This paper examines the 33 year‐long jurisdictional dispute between immigration lawyers and immigration consultants over the right to practice immigration law in Canada. Immigration consultants began to play a role in the immigration law field of practice in the 1980s. Their entry into this field of practice has not gone unnoticed by immigration lawyers. The paper focuses on two moments in this jurisdictional dispute; the events surrounding the Supreme Courts' 2001 decision in the case of the Law Society of British Columbia v Mangat and the 2017 hearings of the Standing Committee on Citizenship and Immigration. Using an ecological framework to understanding the professions, and professional boundary disputes, this paper examines the reasons why the profession of law has not been able to exert monopolistic closure and prevent immigration consultants impinging on one of their traditional fields of practice. Part of the explanation, I suggest, is that immigration lawyers did not speak with one voice about immigration consultants at the 2017 Standing Committee hearings. The Canadian Bar Association's preferred settlement outcome was for the state to prevent immigration consultants from practicing immigration law. Other lawyers who appeared before the Committee advocated a boundary blurring outcome that would allow immigration consultants to practice immigration law, albeit under somewhat more restricted conditions than were then in place. The state rejected a 'full and final settlement' in favor of lawyers and eventually adopted a boundary 'blurring settlement' outcome to this jurisdictional dispute. [ABSTRACT FROM AUTHOR]

In recent years, Canada has witnessed an increase in visibility of far‐right groups and activities. This phenomenon is particularly interesting as it contrasts with the broader Canadian context of acceptance of immigrants and support for multiculturalism. How do far‐right groups represent themselves and their claims to the public considering the dominant discursive environment in which they operate? Moreover, are far‐right groups' discourse and rhetoric marked by contextual differences? This paper analyzes the way the distinct Canadian and Quebec chapters of the vigilante group Soldiers of Odin (SOO) use their public Facebook pages, comparatively. This research demonstrates that both SOO chapters negotiate their self‐representation by employing cultural elements that are salient and meaningful in their respective sociopolitical contexts and that can be exploited to infer motivations. The paper contributes to the literature on black students and racial disparities in high school completion in Canada and makes original use of the 2006 Census to analyze the educational attainment of 18- to 19-year-olds in Ontario and Quebec. Results of a logistic regression indicate that in both provinces, black/white disparities in graduation rates disappear when income, family structure, language, gender, and place of residence are taken into account. Higher rates of socioeconomic disadvantage among black children pose challenges for high school completion. These findings do not imply that racism has no impact; indeed, the paper concludes that high school completion may not be the outcome most suitable for evaluating the effects of racism on educational attainment. Future studies should examine the causes of racial disparities in intermediate outcomes of school success (i.e., grades, special education placement, academic tracking, and disciplinary sanctions), and their effects on the graduation rates and postsecondary pathways of black students. Alberta, Canada, passed a Sexual Sterilization Act in 1928 and up until its repeal in 1972, over 2,800 people were sterilized. Women were overrepresented in the number of sterilizations performed. This paper explores how changing understandings of eugenics led to a subtle transformation which resulted in a “two-pronged” system that targeted mentally defective men, often a danger to society, and mentally normal but morally abnormal women who consented to sterilization. The end result was success for the movement in terms of the types and numbers of people sterilized, and in the longevity of the program. [ABSTRACT FROM AUTHOR]

Abstract: Using theory syllabi and departmental data collected for three academic years, this paper investigates the institutional practice of theory in sociology departments across Canada. In particular, it examines the position of theory within the sociological curriculum, and how this varies among universities. Taken together, our analyses indicate that theory remains deeply institutionalized at the core of sociological education and Canadian sociologists’ self‐understanding; that theorists as a whole show some coherence in how they define themselves, but differ in various ways, especially along lines of region, intellectual background, and gender; that despite these differences, the classical versus contemporary heuristic largely cuts across these divides, as does the strongly ingrained position of a small group of European authors as classics of the discipline as a whole. Nevertheless, who is a classic remains an unsettled question, alternatives to the “classical versus contemporary” heuristic do exist, and theorists’ syllabi reveal diverse “others” as potential candidates. Our findings show that the field of sociology is neither marked by universal agreement nor by absolute division when it comes to its theoretical underpinnings. To the extent that they reveal a unified field, the findings suggest that unity lies more in a distinctive form than in a distinctive content, which defines the space and