack of gender-based theoretical models for understanding SEC specifically. The sexual exploitation of boys is a prevalent public health, child rights, and clinical issue. All young people experiencing sexual exploitation face sex- and gender-specific challenges, and this remains the case for boys with indications including family rejection, implicit community tolerance for abuse to service accessibility barriers. Actioning our duty to care for all children requires gender- and trauma-informed lenses. The global evidence regarding sexual exploitation of children (SEC) is expanding, however, the majority of research continues to focus on girls. ECPAT International's Global Boys Initiative is a major contribution to broadening knowledge by exploring how sexual exploitation impacts boys specifically. This discussion paper explores data from the initiative to better understand how boys and children of all genders may be impacted by sexual exploitation. During 2019–21, research was undertaken by ECPAT member organizations into the sexual exploitation of boys in 10 primarily low-and-middle income countries globally. The initiative also supported a global systematic scoping review of published and gray literature published in this issue (Moss et al., in press). Gender norms analysis of Initiative data identifies critical thematic issues impairing access to support services for victimized boys. Most disconcerting is gender-based stigmatization from services that can compound children's trauma. Justice-based, rather than trauma-informed models of support predominate in responses for boys. Legal frameworks create barriers when binary gendered terminology defines sexual violence, thereby excluding anyone other than women and girls from protection. Three solutions emerged to improve access to support for more children affected by sexual exploitation: (1) challenge problematic gender norms and consequent practices, such as gendered terminology in legislation, that create barriers for boys and gender-diverse children; (2) create psychologically, emotionally, and physically safe circumstances (i.e. trauma-informed care) for all children to know help-seeking is possible; and (3) undertake proactive support that specifically connects boys and gender-diverse children to therapeutic services like drop-in centers, night-time counseling, and emergency shelter. Child sexual exploitation and abuse (CSEA) affects all children, but research on the needs and experiences of boys is lacking, support services are limited, and workers lack specialized training to meet their specific needs. This paper explores the perspectives and experiences of 404 Frontline Support Workers providing services to children with CSEA experiences in seven countries, considering trends and implications for boys. A mixed-methods online survey of 121 questions explores characteristics of cases, perceived vulnerabilities, and gender-based challenges in CSEA response. A descriptive analysis of survey data, disaggregated by country, was conducted, allowing for a discussion of broad themes and trends. Despite differences, participants described similar vulnerabilities for boys across these contexts, including poverty as well as sex and sexuality-related taboos, stigmas, and other gendered beliefs, which were perceived to not only increase vulnerability to CSEA but also complicate disclosure in all countries. In addition to money or other compensation, other motives for selling sex may be important in a welfare country such as Sweden. The aim of this study was to carry out an exploratory investigation of adolescents’ motives for selling sex in a population-based survey in Sweden. A total of 5839 adolescents from the third year of Swedish high school, mean age 18.0 years, participated in the study. The response rate was 59.7% and 51 students (0.9%) reported having sold sex. Exploratory factor analysis and hierarchical cluster analysis were used to identify groups of adolescents according to underlying motives for selling sex. Further analyses were carried out for characteristics of selling sex and risk factors. Three groups of adolescents were categorized according to their motives for selling sex: Adolescents reporting; 1) Emotional reasons, being at a greater risk of sexual abuse, using sex as a means of self-injury and having a non-heterosexual orientation. 2) Material but no Emotional reasons, who more often receive money as compensation and selling sex to a person over 25 years of age, and 3) Pleasure or no underlying motive for selling sex reported, who were mostly heterosexual males selling sex to a person under 25 years of age, the buyer was not known from the Internet, the reward was seldom money and this group was less exposed to penetrative sexual abuse or using sex as a means of self-injury. The view of what constitutes child abuse and neglect is dependent on the laws, cultural context, local thresholds and the availability. Since 1982, the International Society for the Prevention of Child Abuse and Neglect (ISPCAN) has conducted surveillance of child maltreatment and child protection every two years, published in World Perspectives on Child Abuse . It is hoped that up to date information will inform the development of laws, policies and programs to better address child abuse and neglect. This article is based on data on child sexual abuse and exploitation from 73 countries gathered online in 2015-16 for the 12 edition of World Perspectives. Respondents were key informants who were knowledgeable professionals in the child protection field. They were encouraged to consult with colleagues so as to provide accurate information. Countries were grouped into different regions of the world and into income level categories. The findings focus on definitions of abuse and neglect, laws, policies and programs to address and prevent maltreatment and barriers to prevention. It is evident that there is considerable variability across regions and country income categories, and that programs and services need to be considerably strengthened, even in high income countries. We provide detailed measurement of the illegal trade in child exploitation material (CEM, also known as child pornography) from mid-2011 through 2014 on five popular peer-to-peer (P2P) file sharing networks. We characterize several observations: counts of peers trafficking in CEM; the proportion of arrested traffickers that were identified during the investigation as committing contact sexual offenses against children; trends in the trafficking of sexual images of sadistic acts and infants or toddlers; the relationship between such content and contact offenders; and survival rates of CEM. In the 5 P2P networks we examined, we estimate there were