The Common Assessment Framework provides a model of early intervention, which is familiar in local authorities throughout England, and asserts a participatory framework of child and family engagement. This paper is based on a qualitative study of parents and children who were subject to a multi‐agency process of early intervention in children's social care in a local authority in the Midlands of England. I advance the concept of assemblage to consider the basis of an active service user participation as rather more a struggle to achieve than something that has been granted by practitioner agencies. Interview extracts are used to show the enrolment and assembly of participation as a process of service users developing their active human agency in a multi‐agency setting. The article explores the assembling of skills in administration and management of meetings and plans, accessing knowledge and expertise through service user networks, and challenging professional expertise and institutional space while developing personal qualities of confidence and voice as a means of marshalling an effective participation in a multi‐agency setting. This paper adds to the limited evidence base around documentary representation of the wishes, feelings and views of children and young people involved in the child protection system. It presents the findings of a critical discourse analysis of 114 documents relating to 28 children and young people in the North of England who were the subject of a child protection conference (CPC) due to having experienced significant harm or the high likelihood of significant harm occurring. Three dominant and interlayering discourses were identified: a discourse of childhood, a discourse of participation and a discourse of professional social work practice. While some children and young people came to life in the reports and were afforded a unique identity, others were invisible and their views were marginalized. The findings support a dominant discourse of the unseen and unheard child, with participation normally mediated by power relationships between adults and children, and which marginalizes the experiences of children through a structurally constructed lens of risk and vulnerability. Article 12 of the UN Convention on the Rights of the Child (CRC) provides children with the right to express their views in matters that affect them, particularly those of an administrative and judicial nature. This paper examines the academic discourse in child protection research concerning how Article 12 of the CRC is implemented and how it is manifested in child protection service (CPS) casework practices. The systematic review was performed following the principles of the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) statement and included 16 peer-reviewed articles published in English in academic journals from multiple scientific databases from January 2009 to January 2019 reporting primary research with children about their experiences of participation in CPS. Despite the widespread ratification of the CRC several decades ago, the studies in the current review establish a clear and predictable pattern of an inability of children to express themselves throughout CPS proceedings. Findings consistently indicate that children in different countries felt they were not being asked, listened to or heard, in some cases even regarding harmful and unsafe situations. We argue the academic discourse must move beyond these findings and discuss how research can contribute to dealing with these obstacles and improving practices by focussing on Article 12 in particular and human rights in general throughout CPS practices. According to the UN Convention on the Rights of the Child and Swedish legislation, children have the right to participate in child protection proceedings. The aim of this paper is to describe and analyse the notion of age and maturity in child protection proceedings in order to elucidate how these aspects could influence children's rights to participate. We focus on the view of three groups of actors involved in child protection proceedings in Sweden—social workers, lawyers, and laypersons in social welfare boards and administrative courts—and on how children's age and maturity should be taken into consideration in decisions on their participation in court. The analysis is based on survey data. The study found that social workers, laypersons, and lawyers have different views on when children are old enough to have the right to litigate in court. Additionally, there is no consensus on how the maturity of the child can be assessed to inform the decision about participation. More discussion is needed about what competences a child needs to participate in court and to what extent this right should be limited by their age. ABSTRACT The empowerment and participation of children and families in both the design and the delivery of services oriented towards them is now an accepted norm, if not always the accepted practice. Yet, challenges still remain, particularly where parents are separated and contact issues are problematic. Although contact centres are common in some Western countries including Australia, New Zealand, the UK, France, and the USA, this is not the case in the Republic of Ireland. The relatively recent introduction of divorce, increases in separation and childbirth outside of marriage have led to the need for service planners to respond to the growing issue of non-resident contact with children. Using Bovaird's co-production framework, the purpose of this paper is to outline and discuss specific findings relating to service user involvement emanating from a formative evaluation of an innovative supported contact service in Ireland. What emerges from the findings