structure of the field of sociology. This paper is a slightly revised version of the author's 'Outstanding Career Award Lecture' presented at the Annual Meeting of the Canadian Sociological Association in Victoria, British Columbia on June 6, 2013. The paper distinguishes between Canadian Sociology and the Sociology of Canada. The former involves the explanatory stance that one takes to understanding Canada. The latter addresses the significant social dimensions that underlie Canadian social organization, culture, and behavior. I make a case for a Canadian Sociology that focuses on the unique features of Canadian society rather than adopting a comparative perspective. I also argue that there is a continuing need within the Sociology of Canada to address the issues of staples development. However, I argue that 'new' staples analysis must have a directional change from that of the past, in that social processes now largely determine the pattern of staples development. Moreover, new staples analysis must include issues that were never part of earlier staples analysis, such as issues of environmental impacts and of staples depletion under conditions, such as climate change. The paper concludes by analyzing four factors that provide the dominant social contexts for analyzing modern staples development: (1) the rise of neoliberal government, (2) the implementation of globalization and its social consequences, (3) the assumption of aboriginal rights and entitlement, and (4) the rise of environmentalism. These factors were generally not considered in earlier staples approaches. They are critical to understanding the role of staples development and its impact on Canada in the present time. Cet article examine l'existence d'un paradoxe de facilitation/contrôle dans le cadre des efforts gouvernementaux de contrôler la migration des époux. La littérature sur le jugement discrétionnaire et les fonctionnaires de proximité est utilisée pour analyser comment les agents canadiens des visas décident quelles relations de couples sont 'vraies' ou 'fausses'. This paper questions whether there is a facilitation/enforcement paradox associated with state efforts to control spousal migration. The literature on discretion and street-level bureaucrats is used to analyze how Canadian visa officers make decisions about which spousal relationships are 'real' and which are 'fake.' The paper shows that visa officers use various cultural frameworks to construct typifications of 'normal' relationships. These typifications allow visa officers to construct cases as credible or not credible, and constitute simultaneous bases for decisions about immigrant exclusion and inclusion. This paper portrays the emergence of Canadian settlement work with immigrants and explores its prospects as an occupation. Currently, settlement work includes three forms of practice: (1) a loose occupation; (2) a specialty of social work; and (3) an emerging profession. The paper argues that settlement work is likely to have a professional future. However, whether or not it will become an independent profession depends largely on the funding regime of the settlement service sector. If the existing federal and short-term funding regime continues, settlement work will still be trying to define itself in the broader field of social service work. If a provincial and long-term funding regime emerges, prospects for an independent professional settlement work will improve. [ABSTRACT FROM AUTHOR]

At many Canadian universities it is now common to publicly acknowledge Indigenous lands, treaties, and peoples. Yet, this practice has yet to be considered as a subject of scholarly inquiry. How does this practice vary and why? In this paper we describe the content and practice of acknowledgment, linking this content to treaty relationships (or lack thereof). We show that acknowledgment tends to be one of five general types: of land and title (British Columbia), of specific treaties and political relationships (Prairies), of multiculturalism and heterogeneity (Ontario), of no practice (most of Quebec), and of people, territory, and openness to doing more (Atlantic). Based on these results, we conclude that the fluidity of acknowledgment as a practice, including changing meanings depending on the positionality of the acknowledger, need to be taken into account. One of the most significant positive approaches to the politics of climate change on the scale required by the problem is that of Giddens. This paper uncovers weaknesses in his argument and reveals motivational divergence for mitigation and energy security in both Canada and New Zealand, which is opposite to what occurred in Northern Europe that provided the basis for his analysis. This suggests that the response to climate change varies according to deeper cultural and geophysical structures. The paper also examines cost(risk)-benefit analysis versus the precautionary principle, the directionality of political-economic convergence with mitigation, and political partisanship concerning climate change. This paper investigates wealth disparities among first-generation immigrants using data from the 2012 Survey of Financial Security. We apply logistic and linear regression models to estimate disparities in homeownership and household equivalent net worth by immigrant status, region of origin, and time since arrival. By focusing on immigrant families from different regions who entered Canada at different points in time, this research applies theories related to assimilation, human capital, and structural barriers to wealth. Our findings demonstrate that even though many immigrant families transition into homeownership and grow their wealth over time, certain first-generation immigrant groups continue to experience wealth disparities many years after their arrival to Canada. In particular, immigrant families from African, Asian, and Middle Eastern countries experienced the largest wealth gaps. [ABSTRACT FROM AUTHOR]