recently about 840,000 unique installations per month of P2P programs sharing CEM worldwide. We estimate that about 3 in 10,000 Internet users worldwide were sharing CEM in a given month; rates vary per country. We found an overall month-to-month decline in trafficking of CEM during our study. By surveying law enforcement we determined that 9.5% of persons arrested for P2P-based CEM trafficking on the studied networks were identified during the investigation as having sexually offended against children offline. Rates per network varied, ranging from 8% of arrests for CEM trafficking on Gnutella to 21% on BitTorrent. Within BitTorrent, where law enforcement applied their own measure of content severity, the rate of contact offenses among peers sharing the most-severe CEM (29%) was higher than those sharing the least-severe CEM (15%). Although the persistence of CEM on the networks varied, it generally survived for long periods of time; e.g., BitTorrent CEM had a survival rate near 100%. [ABSTRACT FROM AUTHOR]

Our study is the first to look at mobile device use for child sexual exploitation material (CSEM) consumption, and at the global impact of deterrence efforts by search providers. We used data from Google, Bing, and Yandex to assess how web searches for CSEM are being conducted, both at present and historically. Our findings show that the blocking efforts by Google and Microsoft have resulted in a 67% drop in the past year in web-based searches for CSEM. Additionally, our findings show that mobile devices are a substantial platform for web-based consumption of CSEM, with tablets and smartphones representing 32% of all queries associated with CSEM conducted on Bing. Further, our findings show that a major search engine not located in the United States, Yandex, did not undertake blocking efforts similar to those implemented by Google and Microsoft and has seen no commensurate drop in CSEM searches and continues to profit from ad revenue on these queries. While the efforts by Google and Microsoft have had a deterrence effect in the United States, searchers from Russia and other locations where child pornography possession is not criminalized have continued to use these services. Additionally, the same lax enforcement environment has allowed searchers from the United States to utilize Yandex with little fear of detection or referral to United States law enforcement from the Russian authorities. Child sexual abuse (CSA) is widespread. Few countries, however, prioritize the issue. The United Kingdom is an exception, ranked first in its response to the issue in a 2019 country comparison. In 2015, Prime Minister David Cameron designated the issue one of three national threats. Funding commitments and policies to address CSA followed. To investigate how CSA emerged as a national political priority in the United Kingdom, and to identify insights for proponents seeking to advance priority for addressing the issue. Documents were analyzed and semi-structured interviews conducted with actors in the United Kingdom central to CSA advocacy, research, and/or programming, as well as with policymakers. Drawing on the multiple streams public policy model, a thematic analysis was conducted on collected documents (n = 160) and 21 interview transcripts. Our analysis delineates three critical developments that led to national prioritization for addressing CSA. First, high-profile scandals and the re-framing of CSA survivors as deserving of support raised public awareness of the problem. Second, champions concerned with CSA developed evidence-based and politically-feasible solutions. Third, the Prime Minister's concern and other political developments opened a policy window. The case provides insights for proponents on generating political priority for addressing CSA. Proponents need to (1) ensure survivors are not seen as culpable but rather as deserving of support, (2) be ready with solutions and (3) cultivate high-level political support, so that when policy windows open they can jump to push the issue onto the national agenda. Abstract: We used data gathered via investigative “RoundUp” software to measure a year of online child pornography (CP) trafficking activity by U.S. computers on the Gnutella peer-to-peer network. The data include millions of observations of Internet Protocol addresses sharing known CP files, identified as such in previous law enforcement investigations. We found that 244,920 U.S. computers shared 120,418 unique known CP files on Gnutella during the study year. More than 80% of these computers shared fewer than 10 such files during the study year or shared files for fewer than 10 days. However, less than 1% of computers (n =915) made high annual contributions to the number of known CP files available on the network (100 or more files). If law enforcement arrested the operators of these high-contribution computers and took their files offline, the number of distinct known CP files available in the P2P network could be reduced by as much as 30%. Our findings indicate widespread low level CP trafficking by U.S. computers in one peer-to-peer network, while a small percentage of computers made high contributions to the problem. However, our measures were not comprehensive and should be considered lower bounds estimates. Nonetheless, our findings show that data can be systematically gathered and analyzed to develop an empirical grasp of the scope and characteristics of CP trafficking on peer-to-peer networks. Abstract: Although there is evidence for specific risk factors leading to child sexual exploitation and prostitution, these influences overlap and have rarely been examined concurrently. The present study examined case files for 175 young persons who attended a voluntary organization in Leicester, United Kingdom, which supports people who are sexually exploited or at risk of sexual exploitation. Based on the case files, the presence or absence of known risk factors for becoming a sex worker was coded. Data were analyzed using t-test, logistic regression, and smallest space analysis. Users of the voluntary organization's services who had been sexually exploited exhibited a significantly greater number of risk factors than service users who had not been victims of sexual exploitation. The logistic regression produced a significant model fit. However, of the 14 potential predictors – many of which were associated with each other – only four variables significantly predicted actual sexual exploitation: running away, poverty, drug and/or alcohol use, and having friends or family members in prostitution. Surprisingly, running away was found to significantly decrease the odds of becoming involved in sexual exploitation. Smallest space analysis of the