In a contemporary context dominated by reports of the historical institutional abuse of children and young people in residential children's homes, and where the voice of workers is largely absent, this study explores the views and experiences of 26 workers in the Republic of Ireland regarding relationship‐based practice. Using an exploratory, qualitative approach and informed by 'appreciative inquiry'; semi‐structured interviews were undertaken with 26 residential care workers. The findings highlight that relationship‐based practice has not been fully understood and/or embraced in practice because of a culture of fear that has permeated the Irish residential childcare system. Using theoretical concepts associated with the sociology of fear, the paper explores their effects on practice and argues that these are amplified given the current low status of residential care workers, the impact of media reports and the influence of current discourses around professional practice in which 'objective' and 'emotionally detached' practice is viewed as synonymous with efficiency and effectiveness. The use of family group decision-making (FGDM) in child protection is rapidly increasing throughout the world. This paper provides a brief overview of the research evidence from 1996 to 2005 and proposes future directions for both practice and research. The purpose of the review is to help move the discussion of FGDM from a promising practice to an evidence-based practice. The research review considers what is known about the child welfare outcomes of FGDM. The paper then turns to research concerning which families are offered FGDM and which FGDM processes appear to be important. The paper concludes with specific suggestions for developing FGDM programmes that can improve child protection practice and then testing these specific programmes in rigorous trials. This paper proposes a model for assessing potential parents, based on our research and practice in which we examined current methods of assessment in the light of anti-oppressive principles and methods. We participated in and observed the work of two differing fostering and adoption agencies, and have drawn from our experiences and analysis to produce a pattern for assessment which critically draws on best practices. The paper also draws on previously published papers which discuss theories of research and assessment (Clifford 1992–93; Clifford 1994; Clifford 1995; Clifford & Cropper 1994), and draws a parallel between the processes of research and those of assessment. This paper explored the subject of physical touch occurring between social workers and children in the Republic of Ireland. Here, it was maintained that touch practices occupy an ambiguous area for social work practitioners. The empirical component was based on interviews that were conducted with a small group of practitioners in one particular Irish county. The study provided insight into the social workers' personal experiences of, and opinions on, touch with children in the context of their practice. Despite a lack of prescriptive 'do's and don'ts' regarding physical touch and social work, the findings suggested that social workers do not consciously engage in physical touch with children. Rather, touch occurs as a result of practicality and safety concerns for a child. Recognized as beneficial in terms of communication, reassurance and conveying empathy, touch practices are also guided by a fear of misinterpretation, allegations and concern for causing harm to the child. The place of physical touch with children is regarded as being outside the remit of the social work role. Despite this, a majority of those interviewed spoke of a desire to have more discussion and guidance on the subject of physical touch with children within their work locations. In this paper, the author reports the results of an exploratory study conducted in Shenzhen, China on how an eating disorder in an adolescent or adult child in the family would affect the parents' well-being, quality of marital life and the perceived family functioning. Out of 33 patients suffering from eating disorders and referred for family treatment, 18 mothers and 15 fathers participated in this study. The data were gathered using a standardized questionnaire comprising three measures, namely the Symptom Check-List-90-R, the Dyadic Adjustment Scale and the Family Assessment Device. The results of the study have shown that the parents' well-being was negatively affected, especially for the mothers, whose self-reported depression and anxiety levels were higher than the fathers'. The parents also perceived family functioning to be less satisfactory since the onset of the disorder, with least satisfaction reported on Affective Involvement, Affective Responsiveness, Roles and Behaviour Control. Whilst there is a general international trend towards more open adoption, there is considerable variation between agencies in the extent to which they are prepared to support different forms of contact arrangements. Agencies have a pivotal role to play in decisions about contact and early planning that is integrated into the assessment and preparation of prospective adopters is fundamental to its success. This paper reports on adoptive parents' experiences of the process of preparation and planning for direct, face-to-face contact. During preparation, agencies were clearly getting the message across to prospective adopters about the importance of contact for the child's well being. However, insufficient attention was directed at helping adopters to anticipate their feelings towards birth relatives and their responses to the kinds of management issues that might arise after adoption. There was considerable variation in the extent to which adopters were involved in the process of planning detailed contact arrangements, and this seemed to bear relevance on the success or otherwise of subsequent contact arrangements. This paper provides a review of the literature about family centres and other examples of centre-based practice. The literature reflects a period of some 25 years in which practice has sought to integrate protection, support for families and local development in local centres. The literature shows great descriptive activity in the 1980s, and some Children Act (1989) sponsored studies, particularly of the voluntary sector, in the early 1990s, followed by inactivity before a new and more sophisticated literature emerges in the late 1990s and early 2000. While lacking experimental design, the strengths of the contemporary picture show in the appreciative voice of the user, including those at the very margins; studies of support programmes nurtured by centres; lessons about socially inclusive practice and the melding of formality and informality; theorization about centre-based practice as a containing space; and attempts to understand complexity and synergy and to develop a theory of change. This domain of practice appears to have much to offer the new UK child care strategy and inter-professional context if the opportunity is taken. [ABSTRACT FROM AUTHOR]