Student success is facilitated by strong bonds between families and schools, including a shared sense of purpose and mutual trust. However, for Indigenous peoples these relationships are often broken, undermined by the legacy of residential schooling and assimilative educational practices. Drawing on interviews with 50 Indigenous (mainly Haudenosaunee, Anishinaabe, and Métis) and non-Indigenous parents and educators, this paper examines the ways in which issues of class and race shape interactions between teachers and Indigenous parents. The interviews reveal that legacies of racial discrimination against Indigenous peoples in schooling affect family/school relations among middle-class (MC) and lower-class (LC) parents in different ways. MC parents intensify relations with the school while, in comparison, LC parents tend to disengage as a consequence of their negative schooling experiences. [ABSTRACT FROM AUTHOR]

In this paper, I describe dividing practices in making up a specific medical-legal category-the revolving door patient-to identify, label, and direct the actions of particular people living with mental illness. The revolving door patient was a category that had been spoken of for some time, but became a formal legal subject with the introduction of the Alberta Mental Health Act 2010 and Community Treatment Orders (CTOs). I demonstrate how a rationale of control over unpredictable and dangerous individuals was primary in creating this new category, and that the characterization of the revolving door patient required a disciplinary technology to reduce danger. I argue that the CTO is a medical-legal technology that solves the problem of governing a subject in order to produce a patient that manages mental illness. I conclude by reflecting on how the narrative of the revolving door patient, and of mental illness more broadly, has implications for personal identity and tensions between care and control. Cet article présente une nouvelle échelle professionnelle pour la classification nationale des professions (CNP) au Canada. En premier, l'on discute le contexte historique dans lequel la production des échelles des professions, faites par des sociologues aux Canada et aux États-Unis, s'est réalisée. La méthodologie de la récente échelle Nam–Powers–Boyd utilisée aux États-Unis est ensuite appliquée au recensement des professions de 2001. Celle-ci sert à créer des scores des statuts professionnels pour les titres professionnels de la classification nationale des professions (CNP 2001) à Statistiques Canada. Ces scores soulignent les inégalités démographiques et socio-économiques qui existent parmi les groupes au Canada. This paper provides a new occupational scale for the Canadian National Occupational Classification system. The historical context for occupational scales produced by sociologists in Canada and the United States is first discussed. The methodology used in the recent Nam–Powers–Boyd scale in the United States then is applied to the 2001 census of occupations to construct occupational status scores for the occupational titles found in the National Occupational Classification for Statistics (2001) at Statistics Canada. The occupational status scores highlight inequalities existing among groups in Canada along demographic and socioeconomic dimensions. Canada's fear of future skill and labor shortages has brought youth with disabilities to the forefront of public policy. Many universities are now reporting that an increased proportion of their graduating students identify as having a disability, and as a result, educational achievement-based programs designed to accommodate students' needs are growing across campuses. Despite recent attention by policymakers on improving accessibility standards and increasing employer incentives, young Canadians with disabilities continue to face barriers in their transitions to the workforce. The nature and extent of the early workforce inequalities faced by postsecondary graduates with disabilities remains unclear. This paper draws on the 2005 cohort of Statistics Canada's National Graduates Survey to examine the early workforce outcomes of postsecondary graduates with disabilities. Contrary to theories of human capital, the results reveal significant earnings gaps between graduates with and without disabilities of various fields of study and levels of schooling. Further, graduates with a disability are even more disadvantaged in terms of securing employment, as they were significantly less likely to be employed full-time, and were overrepresented among unemployed and part-time workers across various fields of study and levels of postsecondary education. The 2005 Canada-wide legalization of same-sex marriage provided same-sex couples with access to an institution they had previous been excluded from. Yet not all couples choose to marry. In this paper, we examine why this is the case, considering the role of personal, political, and historical factors. We draw on 22 interviews with people in common-law same-sex relationships in Toronto to examine how they understand their relationship within the new context of marriage equality. We find that participants feel they are held accountable to marriage as a default relationship legitimacy norm, indicating that this new institutional access is accompanied