is a picture of co-production where the broad parameters of the service are professionally defined and where the specifics of service user involvement in delivery vary from family to family but within the bounds of professional control. This paper examines how child welfare workers in England, Norway and the USA (California) perceive children's participation building on 91 qualitative interviews. First, analysing the data using Hart's ladder of children's participation, we found that all Norwegian workers perceived children's participation as some form of decision‐making, whereas 40% of English and 35% of US workers embraced views of children's participation that can be considered token or non‐participation. Second, we coded the data for main themes and found that child welfare workers in all three countries perceived children's participation as hearing the child's opinion and information gathering. The themes of age, maturity and ability to form an opinion also emerged from the data. English workers' reflections about children's participation were more nuanced than their Norwegian and US counterparts; and US workers understood children's participation as children providing valuable information during the investigation of a case more frequently than workers in England and Norway. At a policy level, governments increasingly stress the importance of children's rights and their ability to participate in decision‐making in child welfare services. An example of this is that the Swedish inspectorate targeting children in residential care is required to consult children and to take account of their opinions. This paper details a study exploring the influence that the inspectorate grants children and particularly how children's views influence the inspection process. The study draws on interviews and observations of inspectors as well as an analysis of a representative sample (n = 147) of documentation from inspections performed during 2012. The result indicates different inspectorial rationales, which in turn influence the importance children's opinions are assigned in the inspection process. Moreover, the findings demonstrate difficulties in giving children's views substantial impact on the inspection process. This can be attributed to the fact that most of the regulatory quality criteria used by the authority diverge from the aspects of care that children attach most importance to. Although the law in England and Wales requires a child's wishes and feelings to be heard in LAC (Looked After Children) reviews, there remains limited research into how far this is achieved. This study interviewed 25 children and 16 foster carers to explore how well children understand and take part in reviews, and what factors impede this. The study found that levels of participation, as experienced by children and foster carers, were very low and the methods used were relatively ineffective. Children experienced significant barriers in engaging with the review process. The paper concludes that, as a vehicle of children's participation, LAC reviews are still not working well and calls for more attention to the views of children and young people and to the effectiveness of LAC reviews. Children commonly experience considerable disruption to their care when a parent is incarcerated. Maintaining relationships between children and their incarcerated parents can present particular challenges, and for a growing number of children, continuing contact with their incarcerated parent is a key issue. Most of the research about children's experiences of parental incarceration is filtered through adults who may or may not have spoken with children. This article draws on data collected for a research project which aimed to build an understanding of the needs and issues facing children and young people living in the Australian Capital Territory, who have experienced parental incarceration. This paper considers one key finding; children and young people's perspectives on contact with their incarcerated parent. While there is a growing body of work on using fatherhood as an opportunity to engage men in strategies to prevent child maltreatment and further acts of domestic violence, there is limited research on engaging fathers in strategies to prevent domestic violence from occurring. To fill this gap in the literature, this paper explores existing father engagement frameworks used in child and family services and supports a multi‐level model of father engagement for domestic violence primary prevention. Drawing together evidence about father engagement from a range of studies, including the more general parenting literature, we describe factors that influence father engagement based on an analysis of the literature. The ever-growing number of out-of-home children in Italy over the last decade has urged an assessment of the available care services. Although foster care is spreading rapidly, many young people are still housed in residential facilities. Reflection on residential care quality has intensified at both a national and an international level. This paper presents the results of a study on residential care facilities for children and young people in the region of Northern Italy ( Lombardy). Four dimensions of 'quality' are considered: efficiency, effectiveness, participation in planning and intervention, and empowerment of children and their family relationships. The combined effects of these dimensions are defined as 'relational quality'. The results show that residential care facilities are generally good, while Social Services resources often appear inadequate for interventions aimed at birth families (efficiency). The well-being of children in residential care facilities is high, even if they tend to move from one