Since 1985 the Department of Health has been providing child care research overviews as a means of bringing together the findings of its funded research programmes. With each successive publication a pattern of design and dissemination has emerged. This is illustrated by Child Protection: Messages from Research (Department of Health 1995), an overview of 20 studies of child protection. It included an introductory essay, summaries of each project and a set of ‘True for Us’ exercises. Publication was followed by national seminars and widespread distribution of free copies. Given the substantial investment, it seems timely to assess the impact of the dissemination process in terms of reaching and affecting practice. The survey sought to assess awareness, use and opinions of the report from social services, education and health professionals. It consisted of questionnaires administered by post and telephone calls to a representative sample of 600 professionals working in child protection, 292 of whom replied. The results demonstrate that the book is very well known among most professionals working in child welfare, particularly in social services, and is perceived to have affected the practice of over half of the respondents. The study supports the structure adopted for the report but suggests further benefits in employing a variety of dissemination strategies for different professional groups. This paper contributes to the debate which has followed publication of the recent Department of Health research in child protection. From the viewpoint of one of the researchers, it surveys the criticisms presented by Nigel Parton (Parton 1996). It suggests that the problems he identifies are not irresolvable, and that improvements in social work policy and practice are feasible, as long as the stance taken by the researchers is correctly understood. Integrating work and family demands can be challenging for families caring for a child with one or more disabilities. The pandemic and its changes to work, schooling and service delivery potentially added to these challenges. This exploratory mixed methods study sought to understand how the pandemic affected adoptive parents' work–life fit and service use. A total of 200 participants responded to survey questions about parenting an adopted child with a disability prior to, and after, the onset of Covid‐19. More than half of the parents (59.2%) reported that it was somewhat to very difficult to integrate both work and family demands. Parents with greater access to workplace flexibility and supportive supervisors had significantly less difficulties combining work and family. Families who reported more problems with accessing mental health services, special education and respite care reported significantly more challenges with work–family fit. Parents reported increased stress due to the pandemic changes, but many also shared positive changes such as more time for family. Online services were experienced as effective for some children and reduced time spent driving to appointments. Vague programme descriptions are known to impede implementation and evaluation. Yet social work change programmes often fail to describe in detail how they aim to provide better outcomes for children and families. This study focused on the Systemic Practice Model (SPM), which is a Finnish adaptation of Reclaiming Social Work, a practice model developed in England. The SPM aims to deliver systemic practice in children's social care and has recently been widely disseminated across Finland. However, research has found both considerable variation in its delivery and a lack of clarity about what it is. This study, applying realist evaluation, aimed to formulate a programme theory based on the perceptions of key informants (n = 12) involved in the national development and dissemination of the SPM during the period 2017–2019. The analysis yielded three core components (a systemic team, systemic weekly meetings, and systemic practice) and two context‐mechanism‐outcome (CMO) configurations, which represent causal chains of the SPM. The findings should enable its quality implementation and meaningful outcome and process evaluation. The findings will also aid organizations and practitioners both to identify changes required in their service provision and prevent adverse effects. Using examples from studies undertaken by the Dartington Social Research Unit over a 30-year period, this reply explores the overlap and complimentarity between types of research and suggests ways in which several sources of evidence will lead to a common conceptual framework in UK children’s services. There is relatively little research on the communication skills that social workers use in direct practice with families. This study explores patterns of practice skill found in child and family social work home visits. The study analysed 127 practice interactions in family homes, coding for seven dimensions of worker skill using a coding framework drawn from motivational interviewing. Exploratory factor analysis was employed to establish patterns of skill within the data and to group key dimensions of skill. The findings make two contributions. First, three fundamental dimensions of good practice emerged, which we characterize as care and engagement, good authority, and support for behaviour change. Second, in exploring the relationship between "care" and "control" elements of social work, skilled social workers were able to combine good authority and empathic engagement, whereas those who were less skilled in use of authority were also less good at engagement. This contributes to debates about care and control in social work. The usefulness of these dimensions for conceptualizing practice in child and family social work is discussed and directions for further research are suggested. [ABSTRACT FROM AUTHOR]

This paper provides a practical response to the critical appraisal provided by Nigel Parton of the Department of Health research studies in child protection. Parton argues that the research is flawed because, whilst acknowledging that abuse is socially defined, it also claims that certain types of abuse are undoubtedly serious. This is refuted. The central focus of the research is upon the child protection process. The research does not simply suggest a re-labelling of child protection work, but a more considered approach to the assessment of family circumstances. The research does not ignore the centrality of social work itself; indeed its emphasis is upon comprehensive and consistent assessment. Abstract: This study addresses the relationship between children's participation and the protection and provision offered to them by social services in Sweden. It applies a theoretical framework for analysing child welfare that is anchored in the United Nations Convention on the Rights of the Child. How child participation may affect child protection and provision is examined empirically using case documentation from 2 municipalities. The main finding is that when children