by a set of social expectations. Despite their awareness of the need to navigate a social context favoring marriage, participants individualize their relationship decisions as personal rather than political. Participants often contradict themselves as they articulate what marriage means to them, suggesting that, in this period of legal and social transition, people are negotiating multiple meanings, societal messages, and traditions when it comes to making sense of their relationship. This paper evaluates the economic benefits of self-employment in Canada for 12 groups of ethno-racial immigrants. It tests whether or not their self-employment earnings are higher or lower than similar groups in wage and salary employment, whether ethnic minorities earn more or less from self-employment compared to White immigrants, and whether self-employment earnings of immigrant groups vary by their industrial sectors of employment. Using the Canadian Census 2006, I show that self-employed ethno-racial immigrants earn less than White immigrants. I also show that the economic benefits of self-employment depend on the ethno-racial groups and the industrial mix of their self-employment. [ABSTRACT FROM AUTHOR]

Many studies of exit from sex work are inspired by role theory, where people experience a lack of attachment to a role; are faced with individual, interactional, and structural challenges; contemplate transition and exit a role; and then struggle to establish postrole identities and new lives. This framework has been used to explicate the factors and experiences of those who leave or attempt to leave the sex industry; however, it is limited because studies present sex work as a harmful and dangerous profession that people are trapped in, escaping, or have survived. In this paper, I discuss Vancouver's history of violence against sex workers and I review research on sex work exiting and bring forward recommendations for the design of exit program based on the experiences of 22 active and former off-street sex workers from Vancouver, British Columbia. I describe study participants who include Sex-Work-No-More participants who would not return to the industry, Sex-Work-Maybe participants who consider reinvolvement, and Dual-Life participants who are employed in sex work and conventional work simultaneously. These participants uniquely challenge narrow, binary understandings of involvement and transition because they discuss their use of deception to obtain resources needed to make change; the support that clients have provided; their strategic engagement in sex work as a means to exit; their considerations of reentry; and for some, their dual employment. In light of new legislation that criminalizes activities related to sex work-the Protection of Communities and Exploited Persons Act-and the Federal government announcement of $20 million dollars for the creation of exit services nationwide, hearing from sex workers is essential to advancing agendas in this area. Task shifting, which involves the transfer of care work from regulated health-care professionals to home care workers (HCWs), is a strategy to ensure the efficient delivery of home care services in Canada and internationally. Using a feminist political economy approach, this paper explores the effects of task shifting on HCWs' skills. Task shifting may be understood as a form of downward substitution-and an effort to increase control over workers while minimizing costs-as some of health-care professionals' responsibilities are divided into simpler tasks and transferred to HCWs. Our interviews with 46 home health-care providers in Ontario, which focused explicitly on HCWs' role in care provision, problematize the belief that 'low skilled' care workers have little control over their work. HCWs' skills become more complex when they do transferred tasks, and HCWs sometimes gain greater control over their work. This results in increased autonomy and mastery for many HCWs. In turn, this serves to reinforce the intrinsic rewards of care work, despite the fact that it is low paid and undervalued work. [ABSTRACT FROM AUTHOR]

Numerous essays exist on the lived experiences of academics from working-class or poverty-class origins. Yet, to date, there exists no systematic analysis of the class origins of university faculty members. This study utilizes surveys from a random sample of full-time university professors at all 95 Canadian universities affiliated with the Association of Universities and Colleges of Canada (AUCC) to analyze the ways in which socioeconomic background impacts experiences within university and graduate school. Findings indicate that several measures of socioeconomic background are indeed significant predictors of this experience. Qualitative data reveal that working-class faculty members are hyper-aware of the ways in which their class backgrounds affected their educational trajectories; while conversely, academics from middle-class backgrounds were also reflective about the ways in which they were privileged. The paper concludes with implications for developing public policy that shifts focus away from apolitical discussions of diversity, toward promoting inclusivity for those from working-class or lower-income backgrounds. The book Direct Action, Deliberation and Diffusion: Collective Action After the WTO Protests in Seattle argues that the process of diffusion is dependent on social processes in the receiving context. The most important in social movements is an egalitarian and reflexive deliberation among diverse actors. The book traces the direct action tactics associated with the Seattle protests against the