facility to another, rarely returning to their birth family (effectiveness). The involvement of children and their families at different stages of the care path is limited (participative approach). ABSTRACT The majority of children in the child welfare system enter because of neglect and come from poor families with high rent burden, substandard housing and risk for homelessness. In this paper, we describe a model programme for families with dual vulnerability in housing and child welfare. Clients presented with a variety of parenting, substance use and/or mental health issues. The Supportive Housing for Families (SHF) programme prioritizes prompt family access to housing and related supports and operates from an intensive, family-centred casework that promotes client engagement as a mechanism for change. We used a mixed methods approach that included the administration of Alpert and Britner's Parent Engagement Measure (quantitative) and open-ended interviews (qualitative) with 41 parents involved in the child welfare system. Results indicate high levels of client engagement, with convergence across the formal measure and interview themes. SHF promoted client engagement through the swift provision of tangible resources, as well as caseworker resourcefulness and responsiveness. The Parent Engagement Measure performed well psychometrically. We compare findings with prior research and discuss implications, limitations and future directions. [ABSTRACT FROM AUTHOR]

Children's participation is essential to achieve good outcomes for children involved in child protection systems. Despite this, research has consistently found children report low levels of participation, are poorly consulted and feel inadequately involved in decisions about their lives. To explore how practitioners understand children's participation, 18 in‐depth interviews were conducted with statutory child protection practitioners in Australia. The interviews explored the ways child protection practitioners understand children's participation. Our findings show practitioners conceptualize children as rights holders and believe it is essential to hear directly from children about their needs and wishes to keep them safe. Practitioners identified the importance of transparent processes and decisions. Different understanding of participation emerged, with some participants talking about children as their central focus but not discussing meaningful participation of the child. It appeared that children's participation relied largely on the views and skills of individual workers, as well as their ability to incorporate meaningful participation in limited time and in complex practice environments where children's safety is a primary concern. Systemic changes to address time barriers, training practitioners to understand and implement participatory practice, and seeking children's input into service design, will support consistent and meaningful participation. The pressures of 'accelerated adulthood' are a critical challenge for young people ageing out of the care system. Despite the trauma related to their placement history, young people 'aging out' are expected to adapt to adulthood at younger age and faster pace than their non‐care peers, who enjoy an 'extended adolescence' a far more gradual progression into adulthood than previous generations. This article draws on first‐person narratives of care leavers in Ireland who have aged out of care and transitioned into independent living in a dedicated social housing programme to examine their strategies for coping with these competing pressures. It examines their worries about the sudden withdrawal of supports after they reach 18 years, which they characterized as a 'care cliff'. The emotional and practical challenges they faced when transitioning to independent living at a comparatively young age are explored, and strategies for mitigating these are identified. These include better preparing care leavers for this transition, maintaining supports for longer and withdrawing them in a more gradual way, which is tailored to meet the specific needs of each care leaver and grounded in more comprehensive after care planning than has been the norm in Ireland. This review aimed to identify and evaluate interventions that have the potential to foster engaged fathering to enhance children's health and development. Relevant articles published in the last 20 years were searched in Medline, CINAHL, PsycINFO, Cochrane Database of Systematic Reviews and Web of Science databases. The quality of studies was assessed independently by two reviewers using the Joanna Briggs Institute (JBI) Critical Appraisal Checklists. Thirty out of 3968 articles met the inclusion criteria and were subsequently reviewed. Studies were conducted in six countries (USA, Australia, Canada, Germany, Vietnam and Taiwan). Twenty‐one studies were targeted interventions while nine were universal interventions. The interventions involved parenting education, physical activity, nutrition, father–child socialization, father delivered infant massage and father–infant skin‐to‐skin contact. Authors of the studies reported that the interventions led to significant improvements in positive parenting behaviours and fathers' engagement with their children and better physical health and developmental outcomes among children. Notwithstanding the reported benefits of the interventions, all 30 studies had one or more methodological problems that call in question the generalizability of the findings. Future, well‐designed, RCT studies with larger sample sizes and clear measures of fidelity are warranted to replicate and strengthen findings reported in this review. [ABSTRACT FROM AUTHOR]