data revealed 5 clusters of risk factors. Two of the clusters, which reflected a desperation and need construct and immature or out-of-control lifestyles, were significantly associated with sexual exploitation. Our research suggests that some risk factors (e.g. physical and emotional abuse, early delinquency, and homelessness) for becoming involved in sexual exploitation are common but are part of the problematic milieu of the individuals affected and not directly associated with sex trading itself. Our results also indicate that it is important to engage with the families and associates of young persons at risk of becoming (or remaining) a sex worker if one wants to reduce the numbers of persons who engage in this activity. Children in state care are one of the most vulnerable group of young people for sexual exploitation in today's society, with those in residential care being particularly vulnerable. The links between being in residential care and sexual exploitation are well recognised but are not well understood. This exploratory qualitative case study aimed to reflect the perspective of residential social care workers in Northern Ireland regarding the challenge of Child Sexual Exploitation (CSE) in residential care and to identify strategies to protect these children. Six semi-structured interviews were conducted with residential social care workers, audio-recorded and transcribed verbatim. Data was analysed using Braun and Clarke's (2006) six-step methodology for reflexive thematic analysis. Six themes were identified: (i) risk; (ii) reasons to engage/agency; (iii) vulnerability; (iv) identifying child sexual exploitation; (v) responding to child sexual exploitation; (vi) the residential social care workers experience. The findings indicate that sexual exploitation is a common concern amongst residential social care workers in Northern Ireland but that they often feel unable to successfully intervene. Further, current safeguarding procedures may require significant revision as a result of the internet generally and social media in particular increasing predatory access to children in residential care. The study highlights an urgent need for easier access to psychological support for children in residential care, outreach support services, and more clinical psychological input for residential social care workers. Child sexual abuse (CSA) is common, severe, and substantively contributes to the global burden of disease through its impact on physical, mental, and behavioral health problems. While CSA is preventable through non-justice system response efforts, the vast majority of resources support criminal justice efforts to identify, prosecute, punish and monitor offenders after CSA has already occurred. Policy makers have not supported CSA prevention efforts in part because the public does not view CSA as a preventable public health problem. Here, we describe a program of research to be conducted to bridge the gaps between expert and public opinion about CSA as a preventable public health problem. We propose such research use a three-step approach to alter the way experts communicate about CSA to increase audiences' understanding of CSA as preventable. The three steps are: 1) identify consensus expert and public perspectives about CSA and the differences between these perspectives; 2) develop and test communication strategies to align public with expert perspectives; and 3) broadly disseminate validated communication strategies. Through this approach, we seek to develop and disseminate an informed communications strategy that effectively and accurately translates the science of CSA prevention to the public and the media. Since its adoption by the United Nations in November 1989, the Convention on the Rights of the Child (CRC) has become the most universally ratified human rights treaty in history; presently only the United States has not ratified it. The CRC articulates children's human rights and notably includes freedom from sexual abuse and exploitation. Yet thirty years after the Convention was adopted, child sexual abuse and exploitation (CSA/E) remain serious, persistent, and evolving global issues. This overview both describes the current state of research on child sexual abuse and exploitation and evaluates the CRC's legacy in terms of State-level responses to CSA/E. Points of agreement and disagreement over what constitutes CSA/E and how widespread it is are explored. Also presented are the contexts in which CSA/E takes place, and factors associated with children's risk of being sexually abused or exploited. Emerging issues in these areas are the internet and children's use of it, as children may now become subject to abuse or exploitation even when physically alone. The second part of the paper addresses the CRC's influence on States' domestic legislation and States' responses to CSA/E more broadly. Gaps in efforts to monitor and report on the CRC's implementation with respect to its impact on CSA/E are described. The discussion offers guidance for future efforts to research and respond to child sexual abuse and exploitation, and in particular the ongoing need for support to survivors beyond the legal response paradigm. The United Nations Convention on the Rights of the Child confirmed child and youth rights globally. Their right to participation is a critical driver for the 2030 Sustainable Development Goals (SDGs). Youth prioritize the need to end violence against them, charging adults with safeguarding, and identify gender inequality as an underlying cause of child sexual exploitation (CSE). SDG 5 includes targets for ending sexual exploitation of girls; however, it is critical to review whether we are supporting both boys and girls adequately. Based on recent research, it is clear that male victims of CSE are prevalent, yet they have been relatively excluded in policy, research, and interventions. The aim is not to minimize the importance of understanding and eliminating CSE of girls, but to acknowledge that vulnerable sub-groups of boys exist in community (street-connected boys, refugees, sexual minorities) and service systems (justice, child welfare, humanitarian aid). Gender-based challenges persist in protection, disclosure, help-seeking, professional recognition, programming and prevention. In this discussion article, we outline responsibilities in human rights law to understand and address boys' CSE and overview key literature on its impact on boys. It is argued that gender-, trauma-, and violence-informed approaches are expanded to address the contribution of harmful gender norms, and to target prevention in the adolescent years for sexually transmitted infections, mental health, and substance abuse and violence problems.