World Trade Organization in 1999 and how these spread to activists in Toronto and New York City. It shows how the structure of the political field, racial and class inequalities, identity boundaries, and organizational and conversational dynamics limited deliberation among activists, and thus limited the diffusion of the Seattle tactics. By constraining the spread of the Seattle tactics, this slowed the global justice movement's wave of protest. In this paper, I explore the application of and implications of this model of protest tactic diffusion to the recent Idle No More mobilizations. Is the economic insecurity associated with temporary employment transitory or lasting? What accounts for differences in medium-run earnings trajectories for workers first observed in temporary and permanent jobs? Although there is now a considerable body of research investigating mobility outcomes for temporary workers, most studies focus on single transition points and pay little attention to the quality of subsequent employment beyond its temporary or permanent status. In this paper, we compare income trajectories for a nationally representative sample of Canadian temporary workers and a set of permanent workers selected to match them as closely as possible on personal, job, and work-history characteristics. We find that temporary workers start out with lower incomes and fail to catch up to their permanent counterparts over the next five years. Differences are more pronounced for women. Nous approfondissons la façon dont la stratégie de marque lululemon se reporte constamment à des concepts vagues, homogénéisateurs et extrême-orientaux des spiritualités du Levant, qui instrumentalisent les pratiques yogiques et renforcent les idéologies occidentales en matière de santéisme, parallèlement à la performance personnelle, corporelle et commerciale. Nous arguons que lululemon intègre au consumérisme des discours de prise de pouvoir, illustrant la façon dont les discours de choix et de soin de soi renforcent le soi responsabilisé qui est au cœur même des sociétés néolibérales contemporaines. This paper examines the enormous success of lululemon athletica and specifically how its branding practices appropriate yogic practice into a consumerist model of discipline and self-care. lululemon branding is linked with neoliberal hyperindividualism and broader self-help discourses that define health and wellness as a personal and moral achievement. We explore how lululemon branding consistently refers to vague, homogenizing, and orientalist concepts of Eastern spiritualities that instrumentalize yogic practices, and reinforce Western ideologies of healthism along with personal, bodily, and market performance. We argue that lululemon folds empowerment into consumerism: discourses of choice and self-care reinforce the responsibilized self that is the core of contemporary neoliberal societies. L'accès aux universités prestigieuses, les mieux classées et dotées de ressources, quoique peu étudié, représente une dimension additionnelle des inégalités en éducation au Canada. La théorie de l'inégalité maintenue efficacement (IME) soutient que les groupes favorisés vont dominer l'accès aux institutions les mieux classées peu importe le palier scolaire. Cet article teste cette hypothèse en utilisant les données uniques de milliers d'élèves du Conseil Scolaire Public de Toronto (TDSB) qui ont été suivis à partir de la neuvième année jusqu'à leur entrée dans un établissement postsecondaire. Ces données ont ensuite été associées aux données de classement des universités, de leur revenu, de leurs dépenses et de leurs fonds de dotation. Une série de modèles statistiques à niveaux multiples indique que l'entrée dans la hiérarchie universitaire ontarienne tend à refléter les inégalités dans l'accès général aux universités. Access to highly ranked, prestigious, and well-resourced universities represents an additional yet understudied dimension of educational inequality in Canada. The theory of effectively maintained inequality contends that advantaged groups will dominate access to the best-positioned institutions within any credential tier. This paper tests this hypothesis using unique data on thousands of Toronto District School Board students that were tracked from Grade 9 to their entry in Ontario postsecondary institutions, and then linked to data on university rankings, incomes, expenditures, and endowments. A series of multilevel models shows that entry into Ontario's university hierarchy tends to mirror inequalities in general access to universities. Female, Asian-origin, and students from higher socioeconomic neighborhoods are more likely to enter higher ranked and better resourced institutions, while students who self-identify as black and male are less likely to enter such institutions. High socioeconomic status and Asian-origin advantages are mediated only partly by academic variables, suggesting that status cultures play a role in shaping their university choices, while gender and other racial inequalities emerge largely through academic processes. The Canadian Review of Sociology has been an important venue for scholarship on ethnicity and race. Through an analysis of publications dealing with both terms in the journal, between 1964 and 2010, the paper finds that publications have focused more on ethnicity than race, using a political economy approach, and quantitative methods. Over time, significant changes have occurred, including a move away from ethnicity to race and a move away from quantitative methods. Many of these changes have occurred in conjunction with policy and demographic changes in Canada and as a response to ongoing racial inequities. [ABSTRACT FROM AUTHOR]