Children are at heightened risk of maltreatment during community wide crises. The Parenting Skill Development and Education (PSDE) Service is a 6‐week telehealth intervention designed and implemented during the COVID‐19 pandemic to support families with young children in Australia at risk of child maltreatment. This study aimed to conduct a formative review of the PSDE service to (a) describe families accessing the PSDE during the pandemic, (b) determine parent and referrers' satisfaction of the service and (c) explore clinicians' experiences of service delivery. A mixed‐method study design incorporating the analysis of routinely collected data, and qualitative interviews with clinicians was conducted. Participants were 11 families displaying child maltreatment risk and 11 clinicians. Parents accessing the service were experiencing considerable risk factors for child maltreatment. The service was deemed acceptable by parents and referrers; however, several challenges in telehealth delivery were documented including parent engagement, technology difficulties and assessing child safety. Our findings highlighted the importance of ensuring adequate support and monitoring of families where there is child maltreatment risk during the COVID‐19 pandemic. In addition, these findings highlight the acceptability of telehealth services to support families at risk of child maltreatment for families, clinicians, and referrers. [ABSTRACT FROM AUTHOR]

Mothers with cognitive limitations who have children in placement need to be listened to and to receive help in understanding and dealing with their situation. A support programme for this group was developed in Australia and then adapted for use in a Swedish context and named 'Mamma Trots Allt' (MTA). The aim was to examine the experiences of these mothers regarding their mothering role after participation in MTA. An explorative and qualitative design was used. Inclusion criteria were mothers with cognitive limitations, a child in placement and participation in MTA. Nine mothers, eight of them from a previous study, gave their informed consent to participate. A study‐specific interview guide was adapted to people with cognitive limitations. The interviews took place after the final MTA session. The qualitative analyses resulted in a description of the mothers' experiences and how they changed after MTA, resulting in an overall theme, two subthemes, four categories and 11 subcategories. MTA facilitated the mothers' maturation and broadened their earlier, stereotypic life expectations. Offering a support programme benefits not only the mother but most likely the child as well. Australia's 2017 Royal Commission into Institutional Responses to Child Sexual Abuse recommended to organizations that children should participate in decisions affecting their lives as a safety standard. While a substantial body of research about children's voices in statutory or out‐of‐home care now exists, there remains a paucity of research into children's voices in family support services delivered by nongovernment organizations. This is despite the primary service purpose being to benefit children. This lack of focus in family support was identified as a research priority by a nongovernment organization in Queensland, Australia, which lead to a collaborative research programme. This article reports on initial research from a survey study to describe the current state of play from practitioners into their perceptions and practices of children's participation in family support contexts. A voluntary and anonymous online, qualitative‐predominate survey was opened to 110 practitioners in family support services, of which 50% responded. The findings identified that children's voices were compromised by perceptions of children's capacity relating to age and vulnerability, the parental focus of the service coupled with perceptions of parent's needs and gatekeeping behaviours and service pressures that work against the conditions required for children's rights to voice. Abstract: This article presents findings from a study with 467 child protection practitioners in Australia to determine their practice responses and views on children's participation. The practitioners, recruited from 5 state jurisdictions, completed an online survey responding to case studies designed to determine the extent to which they would seek and include children's perspectives in decision making, and their confidence in talking to children. We report on practitioners' responses to a case study of a 5‐year‐old girl with suspicious bruising where the mother reports domestic violence. Based on previous research, it was hypothesized that the child's young age would lead to low levels of confidence in consulting with the child and giving weight to her perspective. In contrast to the findings of other research, our results show that almost all workers report that they would speak with the child, would be confident doing so, and would give weight to the child's perspective. Our discussion explores the potential reasons for the difference in these findings compared with other research, including the experience of practitioners, increased child‐centred policy in Australia, multiple understandings of participation, and variation in children and practitioner views of participation. Abstract: This study addresses the relationship between children's participation and the protection and provision offered to them by social services in Sweden. It applies a theoretical framework for analysing child welfare that is anchored in the United Nations Convention on the Rights of the Child. How child participation may affect child protection and provision is examined empirically using case documentation from 2 municipalities. The main finding is that when children are not given voice or