Sommaire Il y a une trentaine d'années, dans les démocraties anglo-américaines, les politiciens ont adopté une série de mesures conçues pour leur assurer une position dominante dans l'élaboration des politiques publiques et pousser les hauts fonctionnaires à devenir de meilleurs gestionnaires. Le gouvernement du Canada n'y a pas fait exception. Essentiellement, les politiciens ont décidé de se tourner vers le secteur privé pour améliorer la gestion du secteur public. Ces efforts ont échoué, ont coûté cher aux contribuables et ont rompu les amarres de la fonction publique fédérale. Cet article soutient que la fonction publique a besoin de redécouvrir ses racines, et qu'elle doit abandonner les hypothèses simples liées aux intérêts personnels et aux modèles déductifs et le mantra voulant que les réformes inspirées du secteur privé puissent engendrer des changements productifs dans le secteur public. Some thirty years ago, politicians in Anglo-American democracies introduced a series of measures designed to give them the upper hand in shaping public policy and to push senior public servants to become better managers. The government of Canada was no exception. Politicians essentially decided to look to the private sector to improve public sector management. The efforts have failed, have been costly to taxpayers, and have knocked the federal public service off its moorings. The article argues that the public service needs to rediscover its roots and walk away from simple assumptions tied to economic self-interest and deductive models and from the mantra that reforms inspired by the private sector can drive productive change in the public sector. Canadian municipalities face a significant challenge when setting council remuneration. The inherent conflict-of-interest that arises when councillors vote on their remuneration requires the process to be as unbiased as possible. This article identifies four themes in municipal remuneration reports: composition of review committees, use of tax-free remunerations, methodology of reviews, and identification of common key criteria for reviews. Using the identified criteria, the article recommends a four-stage process for remuneration. Focusing the reviews on the stated criteria of municipalities may increase acceptance of the results and attract the best possible candidates. This article examines how language and discourse have framed the issue of accountability in Indigenous child welfare devolution in Manitoba. Devolution has been officially presented by the province as a structure and process of collaborative governance - a form of governing that requires horizontal accountability among equal partners. Our examination of the accountability structures and processes reveals that, despite the rhetoric, there is continuing heavy insistence on vertical accountability to the provincial government. At best, the idea of collaborative governance is an illusion; at worst, it has serious negative impacts on Indigenous autonomy and on standards of accountability. This article examines the communications function in Canadian government using the results of a pilot study on the governments of Canada, Ontario and the City of Toronto. It first defines what government communication is, explains what activities are included within the function, and then explains how and for what purposes government communications are used. It also provides a high-level overview of how communications within the federal, provincial and municipal governments are managed and administered. The article concludes with some observations about the nature of government communications in Canada and thoughts about future research in the area. This article introduces the concept of 'metagovernance' into the Canadian public administration literature. The term captures the relationship and tension between the willingness of the state to engage with civil society representatives in substantive policy planning and decision-making via purpose-focused governance networks, while maintaining some degree of control over their activity consistent with traditional notions of democratic accountability. Examples of fifteen cases of network governance at the local level from all regions in Canada and various policy domains are compared. The article identifies patterns in the management of governance networks by the state and reflects on the implications for network governance and accountability. Building on the 1962 Glassco Commission report, this article argues that the duality of collective and individual ministerial responsibility in the Canadian Westminster model is under-recognized and remains highly relevant. While reforms since the 1960s favoured individual responsibility, the growing impact of information and communications technologies ( ICTs) gives renewed significance to collective responsibility. This article reviews accountability challenges arising from ICT-influenced changes in the federal government's organization and relationships, including the shift from a traditional vertical departmental model towards an increasingly horizontal one. Accountability for this re-collectivized environment risks ineffectiveness for two reasons: the prime minister's view of his own role, and Parliament's difficulty in dealing with horizontal issues. If the risks are not recognized, Canadian democracy will be diminished.