Canadian data on strike frequency, duration, and volume imply that the strike is withering away. Some research also suggests that strike duration is countercyclical. However, the early twenty-first century was anomalous from the viewpoint of these expectations. After 2001, mean strike duration increased and was not countercyclical. This paper explains the anomaly by arguing that employers are seeking to scale back the wage gains of previous decades in the face of mounting public debt and the whip of an increasingly unfettered market. These conditions apparently motivate some workers to endure protracted work stoppages, irrespective of the phase of the business cycle, in an effort to protect their rights. [ABSTRACT FROM AUTHOR]

This paper focuses on the subject positioning of South Asian Muslim communities in Montreal in the sociopolitical context of the war on terror (WOT) in Canada after 9/11. Drawing upon community studies, the results highlight the ways in which the climate of fear and suspicion associated with heightened security and antiterrorism concerns shapes the lives of these respondents and how they respond to it in their local contexts. The increased external scrutiny these communities face is also associated with an internalization of fear, which becomes a self-regulating factor of how they view themselves, their relationships with members of their own communities, and their belonging within the larger society. In this paper, I trace how the reform of social assistance in Ontario, especially the post-1990s enforcement of lone mothers' employability via welfare-to-work programs, parallels shifts in dominant moral codes of mothering, from 'mother-carer' to 'mother-worker.' Additionally, I use this case as an entry point to consider the implications of public and policy allegiance to these moral codes for all mothers. The central argument I make is that the introduction of welfare-to-work programs in Ontario did not occur in a neoliberal state-sanctioned vacuum but also involved the circulation of ideas about moral mothering outside of policy into policy. Given the complexity surrounding various interactions among health determinants and the challenge of being able to adequately describe the dynamic processes through which health determinants have their effects, the purpose of this paper is to provide a conceptual overview demonstrating the effects of socioeconomic status and cumulative disadvantage on producing health disparities across the life course. The idea underlying cumulative disadvantage is that socioeconomic-based health inequalities will increase across the life course, mostly because of differential exposure to risk factors and access to protective resources. The advantage of life course sociology is its consideration of early life experiences, and the social and historical context of their occurrences, as important contingencies in producing these systematic socioeconomic differences in health gradients. In this paper, I draw on interview data with 21 Canadian marginal religious affiliates, who attend religious services primarily for religious holidays and rites of passage, and ask why they stopped attending on a regular basis, why they continue to attend once or twice a year, and do they express any interest in being more involved in their religious group, and if so, what factors might lead to increased involvement. In contrast to Reginald Bibby and others who explain church involvement patterns by stressing the supply side of the religious marketplace, I argue that we should concentrate more on the demand side. This paper critically interrogates the concept of sexual health as it has evolved in relation to older adults. I draw on social and cultural studies of aging, feminist studies, and science and technology studies to outline a research agenda which treats sexual health as a point of articulation for a range of technologies and processes which shape mid- and late-life sexualities. Such an agenda may be able to more fully interrogate the sites and processes by which sexualities are being shaped, the forms of sexual agency on offer to older people, and the contemporary reconstruction of sexual life courses. In this paper we compare cohorts of mothers who had their first children between 1970 and 1999, in terms of their probability of beginning work shortly after childbearing. Using the 2001 General Social Survey, Cycle 15 on Family History, we investigate the effects of women's socioeconomic characteristics on labor force withdrawal. Our discussion focuses on the analysis of the transition as a type of life course analysis. We underline the differentiation of the transition by cohorts, educational attainment, income, et cetera. We show that since the mid-1980s, mothers with low educational attainment are dramatically excluded from the labor market within the two years following the birth of their first child. Conceptualizing professions has traditionally been problematic because professional characteristics vary across time and place. This paper explores the ways in which professions and occupations were historically demarcated through legislation. A look at professional regulation in five Canadian provinces before 1961 reveals approximately 36 distinct professional groups. I argue that developing a more accurate, empirically based understanding of what professions were in the past will help us conceptualize and advance research on professions in the present. Particularly salient are considerations of status, as well as the structuring of occupations' relations with other occupational groups, the public, and the state. [ABSTRACT FROM AUTHOR]

