To encourage more even dispersion of economic immigrants throughout Canada, the federal and various provincial governments have developed the Provincial Nominee Programs (PNPs). In this paper, we provide an overview of these programs and assess their impact on the flow of immigrants to smaller provinces, which have struggled to attract and retain skilled newcomers. We find, after controlling for provincial economic conditions, that the Nominee Programs of Manitoba, Prince Edward Island, and New Brunswick were associated with significant increases in immigration flows to these provinces. We also find that one-year retentions rates of immigrants did not decrease for any province after the introduction of the PNPs. In fact, retention rates for immigrants through Nominee Programs were higher in most provinces than for economic class immigrants arriving through the federal programs. We compare the retirement prospects of immigrant men with their native-born counterparts. Using data from the Survey of Labour and Income Dynamics, we estimate a significant gap of 43 percent in private pension income and 30 percent in private pension contributions between immigrants and the native born. The gap in public pension incomes is negligible and reduces the overall pension gap, but only partially. Furthermore, the pension income and contribution gap is significantly larger for more recently arrived immigrant cohorts, consistent with evidence of weaker earnings for this group. We provide age profiles of pension income and contributions and discuss problems in interpreting the results without adjusting for age. Controlling for age and earnings differences, immigrants are still about 11 percent less likely to make contributions to a private pension program, but there is no difference in the contribution rates out of earnings of those who contribute. Recently arrived immigrants are significantly less likely to make contributions to a private pension program and appear to be neglecting private pension contribution opportunities more than earlier immigrants and the native born, which may have adverse implications for Canada's public retirement programs. Economic outcomes of former Temporary Foreign Workers (TFWs) and former international students (ISs) are compared to those of Skilled Worker Principal Applicants who have no Canadian experience at the time of landing. Controlling for only variables from the immigration points system, former TFWs have both higher earnings and employment rates, while ISs are no lower. When models are estimated separately by gender, male immigrants who were former TFWs have superior outcomes. Overall, the evidence provides support for the Canadian Experience Class in that former TFW, and to a lesser extent IS, status provides signals regarding immigrants' labour market integration. The annual level of immigration is a critical component of a country's immigration policy. This study considers the potential influence of immigration levels on immigrant entry earnings. Using the Longitudinal Immigration Database over the 1982-2010 period, this study finds that a 10 percent increase in the size of a cohort of entering immigrants is associated with a 0.8 percent decline in entry earnings among immigrant men in that cohort and a 0.3 percent decline among immigrant women when controls for changes in immigrant characteristics and macroeconomic conditions are applied.