opportunity to influence the framing of what “the problem” is, the design of protection and care tends to be poorly matched to the actual problems documented in the child investigation and vice versa; when children can influence framing, this is associated with well‐matched protection and care. This suggests that traditional child welfare ethos, to the effect that protection should be of such overriding concern that children even should be protected from participation, is misguided. The study further illustrates the intrinsic problems with the family orientation of Swedish social services and its reliance on partnership with parents, which makes it difficult to live up to the Convention on the Rights of the Child. Incorporating child participation into existing service models can transform Swedish social services to an augmented child‐focused system that by ensuring participation also promotes protection and provision. A national reform of child protection practice in Israel includes the ambition of strengthening children's participation in intervention decisions carried out in formal committees, called planning, intervention and evaluation committees. A qualitative study was conducted of how well this was being achieved by following 21 case studies of families referred to the committees over 6 months. Data were collected from interviews with social workers, field observations of the committees and a document review. A systems approach was undertaken as a conceptual framework in order to allow a whole‐organizational understanding of what is happening in the field, and why. The key finding was a very limited realization of the reform's aim. Only seven children attended the committees, and they had little influence on decisions, which appears to have made them less co‐operative in implementing them. Those who did not attend rarely had their views conveyed to the committee by their social workers. The reform's lack of success is explained by being ill suited to the organizational working environment and culture. The analysis identified a number of systemic factors influencing the failure to give greater priority to children's views, including lack of skill and time, organizational messages about practice priorities and paternalistic ideology. The concept of children's agency can be used to understand how children actively shape their lives. While in social work there is a growing body of research on how children experience meetings that involve collaborating professionals, little is known about the ways in which they exert an influence. The purpose of the study is, in a Swedish context, to investigate children's perceptions of their agentic capacity in regulating participation and exerting an influence on outcomes in interprofessional collaborative meetings. Interviews were carried out with 28 children in receipt of social services support. Findings revealed that children perceive professionals' talk as restricting opportunities for input. They also perceive that they have the capacity to exercise agency by (i) conforming to expectations by feigning boredom and seeming disengaged, but at the same time paying close attention; (ii) by using exit strategies; and (iii) by developing ‘in‐situ’ strategies to end meetings. Rather than, as previously suggested, being powerless in such circumstances, the children tell how they carefully assess situations, and, from a position of apparent subordination, talk of ways of acting that reveal their agentic capacity. This state-of-the-art literature review, based on a literature search of multiple scientific bibliographic databases, aims to shed light on what is known about barriers and factors facilitating child participation within the child protection and child welfare services from both children's and social workers' perspectives. The personal relationship between the child and the social worker is mentioned as one of the most important facilitators for participation, although multiple barriers in creating this relationship are demonstrated by both children and case managers and social workers. In studies, children say they should always participate while social workers and case managers identify many situations where, according to them, participation is inappropriate. Professionals' objections to participation mainly stem from the socio-cultural image of children as vulnerable and in need of adult protection, and a lack of understanding of what participation actually entails. ABSTRACT Social work has moved from a child protection discourse towards a child welfare discourse that views the relationship between social workers and families as a partnership. Partnership with families in the field of child protection and child welfare, however, mirrors diverse ideological motives of social policy, civil society and practice. We engage in a theoretical discussion of different interpretations of partnership. We draw a primary distinction between reductionist and democratic forms of partnership with families. In a reductionist approach, social workers activate parents in order to realize the goals set by social work. A democratic approach to partnership refers to a shared responsibility between social workers, parents and children. In this approach, effective partnership is not something to be realized as an outcome, but a point of departure that implies a joint search for meaning and an experiment with which social workers engage. This engagement presents 'non-participation' not as problematic but as an essential element of participation. The focus then shifts from a methodical approach to partnership - how to activate people to participate in the care process - to the question of how the engagement of social workers can be constructed together with families.