Social capital has been a key framework in conceptualizing the place of social ties in quality of life. Families have not been among groups of interest in social capital research. Yet within the context of research and public policy on aging, the contemporary discourse on families and care is congruent with social capital assumptions. In this paper, we draw on social capital literature to frame our understanding of the social capital inherent in families of frail older adults, and hypothesize their abilities to benefit family members. In light of public sector reforms in Canada and elsewhere, this paper focuses on the shift of emphasis from social to private responsibilities and raises new questions about the forces of private enterprise and market-based partnerships. Under neoliberal governmental agendas, privatizing responsibility links to three main developments: the reconsideration of the relations of public and private; the mobilization of responsible citizenship; and the formation of a cultural mentality of rule that works alongside these developments. The research for this article is based on extensive analysis of policy documents and public sector reform initiatives, as well as interviews with Canadian federal public service employees. Utilisant l'Enquête auprès des jeunes en transition (EJET), sondage longitudinal nationalement représentatif, l'auteur examine l'argument voulant que les résultats éducationnels inférieurs de diverses minorités visibles et d'immigrants seraient attribués à leurs désavantages socioéconomiques, tandis que les résultats supérieurs des autres minorités visibles auraient pour cause leur soutien culturel. Les analyses rapportent des inégalités non négligeables dans le parcours pédagogique des Premières nations, des minorités visibles et des immigrants. Cependant, ni leur emplacement structurel ni leurs attributs culturels (ni les deux ensemble) n'expliquent entièrement les différences de leur parcours pédagogique ni ne peuvent être réduits à un simple modèle dans lequel les désavantages structurels détermineraient les résultats inférieurs et les facteurs culturels les supérieurs. Using the nationally representative longitudinal Youth in Transition Survey, this paper examines the argument that inferior educational outcomes of various visible minorities and immigrants can be attributed to their socio-economic disadvantages, while superior outcomes of other visible minorities is due to their cultural supports. The analyses document sizeable inequalities in educational pathways of First Nations, visible minorities, and immigrants. However, neither structural location nor cultural attributes (nor both in conjunction) totally account for differences in their educational pathways nor can they be reduced to a simple pattern whereby structural disadvantages account for inferior pathways and cultural factors for superior ones. Cet article a pour but d'analyser les expériences du marché du travail des jeunes nés de parents immigrants, réfugiés et canadiens en utilisant deux ensembles de données de 1998, l'Enquête sur la dynamique du travail et du revenu, et L'enquête sur le rétablissement des réfugiés en Alberta. Son ambition première est de comprendre leurs expériences de travail, étant donné qu'elles sont essentielles à leur intégration et à leur passage à l'âge adulte. D'un point de vue pratique, les résultats aident les fournisseurs de services de première ligne en procurant de l'information supplémentaire sur les besoins liés à l'emploi des jeunes nouveaux arrivants. Théoriquement, cette étude a pour objectif de mieux comprendre un des aspects de l'intégration — l'emploi —, étant donné que l'information actuelle ne décrit pas adéquatement les expériences de ces jeunes. This paper examines the labor market experiences of immigrant-born, refugee-born, and Canadian-born youth using two data sets, the 1998 Survey on Labour and Income Dynamics and the 1998 Refugee Resettlement to Alberta Survey. Its main objective is to understand their job experiences as they are crucial to their integration and transition to adulthood. On a practical level, the findings help front-line service providers by providing additional information about the employment-related needs of newcomer youth. Theoretically, this research aims to develop a better understanding of one aspect of the integration, employment, as current information does not adequately describe the experiences of newcomer youth. L'article présente une évaluation critique de ces milieux environnants de plus en plus privés et localisés pour le discours politique du secteur forestier de l'Alberta. Quoique la prudence soit conseillée concernant le potentiel d'engagement actif du citoyen à l'intérieur de comités financés par les entreprises, l'étude de cas révèle l'importance de la variation contextuelle sur la qualité de la délibération. At a time when enthusiasm waxes for a more deliberative and participatory environmental governance, critical inquiries into these activities are sorely needed. One prominent governance forum is the public advisory committee, which has come to play a central role in the legislative and market-based regulation of forest resources. This paper offers a critical assessment of these increasingly privatized and localized settings for political discourse within the forest sector of Alberta. Although caution is urged regarding the potential for active citizen engagement within corporate-sponsored committees, the case study reveals the importance of contextual variation in the quality of deliberation.