are not given voice or opportunity to influence the framing of what “the problem” is, the design of protection and care tends to be poorly matched to the actual problems documented in the child investigation and vice versa; when children can influence framing, this is associated with well‐matched protection and care. This suggests that traditional child welfare ethos, to the effect that protection should be of such overriding concern that children even should be protected from participation, is misguided. The study further illustrates the intrinsic problems with the family orientation of Swedish social services and its reliance on partnership with parents, which makes it difficult to live up to the Convention on the Rights of the Child. Incorporating child participation into existing service models can transform Swedish social services to an augmented child‐focused system that by ensuring participation also promotes protection and provision. The aim of this study was to explore knowledge use and learning among social workers in everyday child investigation work. Research was undertaken in two Swedish children's services departments. The study applied an ethnographic approach. Methods for data collection included interviews, participant observations, reflective dialogues and a documentary analysis of case files. The social workers' knowledge sources were classified into research‐based, practice‐based and ordinary knowledge. The findings show that the social workers preferred practice‐based knowledge, which was primarily conveyed from colleagues and previous experience, and rarely consulted knowledge from sources found outside the practice setting. Furthermore, the findings suggest that the integration of knowledge was made possible through the social workers' engagement in both a verbal and a more cognitive (tacit) reasoning activity, processes that fostered learning at work. The social workers' learning was predominantly adaptive as they learned to handle tasks in a fairly routinized way on the basis of rules or procedures. The findings lend support to the notion that the use of different knowledge forms could potentially trigger learning in everyday social work. [ABSTRACT FROM AUTHOR]

Support services to families of children with disabilities have previously been documented. While the effectiveness and consequences of some support strategies have been defined, their comparison remains problematic primarily because of the diversified existing definitions. The present study aimed to elaborate and validate a typology to describe different types of support that can be offered to families of children with disabilities. A review of literature highlighted a variety of support services and allowed a categorical grouping. Content analysis ensured that each category was defined distinctively. Afterwards, a panel of experts and representatives of organizations from seven developed countries ( Australia, Belgium, Canada, Denmark, France, Sweden and Switzerland) validated the typology. A database of services offered in these countries was created. The resulting typology was divided into four categories related to the family needs: support, respite, child minding and emergency support. Each type of support can be illustrated within organizations in the database. As such, social workers can use the defined typology to identify the needs of families of children with disabilities and suggest alternatives when services are not available. ABSTRACT Children in out-of-home care that demonstrate challenging behaviour are often thought of as 'attachment disordered'. Our understanding of what this might mean for practice is not well developed. In this study, 92 South Australian stakeholders were interviewed about how they understood extremely challenging behaviour amongst school-age children in out-of-home care. Participants consistently described behaviour as arising from attachment difficulties. Despite this, there were a variety of ways that a child's attachment needs were conceptualized, which appeared to be inconsistent with contemporary attachment theory. Thematic analysis yielded four implicit views about children's attachment: attachment as capacity that is limited, attachment as skill that children can learn and transfer to other relationships, attachment as unachievable for some children and an idealized view of attachment as a close and trusting relationship. These possible misconceptions about attachment and attachment needs and their relationship to the development of challenging behaviour are discussed in terms of attachment informed research and theory. A small scale exploratory evaluation of an innovative way (using audiotapes) of keeping social care staff informed about research findings is described. The research was mainly qualitative in style, and explored (i) the extent to which the audiotapes raised knowledge about issues at an individual level, and (ii) subsequent changes in agency practice in terms of discussing and sharing literature-based information over a period of several months. The study was undertaken in four social services departments in England. A total of 29 social care staff answered an initial questionnaire before exposure to the tape itself. Following exposure, four focus groups involving a total of 25 social care staff were undertaken to reveal their attitudes to the content and style of presentation. Finally, three months later, 20 of the original 25 social care staff answered a further round of questions on subsequent use of the tapes as part of practice development. Results generally revealed that social care staff responded well to more informal, conversational styles of presentation on the tape but were critical where a more formal ‘lecture style’ was adopted. Their uptake of research messages was very driven by the specific demands of their own individual work role. Broader relevance for disseminating research results to social care staff is discussed. This article focuses on support services for vulnerable families with young children. Preventive services for young children and their families have a long tradition at the interface of health, education and social work. Provision at this life-stage has also been subject to much evaluative research, and this review will highlight some of the key findings and implications arising from that body of work. The article examines a range of interventions, which have been demonstrated to be effective in various ways. It reviews evidence about uptake, consumer views and measurable effects on children, parents or families. The article also briefly reviews strategies, which combine several methods. A common theme of both services and research is their gendered nature. Participants in interventions and research informants tend to be overwhelmingly mothers, even when described as parents. Family centers tend to put greatest emphasis on working with the whole family, though in practice few involve men to any great extent. Group and individual work with mothers takes place alongside care and stimulation of children.
